2.   Congratulations to the Millionaire Fuel Cell Car Team of Mohammed Basith, Zachary Kiess, Andrew Koskie, Zachary Steinbacher, and Andrew Stickler. They are coached by Larry Flint, a chemistry and physics teacher at the high school. The team took first place in seven out of eight competitions at the regional Fuel Cell Challenge held at Penn College. Their overall first place finish qualifies them to advance to the International Youth Fuel Cell Competition to be held in San Antonio during October 2007 where they will be one of only three teams representing the United States.

7.2   Consider approving the following registration rates for middle level remedial school summer school program to be held at Roosevelt Middle School from June 18, 2007 through July 20, 2007:

  $260.00 per course for out-of-district students

7.3   Consider approving the Round Hills Elementary School 2007-08 Student-Parent Handbook.

 

7.4   Consider approving Joan Dice from the Children's Development Center to provide speech and language services to a student with developmental apraxia from June 19 to July 19, 2007 for two-30 minute sessions per week at $80.00 per hour. This service will be paid out of the ESY component of the IDEA grant.

 

7.5   Consider approving the Lycoming Valley Middle School 2007-08 Student-Parent Handbook.

 

7.6   Consider approving the James V. Brown Library to provide Story Times and Summer Reading incentives for the elementary children attending the summer school program. The cost is $500; all funds are budgeted under the Sheridan Project.

 

7.7   Consider approving changes to the 2007-08 district calendar. An inservice date has been moved from January 18, 2008 to February 1, 2008 due to changes in the state 4Sight testing schedule.

8.1  RESIGNATIONS

 

Consider accepting the following resignation(s), effective on the dates and for the purposes indicated:

 

A.   Michael J. Shebest, full-time Head Custodian at the high school, for the purpose of retirement, effective May 16, 2007.

 

  RESOLVED: that the Board of School Directors of the Williamsport Area School District acknowledges with profound regret the retirement of Michael J. Shebest from service in the Williamsport Area Schools and expresses its sincere appreciation for his 31 years of dedicated service to our school system as a custodian. It further expresses the hope that his years of retirement will be many and richly rewarding.

 

B.   Marlene J. Brown, full-time School Nurse at the high school, for the purpose of retirement, effective at the completion of the first semester of the 2007-2008 school year (tentative date of January 17, 2008).

 

  RESOLVED: that the Board of School Directors of the Williamsport Area School District acknowledges with profound regret the retirement of Marlene J. Brown from service in the Williamsport Area Schools and expresses its sincere appreciation for her 25½ years of dedicated service to our school system as a school nurse.   Consider approving the following leave(s) of absence:

 

 A.   Deborah K. Anderson, full-time Elementary (1st Grade) teacher at Jackson Elementary School, for a sabbatical leave effective for the 2007-2008 school year (tentative dates of August 23, 2007, through June 6, 2008).

   

    Mrs. Anderson has been a teacher in the District since January 26, 1987, and has not taken a previous sabbatical.

 

 B.   Terry L. Walker, part-time instructional support aide at the high school, for an unpaid leave of absence, effective May 22, 2007, through June 8, 2007.

 

 C.   Richard L. Weaver, full-time Head Custodian at Jackson Elementary School, for an unpaid   leave of absence, effective May 30, 2007, through August 21, 2007.

 

 

 

 

8.4*  ELECTION OF STAFF  

 

  Consider the election of the following staff, for the purpose and on the date indicated:

 

 A.   Clark D. Sarge, 1055 Chapel Hill Rd., Linden, as a temporary professional employee, effective with the 2007-2008 school term (scheduled date is August 23, 2007), to teach Physics and Mathematics at the high school, at a salary rate of Step 3, bachelor’s, $41,200 (replacing Doug Yenner, retired). Mr. Sarge will also be scheduled to participate in Induction Program activities before the start of the 2007-2008 school term.

 

 B.   Betsy G. Yost, 1347 Rose Valley Rd., Cogan Station, as a professional employee, effective with the 2007-2008 school term (scheduled date is August 23, 2007), to teach Special Education at Jackson Elementary School, at a salary rate of Step 4, bachelor’s, $42,700 (+ $200). Ms. Yost has been a long-term substitute for the District during the past three years (replacing Jen Larson, transferred to replace Susan Ulmer, retired). Ms. Yost has previously attended Induction Day activities.

