1.   Congratulations to the Williamsport Area High School’s Music Program for being chosen as a finalist for the Grammy Signature School Award. This is the sixth consecutive year that the high school has been selected as a finalist.

 

2.   Congratulations to the following Williamsport Area High School students for being designated an AP Scholar by the College Board in recognition of their achievement on the college-level Advanced Placement Exams:

 

3.   Congratulations to the Williamsport Area High School Girls Tennis Team for winning the League Championship. The team was undefeated at 14-0.

 

4.   Congratulations to Raneem Rajjoub (9th) and Rachel Wolyniec (11 th ) who will represent the Williamsport Area High School’s Girls Tennis Team in the PIAA State Doubles Tournament in Hershey.

 

5.   Congratulations to Nathan Fronk (Senior) who qualified for the State Cross Country Meet in Hershey.

 

6.   Congratulations to Pamela Markle, Williamsport Area School District Board of School Directors, for being elected President-Elect of the Pennsylvania School Boards Association.

 

7.   Congratulations to David Michaels, Principal of Cochran Elementary School, for being selected to participate in a DVD regarding PVAAS. Mr. Michaels was interviewed and his comments will be part of a DVD developed by PDE regarding statewide implementation of PVAAS. 5.  FINANCE REPORT CONT’D:

 

5.3   Consider approving the annual school related organization liability insurance policy with Cincinnati Insurance Company at a cost of $942 (unchanged from last year).

 

5.4   Consider authorizing an agreement with Conrad Siegel Actuaries to provide actuarial services   accounting for long-term post employment benefit liabilities, to meet the mandates of

  GASB 45 at a cost not to exceed $8,050. This service will be provided according to the terms   and conditions of a bid conducted by the Central Susquehanna Intermediate Unit.

 

5.5   Consider authorizing a Memorandum of Understanding with Pennsylvania Nutrition   Education Network Funding. The grant will be for up to $6,000 for Cochran, Jackson,

  Sheridan, Stevens, Curtin and Roosevelt to increase students understanding of the  importance   of breakfast to healthy eating and to increase student participation in the School Breakfast  program.

 

6.  BOARD POLICY – None

 

7.  CURRICULUM REPORT

  Questions may be directed to Dr. Kelley.

 

7.1   Consider allowing the Williamsport YMCA to use the multi-purpose room and minor other facilities for the provision of Before and After School Child Care at Cochran, Hepburn-Lycoming, Jackson, Sheridan and Round Hills Elementary Schools during the 2006-07 school year. As these programs are a direct advantage to District families, the waiver of fees is requested.

 

7.2   Consider approving an additional Act 80 professional development in-service day for Lycoming Valley Middle School and Williamsport Area High School on Wednesday, November 22, 2006.

 

7.3   Consider approving Ms. Mechelle Abney, Literacy Collaborative Trainer, to provide two days of job-embedded literacy training to Louise Campana on December 11, 2006 and again in the spring of 2007 (date to be determined) at the cost of approximately $1,000 per day. There is no cost for the training but the WASD must cover her travel expenses (airfare, hotel, ground transportation and meals). All funds are budgeted under Jackson School's Comprehensive School Reform Grant.

 

7.4   Consider approving payment of a $500 stipend to Kathryn S. Poust as compensation for attending the Career Link 101 training June 26-30, 2006. The District was obligated by PA Department of Education, Bureau of Adult Basic and Literacy Education to send a member of our adult education staff to this training. Reimbursement of the $500 stipend has been received from the Pennsylvania State University Workforce Education Center for this expense.

 

 

 

 

 

7.   CURRICULUM REPORT CONT’D:

 

7.5   Consider approving Sara Holbrook, author and poet, to provide “Writing Poetry Across the Curriculum” student workshops at Stevens and Jackson on 2/7/07 and 2/8/07. Approximate costs for these programs will be $2500 and will be paid for by the respective schools PTA organizations ($1250 each school). Sara Holbrook will provide a full day teacher in-service program at Jackson on 2/9/07. Total costs for this program will be approximately $2300 ($2200 fee / $100 travel) and has been budgeted under the Jackson Comprehensive School Reform Grant ($1100) and Jackson Title I professional development ($1200).

 

7.6   Consider approving $460 registration fee for secondary participation in the 2007 Scholastics Art Awards Region-at-Large program for: Curtin, Lycoming Valley and Roosevelt Middle Schools as well as Williamsport Area High School, budgeted in the art budget account #10-3219-813-000-00-050-122-015-0000.

