7.6   Consider approving Center for Cultural Interchange (CCI) as an approved foreign exchange student program for placing students in FY07. Approval is required by WASD School Board Policy #239, "Foreign Exchange Students.”

8.2  LEAVES OF ABSENCE

 

  Consider approving the following leaves of absence:

 

 B.   Nichole R. Burns, full-time Special Education teacher at Curtin Middle School, for an unpaid medical leave, effective September 19, 2006, through December 11, 2006, possibly to return sooner.

 

    Ms. Burns will utilize sick and/or personal days and will begin her unpaid leave of absence on September 18, 2006, which will be taken under the Family Medical Leave Act, which entitles the employee to health insurance for a maximum of 12 weeks, but is without pay or any other benefits.

 

 C.   Douglas C. Kinley, school bus driver for the District, unpaid leave for a planned vacation, effective September 14-15, 2006.

  Consider the election of the following staff, for the purpose and on the date indicated:  

 

 G.   The following substitute teachers, subject to assignment by the Superintendent of Schools, at the salary and/or daily rates as established by Board policy, and only for the actual number of hours assigned and worked (pending completion of all appropriate paperwork*):

 I.   Elizabeth A. Lyons, 1122 George St., Williamsport, as a half-time (½) temporary professional employee, effective with the 2006-2007 school term (scheduled date is August 24, 2006), to teach Guided Reading at Sheridan Elementary School, at a salary rate of Step 1, bachelor's, $38,750, prorated to ½ time. Ms. Lyons holds a bachelor's degree from Lycoming College and is certified in Elementary K-6 (replacing Jeff Strohl, transferred; Mr. Strohl's position was ½ time Guided Reading and ½ time Vision Support). Ms. Lyons will also be scheduled to participate in Induction Program activities before the start of the 2006-2007 school term.

 J.   The following persons to teach for the Alternative Education Twilight Program (after hours) at the high school, effective for the 2006-2007 school year, at the rate established in the Agreement by and between the Board of School Directors and the Williamsport Education Association ($26.22 per hour effective July 1, 2006), plus up to five (5) days for training in Blended Schools curriculum and access, Read 180 training, and orientation to the Twilight Program, at the rate of $90 per day (pending completion of all appropriate paperwork*):

 A.   Richard J. Poole, P.O. Box 514, McElhattan, from Dean of Students to           Assistant Principal at Jackson Elementary School, beginning with the 2006-2007         school year, at a salary of $73,587 and benefits as provided in the Act 93 Meet and       Discuss Compensation Plan, effective July 1, 2006. Mr. Poole has received         principal certification from the Department of Education.

 

8.4*  POSITION CHANGES - CONT'D:

 

 B.   Barbara A. Benshaw, 309 Union Ave., Williamsport, from a full-time instructional support aide to a full-time Administrative Support II (245 day, 7½ hours per day) for the Curriculum Department at the District Service Center, with a base wage rate of $28,555, prorated ($15.54 per hour), effective August 16, 2006 (replacing Judy Edler, retiring in September 2006).

 

 C.   Karen L. Benson, 2461 Lycoming Creek Rd., Williamsport, from a full-time         Administrative Support I in the Career and Technical Education Office (245 day, 7 ½       hours per day) to a full-time Administrative Support I (185 day, 7 hours per day) in       the Blue Guidance Office at the high school, with a base wage rate of $19,477         ($15.04 per hour), effective August 28, 2006 (replacing Rachael Cohick, " bumped";       position change due to reduction to part-time of the Administrative Support I         position in the Career and Technical Ed. Office due to reduced grant funding        available).

 

D.   Rachael L. Cohick, 2620 Route 184 Highway, Trout Run, from a full-time   Administrative Support I (185 day, 7 hours per day) in the Blue Guidance Office at   the high school, to a part-time Administrative Support I (245 day; up to 5 hours per   day) in the Business Office/Tax Office, at the rate of $10.84 per hour (no benefits  except   social security, retirement, and worker's compensation) and leave days as provided for   part-time employees per the Agreement between the Board and the Williamsport Area   Support Personnel (WASP), effective August 22, 2006 (replacing Terri Handwerk,  "bumped").

