4.2   SUPERINTENDENT’S REPORT - Kathleen R. Kelley, Ph.D.

 

 A.   Awards and Accomplishments

 

3.   Congratulations to Bill Kast, WAHS Band Association President, for leading the effort to bring approximately $8,000-10,000 worth of improvements to the Williamsport Area High School stadium during the summer and fall of 2006. Mr. Kast secured a significant number of donations and spent many hours, along with the help of other volunteers, making the improvements.

 

7.   CURRICULUM REPORT CONT’D:

 

7.2   Consider approval of a Memorandum of Understanding (MOU) with the City of Williamsport which will facilitate the City’s acceptance of a Pennsylvania Commission on Crime and Delinquency grant to operate a School Resource Officer program at the Williamsport Area High School, with some services to the city’s middle schools. A copy of the MOU is attached. Approval will include the addition of the following to item 7 of the MOU, which was inadvertently eliminated in the preparation of the document:

 

“Should the SRO Initiative produce less than the desired results the City and the District will jointly attempt to modify the program to generate improvement. If satisfactory results are not obtained, either the City or the District may cancel this agreement upon 15 days written notice.”

 

Costs for the District’s portion of the program are included in the Student Services budget.

 

8.   PERSONNEL REPORT CONT’D:

 

8.1  RESIGNATIONS

 

Consider accepting the following resignations, effective on the dates and for the purposes indicated:

 

C.   David S. Follmer, full-time head custodian at Round Hills Elementary School, for other employment, effective December 1, 2006.

 

D.   JoAnne Schoeneck, part-time Title I Reading Aide at Hepburn-Lycoming Elementary School, for personal reasons, effective December 1, 2006.

 

 

 

 

 

8.3*  ELECTION OF STAFF  

 

  Consider the election of the following staff, for the purpose and on the date indicated:  

 

 E.   The following substitute food service workers, at the salary rate of $6.25 per hour, for the actual number of hours worked, effective November 22, 2006:

 

   Phyllis C. Capps    211 Dudek Rd., Williamsport

   Linda J. Heitsenrether    1980 Maple Grove Circle, Williamsport

 

 H.   The following substitute administrative support/aides, subject to assignment by the Superintendent of Schools, at the hourly rates as established by Board policy (Administrative Support - $7.50/hr., Instructional Aide - $6.75/hr.; up to a maximum of 180 days/year) and only for the actual number of hours assigned and worked:

 I.   David Gingery, 221 Hemlock Hill Rd., Montgomery, as an unpaid intern in the Tax Office, effective November 28, 2006, through March 15, 2007 (no benefits).

   

8.4*  POSITION CHANGES

 

  Consider approving the following position changes:

 

 B.   Candace R. Scheurer, 163 First St., Linden, from a part-time instructional support aide at the high school to a part-time instructional support aide (up to 185 days; up to 5 hours per day) at the high school (CTE/Inclusion), with a base wage rate of $10.94 per hour, effective November 28, 2006.

 

 C.   Peggy A. Welch, 2254 W. Third St., Williamsport, has requested to return to Food Service effective November 28, 2006. Ms. Welch was recently approved for a position change from a general food service worker at Hepburn-Lycoming Elementary School to a part-time Instructional Support Aide (up to 185 day, up to 5 hours per day) at Round Hills Elementary School, with a base wage rate of $10.94 per hour, effective October 11, 2006 (originally approved on 10/17/06 Addendum).

 

 

 

 

 

 

 

 

 

8.6  OTHER

 

 C.   Consider rescinding the following item originally approved at the 11/07/06 Addendum; these individuals will be paid in accordance with the Agreement between the District and WAESP:

 

    The following substitute school bus drivers (non-bargaining unit personnel), with a base wage rate of $11.00 per hour, effective October 2, 2006:

 

   Thomas E. Fink    251 Anna Rd., Williamsport

   David L. Walk      5661 Rt. 287 Highway, Jersey Shore

 

 D.   Under the provisions of Pennsylvania Act 2002-234, consider approving the extra-curricular employment agreement for the following individual(s):

 

    Marion F. Boyd, 189 Harvey Dr., Montoursville, as a substitute teacher for the Educational Assistance Program/Tutoring Program at Lycoming Valley Middle School effective for the 2006-2007 school year (beginning October, 3, 2006), at the rate of $26.22 per hour plus appropriate benefits, up to three (3) days per week, one (1) hour per day plus 15 minutes preparation time per hour of instruction (maximum of 3.75 hours per week; total length of program is 60 days). All funds budgeted under EAP (Educational Assistance Program).

10.   STUDENT/COMMUNITY ACTIVITIES CONT’D:

 

10.1   Consider approving the following student trips:

 

I.   Approximately 30 Williamsport Area High School students, accompanied by two staff members, to travel to the Williamsport Hospital during December 2006. The students will attend a training session on being HIV peer tutors. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

 

District transportation is not requested. The students will report directly to and be picked up from the hospital. The cost of the training will be provided by an HIV Grant. Two substitutes will be required for the day and will be paid through the grant.

 

J.   Sixteen (16) members of Roosevelt Middle School’s Art Club, accompanied by their teacher and a parent, to travel to the Palmer Museum in State College. Students eligible to participate must be in compliance with the school’s field trip disciplinary requirements.

 

District transportation is requested and will be paid the art budget. There is no cost for the museum visit. One substitute will be required for the day and will not exceed $110.

 

 

10.1   Consider approving the following student trips cont’d:

 

K.   Forty-eight (48) Key Club members from the Williamsport Area High School, accompanied by five staff members, to travel to Philadelphia during December 2006 for a tour of various landmarks. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.