 

7.7   Consider approving participation by the district's four secondary schools in the Central Pennsylvania Scholastic Writing Awards program. Students in grades 7-12 participate annually in this program. Approximate cost of $230 has been budgeted by the supervisor as follows:

7.8   Consider approving participation by the Williamsport Area High School in the 2007 Mock Trial Competition. Students annually participate in this program. The cost of program registration of $100 has been budgeted in the supervisor's budget account #10-1100-813-000-30-850-190-016-0000.

  Consider the election of the following staff, for the purpose and on the date indicated:  

 

 A.   Taci J. McGee, 1316 Grampian Blvd., Williamsport, as a full-time (185 days, 7 hours per day) instructional support aide/sign language interpreter at Round Hills Elementary School, with a base wage rate of $29,125 ($22.49 per hour), prorated, effective October 23, 2006, plus applicable benefits as provided under the collective bargaining agreement between WASD and WAESP (new position approved by the Board).  

 

 

 

 

 

8.3*   ELECTION OF STAFF CONT’D:

 

 B.   Jessica A. Becker, 372 Lyons Ave., Williamsport, as Career Development Specialist at the high school, effective date to be determined, at the salary rate of Step 1, master’s, $41,750, prorated. Ms. Becker holds a bachelor's degree from Penn State University and a master’s degree from Bucknell University and is certified in Elementary and Secondary School Counselor (new position funded through College & Career Counseling Program Grant).

 

 C.   The following persons to the positions indicated at the respective schools for the 2006-2007 school year, at the stipends established in accordance with the 2002-2007 Agreement by and between the Board of School Directors of the Williamsport Area School District and the Williamsport Education Association (revision to Board agenda item originally approved on 09/19/06):

 D.   Matthew S.  E.   The following persons as substitute teachers as needed for the Educational   Assistance Program/Tutoring Program effective for the 2006-2007 school year, at the   rate of $26.22 per hour plus appropriate benefits, up to three (3) days per week, one   (1) hour per day plus 15 minutes preparation time per hour of instruction (maximum   of 3.75 hours per week; total length of program is 60 days). All funds budgeted  under EAP (Educational Assistance Program).

Shipman, 2945 Pleasant Valley Rd., Cogan Station, from a substitute food service worker to a general food service worker (3¼ hours daily) at the Hepburn-Lycoming Elementary School, with a base wage rate of $10.19 per hour, effective November 8, 2006 (replacing Peggy Welch, transferred).

 

 B.   Teresa M. Stauffer, 53 Grandview Dr., Linden, from a substitute food service worker to a general food service worker (4½ hours daily) at the high school, with a base wage rate of $10.19 per hour, effective November 8, 2006 (replacing Gwenda Forker, transferred).

 

8.5  CONTRACTED SERVICES

 

A.   Consider authorizing the revision to item originally approved on 10/03/06 Board Agenda: Jenn Meanor, 25 Scenic View Dr., Linden, qualified interpreter of American Sign Language (ASL) and Pidgin Sign English (PSE) certified teacher of the Deaf and Hearing Impaired to provide day-to-day substitute interpreter services (as needed) to eligible students and/or their parents at the rate of $25.00 per hour for hours worked, effective October 2, 2006, through June 9, 2007.

 

8.6  OTHER

 

 A.   Consider authorizing the Superintendent to administratively approve up to 10-days     of unpaid leave for professional staff (WEA, Act 93, and Executive Administrators)     and support staff (WAESP and Confidential Secretaries). These items will no longer    be included on the Board Agenda.


9.  PROFESSIONAL DEVELOPMENT

9.1   RELEASED TIME/TRAINING PROGRAMS

 

A.   Consider approving released time for staff members to participate in professional   development activities in accordance with the Professional Development Plan of the   Williamsport Area School District and consider approving training programs. All   expenditures proposed are within local, state and federal budget categories approved  as noted. (See attachment)  

 

B.   Consider authorizing the following Williamsport Area Education Support   Professionals (WAESP) member(s) to attend the PSEA EAP Training in State College   on November 9, 2006: Kenneth T. Harter. Wages and benefits are to be reimbursed to   the District by the Pennsylvania State Educators Association (PSEA) and Williamsport  Area Education Support Professionals (WAESP).

 

 

 

10.   STUDENT/COMMUNITY ACTIVITIES

  Questions may be directed to Dr. Kelley.

 

10.1*   Consider approving the following student trips:

 

A.   Approximately 50 Williamsport Area High School students, accompanied by a teacher and other adult chaperones, to travel to Ski Sawmill on four dates during January and February 2007. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

 

District transportation is requested. Costs will be paid by the participating students.

