B.   On display in the June B. Baskin Gallery through October is Art from the Fair. This is an exhibition of ribbon winning pieces that were on display at the Lycoming County Fair in July. There are numerous ribbon winners, and 3 works were identified as Best of show.

7.  CURRICULUM REPORT

7.1   Consider approving expenditures for a College and Career Counseling Program for the Williamsport Area School in the amount of $180,000. This represents the approved award for the Williamsport Area School District for an application submitted to the Pennsylvania Department of Education. The purpose of this funding is to create a vibrant career exploration, career planning and goal setting process for each and every student in grades 8-12 by utilizing a student-centered career development system facilitated by the school counselors and academic leaders. These funds must be utilized as outlined in the application according to Pennsylvania Department of Education regulations.

 

7.2   Consider approving a mini-grant application from the Pennsylvania Training and Technical Assistance Network (PaTTan) for inclusive practices to be implemented at Roosevelt Middle School. Funds are being requested in the amount of $10,000 to cover the cost of training/staff development, substitute teachers, and reading materials related to increased inclusion at the sixth grade level in mathematics and science. All funds must be utilized by June 30, 2007.

 

8.  PERSONNEL REPORT

8.1  RESIGNATIONS

 

Consider accepting the following resignations, effective on the dates and for the purposes indicated:

8.2  LEAVES OF ABSENCE

 

  Consider approving the following leaves of absence:

 

 A.   Lisa R. Meyer, full-time Business Education teacher at the high school, for a sabbatical leave effective January 15, 2007, through May, 2007 (exact return date to be determined).

 

    Mrs. Meyer has been a teacher in the District since September 2, 1987, and has not taken a previous sabbatical.

 

 B.   Charisse R. Sick, full-time elementary (3rd grade) teacher at Cochran Elementary School, for an unpaid leave of absence, effective October 27, 2006, through

    January 19, 2007, possibly to return sooner.

   

 C.   Donald J. Fisher, full-time music teacher at Lycoming Valley, Round Hills, and       Hepburn-Lycoming Schools, unpaid leave for personal reasons, effective for one day    only on November 28, 2006.

 

 D.   Tina M. Fraley, part-time instructional support aide at Lycoming Valley Middle School, unpaid leave for personal reasons, effective for one day only on September 29, 2006.

 

8.3*  ELECTION OF STAFF  

 

  Consider the election of the following staff, for the purpose and on the date indicated:  

 

 A.   Andrea M. McDonough, 837 Tucker St. Williamsport, as a half-time (½) temporary professional employee, effective October 4, 2006, to teach Art Education at Sheridan Elementary School, at a salary rate of Step 1, bachelor's, $38,750, prorated to ½ time. Ms. McDonough holds a bachelor's degree from Lycoming University and is certified in Art K-12 (replacing Bessie Lowry, resigned).

 

 

 

8.3*   ELECTION OF STAFF CONT’D:

 

 B.   Lisa L. Mendler, 157 Casale Rd., Cogan Station, as a part-time (185 days, prorated; up to 3 hours per day) Administrative Support I in the Vocational Education Dept. at the high school, at the rate of $10.84 per hour (no benefits except social security, retirement, and worker's compensation) and sick leave as provided for part-time employees per the Agreement between the Board and the Williamsport Area Support Personnel (WASP), effective September 21, 2006 (funded by ELECT/EFI Program Grant; replacing vacant administrative support position that was revised to part-time due to reduction in available funding).

 

 C.   The following persons to the positions indicated for the 2006-2007 school year at the rates in accordance with the 2002-2007 Agreement by and between the Board of School Directors of the Williamsport Area School District and the Williamsport Education Association:

 A.   Linda M. Fike, 1168 Route 973 West, Cogan Station, from a substitute food service worker to a general food service worker (3 hours daily) at Jackson Elementary School, with a base wage rate of $10.19 per hour, effective October 4, 2006 (replacing Katherine Ardabell, transferred).

 

8.5  CONTRACTED SERVICES

 

A.   Jenn Meanor, 25 Scenic View Dr., Linden, qualified interpreter of American Sign Language (ASL) and Pidgin Sign English (PSE) to provide day-to-day substitute interpreter services (as needed) to eligible students and/or their parents at the rate of $25.00 per hour for hours worked, effective October 2, 2006, through June 9, 2007.

