The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, July 15, 2008, beginning at 6:00 p.m. in the Board of Directors’ Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

A.   Congratulations to Jessica Weaver, a June 2008 graduate of the Williamsport Area High School, for being awarded a $20,000 scholarship award from KFC   Colonel’s Scholars to attend Mansfield University where she will pursue a nursing degree.

 

B.   Secondary Alternative Education Presentation—David Wright and   William Rathjen

 

C.   Discussion and possible action between the City of Williamsport and Williamsport Area School District for the Kohl’s Project.

 

D.   Feasibility Study Presentation – McKissick Associates

 

Mr. McKissick provided a comprehensive review of phase #1 of the feasibility study which included a detailed analysis of all short-term and long-term building maintenance needs.

Construction Projects

 

Motion made by Ms. Markle, seconded by Mrs. Williams, to approve the following construction project items:

 

A.   Authorize entering into a release agreement with Lobar, Inc. whereby the district will

release construction claims arising from the Cochran Elementary School project in return

for payment of $7,500.

 

B.   Award a contract to Charles Construction Company to replace the west entrance road and make repairs to the west parking lot at the Roosevelt Middle School at a cost not to exceed $65,000. Five bids were received and Charles Construction Company was the low bidder. The estimated cost is $61,961 which excludes the option of top coating and/or sealing the parking lot.

 

Construction Projects Cont’d:

 

C.   Authorize a contract with the lowest qualified bidder for the supply and installation of a handicapped accessible ramp at the WAHS stadium at a cost not to exceed $30,000 with retro-active approval of the actual contract at the August 5, 2008 board meeting. Bids were originally due last Friday and no bids were received. We are extending the bid due date to Friday, July 18th.

CURRICULUM REPORT

 

7.1   Approve Randy Zangara, Assistant Principal at Curtin Middle School, to participate in Leadership Lycoming. Tuition cost is $1,250 and is budgeted in his administrative conference account.

 

7.2   Approve the Williamsport Area School District Reading Recovery Training Site to provide Reading Recovery Continuing Contact Services during 2008-09 to:

 

4 Reading Recovery Teachers – Shikellamy School District

3 Reading Recovery Teachers – Montgomery Area School District

5 Reading Recovery Teachers – Bald Eagle Area School District*

2 Reading Recovery Teachers – Sullivan County School District

1 Reading Recovery Teacher – Galeton Area School District

 

Each district will pay WASD $650 per teacher (mileage will be reimbursed by each district directly to the WASD Teacher Leader). The cost will cover: (a) one site visit by the WASD Reading Recovery Teacher Leader to each of the teachers; and (b) participation by each of the Reading Recovery Teachers in six Continuing Contact sessions to be held at the WASD Reading Recovery Training Site during 2008-09.

 

* One Bald Eagle Area SD teacher must have the Reading Recovery status reactivated at a cost of $1,300 ($650 for the 2008-09 Reading Recovery Continuing Contact costs plus $650 for the additional training that will be required from the WASD Reading Recovery Teacher Leader).

 

7.3   Approve the annual agreement with West Branch Drug and Alcohol Abuse Commission which facilitates their provision of staff to serve as ad hoc members of our student assistance (CARE) teams. Consider approval of the Qualified Service Organization Agreement which enables West Branch Drug and Alcohol Abuse Commission to provide assessment and referral services as a part of the student assistance program service they provide. These approvals do not encumber WASD funding.

 

7.4   Approve the operation of Camp Ophelia, a program focused on young girls’ relational aggression, during summer of 2008. Camp is to be operated by staff trained in the Ophelia methodology. Tamra Springman, a member of the professional staff at Roosevelt Middle School will organize and lead the program. The program will be expanded to include up to thirty-six participants, the equivalent of two weeks of programming. Mrs. Springman will be paid $950 per week for the week of camp and for one week to organize, prepare, and secure additional funding for the camp. One other Ophelia-experienced professional will staff the camp (Carol DeSilva, contract approved previously). Due to the size of the camp another staff member, Janice Saffel, will be included, at the $950 rate. One counselor from Curtin Middle School, Marjorie Stopper, will also assist and learn the Ophelia concept and process and will be reimbursed $760 for four days. One experienced aide, Linda Ross, will assist the program and will be compensated at $13.91 per hour, up to 60 hours. All expenses are paid through the Governor’s Safe Schools Initiative grant.

 

CURRICULUM REPORT CONT’D:

 

7.5   Approve CPR recertification for the health services staff in August 2008. The cost is $285.00 for 19 people and will be done through the American Heart Association.