 

B.   Six (6) Williamsport Area High School food services students, accompanied by their teacher, to travel to Loyalsock and downtown Williamsport during November 2006. The students will have an opportunity to visit the “What’s Cooking” cooking store and to dine at Pazzo’s. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

 

Transportation will be provided in the teacher’s personal vehicle. The cost for lunch will be paid out of the café tips.

 

C.   All fourth grade students from Hepburn-Lycoming Elementary School, accompanied by their teachers and parent volunteers, to travel to Harrisburg during May 2007 to visit the Capitol Building. Students eligible to participate will not have been suspended or assigned to Saturday School within 30 days prior to the trip.

 

Transportation will be provided by contract carrier. All costs will be paid by the Hepburn-Lycoming PTO.

 

D.   Seventy-five (75) fourth grade students from Cochran Elementary School, accompanied by their teachers and parent volunteers, to travel to Wegman’s during May 2006 to participate in a tour. The students will be attending by class on three separate dates. Students eligible to participate will not have been suspended or assigned to Saturday School within 30 days prior to the trip.

 

    There will be no cost to the District. The students will walk to and from the school.

 

E.   Forty-six (46) first grade students from Sheridan Elementary School, accompanied by   their teachers and parent volunteers, to travel to Bruce E. Henry Park (Loyalsock)   during November 2006 to collect rocks to study in their classroom. Students eligible   to participate will not have received detention, suspension, or two pink slips from  October 30 to the date of the trip.

 

There will be no cost to the District.

 

10.1*   Consider approving the following student trips cont’d:

 

F.   Thirty-two (32) students from Hepburn-Lycoming Elementary School, accompanied   by staff members and parent volunteers, to travel to McDonalds on Lycoming Creek   Road during November 2006 as a reward for winning during the school’s recent   fundraising project. Students eligible to participate will not have been suspended or   assigned to Saturday School within 30 days prior to the trip.

 

Transportation will be provided by limousine. All costs will be paid by the Hepburn-Lycoming PTO.

 

G.   Approximately 25 students from the Williamsport Area High School, accompanied by their teacher, to travel to Lock Haven University during November 2006. Students in the dual enrollment course “Teaching and Learning” will be shadowing education majors around the campus. They will also have the opportunity to tour the science facilities and attend demos. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

 

District transportation is requested and will be funded through a grant received by Lock Haven University.

 

H.   Thirty (30) orchestra students from Curtin, Lycoming Valley, and Roosevelt Middle   Schools, accompanied by their teachers, to travel to Lewisburg during November 2006   to participate in the PMEA District 8 Middle School String Festival. Students eligible   to participate must be in compliance with their school’s field trip disciplinary  requirements.

 

District transportation is requested and will be billed to the Music Department. Three substitutes will be required for the day.

 

I.   Six (6) students from Jackson Elementary School, accompanied by their principal and   another staff member, to travel to Hoss’s Steak House on dates during November and   December 2006, and January through May 2007. The trip is reinforcement for good   citizenship. Students will be randomly selected from students receiving all 4’s on  their current report cards.

10.1*   Consider approving the following student trips cont’d:

 

J.   Four (4) Williamsport Area High School students, accompanied by the math   department head and their teacher/advisor, to travel to Bloomsburg University during   November 2006 to participate in a math contest. Students eligible to participate will   not have been suspended from school more than five days; will have no bus   disciplinary record; will be passing all major courses; and are not, in the judgment of   their house principal, experiencing attendance difficulties.

 

The students will be transported by the staff members. All costs will be paid from the Math Department Budget.

 

K.   Forty (40) anatomy students from the Williamsport Area High School, accompanied by chaperones at a 10:1 or 8:1 ratio, to travel to New York City on a Saturday during November 2006. The students will have the opportunity to visit an anatomical exhibit at the South Street Seaport Exhibition Center. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

 

Transportation will be provided by contract carrier. All costs will be paid by the participating students.

 

L.   Twelve (12) Williamsport Area High School choral students, accepted by competitive audition, to participate in the PMEA District 8 Chorus Festival to be held at Shikellamy High School on four dates during January 2007.

  Cost to the District would be $1,020 (10-3212-813-000-30-850-023-121-0000) for student registration fees; approximately $325 (10-3212-642-000-30-850-023-121-0000) for music; $300 (101-3212-519-000-30-850-023-121-0000) for student transportation; and $500 (101-3212-581-000-30-850-023-121-0000) for teacher expenses. Either Kent Weaver or Anna Radspinner, WAHS choral directors, will accompany the students. One substitute will be needed for two days at a cost not to exceed $220.