 

 C.   Patrick R. Menges, 10 Menges Rd., Watsontown, as a professional employee, effective with the 2007-2008 school term (scheduled date is August 23, 2007), to teach Social Studies at Curtin Middle School, at a salary rate of Step 1, bachelor's, $39,000 (replacing John Raymond, retired). Mr. Menges will also be scheduled to participate in Induction Program activities before the start of the 2007-2008 school term.

 

 D.   The following persons to teach middle school summer classes at Roosevelt Middle School for the Middle School Remedial Summer School Program, effective June 18, 2007, through July 20, 2007, at the rate established in the Agreement by and between the Board of School Directors and the Williamsport Education Association ($26.22 per hour prior to July 1; $27.03 per hour effective July 1, 2007). There will be no summer school classes scheduled on July 4, 2007:

Nordstrom, 54 Lehman Dr., Cogan Station, speech therapist, to provide speech services to a student for the Extended School Year from June 19, 2007, through August 19, 2007, for one hour per week, at the rate of $26.22/$27.03 per hour (this service to be paid out of the general fund and then reimbursed through the component of IDEA that covers extended school year).

 

 G.   Diane E. DeMott-Thompson, 312 Westland Ave., South Williamsport, as school nurse     for the Elementary Summer School Program, for up to 3½ hours per day, 5 days per     week, effective July 9, 2007, through August 3, 2007 at the rate of $27.03 per hour     plus appropriate benefits. All costs are budgeted under Sheridan Project Grant.

 

 H.   Karen R. Miller, 925 Franklin St., Williamsport, as a Health Room Technician for     the Elementary Summer School Program, effective July 9, 2007, through August 3,     2007 (up to 3½ hours per day), at the current contract rate. All costs are budgeted    under Sheridan Project Grant.

 

 I.   Janet M. Loffredo, 64 Zion View Drive, Linden, as Food Service Production Manager/Delivery Person for the Summer Food Services Program (in conjunction with WASD Sheridan Grant, and Title I Program) for up to 4½ hours per day during the period of June 15, 2007 to June 22, 2007 and July 6, 2007 to August 6, 2007, at the hourly rate of $13.84/$14.21 per hour.

 

 J.   Athena G. Leathers, 2212 Mahaffey Lane, Williamsport, as Substitute Food Service Production Manager/Delivery Person for the Summer Food Services Program (in conjunction with WASD Sheridan Grant and Title I Program) for up to 4½ ; hours per day during the period of June 15, 2007 to June 22, 2007 and July 6, 2007 to August 6, 2007, at the hourly rate of $13.84/$14.21 per hour.

 

 K.   Betsy G. Yost, 1347 Rose Valley Rd., Cogan Station, substitute special education      teacher for the   District, to provide homebound instruction to an elementary special     education student recently released from a mental health facility, at the rate of $26.84     per hour for up to 3 to 5 hours per week, effective May 30, 2007 through June 8,      2007 (to be paid out of the general fund).  

 

 L.   Revise the wage amount for the following part-time printer’s helper, at the salary rates indicated, for the actual number of hours worked, effective June 13, 2007 (originally approved at 05/15/07 Board Meeting):

Lycoming Mall Rd., Pennsdale, from full-time Principal at Curtin Middle School to a full-time Science (8th Grade) teacher at Lycoming Valley Middle School, effective August 23, 2007, at a salary rate of Step 10, bachelor’s, $55,500. Mr. Harris has requested this transfer (replacing Eugene Ramin, retired).

 

 B.   Brandon S. Pardoe, 56 Keyser Circle, Williamsport, from Principal at Round Hills     Elementary School to Principal at Curtin Middle School, effective July 1, 2007, at a     salary of $96,331 and benefits as provided in the Act 93 Meet and Discuss       Compensation Plan, effective July 1, 2006 (replacing Kevin Harris, transferred).

 

 C.   Robert L. Williams, 766 W. A.   Considering approving the following monthly deposit rates per employee to be paid to the Lycoming County Insurance consortium (health insurance), effective July 1, 2007, through June 30, 2008:

B.   Consider approving a contract with Delta Dental, One Delta Drive, Mechanicsburg, to provide dental care benefits to eligible employees of the Williamsport Area School District under a Cost/Plus proposal for the 2007-2008 school year at a pre-fund deposit rate of $48.16 per month per covered employee. Settlements under this arrangement will be calculated monthly with weekly wire transfers.

