The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, September 4, 2007, beginning at 6:00 p.m. in the Board of Directors’ Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

 

The President, David B. Stone, Jr., called the meeting to order with the following members:

BOARD PRESIDENT’S REPORT – Mr. David B. Stone, Jr.

 

A.   Congratulations to Nicholas Johnson (Senior) and Francis Lovecchio (Senior) for being   named semifinalists in the 2008 National Merit Scholarship Program.

 

B.   Congratulations to Roosevelt Middle School for receiving the District IV Sportsmanship   Award for the 2006-07 school year. This award is given annually to one middle school and   one high school based on reports by coaches, officials, and spectators. Roosevelt has been   presented with a banner, certificate, and paperweight to honor their outstanding  sportsmanship.

 

C.   Congratulations to Round Hills Elementary School for being selected for a 2007 Keystone   Healthy Zone School PANA mini-grant in the amount of $1,000. Round Hills is only one of  two schools in the county to have received a grant.

 

Committee Reports by Board Members

 

Ms. Harris reported that the Athletic Advisory Committee is meeting frequently to fill coaching positions.

 

Mr. Shultz reported that the Technology Advisory Committee is meeting on Thursday.

 

Mrs. Williams stated that the Elementary Alternative Education Committee met last week. The program started the year at the eight student maximum capacity and has a new teacher. Our program is being presented at the PSBA Conference.

 

Mr. Stone reported that the Diversity Committee met last week and Jodi Harris provided data from FY07.

Committee Reports by Board Members

 

Mr. Zimmerman reported on the Employment Steering Committee. The Committee is meeting this Thursday and interviews are being conducted tomorrow for one of our special education positions.

 

Mr. Zimmerman also reported that our Legislators are back to work and there are no burning issues being reported at this time. However, an examination of funding health care is on the horizon.

CURRICULUM REPORT

 

7.1   Approve Marcia McCann, WASD Reading Specialist and District Trainer for Soar to Success, to provide training in Soar to Success to two groups of WASD Extended Day teachers and a Title I Reading Specialist, September 24--25, group 1; and September 26--27, group 2. Mrs. McCann will be paid at the rate of $90 plus appropriate benefits for 4 days of preparation and 4 half days (afternoons) of the training. All funds are budgeted under EAP, Title I and Early Literacy Funds.

 

7.2   Approve the Metamorphosis Performing Company to present two sets of assembly programs at all 6 elementary schools:

 

Fall:   “Under Construction” for Grade 3 students

      October 10, 11 & 12, 2007

Spring: “Sense of Touch” for Grade 2 Students

      April 23, 24 & 25, 2008

 

The performances will be conducted in all 6 elementary schools on the dates listed above. The cost of the each show is $475 and the total for all 12 shows is $5,700. The programs are funded through the elementary curriculum and site based budgets.

 

CURRICULUM REPORT CONT’D:

 

7.3   Retroactively authorize the following teachers to attend the Beginning Teacher Workshop August 13-17 sponsored by the Penn State’s Workforce Education and Development Department for newly hired Career and Technical Education teachers Elizabeth Callahan, Andrew Leigey, Amanda Palmer, and James White. Expenses include two Penn State credits at $512 per credit plus parking and mileage. Expenses will be funded by the Local Perkins Plan

 

7.4   Approve a contract between WASD and BLaST IU#17 to provide instruction for one section of Enriched Math Grade 8 at Curtin Middle School and coaching for recently hired secondary mathematics teachers at a cost not to exceed $9,200. Approximately $3,300 of the total contract will be funded by the College & Career Counseling Grant.

 

7.5   Approve a letter of agreement with the Williamsport YMCA to provide an extended day program that will serve Round Hills, Sheridan, and Hepburn-Lycoming Elementary Schools’ students during the 2007-08 school year. The YMCA will provide: trained staff to supervise participating elementary students in groups of no more than 10 students until 6:00 pm; record of student attendance; liability insurance; YMCA facility. The WASD will provide: school facilities; contact with eligible students. WASD will apply for and secure grant funds entitled the Sheridan Project to fund the extended day services and provide transportation. WASD will reimburse the YMCA on a sliding scale based on usage of the individual facilities, not to exceed $18 per hour for four-year degreed site supervisors, and $12 per hour for recreational/care personnel.

