7.1   Consider approving Andrea McDonough, half-time art teacher at Sheridan Elementary School to be paid up to 8 half-days beyond her work schedule to participate in full-day inservices during the 2006-07 school year.

 

7.2   Consider accepting the curriculum materials Teaching Economics Through Children’s Literature and Financial Fitness for Life for use in the elementary social studies programs. The materials come highly recommended from the National Council on Economic Education and are sponsored through a generous donation by Omega Bank.

 

7.3   Consider entering into an agreement with Lock Haven University to accept their approved dual enrollment courses to Williamsport Area School District students according to the conditions described in the Concurrent Agreement for the 2006-2007 school year. The tuition prices, fees, eligibility requirements and courses are each specified in this Agreement.

8.5  CONTRACTED SERVICES

 

A.   Consider approving a contract with Delta Dental, One Delta Drive, Mechanicsburg, to provide dental care benefits to eligible employees of the Williamsport Area School District under a Cost/Plus proposal for the 2006-2007 school year at a pre-fund deposit rate of $42.90 per month per covered employee. Settlements under this arrangement will be calculated quarterly.

 

 

8.5   CONTRACTED SERVICES CONT’D:

 

 B.   Consider approving a contract with DePasquale Staff Services, 454 Pine St.,       Williamsport, to provide a temporary security officer, Curly J. Jett, for the         Alternative Education Twilight Program at the high school (to include bus         transportation, as necessary) at the rate of $28.50 per hour for hours worked (up to 6     hours per day; up to 180 days total), effective September 1, 2006, through September     30, 2007 [previously approved as contractor on 08/15/06].  

 

8.6  OTHER

  Under the provisions of Pennsylvania Act 2002-234, please consider approving the extra-

  curricular employment agreement for the following individuals:

 

 A.   Kenneth R. Welsh, 1304 Walnut St., Williamsport, as a Mathematics coach and consultant for the 2006-2007 school year. He will assist Mrs. Jennifer Flint with Calculus II and Dr. J. Thomas Mitchell with math contests (6). He   will assist at the high school for up to three (3) days a week at the rate of $50 per day, not to exceed $4,500 [originally approved on 09/05/06 Agenda].

 

 B.  Paul V. Bower   , 75 Maple Ave., Williamsport, as a teacher for the        Educational Assistance Program/Tutoring Program effective for the 2006-       2007 school year (beginning October, 3, 2006), at the rate of $26.22 per hour     plus appropriate benefits, up to three (3) days per week, one (1) hour per day    plus 15 minutes preparation time per   hour of instruction (maximum of 3.75     hours per week; total length of program is 60 days). All funds budgeted       under EAP (Educational Assistance Program) [originally approved on      09/19/06 Agenda].

9.1   RELEASED TIME/TRAINING PROGRAMS

 

Consider approving released time for staff members to participate in professional develop-ment activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted. (See attachment)      

 

10.   STUDENT/COMMUNITY ACTIVITIES

10.1*   Consider approving the following student trips:

 

A.   Fifteen (15) FCCLA members from the Williamsport Area High School, accompanied by their advisor, to travel to Allentown during October 2006 to attend the FCCLA Regional Meeting. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record ; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

 

District transportation is requested (10-1390-519-000-30-850-280-033-0000). Participating students will each pay a $20.00 registration fee.

 

B.   Fifty (50) horticulture students from the Williamsport Area High School, accompanied by their teacher, an aide, and parent volunteers, to travel to Dillon Floral (Bloomsburg) during October 2006 for a tour. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

 

  District transportation is requested (10-1390-519-000-30-850-280-033-0000).

 

C.   Approximately 20 horticulture students from the Williamsport Area High School, accompanied by their teacher and an aide, to travel to the Penn College Allenwood campus during October 2006 to participate in a career exploration day. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

 

  District transportation is requested (10-1390-519-000-30-850-280-033-0000).

 

D.   Seven (7) members of the Williamsport Area High School’s yearbook staff, accompanied by their teacher, to travel to State College during October 2006 to visit the Jostens plant. The students will work with an artist on layout and design and will receive training in various practices.

 

  Transportation will be provided in a rental van. All costs will be paid from the yearbook budget.

 

E.   Eighteen (18) Lycoming Valley Middle School students, accompanied by three teachers, to travel to a local restaurant during October 2006 as a reward for the student fundraiser. Students must be in compliance with the school’s field trip disciplinary requirements in order to participate.

 

  The students will be transported by limousine. All costs will be paid by student council funds.

 

10.   STUDENT/COMMUNITY ACTIVITIES CONT’D:

 

10.1*   Consider approving the following student trips:

 

F.   Approximately 120 members of the Williamsport Area High School’s Marching Millionaires, accompanied by band staff and parent chaperones, to travel to South Williamsport during October 2006 to participate in the Mummers Parade. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

 

  District transportation is requested and will be paid by the Mummers Association.

 

10.2   Consider authorizing up to three (3) after school socials for Lycoming Valley Middle School students. The socials will be held from 3:30 to 5:00 p.m. on dates to be determined. The cost for service is not to exceed $300 per social and will be funded from the Student Activity Account (80-3210-599-000-00-000-803-084-0000). The events will be supervised by staff and parent volunteers.

 

10.3   Consider authorizing a school activities night for students at Lycoming Valley Middle School on Oct. 27, 2006. The activity will be held from 6:00 to 8:00 p.m. at the school. Cost for the activity is not to exceed $300 and will be funded from the Student Activity Account (80-3210-599-000-00-000-803-084-0000). The events will be supervised by staff and parent volunteers.

 

10.4   Consider approving the following request for facility use:

 

A.   Lycoming Christian Church to use the gymnasium (basketball, volleyballs and nets) at Lycoming Valley Middle School on Saturday, November 11, 2006 from 1:30 p.m. to 4:30 p.m. to hold youth recreation for youth attending a retreat. Lycoming Christian Church is requesting relief from the occupancy fee estimated to be $40.00. Certificate of Insurance to be received.

 

B.   Community Alliance for Progressive Positive Action, Inc. (CAPPA) to use the cafetorium, kitchen serving area, PA system, tables at Roosevelt Middle School on Saturday, October 28, 2006 from 4:00 p.m. to 8:00 p.m. to hold a basketball award ceremony and banquet. CAPPA is requesting relief of the occupancy fees estimated

 at $40.00, custodial fees to be paid from the Sheridan Project Grant . Certificate of Insurance to be received.

Board Policy #902, “Public Participation in Board Meetings”:

 

A.   There will be two public comment sections: one during the first two hours of

the meeting at a time to be determined by the presiding officer; and the other at the end of the meeting. This gives the presiding officer some flexibility to fit the first public comment section into the agenda at a convenient time.

 

B.   Persons submitting a formal request to speak during the first public comments section should be present promptly at the beginning of the meeting in the event that they are invited to speak prior to commencement of the scheduled business that is outlined in the agenda. Persons who have submitted a written request will be given an opportunity to make a presentation about an issue that is on the agenda when the issue is scheduled for discussion or about an issue that is not on the agenda during the first two hours of the Board meeting, at a time to be determined by the presiding officer.

 

C.   Each public comment section will be limited to a maximum of 20 minutes. Each speaker will be limited to a maximum of five minutes.

 

D.   Those wishing to speak during the first public comments section must submit a formal request in writing to the business administrator no later that 9:00 a.m. on the day of the Board meeting. This gives people an opportunity to come to the District Service Center on Monday before the Board meeting to read the posted agenda.

 

PROCEDURAL GUIDELINES FOR OBTAINING AUXILIARY AIDES & SERVICES