 

 

 

 

 

9.  PROFESSIONAL DEVELOPMENT

9.1   RELEASED TIME/TRAINING PROGRAMS

 

Consider approving released time for staff members to participate in professional develop-ment activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted. (See attachment)  

 

10.   STUDENT/COMMUNITY ACTIVITIES

10.1*   Consider approving the following student trips:

 

A.   Fifty (50) performing music students from Roosevelt Middle School, accompanied by several teachers and parent volunteers, to travel to the Genetti Hotel and Community Arts Center during October 2006 to attend a symphony orchestra concert. Students eligible to participate must be in compliance with the school’s field trip disciplinary requirements.

 

District transportation is requested. All costs will be paid by the Williamsport Symphony Orchestra.

 

B.   Two (2) members of the Williamsport Area High School’s Student Government Association, accompanied by their advisor, to travel to Hershey for three days during October 2006 to participate in the 2006 School Leadership Conference Student Delegate Program. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record ; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

 

  The students will be transported by their advisor. The advisor’s expenses will be paid through the Social Studies Budget. One substitute will be required for two days.

 

C.   Approximately 30 students from the Williamsport Area High School, accompanied by their advisors, to travel to Lock Haven University for two days during October 2006 to participate in the High School Model United State Constitutional Convention. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

 

  District transportation is requested (10-1100-519-000-30-850-190-016-000). A registration fee in the amount of $90.00 will be charged to 10-1100-582-000-30-850-190-016-0000). Two substitutes will be needed for two days.

 

 

 

 

10.1*   Consider approving the following student trips cont’d:

 

D.   Five (5) members of the Williamsport Area High School’s SADD chapter, accompanied by their advisor, to travel to Lancaster during November 2006 to attend a conference. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record ; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

 

  The students will be transported in the school van. All costs will be paid through SADD funds. One substitute will be required for the day.

 

E.   Twenty-one (21) accounting students from the Williamsport Area High School, accompanied by their teacher, to travel to Lycoming College during November 2006 to participate in “Accounting Day at Lycoming.” Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

 

  District transportation is requested (10-1390-519-000-30-850-280-033-0000). One substitute will be required for the day.

 

F.   Seventy-five (75) first grade students from Hepburn Lycoming Elementary School, accompanied by their teachers, to travel to Indian Park (Montoursville) and Styers Farm (Muncy) during October 2006 to study bug and plant life. Students eligible to participate will not have been suspended or assigned to Saturday School within 30 days prior to the trip.

 

  District transportation is requested. All costs will be paid by the Hepburn PTO.

 

10.2   Consider approving the following request for facility use:

 

A.   Child Evangelism Fellowship to use a classroom at Hepburn Lycoming, Jackson, Round Hills, Curtin and Lycoming Valley Middle School, one day per week beginning October 2006 through April 2007 (LVMS through December 2006), the hour after school is out to hold a children’s religious education program. Child Evangelism Fellowship is requesting relief of the occupancy fee estimated at $1,785.00. Certificate of Insurance on file.

 

B.   Pennsylvania Governor’s School for the Arts (PGSA) to use the auditorium, one

cafeteria and music rooms at the Williamsport Area High School on Saturday,

April 14, 2007, from 8:00 a.m. to 4:00 p.m. to hold music/art interviews and auditions. PGSA is requesting relief from the occupancy fee estimated to be $150.00.

Certificate of Insurance waived.

 

 

 

 

11.  BIDS/CONTRACTS

11.1   Consider authorizing the purchase of Science Supplies in accordance with our specifications and the following recommended awards. All recommended awards are based on the lowest bid price meeting our specifications.

 

A schedule of items to be awarded has been provided in lieu of a complete tabulation. Due to the extensive number of items and participating vendors on this bid, it is impractical to provide a complete tabulation. A complete tabulation is available in the Business Office for viewing by any interested parties.

Board Policy #902, “Public Participation in Board Meetings”:

 

A.   There will be two public comment sections: one during the first two hours of

the meeting at a time to be determined by the presiding officer; and the other at the end of the meeting. This gives the presiding officer some flexibility to fit the first public comment section into the agenda at a convenient time.

 

B.   Persons submitting a formal request to speak during the first public comments section should be present promptly at the beginning of the meeting in the event that they are invited to speak prior to commencement of the scheduled business that is outlined in the agenda. Persons who have submitted a written request will be given an opportunity to make a presentation about an issue that is on the agenda when the issue is scheduled for discussion or about an issue that is not on the agenda during the first two hours of the Board meeting, at a time to be determined by the presiding officer.

 

C.   Each public comment section will be limited to a maximum of 20 minutes. Each speaker will be limited to a maximum of five minutes.

 

D.   Those wishing to speak during the first public comments section must submit a formal request in writing to the business administrator no later that 9:00 a.m. on the day of the Board meeting. This gives people an opportunity to come to the District Service Center on Monday before the Board meeting to read the posted agenda.
