This policy was approved through AG Administrators on the July 10th agenda. However we have subsequently received this quote that will reduce our cost by $2,250.00

7.1   Consider approving the Williamsport Area School District Education Specialist/School Nurse Professional Employee Observation, Evaluation and Rubric forms for use beginning in the 2007-08 school year.

 

7.2   Consider approving the following middle school math teachers for up to one day to examine the Everyday Math secure skills checklist with the 6th Grade eligible content of summer curriculum work in July or August. Compensation is at the rate of $90 per day in string #10-2260-131-000-00-050-000-007-0000.

7.6   Consider approving the following contracts for the period of 7/1/07 through 6/30/08  cont’d:

 

  1. Annual Public Performance Site License from Movie Licensing USA, a division of Swank Motion Pictures, Inc. contracted through BLaST IU17 at an annual cost of $3,140 from July 1, 2007-June 30, 2008.
  1. Secure Computing, Inc to provide Internet content filtering service (BESS Proxy Edition) through BLaST IU 17 from July1, 2007 through June 30, 2008. The cost of the service is $8900.00
  1. Technical Support contract with BLaST IU17 at an annual cost of $13,000 from July 1, 2007-June 30, 2008.
  1. SPSS Software Maintenance Contract. $1857.00
  1. GFI USA - GFI Mail Essentials software maintenance and support for SPAM filter installed on mail server at an annual cost of $1290.00 from July 1, 2007 – June 30, 2008.

7.7   Consider approving up to 22 teachers for one day of curriculum development work to facilitate unit and lesson plan development with new teacher inductees. Compensation will be at the substitute rate of $90 per day.

 

7.8   Consider approving the following Title I Reading Specialists to do Title I curriculum work for up to one day. The teachers will be paid at the rate of $90 per day plus appropriate benefits. All funds are budgeted under Title I.

Bower from service in the Williamsport Area Schools and expresses its sincere appreciation for her 15 years of dedicated service to our school system as an instructional support aide.  A.   Cindy T. Schuyler, 52 Roderick Rd., Williamsport, as Assistant Principal at Stevens Elementary School, effective August 17, 2007, at a salary rate of $71,738 and benefits as provided in the Act 93 Meet and Discuss Compensation Plan (replacing John Killian, transferred).

 

 B.   Kelley A. Coledo, 4809 Lycoming Creek Rd., Cogan Station, as a temporary professional employee, effective with the 2007-2008 school term (scheduled date is August 23, 2007), to teach Special Education at the high school, at a salary rate of Step 2, bachelor’s, $40,100 (+$200) (replacing Adam Allison, transferred to replace Dennis Stopper, retired). Ms. Coledo will also be scheduled to participate in Induction Program activities before the start of the 2007-2008 school term.

 

 C.   Melissa A. Hrico, 801 Southgate Drive, Apt.  I.   The Williamsport Area School District extends a conditioned offer of employment to Justin C. Beatty, 1110½ West Market St., Lewisburg, as a temporary professional employee, effective with the 2007-2008 school term (scheduled date is August 23, 2007), to teach Mathematics (7th Grade) at Curtin Middle School, at a salary rate of Step 1, bachelor’s, $39,000, provided Mr. Beatty obtains Pennsylvania Department of Education certification and all appropriate documentation by August 22, 2007 (replacing Gregory Keefer, retired). Mr. Beatty will also be scheduled to participate in Induction Program activities before the start of the 2007-2008 school term.

 

8.3*   ELECTION OF STAFF CONT’D:

 

 J.   The Williamsport Area School District extends a conditioned offer of employment to Kaya K. Loehr, 924 Hollywood Circle, Williamsport, as a temporary professional employee, effective with the 2007-2008 school term (scheduled date is August 23, 2007), to teach Special Education (ES) at Cochran Elementary School, at a salary rate of Step 1, bachelor’s, $39,000 (+ $200), provided Ms. Loehr obtains Pennsylvania Department of Education certification and all appropriate documentation by August 22, 2007 (replacing Barbara Davis, transferred to replace Deborah Smith, transferred to replace Kimberly Cassidy, transferred to replace Betty Hill, retired). Ms. Loehr will also be scheduled to participate in Induction Program activities before the start of the 2007-2008 school term.