M.   Approximately 45 Drama Club students from the Williamsport Area High School,   accompanied by two staff members and the tour company chaperones, to travel to   New York City on three dates during April 2007. The students will have the   opportunity to see Broadway shows, participate in acting workshops, and to sightsee.   Students eligible to participate will not have been suspended from school more than   five days; will have no bus disciplinary record; will be passing all major courses; and   are not, in the judgment of their house principal, experiencing attendance difficulties.

 

Transportation will be provided by contract carrier. The entire cost of the trip will be funded by the participating students. A substitute will be required for one day at a cost not to exceed $110.

 

10.2   Consider approving the following request for facility use:

 

A.   Community Alliance for Progressive Positive Action, Inc. (CAPPA) to use the cafetorium at Cochran Elementary School on Saturdays, beginning October 21 through December 23, 2006 from 9:30 a.m. to 2:00 p.m. to hold Showcase rehearsal. CAPPA is requesting relief of the occupancy fees estimated at $400.00, custodial fees to be paid from the Sheridan Project Grant . Certificate of Insurance on file.

 

 B.   Williamsport AYSO to use the cafetorium at Roosevelt Middle School on  

    January 30 and 31, 2007 from 6:00 pm to 9:00 pm for soccer registration.         Williamsport AYSO is requesting relief from the occupancy fee estimated at $80.00.    Certificate of Insurance on file.

 

 C.   Balls Mills Soccer Club to use the gymnasium at Cochran on various dates

    beginning in November 2006 through March 2007, times to be worked out with

    the building principal, to hold indoor soccer training. Balls Mills Soccer is

    requesting relief of the occupancy fee estimated at $350.00. Certificate of

    Insurance to be received.

 

 D.   Special Olympics of Lycoming County to use the swimming pool at the         Williamsport High School on Thursdays, beginning February 15 through

    May 31, 2007 from 7:00 pm until 9:00 pm for aquatics instruction. The Special       Olympics is requesting relief of the occupancy fee estimated at $800.00. Certificate    of Insurance to be received.

 

 E.   Special Olympics of Lycoming County to use the swimming pool at the         Williamsport High School on Sunday, April 1, 2007 from 11:00 a.m. to 6:00 p.m.

    to hold a Special Olympics Swimming Invitational. The Special Olympics is       requesting relief of the occupancy fee estimated at $100.00. Certificate of Insurance    to be received.

 

 

 

 

 

10.2   Consider approving the following request for facility use cont’d:

 

 F.   Balls Mills United Methodist Church to use the gymnasium at Hepburn Lycoming

    Elementary School on various dates beginning November 7, 2006 through

    January 16, 2007 from 6:00 p.m. until 9:00 p.m. to hold basketball practice (part of     John Bower Basketball League). Balls Mills United Methodist Church is         requesting relief of the occupancy fee estimated at $225.00. Certificate of        Insurance on file.

 

10.3   Consider authorizing Brandon Pardoe, Principal Round Hills Elementary, to coordinate   family ski trips to Ski Sawmill, for Round Hills Elementary students and families, at no  

  cost to the District.

Board Policy #902, “Public Participation in Board Meetings”:

 

A.   There will be two public comment sections: one during the first two hours of

the meeting at a time to be determined by the presiding officer; and the other at the end of the meeting. This gives the presiding officer some flexibility to fit the first public comment section into the agenda at a convenient time.

 

B.   Persons submitting a formal request to speak during the first public comments section should be present promptly at the beginning of the meeting in the event that they are invited to speak prior to commencement of the scheduled business that is outlined in the agenda. Persons who have submitted a written request will be given an opportunity to make a presentation about an issue that is on the agenda when the issue is scheduled for discussion or about an issue that is not on the agenda during the first two hours of the Board meeting, at a time to be determined by the presiding officer.

 

 

 

 

 

 

 

Board Policy #902, “Public Participation in Board Meetings cont’ d”:

 

 

C.   Each public comment section will be limited to a maximum of 20 minutes. Each speaker will be limited to a maximum of five minutes.

 

D.   Those wishing to speak during the first public comments section must submit a formal request in writing to the business administrator no later that 9:00 a.m. on the day of the Board meeting. This gives people an opportunity to come to the District Service Center on Monday before the Board meeting to read the posted agenda.
