7.  CURRICULUM REPORT

7.1   Consider approving of use of River Valley Transit to provide bus transportation to students participating in the CAPPA Showcase rehearsals on Saturdays at a cost of $90.00 per Saturday. River Valley Transit will deliver students from Roosevelt MS., the former Lose site, The Center, and Sheridan Elementary to the rehearsal site at Cochran Elementary, beginning at 8:00 a.m. and will return them at 3:00 p.m. on a reverse route. Dates of service will include Saturdays from October, 2006 until the Showcase on June 9, 2007. All funds are from the Sheridan Project grant.

8.1  RESIGNATIONS

 

Consider accepting the following resignations, effective on the dates and for the purposes indicated:

 

A.   Judith I. Mace, general food service worker at Lycoming Valley Middle School, for the purpose of retirement, effective February 2, 2007.

 

  RESOLVED: that the Board of School Directors of the Williamsport Area School District acknowledges with profound regret the retirement of Judith I. Mace from service in the Williamsport Area Schools and expresses its sincere appreciation for her 29½ years of dedicated service to our school system as a food service worker. It further expresses the hope that her years of retirement will be many and richly rewarding.

 

B.   Lois M. Robinson, general food service worker at the high school, for personal reasons, effective November 13, 2006.

  Consider the election of the following staff, for the purpose and on the date indicated:

Doane, 1119 Rock Run Rd., Cogan Station, as part-time (up to 185 days, prorated; up to 5 hours per day) instructional support aide at Lycoming Valley Middle School, effective November 20, 2006, with a base wage rate of $10.94 per hour, FICA, Worker’s Compensation, Retirement (if eligible), and sick leave (per the Agreement between the Board and the Williamsport Area Education Support Professionals) are the only fringe benefits.

 

 B.   Dustin C. Kimble, 2011 Roosevelt Ave., Williamsport, as part-time (up to 185 days, prorated; up to 5 hours per day) instructional support aide at the high school (CTE), effective November 20, 2006, with a base wage rate of $10.94 per hour, FICA, Worker’s Compensation, Retirement (if eligible), and sick leave (per the Agreement between the Board and the Williamsport Area Education Support Professionals) are the only fringe benefits.

 

 C.   Alicia M. Swanger, 1998 Misner Rd., Williamsport, as part-time (up to 185 days, prorated; up to 5 hours per day) instructional support aide at Cochran Elementary School, effective November 20, 2006, with a base wage rate of $10.94 per hour, FICA, Worker’s Compensation, Retirement (if eligible), and sick leave (per the Agreement between the Board and the Williamsport Area Education Support Professionals) are the only fringe benefits.

 

 D.   The following winter sport coaches at the respective schools for the 2006-2007 school year at the salary rate in accordance with the 2002-2007 agreement by and between the Board of School Directors of the Williamsport Area School District and the Williamsport Education Association (pending completion of all appropriate paperwork*):

  Consider approving the following position changes:

 

 A.   Marjorie L. Cramer, 823 Park Place, Williamsport, from a part-time instructional support aide (inclusion) at Roosevelt Middle School to a part-time instructional support aide (up to 185 days; up to 5 hours per day) at the high school (CTE Auto/Welding), with a base wage rate of $10.94 per hour, effective November 16, 2006.

 

8.5   CONTRACTED SERVICES

 

A.   Consider approving Sanjuana Dolph, 1501 Elmira St., Williamsport, as a Spanish interpreter to provide day-to-day substitute interpreter services (as needed) to eligible students at the rate of $16.00 per hour for hours worked, effective November 13, 2006, through June 9, 2007.

 

8.6  OTHER

A.   Consider rescinding the resignation of Daniel R. Keyte, Jr., full-time Auto Mechanics teacher at the high school, for other employment, effective November 3, 2006 (originally approved at the 11/07/06 Board Meeting). Mr. Keyte plans to remain as a teacher at the high school for the 2006-07 school year.

