RESOLVED, by the Board of School Directors of The Williamsport Area School
District, as follows:

The Secretary is authorized and directed to advertise Notice of Intent to adopt
a
Resolution Authorizing the May 15, 2007 Referendum Question and the Levying
and Assessing of the Act 1 Earned Income & Net Profits
tax in substantially the
form attached hereto. The Notice shall be advertised in a newspaper of general
circulation and shall be posted conspicuously at the School District offices.
2.
The School District shall make the Resolution Authorizing the May 15, 2007
Referendum Question and the Act 1 Earned Income & Net Profits
Resolution
available for public inspection by any resident at the School District
administrative offices subsequent to their approval by the Board of Directors.
3.
The School Board will hold a public hearing concerning the Resolution
Authorizing the May 15, 2007 Referendum Question. The hearing will be
held in the Baskin Gallery of the District Service Center, located at 201 West
Third Street, Williamsport, PA at 6:00 p.m. on March 6, 2007.
Proposed Ballot Question
Do you favor your school district imposing an additional ½ % earned income
tax?
The revenue generated from the tax will be used to reduce taxes on qualified
owner
occupied residential properties and on qualified farm buildings by
approximately
$______ ($______). The current school district earned income and net profits
tax
rate is 1 ½ %, and the current combined municipal/school district rate is

Awards and Accomplishments
Students in the Williamsport Area School District recently received recognition
in the
Scholastic Writing Awards Program sponsored by the Harrisburg Patriot News.
Area
students honored as some of Pennsylvanias finest student writers include
twenty-one
middle school and high school students, selected from a field of several
thousand entries.
Students will receive their Gold Keys and Silver Awards at a ceremony at
Strawberry Square on Sunday, February 25, 2007.

which will be required by the Williamsport Area School District for the fiscal

RESOLVED FURTHER: That a meeting of the Board of School Directors of the

7. CURRICULUM REPORT

7.1
Consider approving Mr. Lou Emge, of the Lou Emge Consulting Firm, from Avon,
Indiana, to provide professional development to Curtin Middle School on March
5, 2007, pending approval of the PA School Improvement Grant for Curtin Middle
School. The professional development will focus on Active Learning and
Differentiated Instruction. The cost of the professional development is $2,600
and includes the fee and all travel costs; all funding will come from the PA
School Improvement Grant for Curtin.
7.2
Consider authorizing the Community/Adult Technical Program for the Spring of
2007. The courses will be advertised on the Williamsport Area School District
website. Registration can occur during regular school hours at the high school,
or by mail. Space for participants in courses is on a first-come first-served
basis. A minimum of 10 participants must be registered for each course.
Deadline for registration is February 16 with classes beginning the week of
February 19. Following is the registration fee schedule:

NOTE: Residents are those individuals residing within the boundaries of the
WASD or employees of the WASD. All others are non-residents. Participants who
attend 80% of the classes will be issued a certificate of completion by the
Williamsport Area School District. Participants will be provided an opportunity
to evaluate the course during the last class session.
Programs that meet the Pennsylvania Department of Education program standards
and requirements are eligible for State reimbursement (instructional hours at
80% of $8.60/hour).

$25.43 per hour as per the collective bargaining agreement:

7.3
Consider approving the Metamorphosis Performing Company to present the
Sense of Touch program to Grade 2 students at each of the six elementary
schools on April 18, 19, and 20, 2007. The cost of program is $475 for each
performance for a total of $2,850. The program is funded through the
elementary curriculum and site-based budgets.
7.4
Consider approving the District Calendar for the 2007-08 school year.
7.5
Consider authorizing clinician Mary Coleman, Susquehanna University to provide
professional development training for the WASD music staff at Williamsport Area
High School on February 19, 2007. Cost to the district would be $200
clinician fees to Mary Coleman from fund # 10 2271 329 000 00 000 000 017 0000.

The students will report directly to and leave from Lycoming College. Costs

Board Policy #902, Public Participation in Board Meetings:
A.
There will be two public comment sections: one during the first two hours of
the meeting at a time to be determined by the presiding officer; and the other
at the end of the meeting. This gives the presiding officer some flexibility
to fit the first public comment section into the agenda at a convenient time.
B.
Persons submitting a formal request to speak during the first public comments
section should be present promptly at the beginning of the meeting in the event
that they are invited to speak prior to commencement of the scheduled business
that is outlined in the agenda. Persons who have submitted a written request
will be given an opportunity to make a presentation about an issue that is on
the agenda when the issue is scheduled for discussion or about an issue that is
not on the agenda during the first two hours of the Board meeting, at a time
to be determined by the presiding officer.
C.
Each public comment section will be limited to a maximum of 20 minutes. Each
speaker will be limited to a maximum of five minutes.
D.
Those wishing to speak during the first public comments section must submit a
formal request in writing to the business administrator no later that 9:00 a.m.
on the day of the Board meeting. This gives people an opportunity to come to
the District Service Center on Monday before the Board meeting to read the