 

 K.   The Williamsport Area School District extends a conditioned offer of employment to James F. White, Jr., 516 Prospect Ave., Lock Haven, as a temporary professional employee, effective with the 2007-2008 school term (scheduled date is August 23, 2007), to teach Drafting at the high school, at a salary rate of Step 1, bachelor’s, $39,000, provided Mr. White obtains Pennsylvania Department of Education certification and all appropriate documentation by August 22, 2007 (replacing Frank Hartzel, retired). Mr. White will also be scheduled to participate in Induction Program activities before the start of the 2007-2008 school term.

 

 L.   Angela B. Corey, 331 Eldred St. Apt. 1, Williamsport, to maintain, update, and process records, applications, and reports related to the Adult Education/Adult Literacy Grants, for approximately 20 hours per month, effective on or about September 10, 2007, through June, 2008, at wage rate per collective bargaining agreement (funded through Adult Education/Adult Literacy Grants).

 

 M.   Kathy M. Shirey, 503 Eden St., Jersey Shore, to provide administrative support for Elementary Curriculum development for up to 80 hours at her regular contract rate beginning July 23, 2007.

 

 N.   Kenneth T. Harter, 717 Bakers Rd., Trout Run, Maintenance Specialist/Electrician for the District, as a Backup Sewage Treatment Plant Operator, at the annual stipend of $600 ($50 per month) for the 2007-2008 school year.

 

 O.   David L. Gingery, 221 Hemlock Hill Rd., Montgomery, as a paid intern in the Tax Office, effective July 1, 2007, for the duration of up to 480 hours, at the rate of $7.15 per hour (no benefits).

 

 P.   Kelli S. Vassallo, 1209 Bonair Dr., Williamsport, as a teacher in Roosevelt’s Extended School Year (ESY) Program, to provide up to 8 hours of extra instruction to a student at Roosevelt Middle School, at the rate of $27.03 per hour.

 

 Q.   The entire District teaching staff, substitute teachers, teacher aides and BLaST teachers assigned to our buildings for service in the intramural program, at the rate of $14.17 per hour for the actual number of hours worked.

 

8.3*   ELECTION OF STAFF CONT’D:

 

 R.   The entire District teaching staff, substitute teachers, and BLaST teachers assigned to our buildings as homebound instructors for the 2007-2008 school year, subject to assignment by the Superintendent of Schools, as the needs of the service require, at the rate of $27.67 per hour (or contract rate) for the actual number of hours employed.

 

 S.   Any student enrolled at the Williamsport Area High School Designed Education Program for employment in the Food Service Department and subject to assignment by Patricia Cioffi, Job Training Coordinator, at the hourly rate of $4.25 per hour for the actual number of hours worked for the school year 2007-2008, effective August 28, 2007.

 

 T.   The following substitute food service workers, at the salary rate of $7.15 per hour, for the actual number of hours worked, effective August 28, 2007:

  Consider approving the following position change(s):

   

 A.   Veronica R. Hine, 58 Shawnee Dr., Muncy, from a half-time Guided Reading teacher to a full-time Elementary (4th Grade-½ time) and Guided Reading (½ time) teacher at Jackson Elementary School, effective August 23, 2007, at a salary rate of Step 3, master’s $44,200 (position change approved by the Board).

 

 

8.4*  POSITION CHANGES CONT’D:

 

 B.   Kathy F. Gorg, from a full-time to a half-time Art teacher at the high school, effective August 23, 2007, at a salary rate of Step 13, master’s maximum, $67,600, prorated. Ms. Gorg has requested this transfer (position revised from full-time to half-time).

 

 C.   Steven R. Deitrick, 1403 Almond St., Williamsport, from regular part-time school bus driver to a full-time Temporary Head Custodian (1st shift) at the high school, at the salary rate of $33,620, prorated ($16.81 per hour), effective August 6, 2007 (temporary position).

 

8.5  CONTRACTED SERVICES

 

A.   Consider approving Sanjuana Dolph, 1501 Elmira St., Williamsport, as a Spanish interpreter to provide day-to-day substitute interpreter services (as needed) to eligible students at the rate of $20.00 per hour for hours worked but not less than three (3) hours, effective August 28, 2007, through June 6, 2008.

 

B.   Consider approving Jennifer Meanor, 25 Scenic View Dr., Linden, qualified interpreter of American Sign Language (ASL) and Pidgin Sign English (PSE) certified teacher of the Deaf and Hearing Impaired to provide day-to-day substitute interpreter services (as needed) to eligible students and/or their parents at the rate of $25.00 per hour for hours worked, effective August 28, 2007, through June 6, 2008.