8.4*   POSITION CHANGES - Approve the following position change(s):

 

 A.   Charles E. Hughes, 133 Confair Parkway, Montoursville, from full-time Printer at the District Service Center to full-time Stock Clerk at the Warehouse Complex (250 day, 8 hours per day), at the base salary rate of $33,220, prorated ($16.61 per hour) or contract rate, effective July 7, 2008 (replacing David Staib, retired).

       

 B.   Kimberly A. Whittington, 639 Fifth Ave., Williamsport, from a general food service worker at the high school to a part-time (185 days, up to 5 hours per day) Instructional Support Aide for the Water Safety Program at the Williamsport Area High School, effective with the start of the 2008-2009 school year (tentative start date of August 25, 2008), with a base wage rate of $11.31 per hour or contract rate (replacing Bridget Cortes, resigned; position revised to part-time).

 

 

 

 

8.5  CONTRACTED SERVICES

 

  1. Approve the following monthly deposit rates per employee to be paid to the

Lycoming County Insurance Consortium (health insurance), effective July 1, 2008, through June 30, 2009:

B.   Approve a contract with Delta Dental, One Delta Drive, Mechanicsburg, to provide dental care benefits to eligible employees of the Williamsport Area School District under a Cost-Plus rating method for the 2008-2009 school year calculated as follows: cost of claims incurred + $4.05/month for each primary enrollee. Settlements under this arrangement will be calculated monthly with weekly wire transfers.

 

C.   Approve the following rates to provide life insurance and AD&D coverage for eligible employees with Harleysville Life, effective July 1, 2008:

 

   $.13/$1,000     Life

   $.025/$1,000    AD&D

 

 D.   Authorize the Board President to sign an agreement with Employee Services, Inc.,

    55 Chamberlain St., Wellsville, New York 14895, reflecting a rate of $20.84 per employee for Employee Assistance Program (EAP) Services for the 2008-2009 school year.

 

8.6  OTHER

 

 A.   Authorize the Superintendent to sign a Memorandum of Understanding (MOU) with the Williamsport Education Association (WEA) regarding “On-Line” Recovery Courses” being offered for the first time by the District. Bernard J. Meyer, Jr., 881 Cemetery Rd., Montoursville, will teach Applied Biology and Chemistry and Christopher P. Yoder, 239 Hughes St., Williamsport, will teach Algebra IA, to be paid at the rate of $160 per student taught in these courses.

 

B.   Authorize Sarah Schuman Moore, 71 Washington St., Turbotville, guidance counselor at Lycoming Valley Middle School, to provide counseling services to two students at the rate of $27.03/$27.71 per hour for up to seven hours per student (total of up to fourteen (14) hours) and up to two (2) hours of service to the parent of each student (total of up to four (4) hours) during the period of June 16, 2008 through August 22, 2008, and to also be reimbursed for mileage at the rate of $0.505 per mile for traveling to provide the above specified services.

 

 

 

 

 

PROFESSIONAL DEVELOPMENT

 

9.1   RELEASED TIME/TRAINING PROGRAMS

 

A.   Approve released time for staff members to participate in professional development activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted.

 

  1. Authorize the following Williamsport Area Support Personnel (WASP) members to attend the PSEA Core School in Gettysburg, July 21 through July 25, 2008: Steven H. Roles and Allan K. Bartlett. Wages and benefits are to be reimbursed to the District by the Pennsylvania State Educators Association (PSEA) and Williamsport Area Education Support Professionals (WAESP).

All funds are budgeted under Title I Parent funds for each Title I school.

 

11.2   Approve the agreement with YMCA Childcare Services for child care during

Title I Parent Workshops for the 2008-09 school year. All costs are paid through Title I.

 

11.3   Authorize the purchase of Art Specialty Supplies and Equipment in accordance with our specifications and the following recommended awards. All recommended awards are based on the lowest bid price meeting specifications.

Dr. Kelley reviewed the state revenue items from the final FY09 state budget.

 

ITEMS FROM BOARD MEMBERS

 

Mr. Stone reported that we had a meeting with Loyalsock Township officials concerning water run-off issues at the Lycoming Valley Middle School. The township is working on a proposal to make improvements.

 

Mr. Zimmerman thanked Deb Savage, Don Adams and others for their work on staffing issues.

 

Mr. Zimmerman also distributed and reviewed a legislative platform report from PSBA.

President Stone announced an executive session, to discuss the terms and conditions of employment for one or more District employees, and to receive legal advice from an attorney.
