 B.   Consider approving the Act 1 Tax Shifting Referendum Resolution:

 

   Background: Act 1 mandates a referendum on whether the School District shall       increase the rate of the earned income tax for the purpose of reducing homeowner

    real estate tax. The purpose of this resolution is to approve the referendum question

   and related steps.

 

   RESOLVED , by the Board of School Directors of Williamsport Area School      District, as follows:

 

   1.   The School Board substantially accepts and has incorporated in this         resolution the Williamsport Area School District Tax Study Commission        recommendation.

 

   2.   The School District shall place a referendum question on the May 15, 2007,       primary election ballot. The referendum question shall be in the following      form:

 

  “Do you favor the Williamsport Area School District imposing an additional   0.5% earned income tax? The revenue generated from the increased tax rate  will be used to reduce school district taxes on qualified residential properties   by an estimated $307.00. The current school district earned income tax rate  is 1.5%.”

   3.   The School District Administration, in consultation with the county election       officials, shall prepare and present to election officials a nonlegal           interpretative statement that shall accompany the referendum question in         accordance with the Pennsylvania Election Code. The School Board         approves the following draft of the nonlegal interpretative statement:

 

          Nonlegal Interpretative Statement

 

      Under the Taxpayer Relief Act (also known as Special Session Act 1 of         2006), each local school board—with voter approval—may impose a tax on       earned income and net profits in order to pay for reductions in property taxes.       In short, the funds generated by an additional income tax will be used to         lower property taxes on approved homestead and farmstead properties        starting with the 2007-08 fiscal year.

     

      The Act provides that voters within each school district are to decide directly       whether their school district will impose an additional income tax to fund         property tax relief. This referendum question is being presented to voters to       allow them to decide that question. If the majority of voters vote “ yes” on         this referendum question, residents in the Williamsport Area School District       will pay an additional 0.5% in earned income and net profit taxes.

 

 

4.1   BOARD PRESIDENT’S REPORT CONT’D: – Mr. David B. Stone, Jr.

 

 B.   Consider approving the Act 1 Tax Shifting Referendum Resolution:

 

      Residents who own and live in their homes (and who have applied and thus       far have been approved to receive a homestead or farmstead exclusion) will       receive a reduction in their property taxes by an estimated $307.00. This         reduction will be lower in the first year of implementation due to time lags in       the collection of income taxes, and is estimated to be $230.00 for 2007-08        school real estate taxes.

 

      In addition, the proposed increase would generate an estimated $52,918 in         revenue—representing 2% of the estimated additional revenue generated by       the additional tax—which may be used for school district operations as        permitted by the Taxpayer Relief Act.

 

      If the majority of voters vote “no” on this referendum question, no changes       would occur to the school district’s portion of the earned income tax rate.         Therefore, no local revenue would be available for property tax relief.         Voters’ decision on this referendum question will not affect the school         district’s ability to receive state funds that will be used for property tax relief.

 

      The current school district earned income tax rate is 1.5% and the total         earned income tax rate when combined with the rate for the City of         Williamsport or township of residence is 2.0%. If approved the new school       district earned income tax rate will be 2.0%, making the combined earned         income tax rate 2.5% starting July 1, 2007. The change in school district tax       rate will not affect the income tax currently levied by the City of           Williamsport or township of residence, which is now 0.5% and will remain      0.5% regardless of the vote on the referendum question.

 

   4.   School District officials shall take all action necessary or appropriate to carry      out the intent of this resolution.

  RESOLVED: that the Board of School Directors of the Williamsport Area School District acknowledges with profound regret the retirement of Donald A. Lepley from service in the Williamsport Area Schools and expresses its sincere appreciation for his 8 years of dedicated service to our school system as a school bus driver. It further expresses the hope that his years of retirement will be many and richly rewarding.

10.   STUDENT/COMMUNITY ACTIVITIES

10.1*   Consider approving the following student trips:

 

A.   Twenty-five (25) Williamsport Area High School graphic arts students, accompanied by their teacher, to travel to Penn College during March 2007 to visit their graphic communications facility. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

 

    District transportation is requested (10-1390-519-000-30-850-280-033-0000).

 

B.   Fifteen (15) members of Les Chanteuses from the Williamsport Area High School, accompanied by three music department staff members, to travel to Hartford, Connecticut for two days during March 2007 to perform at the MENC Eastern Division Convention. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record ; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

 

Transportation will be provided by contract carrier. All costs will be paid from the choral fund (10-3212-513-000-30-850-121-023-0000). Two substitutes will be required for two days at a cost not to exceed $440.00.

 

C.   Fifty-five (55) members of the Williamsport Area High School’s Concert Choir, accompanied by their teachers and music department chair, to travel to Hershey during April 2007 to perform at the PMEA All-State Conference. Transportation will be provided by contract carrier. All costs will be paid from the choral fund. Two substitutes will be needed for one day at a cost not to exceed $220.00

 

 

10.1*   Consider approving the following student trips cont’d:

 

D.   Fifteen (15) members of the Williamsport Area High School’s performing group GQ, accompanied by their director, to travel to McCall Middle School (Montoursville) during April 2007 to perform. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

 

Transportation will be provided by the Montoursville Area School District. There will be no cost to the District.

