7.1   Consider approving the VanGo! Museum on Wheels to come to Jackson for the day on

  May 4, 2007. The museum on wheels is sponsored by the Susquehanna Art Museum. Students will have the opportunity to tour the art displayed on the bus and will also be part of an assembly on the subject of mathematics in art. Total cost for this program will be $708 and will be split equally between the Jackson PTO and Jackson site money. (String #10-1100-329-000-10-275-000-045-0000)

 

7.2   Consider approving the 2007-08 supplemental Program of Studies for the Williamsport Area High School taking the place of the current course catalog.

Consider accepting the following resignation, effective on the dates and for the purposes indicated:

 

A.   Penelope A. Winner, part-time Instructional Support Aide at Hepburn-Lycoming Elementary School, for other employment, effective January 17, 2007.

 

8.2   LEAVES OF ABSENCE - None at this time

 

8.3*  ELECTION OF STAFF  

 

  Consider the election of the following staff, for the purpose and on the date indicated:  

 

 A.   La'Don I. Oliver, 509 High St., Williamsport, as a part-time (185 days, prorated; up to 3 hours per day) Administrative Support I in the Vocational Education Dept. at the high school, at the rate of $10.84 per hour (no benefits except social security, retirement, and worker's compensation) and sick leave as provided for part-time employees per the Agreement between the Board and the Williamsport Area Support Personnel (WASP), effective January 16, 2007 (funded by ELECT/EFI Program Grant; replacing Lisa Mendler, resigned; this administrative support position was revised to part-time due to reduction in available funding at the beginning of the 2006-2007 school year).

 

 B.   The following persons as substitute teachers as needed for the Educational   Assistance Program/Tutoring Program effective for the 2006-2007 school year, at the   rate of $26.22 per hour plus appropriate benefits, up to three (3) days per week, one   (1) hour per day plus 15 minutes preparation time per hour of instruction (maximum   of 3.75 hours per week; total length of program is 60 days). All funds budgeted  under EAP (Educational Assistance Program).

8.3*   ELECTION OF STAFF CONT’D:

 

 D.   Paula E. Bower, 952 Franklin St., Williamsport, special education teacher at Lycoming Valley Middle School, to provide instruction in the home to a high school student who is not currently in school due to a disciplinary incident. Mrs. Bower will be paid at the rate of $26.03 per hour for up to 10 hours per week, up to 45 school days, retroactive to December 18, 2006 (to be paid out of the general fund) [replacing Nichole Burns, originally approved on the January 2, 2007 agenda].

 

 E.   Grace A. Hockman, 692 Lake Rd., Trout Run, as a 2½ - 3½ hour Food Service Truck Driver at the hourly rate of $11.54 per hour, for the actual number of hours worked, effective January 16, 2007.

 

 F.   The following substitute food service worker(s), at the salary rate of $6.25 per hour, for the actual number of hours worked, effective January 17, 2007:

 G.   The following person as non-certificated substitute teacher with receipt of an emergency permit, subject to assignment by the Superintendent of Schools, at the salary and/or rates as established by Board policy ($90 per day for the first 45 days; $110 per day for days beyond the 45th day; up to a maximum of 180 days/year) and only for the actual number of hours assigned and worked during the 2006-2007 school year:

  Consider approving the following position changes:

 

 A.   Brenda K. Frazier, 398 Brick Church Rd., Montgomery, from a half-time to a full-time School Psychologist for the District, effective January 22, 2007, at a salary of $85,246, prorated, plus benefits as provided under the terms of the Act 93 Compensation Plan Mrs. Frazier currently holds this position part-time (replacing Suzanne Bahl, retiring February, 2007).

 

8.4*  POSITION CHANGES CONT’D:

 

 B.   Cindy M. Hostrander, 2339 Pleasant Hill Rd., Cogan Station, from a general food service worker (3¼ hours daily) at Lycoming Valley Middle School, to a general food service worker (4 hours daily) at Lycoming Valley Middle School, with a base wage rate of $10.19 per hour, effective February 5, 2007 (replacing Kimberly Rowland, transferred).

 

 C.   Carrie L. Helminiak, 17 Round Hills Rd., Williamsport, from a substitute food service worker to a general food service worker (3 hours daily) at the high school, with a base wage rate of $10.19 per hour, effective January 17, 2007 (replacing Amie Palmer, transferred).

 

 D.   Mary A. Krauser, 140 Bittner Park Rd., Lot 11, Trout Run, from a substitute food service worker to a general food service worker (3 hours daily) at the high school, with a base wage rate of $10.19 per hour, effective January 17, 2007 (replacing Lois Robinson, resigned).

 

8.5  OTHER

 

 A.   Consider authorizing the Superintendent to sign the Agreement to Rescind       Memorandum of Understanding (MOU) with the Williamsport Education         Association (WEA) regarding scheduling adjustments for professional         development at the high school (originally approved on 08/15/06 Addendum).

