    RESOLVED, by the board of School Directors of the Williamsport Area School      District, as follows:

 

   1.   Resolution Authorizing Notice of Intent to Adopt Resolution Authorizing       the May 15, 2007 Ballot Question, Notice of Intent to Adopt Resolution       Authorizing the Assessing and Levying of the Act 1 Income Tax if        approved by voters and notice of public hearing.

 

 

 

4.1   BOARD PRESIDENT’S REPORT – Mr. David B. Stone, Jr.

 

 A.   Resolutions regarding the Local Tax Study Commission Recommendation      Cont’d:

 

    RESOLVED, by the Board of School Directors of The Williamsport Area School      District, as follows:

 

   1.   The Secretary is authorized and directed to advertise Notice of Intent to adopt a       Resolution Authorizing the May 15, 2007 Referendum Question and the Levying       and Assessing of the Act 1 Earned Income & Net Profits tax in substantially the       form attached hereto. The Notice shall be advertised in a newspaper of general       circulation and shall be posted conspicuously at the School District offices.

   

   2.   The School District shall make the Resolution Authorizing the May 15, 2007       Referendum Question and the Act 1 Earned Income & Net Profits Resolution       available for public inspection by any resident at the School District

      administrative offices subsequent to their approval by the Board of Directors.

 

   3.   The School Board will hold a public hearing concerning the Resolution

      Authorizing the May 15, 2007 Referendum Question. The hearing will be         held in the Baskin Gallery of the District Service Center, located at 201 West       Third Street, Williamsport, PA at 6:00 p.m. on March 6, 2007.

 

    Proposed Ballot Question

 

    Do you favor your school district imposing an additional ½ % earned income tax?       The revenue generated from the tax will be used to reduce taxes on qualified owner     occupied residential properties and on qualified farm buildings by approximately       $______ ($______). The current school district earned income and net profits tax       rate is 1 ½ %, and the current combined municipal/school district rate is 2%.

 A.   Awards and Accomplishments

 

  Students in the Williamsport Area School District recently received recognition in the   Scholastic Writing Awards Program sponsored by the Harrisburg Patriot News. Area   students honored as some of Pennsylvania’s finest student writers include twenty-one   middle school and high school students, selected from a field of several thousand entries.   Students will receive their Gold Keys and Silver Awards at a ceremony at Strawberry  Square on Sunday, February 25, 2007.

5.  FINANCE REPORT CONT’D:

5.3*   Consider adopting the following resolution relative to a proposed budget for the 2007-2008 fiscal year:

 

  RESOLVED: That in accordance with the School Laws of Pennsylvania, 1949 as amended, Section 687, the Board of School Directors of the Williamsport Area School District announces a proposed general fund budget in the amount of funds which will be required by the Williamsport Area School District for the fiscal year beginning  July 1, 2007, and

 

  RESOLVED FURTHER: That a meeting of the Board of School Directors of the Williamsport   Area School District is scheduled to be held at 6:00 p.m. on Tuesday, June 19, 2007, for the purpose of adopting the general fund budget and such other general business as may be brought before the Board, and

 

  RESOLVED FURTHER: That the Secretary be and is hereby authorized and directed to provide for special notice in a local newspaper that the proposed budget is available for inspection at the Office of the Board Secretary of the Williamsport Area School District,

6.   BOARD POLICY – James E. Temple

7.  CURRICULUM REPORT

  Questions may be directed to Dr. Adams.

 

7.1   Consider approving Mr. Lou Emge, of the Lou Emge Consulting Firm, from Avon, Indiana, to provide professional development to Curtin Middle School on March 5, 2007, pending approval of the PA School Improvement Grant for Curtin Middle School. The professional development will focus on Active Learning and Differentiated Instruction. The cost of the professional development is $2,600 and includes the fee and all travel costs; all funding will come from the PA School Improvement Grant for Curtin.