 

 B.   Consider rescinding the election of Stephanie S. Weikel, 411 South Pine Run Road, Linden, as a professional employee as a Speech and Language Therapist for the District. Mrs. Weikel has not yet started working for the District and she recently declined this position (originally approved at the 09/05/06 Board Meeting).

 

 

 

9.  PROFESSIONAL DEVELOPMENT

  Questions may be directed to Ms. Savage.

 

9.1   RELEASED TIME/TRAINING PROGRAMS

 

Consider approving released time for staff members to participate in professional develop-ment activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted. (See attachment)  

 

10.   STUDENT/COMMUNITY ACTIVITIES

  Questions may be directed to Dr. Kelley.

 

10.1*   Consider approving the following student trips:

 

A.   Approximately 80 Lycoming Valley Middle School ski club members, accompanied by the assistant principal and other staff members, to travel to Ski Sawmill on four dates during January and February 2007. Students eligible to participate will not have been suspended from school more than five days, will have no bus disciplinary record, must be academically eligible, and are not experiencing attendance difficulties.

 

    The trips will be entirely student funded and do not require transportation.

 

B.   An undetermined number of students from the six district elementary schools, accompanied by members of the Young Men’s Republican Club, to travel to WalMart, the Little League Museum, and the YMR Club for lunch during December 2006. The number of students will be determined by the funds raised. The members of the club will purchase clothing for the students.

 

    There will be no cost to the District.

 

C.   Thirty-three (33) chorus students from Stevens Elementary School accompanied by their teacher and two parent volunteers, to travel to Rose View Center during December 2006 to perform for the residents. Students eligible to participate will not have been suspended or assigned to Saturday School within 30 days prior to the trip.

 

The students will walk to and from Rose View. There will be no cost to the District.

 

D.   Seventeen (17) Williamsport Area High School choral students, accompanied by their director, to travel to the Genetti Hotel during December 26 to perform for the Pennsylvania Association of Retired Teachers. Students eligible to participate will not have been suspended from school more than five days, will have no bus disciplinary record, must be academically eligible, and are not experiencing attendance difficulties.

 

  District transportation is requested and will be paid by the sponsoring organization.

 

 

 

10.1*   Consider approving the following student trips cont’d:

 

E.   Eight (8) Williamsport Area High School automotive students, accompanied by their teacher, to travel to Harrisburg during December 2006 to participate in the PAA Automotive Technology Competition. Students eligible to participate will not have been suspended from school more than five days, will have no bus disciplinary record, must be academically eligible, and are not experiencing attendance difficulties.

 

  District transportation is requested (10-1390-519-000-30-850-280-033-0000). One substitute will be required for the day at a cost not to exceed $110.

 

F.   Approximately 148 seventh grade students from Roosevelt Middle School, accompanied by their teachers and aides, to travel to the Community Arts Center during December 2006 to attend a performance. Students must be in compliance with the school’s field trip disciplinary requirements in order to participate.

 

  District transportation is requested. All costs will be paid by the Roosevelt PTO.

 

 G.   The varsity softball team is requesting permission to participate, for the eighth       consecutive year, in the Azalea Invitational Softball Tournament in Summerville,       South Carolina beginning on Monday, April 2, 2007. There will be approximately 16     students representing Williamsport Area High School. The team will play 5-6 games     in this tournament. The team will be accompanied by the three coaches, Robert       Loudenslager, Miranda Dimoff and Jeff Wagner. The team will drive to Summerville,    SC, leaving tentatively on Saturday, March 31st.

 

    The only cost to the school district is the $200.00 entry fee. The softball booster club     and the individual student-athletes will cover all other costs.

 

 H.   The varsity baseball team is requesting permission to participate in the Hawaiian       Tropic Classic Baseball Tournament in Myrtle Beach, South Carolina beginning on     Monday, April 2, 2007. There will be approximately 20 students representing       Williamsport Area High School. The team will play 5-6 games in this tournament.     The team will be accompanied by the coaches, G. Scott Grove, Jason Adams and       David Cipriani. The team will drive to Myrtle Beach, SC, leaving tentatively on       Friday, March 30th and returning on Saturday, April 7th.

