The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, August 7, 2007, beginning at 6:00 p.m. in the Board of Directors Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

Approve Gretchen Sample, 1010 Old Berwick Rd., Apt. 5, Bloomsburg, qualified interpreter of American Sign Language (ASL) and Pidgin Sign English (PSE) to provide day-to-day substitute interpreter services (as needed) to eligible students at the rate of $30.00 per hour for hours worked, minimum schedule of two (2) hours per scheduled day (travel time not to exceed two hours each day), effective August 28, 2007, through June 6, 2008.
D. Approve Janna N. Walsh, 2311 Hillside Ave., Williamsport, qualified interpreter of American Sign Language (ASL) and Pidgin Sign English (PSE) to provide day-to-day substitute interpreter services (as needed) to eligible students at the rate of $45.00 per hour for hours worked, effective August 28, 2007, through June 6, 2008. Ms. Walshs services reflect portal-to-portal charges (provided that travel time shall not exceed one hour per day). Services provided after 5:00 p.m., or weekends shall be paid at the rate of $50.00 per hour. Extra-curricular services beyond two (2) hours will be double the rate unless a second interpreter is provided.
PROFESSIONAL DEVELOPMENT
9.1 RELEASED TIME/TRAINING PROGRAMS
Approve released time for staff members to participate in professional development activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted.
STUDENT/COMMUNITY ACTIVITIES
10.1 Authorize the District to provide a tour of the District to new teachers as part of the induction program. District transportation is requested and will be billed to the Assistant Superintendents Budget.
BIDS/CONTRACTS
11.1 Approve the agreement with YMCA Child Care Services, Inc. for student supervision assistance of the Breakfast Program for the 2007-08 school year at a maximum cost of $7,492.50 (4.5 hours per day at 180 days at $9.25 per hour). YMCA will not be paid on days when breakfast is not served.
BIDS/CONTRACTS CONTD:

Approve the BLaST Special Education Agreement for the 2007-08 school year. The
agreement covers the responsibilities of both the intermediate unit and the
school district
with regard to the provision of special education services to school age
children. The
payment schedule occurs in 5 installments of $127,800, totaling $639,002,
payable
from both general and special education funding sources. (note: some is David
Wright's budget)
11.3
Approve the 2007-08 IDEA contract. The provisions of the contract stipulate
that the
Intermediate Unit will release funding to the school district to support the
provision of
programs and services to students with disabilities. The amount of the contract
is $1,246,973.

Approve a repair and maintenance contract for the period of 8/1/07 through
7/31/08 with
TKM for an A. B. Dick Folding Machine in the Tax Office, at a cost of $517.50.

Equipment in
accordance with our specifications and the following recommended awards. All
recommended awards are based on the lowest bid price meeting specifications.

the second year of the three year Pennsylvania Commission on Crime and
Delinquency SRO grant. The local match for the coming year, shared equally
between the District and the City, is $42,118. This Memorandum will commit
$21,059 to the program from the Student Services budget.

Approve the following tax summaries:
SUPERINTENDENTS REPORT Kathleen R. Kelley, Ph.D.
Dr. Kelley introduced Cheryl Ferris to the Board and requested that everyone
welcome her to the team after the meeting. Dr. Kelley announced that we are
preparing for an Administrative Staff meeting, new teacher induction and the
district-wide inservice and that we are preparing fast and furious for the
first day of school.
