P.C., as school district solicitor, for the period of July 1, 2008 through June
30, 2009, at a retainer of $20,000 and an hourly rate of $115 for issues
outside the scope of the retainer. These rates are unchanged from the current
fiscal year.

7. CURRICULUM REPORT

Consider approving a contract with Bald Eagle Area School District to provide
Reading Recovery Training to three Bald Eagle Area teachers at the Williamsport
Area School District Reading Recovery Training Site (Stevens) during the
2008--09 school year. Williamsport Area School District will receive $6,200 per
teacher for each teacher trained in Reading Recovery.

Consider approving the contract with Child Guidance to provide support as
outlined in the contract to the WASD Title I Summer School Program at Cochran
and Jackson. The cost of the contract is $16,582. All funds are budgeted under
the Title I Program. Cochran and Jackson will operate July 7--August 1.

Consider approving the contract with Child Guidance to provide support as
outlined in the contract to the WASD Title I Summer School Program at Roosevelt
Middle School. The cost of the contract is $3,146. All funds are budgeted
under the Title I Program. Roosevelt will operate June 10--June 27.

Consider approving the following resolution regarding the School Counts!
Program:
RESOLVED: that the Board of School Directors of the Williamsport Area School
District supports the Districts entry into a coalition with the other
school districts of Lycoming County, and those from across the region, to
promote School Counts! with the Districts students. School Counts!
provides job-securing incentives for our students to adopt good habits related
to attendance, punctuality, commitment to good work, and positive behavior that
apply both in school and in the world of work. Uniting participating
districts in a regional coalition will add to the incentive power by broadening
the range of potential employment possibilities across more job titles and a

Substitutes employed in the same assignment for more than ten (10) days are
paid in accordance with the WAESP collective bargaining agreement.
Day-to-day substitutes who have provided five (5) years of service to the
district will be eligible for an increase of $1.00 in the hourly substitute
rate but cannot exceed the starting rate established in the WAESP collective
bargaining agreement. 9.

RELEASED TIME/TRAINING PROGRAMS
Consider approving released time for staff members to participate in
professional develop-ment activities in accordance with the Professional
Development Plan of the Williamsport Area School District and consider
approving training programs. All expenditures proposed are within local, state

STUDENT/COMMUNITY ACTIVITIES

All students must be in compliance with the schools field trip
disciplinary requirements

A.
Approximately 30 Williamsport Area High School Elect/EFI participants,
accompanied by three adults, to travel to Knoebels Grove during June 2008
as an incentive.
District transportation is requested. All costs will be paid through a grant.

Forty-five (45) kindergarten students from Cochran Elementary School,
accompanied by their teacher, aide, and parent volunteers, to travel to
Jarretts
Dairy Farm (Montgomery) and Indian Park (Montoursville) during June 2008.
District transportation is requested. All costs will be paid by the Cochran
School Association.
C.
Seventy-five (75) fourth grade students from Cochran Elementary School,
accompanied by their teachers, to travel to Freedom Road Cemetery during June
2008.
There will be no cost to the District. The students will walk to and from the
cemetery.

Consider authorizing the BLaST Intermediate Unit 17 to file an application on
its behalf for implementation of the Alternative Education for Disruptive Youth
Program to serve students at LaSaQuik, Concern Life Skills Institute, Lycoming
County Partial Hospitalization Behavior Specialists Incorporated, and
Lycoming Day Treatment Program.

Consider approving the submission of the following adult education grant for
the 2008-09 school year:
Pennsylvania State Adult Education Impact Program grant in the amount of
$26,500

Board Policy #902, Public Participation in Board Meetings:
A.
There will be two public comment sections: one during the first two hours of
the meeting at a time to be determined by the presiding officer; and the other
at the end of the meeting. This gives the presiding officer some flexibility
to fit the first public comment section into the agenda at a convenient time.
B.
Persons submitting a formal request to speak during the first public comments
section should be present promptly at the beginning of the meeting in the event
that they are invited to speak prior to commencement of the scheduled business
that is outlined in the agenda. Persons who have submitted a written request
will be given an opportunity to make a presentation about an issue that is on
the agenda when the issue is scheduled for discussion or about an issue that is
not on the agenda during the first two hours of the Board meeting, at a time
to be determined by the presiding officer.
C.
Each public comment section will be limited to a maximum of 20 minutes. Each
speaker will be limited to a maximum of five minutes.
D.
Those wishing to speak during the first public comments section must submit a
formal request in writing to the business administrator no later that 9:00 a.m.
on the day of the Board meeting. This gives people an opportunity to come to
the District Service Center on Monday before the Board meeting to read the
posted agenda.