   

 E.   Darlene R. Wesneski, 717 Wilson St., Williamsport, from a part-time general food service worker at Round Hills Elementary School to a part-time instructional support aide (185 day, 5 hours per day) at Sheridan Elementary School, with a base wage rate of $11.94 per hour, effective August 28, 2006.

 

 F.   Steven R. Deitrick, 1403 Almond St., Williamsport, from an instructional support aide at the high school to a regular part-time school bus driver (bargaining unit employee), at the salary rate of $13.52 per hour, effective August 29, 2006 (replacing James Kranz, retired).

 

 G.   Monica D. Metzger, 1796 Fox Hollow Rd., Williamsport, from an instructional support aide/school bus aide to a regular part-time school bus driver (bargaining unit employee), at the salary rate of $13.52 per hour, effective August 29, 2006 (replacing Laura Bowman, resigned).

 

8.5  CONTRACTED SERVICES

 

B.   Cindi L. Brown, 1209 Main St., Bloomsburg, qualified interpreter of American Sign Language (ASL) and Pidgin Sign English (PSE) to provide day-to-day substitute interpreter services (as needed) to eligible students at the rate of $35.00 per hour ($8.75 for each quarter hour) for hours worked and travel time (not to exceed one hour each way), effective August 29, 2006, through June 8, 2007.

 

8.5  CONTRACTED SERVICES - CONT'D:

 

C.   Andrea L. Clark, 23 Charlotte St., Williamsport, qualified interpreter of American Sign Language (ASL) and Pidgin Sign English (PSE) to provide day-to-day substitute interpreter services (as needed) to eligible students at the rate of $30.00 per hour for hours worked, effective August 29, 2006, through June 8, 2007.

 

D.   Stephanie A. Ellison, 2413 Ritchey St., Williamsport, qualified interpreter of American Sign Language (ASL) and Pidgin Sign English (PSE) to provide day-to-day substitute interpreter services (as needed) to eligible students at the rate of $30.00 per hour for hours worked and travel time (not to exceed one hour per day), effective August 29, 2006, through June 8, 2007.

 

E.   Nancy H. Nesbitt, 1217 Wheatfield Drive, Williamsport, qualified interpreter of American Sign Language (ASL) and Pidgin Sign English (PSE) to provide day-to-day substitute interpreter services (as needed) to eligible students at the rate of $30.00 per hour for hours worked, effective August 29, 2006, through June 8, 2007.

 

F.   Lisa K. Taylor, 3075 Route 87 Highway, Montoursville, qualified interpreter of American Sign Language (ASL) and Pidgin Sign English (PSE) to provide day-to-day substitute interpreter services (as needed) to eligible students at the rate of $30.00 per hour for hours worked, effective August 29, 2006, through June 8, 2007.

 

G.   Janna N. Walsh, 2311 Hillside Ave., Williamsport, qualified interpreter of American Sign Language (ASL) and Pidgin Sign English (PSE) to provide day-to-day substitute interpreter services (as needed) to eligible students at the rate of $45.00 per hour for hours worked, effective August 29, 2006, through June 8, 2007. Ms. Walsh's services reflect portal-to-portal charges (provided that travel time shall not exceed one hour per day). Services provided after 5:00 p.m., or weekends shall be paid at the rate of $50.00 per hour. Extra-curricular services beyond two (2) hours will be double the rate unless a second interpreter is provided.

 

 H.   Contract with Sentry Security, P.O. Box 159, Cogan Station, to provide security services at selected school bus stops, the WAHS parking lot, and special events as needed throughout the District during the 2006-2007 school term, at the rate of $13.50 per hour.

 

I.   Curly J. Jett, 634 Fourth St., Williamsport, to provide contracted security services at Alternative Education Twilight Program at the high school (to include bus transportation, as necessary) at the rate of $19.00 per hour for hours worked (up to 6 hours per day; up to a total of 180 days), effective August 28, 2006, through June 30, 2007. Mr. Jett will provide an individual liability policy, naming the Williamsport Area School District as an additional insured, for which the District will reimburse him in an amount not to exceed $1,600.00.    

 

8.6  OTHER

 

 A.   Consider authorizing the Superintendent to sign a Memorandum of Understanding       (MOU) with the Williamsport Education Association (WEA) addressing teachers'         scheduling adjustments for professional development at the high school.