 

7.2   Consider authorizing the Community/Adult Technical Program for the Spring of 2007. The courses will be advertised on the Williamsport Area School District website. Registration can occur during regular school hours at the high school, or by mail. Space for participants in courses is on a first-come first-served basis. A minimum of 10 participants must be registered for each course. Deadline for registration is February 16 with classes beginning the week of February 19. Following is the registration fee schedule:

NOTE: Residents are those individuals residing within the boundaries of the WASD or employees of the WASD. All others are non-residents. Participants who attend 80% of the classes will be issued a certificate of completion by the Williamsport Area School District. Participants will be provided an opportunity to evaluate the course during the last class session.

 

Programs that meet the Pennsylvania Department of Education program standards and requirements are eligible for State reimbursement (instructional hours at 80% of $8.60/hour).

 

The following teachers who will be offering courses will be paid at the rate of $25.43 per hour as per the collective bargaining agreement:

7.  CURRICULUM REPORT

 

7.3   Consider approving the Metamorphosis Performing Company to present the “ Sense of Touch” program to Grade 2 students at each of the six elementary schools on April 18, 19, and 20, 2007. The cost of program is $475 for each performance for a total of $2,850. The program is funded through the elementary curriculum and site-based budgets.

 

7.4   Consider approving the District Calendar for the 2007-08 school year.

 

7.5   Consider authorizing clinician Mary Coleman, Susquehanna University to provide professional development training for the WASD music staff at Williamsport Area High School on February 19, 2007. Cost to the district would be $200 clinician fees to Mary Coleman from fund # 10 2271 329 000 00 000 000 017 0000.

A.   Approximately 155 eighth grade students from Lycoming Valley Middle School, accompanied by their teachers, to travel to the Williamsport Area High School during February 2007 for a tour.

B.   Ten (10) members of the Williamsport Area High School’s SADD chapter, accompanied by their advisor, to travel to Lycoming College during February 2007 to attend a conference. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

 

The students will report directly to and leave from Lycoming College. Costs for participation will be paid from the SADD account. One substitute will be required for the day at a cost not to exceed $110.

 

C.   Forty-five (45) Williamsport Area High School horticulture students, accompanied by their teacher and other adult chaperones, to travel to Harrisburg during March 2007 to attend the Pennsylvania Garden Expo. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

 

  District transportation is requested (10-1390-519-000-30-850-280-033-0000).

 

D.   Approximately 75 fourth grade students from Stevens Elementary School, accompanied by their teachers and PTA chaperones, to travel to the Taber Museum during March 2007. Students eligible to participate will not have been suspended or assigned to Saturday School within 30 days prior to the trip. There will be no cost to the District. The students will walk to and from the museum.

E.   Two (2) Williamsport Area High School students, accompanied by their teacher, to travel to Hershey during March 2007 to attend the Pennsylvania Automobile Association Hands-On Competition. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

 

  The students will be transported by their teacher. One substitute will be required for the day at a cost not to exceed $110.

 

F.   Nine (9) biology students from the Williamsport Area High School, accompanied by their teacher, to travel to Harrisburg University and Sci Tech High during February 2007 to participate in hands-on experiments in biotechnology and nanotechnology. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

 

  A rental van will be used for transportation at an approximate cost of $125. One substitute will be required for the day at a cost not to exceed $110.

 

G.  Retroactive Approval:   Approximately 150 eighth grade students from Roosevelt Middle School, accompanied by their teachers, to travel to the Williamsport Area High School during February 2007 for a tour.

 

    District transportation is requested (10-1390-519-000-30-850-280-033-0000).

 

H.   Approximately 150 eighth grade students from Roosevelt Middle School, accompanied by adult chaperones, to travel to Knoebel’s Amusement Resort on a Saturday during June 2007. Students eligible to participate must be in compliance with the school’s field trip disciplinary requirements.

 

    District transportation is requested. All costs will be paid by the Roosevelt PTO.

 

I.   Ten (10) members of Curtin Middle School’s MathCounts team, accompanied by their teacher/advisor, to travel to the Little League Complex in South Williamsport during February 2007 to participate in the Susquehanna Chapter MathCounts competition. Students must be in compliance with the school’s field trip disciplinary requirements in order to participate.