 B.   Under the provisions of Pennsylvania Act 2002-234, please consider approving the extra-curricular employment agreement for the following individual(s):

 

   (1)   Cheryl A. Varner, 1068 E. Cardinal Dr., Lock Haven, as a Mathematics     consultant, effective December 11, 2006, through June 8, 2007. She will   assist at Curtin Middle School for up to fifteen (15) hours a week at the rate  of $34 per hour.

 

C.   Consider authorizing hiring a one-on-one full-time Instructional Support Aide for a kindergarten student with visual impairments and behavioral issues for the remainder of this school year (to be funded from the General Fund).

 

9.  PROFESSIONAL DEVELOPMENT

9.1   RELEASED TIME/TRAINING PROGRAMS

 

Consider approving released time for staff members to participate in professional develop-ment activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted. (See attachment)  

 

 

 

9.   PROFESSIONAL DEVELOPMENT CONT’D:

 

9.2   Consider approving an 8-hour Food Safety and Sanitation Certification Program (Servsafe)   conducted by Carol Gilbert from Carol H. Gilbert Consulting on February 9, 2007, at the   DSC Board Room from 8:00 a.m. to 5:00 p.m. The cost of the course per person is $60.00  for course book/exam and $50.00 for instructional fee:

10.   STUDENT/COMMUNITY ACTIVITIES

10.1*   Consider approving the following student trips:

 

A.   Approximately 150 students from Hepburn-Lycoming Elementary School, accompanied by school staff members, to travel to Ski Sawmill on two dates during January 2007 (snow date February 2007). The trip is a reward for students meeting the second marking period AR goals. Students eligible to participate will not have been suspended or assigned to Saturday School within 30 days prior to the trip.

 

District transportation is requested. All costs will be paid by the Hepburn-Lycoming PTO.

 

B.   Approximately 75 fourth grade students from Stevens Elementary School, accompanied by their teachers and PTA members, to travel to Harrisburg during June 2007. The students will have an opportunity to visit the Capitol Building and the State Museum. Students eligible to participate will not have been suspended or assigned to Saturday School within 30 days prior to the trip.

 

    District transportation is requested. All costs will be paid by the Stevens PTA.

 

C.   Approximately 75 fifth grade students from Stevens Elementary School, accompanied by their teachers and PTA chaperones, to travel to Washington, D.C., during June 2007. The students will have an opportunity visit several sites in the Washington area. Students eligible to participate will not have been suspended or assigned to Saturday School within 30 days prior to the trip.

 

    District transportation is requested. All costs will be paid by the Stevens PTA.

 

D.   Forty-one (41) fifth grade students from Sheridan Elementary School, accompanied by their teachers and parent chaperones, to travel to the Montour Preserve during February 2007. Students eligible to participate will not have been suspended for one day or more within 30 days prior to the date of the trip.

 

  District transportation is requested and will be paid by the Sheridan PTO.

 

 

 

10.1*   Consider approving the following student trips:

 

E.   Twelve (12) FCCLA members from the Williamsport Area High School, accompanied by their advisor, to travel to Seven Springs to attend the 2007 FCCLA State Leadership Conference on three dates during March 2007. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

 

District transportation is requested (10-1390-519-000-30-850-280-033-0000). The students will each pay $50.00, with the rest being paid through CTE funds. One substitute will be required for three days at a cost not to exceed $330.

 

10.2   Consider approving the following request for facility use:

 

 A.   Old Lycoming Little League to use the gymnasium at Lycoming Valley Middle       School on February 22 and February 23, 2007 from 6:30 p.m. until 8:30 p.m. to       hold tryouts. Old Lycoming Little League is requesting relief of the occupancy fee     estimated at $80.00. Certificate of Insurance to be received.

Board Policy #902, “Public Participation in Board Meetings”:

 

A.   There will be two public comment sections: one during the first two hours of

the meeting at a time to be determined by the presiding officer; and the other at the end of the meeting. This gives the presiding officer some flexibility to fit the first public comment section into the agenda at a convenient time.

 

B.   Persons submitting a formal request to speak during the first public comments section should be present promptly at the beginning of the meeting in the event that they are invited to speak prior to commencement of the scheduled business that is outlined in the agenda. Persons who have submitted a written request will be given an opportunity to make a presentation about an issue that is on the agenda when the issue is scheduled for discussion or about an issue that is not on the agenda during the first two hours of the Board meeting, at a time to be determined by the presiding officer.

 

C.   Each public comment section will be limited to a maximum of 20 minutes. Each speaker will be limited to a maximum of five minutes.

 

D.   Those wishing to speak during the first public comments section must submit a formal request in writing to the business administrator no later that 9:00 a.m. on the day of the Board meeting. This gives people an opportunity to come to the District Service Center on Monday before the Board meeting to read the posted agenda.