 

7.6   Approve a letter of agreement with Williamsport Child Guidance, Inc (WCG) to work with the 2007-08 extended day program which will serve Jackson, Stevens, and Cochran Elementary Schools’ students. WCG will provide: trained staff to supervise participating elementary students in groups of no more than 10 students until 6:00 pm; school facilities; contact with eligible students; record of student attendance; liability insurance. The WASD will provide: school facilities; contact with eligible students.  A.   Sharon M. Corter, 813 Tucker St., Williamsport, has requested to return to a full-time instructional support aide at Round Hills Elementary School. Mrs. Corter was recently approved for a position change to a full-time instructional support aide (185 day, 7 hours per day) at Cochran Elementary School. This transfer back to her previous position will be effective September 17, 2007 (position change was originally approved on 06/28/07 Board Agenda).

 

 B.   Ilene K. Butler, 96 Aderhold Lane, Williamsport, from a part-time instructional support aide at Round Hills Elementary School to a to a full-time instructional support aide (185 day, 7 hours per day) at Cochran Elementary School, with a base wage rate of $16,913 ($13.06 per hour), effective September 17, 2007 (new position).

 

 C.   Steven R. Deitrick, 1403 Almond St., Williamsport, from full-time Temporary Head Custodian (1st shift) at the high school, to a regular part-time school bus driver for the District at the rate of $14.89 per hour, effective September 17, 2007 (was only a temporary position).

Stahl, 1453 Memorial Ave, Williamsport, from a full-time custodian at the high school to a full-time Head Custodian Class IV (2nd shift) at the high school (250 day, 8 hours per day), at the base salary rate of $33,620, prorated ($16.81 per hour), effective September 10, 2007 (replacing Mike Shebest, retired).

 

8.5  OTHER

 

A.   Authorize payment to Marguerite W. Anderson-Royal, 685 Mark Ave., Williamsport, to provide one-on-one instruction for a special education student at the rate of $27.67 per hour, effective September 17, 2007, for up to 15 hours (funded through General Fund).

 C.   Under the provisions of Pennsylvania Act 2002-234, please consider approving the extra-curricular employment agreement for the following individual(s):

 

   (1)   David Bross, 1665 Pleasant Hill Rd., Cogan Station, as a teacher for the       Educational Assistance Program/Tutoring Program effective for the 2007-       2008 school year (beginning October 2, 2007), at the rate of $27.03 per       hour plus appropriate benefits, up to three (3) days per week, one (1) hour

      per day plus 15 minutes preparation time per hour of instruction (maximum

      of 3.75 hours per week; total length of program is 60 days). All funds         budgeted under EAP (Educational Assistance Program).

 

PROFESSIONAL DEVELOPMENT

 

9.1   RELEASED TIME/TRAINING PROGRAMS

 

Approve released time for staff members to participate in professional development activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted.

     

STUDENT/COMMUNITY ACTIVITIES

 

10.1*   Approve the following student trips:

 

  All students must be in compliance with the school’s field trip disciplinary requirements

 in order to participate.

 

A.   Approximately 40 seniors from the Williamsport Area High School, accompanied by two staff members, to travel to Mansfield University during September 2007 for a tour and discussions with the admissions office. Transportation will be provided by Mansfield University. There will be no cost to the District.

 

B.   Eight (8) autistic support students from the Williamsport Area High School, accompanied by their teacher, to travel to Wegman’s on dates during October, November and December 2007 and January and April 2008. The students will be practicing preparing and following a shopping list and menu planning. Transportation will be in the school van.