 

    The only costs to the school district would be the $250 entry fee and the cost of       substitute teachers for Scott Grove and Jason Adams costs not to exceed $1,100. The     baseball booster club and the individual student-athletes will cover all other costs.

 

    All student-athletes will travel with the coaches and team members to the tournament     as well as return with the coaches and team members from South Carolina. This goes    for both teams.

 

 

 

 

10.1*   Consider approving the following student trips:

 

I.   Thirteen (13) dual enrollment students from the Williamsport Area High School to travel to Roosevelt Middle School and/or Round Hills Elementary School during November 2006. The students will be supervised by the teachers at each site. Students eligible to participate will not have been suspended from school more than five days, will have no bus disciplinary record, must be academically eligible, and are not experiencing attendance difficulties.

 

  District transportation is requested and will be paid through Project 720 funds.

 

J.   Fifteen (15) members of the Williamsport Area High School’s performing group GQ, accompanied by their director, to travel to the Women’s Club (Walnut Street) during December 2006 to perform for the CLIO Club of Williamsport. Students eligible to participate will not have been suspended from school more than five days, will have no bus disciplinary record, must be academically eligible, and are not experiencing attendance difficulties.

 

  District transportation is requested and will be paid by the Clio Club.

 

10.2   Consider authorizing the District to participate in the Heartland Conference which is an "all-   encompassing" athletic league, including the sports of; football, soccer, field hockey, tennis,   cross country, golf, boys and girls basketball, bowling, wrestling, swimming/diving, baseball,   softball and track & field. The new league will not present any major changes from our   current schedules. The girl’s soccer team will no longer be independent; they will participate   in the new league. The wrestling and swimming schedules will have to be slightly adjusted,   adding a couple of new teams to our schedule. Otherwise, the other sports will remain the   same, keeping the same alignments and schedules. The middle school athletic schedules will   also remain the same with the new conference. Joining this conference is recommended by  the Athletic Advisory   Committee and Athletic Director.

 

10.3   Consider approving the following request for facility use:

 

 A.   International Youth Sports Association to use the gymnasium at Curtin Middle

    School on various Saturdays through the end of the 06-07 school year (dates and times     to be worked out with the administration) to provide tutoring and play basketball.       International Youth Sports Association is requesting relief of the occupancy fee.       Building usage is contingent upon the IYSA securing a Certificate of        Insurance.

 

11.  BIDS/CONTRACTS

  Questions may be directed to Mr. Peterson.

 

 A.   Consider approving an intradistrict agreement for the Williamsport Area School       District to provide Title I services at St. John Neumann Regional Academy (formerly     St. Boniface) to children from Montoursville Area School District and Muncy Area     School District. The cost of the services is $975 per child.

 

11.  BIDS/CONTRACTS CONT’D:

 

 B.   Consider authoring a lease agreement with Pitney Bowes for a DM800 postage       machine, meter, scale and maintenance at a cost of $263 per month for 60 months.     This is state contract pricing. The cost will be shared with the tax office prorated by    use.

Board Policy #902, “Public Participation in Board Meetings”:

 

A.   There will be two public comment sections: one during the first two hours of

the meeting at a time to be determined by the presiding officer; and the other at the end of the meeting. This gives the presiding officer some flexibility to fit the first public comment section into the agenda at a convenient time.

 

B.   Persons submitting a formal request to speak during the first public comments section should be present promptly at the beginning of the meeting in the event that they are invited to speak prior to commencement of the scheduled business that is outlined in the agenda. Persons who have submitted a written request will be given an opportunity to make a presentation about an issue that is on the agenda when the issue is scheduled for discussion or about an issue that is not on the agenda during the first two hours of the Board meeting, at a time to be determined by the presiding officer.

 

C.   Each public comment section will be limited to a maximum of 20 minutes. Each speaker will be limited to a maximum of five minutes.

 

D.   Those wishing to speak during the first public comments section must submit a formal request in writing to the business administrator no later that 9:00 a.m. on the day of the Board meeting. This gives people an opportunity to come to the District Service Center on Monday before the Board meeting to read the posted agenda.