 

E.   Fifty-five (55) third grade students from Stevens Elementary School, accompanied by their teachers and parent volunteers, to travel to Lycoming College during May 2007 to attend presentations. Students eligible to participate will not have been suspended or assigned to Saturday School within 30 days prior to the trip.

 

    The Stevens PTA will fund the cost of transportation aboard City Bus.

 

F.   Five (5) members of Curtin Middle School’s 8th Grade Quintet, accompanied by their teacher and parent volunteers, to travel to the Community Arts Center during March 2007 to perform at a Williamsport Symphony Concert. They will also attend the performance afterward. Students eligible to participate must be in compliance with the school’s field trip disciplinary requirements.

 

The students will be transported by their teacher and participating parents. There will be no cost to the District.

 

G.   Fifty (50) members of the Ninth Grade Academy, accompanied by their teachers, to travel to New York City during May 2007. The students will have an opportunity to visit the Museum of Natural History. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

 

  Transportation will be provided by contract carrier. All costs will be paid by Project 720 funds. Six substitutes will be required for the day at a cost not to exceed $660.00.

 

H.   Approximately 100 second grade students from Cochran Elementary School, accompanied by their teachers, to travel to Clyde Peeling’s Reptiland and Memorial Park during April 2007. Students eligible to participate will not have been suspended or assigned to Saturday School within 30 days prior to the trip.

 

  District transportation is requested. All costs will be paid by the Cochran School Association.

 

 

10.1*   Consider approving the following student trips cont’d:

 

I.   Seventy-five (75) members of the Lycoming Valley Jazz Band, Mixed Choral Ensemble, and Orchestra, accompanied by their teachers, to travel to Hepburn-Lycoming and Round Hills Elementary School during June 2007 to perform for the students. Students must be in compliance with the school’s field trip disciplinary requirements in order to participate.

 

  District transportation is requested and will be paid by the Hepburn-Lycoming and Round Hills PTO’s.

 

J.   Twenty-two food service students from the Williamsport Area High School, accompanied by their teacher, to travel to Messiah Lutheran Church in South Williamsport on two dates during April 2007 to cater a luncheon. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

 

  District transportation is requested (10-1390-519-000-30-850-280-033-0000).

 

K.   Six (6) food service students from the Williamsport Area High School, accompanied by their teacher, to travel to Penn College during March 20076 to tour the Le Jeune Chef facility and to have lunch. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

 

  The students will be transported by their teacher. The cost of lunch will be paid for by tips the students have collected. There will be no cost to the District.

 

L.   Approximately 150 marching band and orchestra students from the Williamsport Area High School, accompanied by their teachers, staff members, and parent chaperones, to travel to Walt Disney World for seven days during April 2007. The students will be participating in adjudications. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

 

  Transportation will be provided by contract carrier. All costs will be paid through student fundraisers. Two substitutes will be required for one day at a cost not to exceed $220.00.

  The students will be transported by their teacher and the parent volunteer. The students will pay a $25.00 fee with the remaining costs being paid by student fundraising. One substitute will be required for the day at a cost not to exceed $110.00.

 

10.2   Consider approving the following request for facility use:

 

A.   Community Alliance for Progressive Positive Action, Inc. (CAPPA) to use the cafetorium, gymnasium and library at Cochran Elementary School on Saturdays, beginning January 13 through June 2, 2007 from 9:30 a.m. to 4:00 p.m. to hold Showcase rehearsal and academic support. CAPPA is requesting relief of the occupancy fees estimated at $1,600.00, custodial fees to be paid from the Sheridan Project Grant. Certificate of Insurance to be received.

 

 B.   Newberry Little League to use the gymnasium at Roosevelt Middle School on       March 15 and 16, 2007, from 6:00 p.m. until 8:00 p.m. to hold tryouts. Newberry     Little League is requesting relief of the occupancy fee estimated at $80.00.      Certificate of Insurance to be received.

Board Policy #902, “Public Participation in Board Meetings”:

 

A.   There will be two public comment sections: one during the first two         hours of the meeting at a time to be determined by the presiding officer;       and the other at the end of the meeting. This gives the presiding officer       some flexibility to fit the first public comment section into the agenda at a      convenient time.

 

B.   Persons submitting a formal request to speak during the first public comments section should be present promptly at the beginning of the meeting in the event that they are invited to speak prior to commencement of the scheduled business that is outlined in the agenda. Persons who have submitted a written request will be given an opportunity to make a presentation about an issue that is on the agenda when the issue is scheduled for discussion or about an issue that is not on the agenda during the first two hours of the Board meeting, at a time to be determined by the presiding officer.

 

C.   Each public comment section will be limited to a maximum of 20 minutes. Each speaker will be limited to a maximum of five minutes.

 

D.   Those wishing to speak during the first public comments section must submit a formal request in writing to the business administrator no later that 9:00 a.m. on the day of the Board meeting. This gives people an opportunity to come to the District Service Center on Monday before the Board meeting to read the posted agenda.