 

C.  Twenty-four (24) 9th Grade Academy students, accompanied by two or three teachers, to travel to Bloomsburg University on three dates during October 2007, to participate in team building/goals setting activities. District transportation is requested. All costs will be paid through Project 720.

 

D.   Approximately 110 fourth grade students from Jackson Elementary School, accompanied by their teachers and parent volunteers, to travel to the Lycoming Mall on two dates during October 2007. The students will be divided into two groups and participate on two different days. They will have an opportunity to purchase a book on their reading level to have donated to the Jackson Library. District transportation is requested. All costs will be paid through a grant from Lock Haven University.

 

  1. Sixty (60) horticulture students from the Williamsport Area High School, accompanied by at least three adults, to travel to the Carpenter Farm (Linden) to learn about planting and harvesting. District transportation is requested and will be billed to the Career & Technical budget.

 

 

 

 

10.2   Approve the following request for facility use:

 

A.   Child Evangelism Fellowship to use a classroom at Hepburn Lycoming and Round Hills Elementary Schools, one day per week beginning October 2007 through

  April 2008, the hour after school is out to hold a children’s religious education program. Child Evangelism Fellowship is requesting relief of the occupancy fee estimated at $1,000.00. Certificate of Insurance to be received.

 

B.   Lycoming Christian Church to use the gymnasium (basketball, volleyballs and nets) at Lycoming Valley Middle School on Saturday, November 10, 2007, from 1:30 p.m. to 4:00 p.m. to hold youth recreation for youth attending a retreat. Lycoming Christian Church is requesting relief from the occupancy fee estimated to be $40.00. Certificate of Insurance to be received.

 

BIDS/CONTRACTS

 

11.1   Authorize the District’s participation in The City of Harrisburg’s PACC (PA Capital City)   Vehicle and Equipment Contract for the procurement of a new dump body, and install a new   stainless steel tailgate spinner for district owned vehicle #M32 1990 GMC Truck. The District  saved $596.56 by utilizing this program.

SUPERINTENDENT’S REPORT – Kathleen R. Kelley, Ph.D.

 

Dr. Kelley reported the following:

 

Nuria Hunter, a student at Roosevelt Middle School, received the Inspiration Award from the YWCA for her work on a Respect and Honor Program.

 

Dr. Kelley congratulated WAHS students Megan Boehret, Lindsey Dye, Nathan Frailey and Macullen Byham. Their string quartet was recognized by the Pennsylvania Music Education Association and they will be performing at the PMEA spring conference.

 

WASD is well represented at the PSBA Conference. Jodi Harris and David Stone are presenting on PVASS. Brandon Pardoe and Tom Zimmerman are presenting on our Elementary Alternative Education Program. David Wright is presenting on the Lycoming Fitness Challenge Program. Pam Markle is doing a presentation on the Pension Study Committee and Dr. Kelley is presiding over the mock trial.

 

Dr. Kelley wished good luck to our football team. She sent some shamrocks for good luck.

 

Dr. Kelley thanked the Board for the opportunity to work at WASD since tomorrow is her one year anniversary.

 

ITEMS FROM BOARD MEMBERS

 

Mr. Zimmerman reported that we have seven foreign exchange students this year. He recommended a beginning of the year Board welcome to these students in addition to our traditional year-end farewell.

 

Mr. Zimmerman also spoke about the recent fire inspection reports. He wanted to know if the non-city schools would receive a similar inspection. Mr. Peterson reported that the administration would be doing self-inspections using the lessons learned from the City report. Mr. Peterson also indicated that our insurance company does periodic building inspections.

 

ITEMS FROM PUBLIC

 

Ms. Deb Praster spoke to the Board regarding issues with her daughter, Lynnsey Doane.

 

Ms. Jennifer Moore spoke to the Board regarding issues with her daughter, Brianna.

 

President Stone announced an Executive Session to discuss the terms and conditions of employment for one or more District employees and to receive legal advice from an attorney would follow this meeting.