 B.   Consider approving Joan Dice from the Children’s Development Center to provide     speech and language services to a student with developmental apraxia from June 19,     2007, to July 19, 2007, for two 30-minute sessions per week at $80 per hour (this       service will be paid out of the ESY component of the IDEA grant).

 

 C.   Consider approving the hiring of sign language interpreters for two students during     the Extended School Year Program for up to three hours per day, four days a week,     for up to five weeks, beginning in June 2007 and ending in August 2007. (Funding     for salaries will be processed through the general fund and then submitted to the      Intermediate Unit for reimbursement through IDEA.)

 

9.  PROFESSIONAL DEVELOPMENT

9.1   RELEASED TIME/TRAINING PROGRAMS

 

A.   Consider approving released time for staff members to participate in professional   development activities in accordance with the Professional Development Plan of the   Williamsport Area School District and consider approving training programs. All   expenditures proposed are within local, state and federal budget categories approved  as noted. (See attachment)      

 

B.   Consider authorizing the following Williamsport Area Support Personnel (WASP)   member(s) to attend the PSEA Core School in Gettysburg, July 23 through July 27,   2007: Richard A. McDonald and Allan K. Bartlett. Wages and benefits are to be   reimbursed to the District by the Pennsylvania State Educators Association (PSEA)  and Williamsport Area Support Personnel (WASP).

 

 

 

 

 

 

 

10.   STUDENT/COMMUNITY ACTIVITIES

10.1*   Consider approving the following student trips:

 

  All students must be in compliance with the school’s field trip disciplinary requirements

 in order to participate.

 

A.   Retroactive Approval: Approximately 65 Williamsport Youth Wind Ensemble and WAHS Jazz Ensemble students from the three middle schools and the high school, accompanied by their teachers, to travel to Hershey Park during June 2007 to participate in “Music in the Parks.”

 

District transportation is requested. All costs will be paid by the WAHS Band Association.

 

B.   Retroactive Approval: Twenty-one (21) Curtin Middle School Jazz Ensemble members, accompanied by their teacher and a parent, to travel to Brandon Park during April 2007 to participate in an Arbor Day ceremony.

 

    There will be no cost to the District. The students will walk to and from the park.

 

C.   Retroactive Approval: Ten (10) Roosevelt Middle School students, accompanied by a teacher and another adult, to travel to the Hiawatha River Boat and Bonanza Restaurant during May 2007 as a AR reward.

 

The students will be transported by City Bus. All costs will be paid by the Roosevelt PTO.

 

D.   Forty-two middle school summer school students, accompanied by their teachers and an aide, to travel to the Great Escape Movie Theater and Penn College on separate dates during June 2007.

 

    District transportation is requested and will be funded by a grant.

11.1   Consider approving a revised agreement with the County of Lycoming for collection of   installment real estate taxes. The original agreement has been modified to have the County   provide payment coupons to the participating tax-payers. The cost of the service has   increased from $1.00 per parcel for participating tax-payers to $1.15 per parcel for  participating tax-payers.

 

11.2   Consider authorizing the Board President and Administration to execute a contract with   Chartwells to provide Food Services Management services beginning July 1, 2007.   Execution of said contract is pending review and final negotiations by administration, the   Pennsylvania Department of Education and our solicitor.

 

11.3   Consider authorizing the District’s participation in the Cooperative Purchasing Program of   the Pennsylvania Education Joint Purchasing Council for the procurement of Cafeteria &  Smallwares Supplies (FY08) to be used district wide.

Board Policy #902, “Public Participation in Board Meetings”:

 

A.   There will be two public comment sections: one during the first two hours of

the meeting at a time to be determined by the presiding officer; and the other at the end of the meeting. This gives the presiding officer some flexibility to fit the first public comment section into the agenda at a convenient time.

 

B.   Persons submitting a formal request to speak during the first public comments section should be present promptly at the beginning of the meeting in the event that they are invited to speak prior to commencement of the scheduled business that is outlined in the agenda. Persons who have submitted a written request will be given an opportunity to make a presentation about an issue that is on the agenda when the issue is scheduled for discussion or about an issue that is not on the agenda during the first two hours of the Board meeting, at a time to be determined by the presiding officer.

 

C.   Each public comment section will be limited to a maximum of 20 minutes. Each speaker will be limited to a maximum of five minutes.

 

D.   Those wishing to speak during the first public comments section must submit a formal request in writing to the business administrator no later that 9:00 a.m. on the day of the Board meeting. This gives people an opportunity to come to the District Service Center on Monday before the Board meeting to read the posted agenda.