 

Students will be transported to and from the Little League Complex by their parents. One substitute will be required for the day at a cost not to exceed $110.

The students will have the opportunity to visit the White House and the Smithsonian Museums. Students eligible to participate will not have been suspended from school or assigned to Saturday School for disciplinary reasons within 30 school days prior to the trip.

 

Transportation will be provided by contact carrier. All costs will be paid by the Round Hills PTO.

 

L.   Eight (8) Williamsport Area High School choral students, accepted by competitive audition, to participate in the PMEA Region IV Chorus Festival to be held at Lewisburg High School on four dates during February 2007. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

O.   Approximately four (4) Williamsport Area High School English students, accompanied by their teacher, to travel to Towanda during February 2007 to participate in Poetry Out Loud. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

 

  The teacher will transport the students (10-1100-519-000-30-850-150-016-0000) and will purchase lunch for the students (10-1100-582-000-30-850-150-016-0000). One substitute will be required for the day at a cost not to exceed $110.00.

 

P.   Sixty-two (62) second grade students, accompanied by their teachers, an aide, and six parent volunteers, to travel to the Montour Preserve during May 2007 as a reinforcement of their students of fossils and animals. Students eligible to participate will not have been suspended or assigned to Saturday School within 30 days prior to the trip.

 

  District transportation is requested and will be paid by the Stevens PTA.

 

Q.   Six (6) Roosevelt Middle School students, accompanied by their teacher, to travel to the Little League Complex in South Williamsport to compete in a MathCounts competition. Students eligible to participate must be in compliance with the school’s field trip disciplinary requirements in order to participate.

 

  The students will be transported by the teacher. One substitute will be required for the day at a cost not to exceed $110.00

 

10.2   Consider approving the following request for facility use:

 

 A.   Child Evangelism Fellowship to use a classroom at Roosevelt Middle School

    on Tuesdays beginning in February 6, through April 24, 2007 from 3:30 p.m. until

    4:30 p.m. to hold a children’s religious education program. Child Evangelism      Fellowship is requesting relief of the   occupancy fee estimated at $180.00.       Certificate of Insurance on file.

 

 

10.2   Consider approving the following request for facility use cont’d:

 

B.   Saint John’s School of the Arts to use the auditorium at the Williamsport Area High   School on April 25, 26, 27 and 28, 2007 to hold three days of rehearsal and a dance   ensemble Spring performance. St. John’s is requesting relief of the occupancy fee

  estimated at $200.00. Certificate of Insurance on file.

 

 C.   Balls Mills Soccer Club to use the gymnasium at Curtin on Tuesdays beginning       February 6, 2007 through March 27, 2007, from 8:00 pm until 9:00 pm to hold       indoor soccer training. Balls Mills Soccer is requesting relief of the occupancy fee     estimated at $320.00. Certificate of Insurance on file.

Board Policy #902, “Public Participation in Board Meetings”:

 

A.   There will be two public comment sections: one during the first two hours of

the meeting at a time to be determined by the presiding officer; and the other at the end of the meeting. This gives the presiding officer some flexibility to fit the first public comment section into the agenda at a convenient time.

 

B.   Persons submitting a formal request to speak during the first public comments section should be present promptly at the beginning of the meeting in the event that they are invited to speak prior to commencement of the scheduled business that is outlined in the agenda. Persons who have submitted a written request will be given an opportunity to make a presentation about an issue that is on the agenda when the issue is scheduled for discussion or about an issue that is not on the agenda during the first two hours of the Board meeting, at a time to be determined by the presiding officer.

 

C.   Each public comment section will be limited to a maximum of 20 minutes. Each speaker will be limited to a maximum of five minutes.

 

D.   Those wishing to speak during the first public comments section must submit a formal request in writing to the business administrator no later that 9:00 a.m. on the day of the Board meeting. This gives people an opportunity to come to the District Service Center on Monday before the Board meeting to read the posted agenda.