 

C.   Consider approving Gretchen Sample, 1010 Old Berwick Rd., Apt. 5, Bloomsburg, qualified interpreter of American Sign Language (ASL) and Pidgin Sign English (PSE) to provide day-to-day substitute interpreter services (as needed) to eligible students at the rate of $30.00 per hour for hours worked, minimum schedule of two (2) hours per scheduled day (travel time not to exceed two hours each day), effective August 28, 2007, through June 6, 2008.

 

D.   Consider approving Janna N. Walsh, 2311 Hillside Ave., Williamsport, qualified interpreter of American Sign Language (ASL) and Pidgin Sign English (PSE) to provide day-to-day substitute interpreter services (as needed) to eligible students at the rate of $45.00 per hour for hours worked, effective August 28, 2007, through June 6, 2008. Ms. Walsh’s services reflect portal-to-portal charges (provided that travel time shall not exceed one hour per day). Services provided after 5:00 p.m., or weekends shall be paid at the rate of $50.00 per hour. Extra-curricular services beyond two (2) hours will be double the rate unless a second interpreter is provided.

 


 

9.  PROFESSIONAL DEVELOPMENT

9.1   RELEASED TIME/TRAINING PROGRAMS

 

Consider approving released time for staff members to participate in professional development activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted. (See attachment)      

 

10.   STUDENT/COMMUNITY ACTIVITIES

10.1*   Consider approving the following student trips:

 

  All students must be in compliance with the school’s field trip disciplinary requirements

 in order to participate.

 

11.  BIDS/CONTRACTS

  Questions may be directed to Mr. Peterson.

 

11.1   Consider approving the agreement with YMCA Child Care Services, Inc. for student   supervision assistance of the Breakfast Program for the 2007-08 school year at a maximum

  cost of $7,492.50 (4.5 hours per day at 180 days at $9.25 per hour). YMCA will not be  paid on days when breakfast is not served.

 

11.2   Consider approving the BLaST Special Education Agreement for the 2007-08 school year.   The agreement covers the responsibilities of both the intermediate unit and the school   district with regard to the provision of special education services to school age children.   The payment schedule occurs in 5 installments of $127,800, totaling $639,002, payable   from both general and special education funding sources. (note: some is David Wright's  budget)

 

11.3   Consider approving the 2007-08 IDEA contract. The provisions of the contract stipulate   that the Intermediate Unit will release funding to the school district to support the   provision of programs and services to students with disabilities. The amount of the contract  is $1,246,973.

 

11.4   Consider approving a repair and maintenance contract for the period of 8/1/07 through   7/31/08 with TKM for an A. B. Dick Folding Machine in the Tax Office, at a cost of  $517.50.

11.5   Consider authorizing the purchase of Career & Technology Education Supplies and   Equipment in accordance with our specifications and the following recommended awards.   All recommended awards are based on the lowest bid price meeting specifications.

11.   BIDS/CONTRACTS CONT’D:

 

11.6   Consider approval of a Memorandum of Understanding with the City of Williamsport for a second year of the School Resource Officer program. This agreement represents the second year of the three year Pennsylvania Commission on Crime and Delinquency SRO grant. The local match for the coming year, shared equally between the District and the City, is $42,118. This Memorandum will commit $21,059 to the program from the Student Services budget.

Board Policy #902, “Public Participation in Board Meetings”:

 

A.   There will be two public comment sections: one during the first two hours of

the meeting at a time to be determined by the presiding officer; and the other at the end of the meeting. This gives the presiding officer some flexibility to fit the first public comment section into the agenda at a convenient time.

 

B.   Persons submitting a formal request to speak during the first public comments section should be present promptly at the beginning of the meeting in the event that they are invited to speak prior to commencement of the scheduled business that is outlined in the agenda. Persons who have submitted a written request will be given an opportunity to make a presentation about an issue that is on the agenda when the issue is scheduled for discussion or about an issue that is not on the agenda during the first two hours of the Board meeting, at a time to be determined by the presiding officer.

 

C.   Each public comment section will be limited to a maximum of 20 minutes. Each speaker will be limited to a maximum of five minutes.

 

D.   Those wishing to speak during the first public comments section must submit a formal request in writing to the business administrator no later that 9:00 a.m. on the day of the Board meeting. This gives people an opportunity to come to the District Service Center on Monday before the Board meeting to read the posted agenda.
