The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, April 4, 2006, beginning at 6:00 p.m. in the Board of Directors’ Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

Each candidate is required to write a 100 word essay on “How participation in the school’s music program has enriched his life and influenced his future.”

B.   Congratulations to Andrew Mextorf cont’d:

Andrew’s accomplishments include being selected for PMEA District 8 Band, Chorus and

Orchestra, PMEA Region Band, Chorus and Orchestra and the 2005 PMEA All State Band.

Andrew participates as principal trumpet in the Williamsport Symphony Youth Orchestra and

performed the lead role of “Curly” in the 2005 WAHS production of “Oklahoma.” Andrew is

the son of Richard and Kathy Mextorf, of Williamsport.

 

C.   Congratulations to Zachary Wagner, an eighth grade saxophone player from Curtin Middle School, for winning the 2006 Paul E. Seifrit Memorial Scholarship which is awarded by the Lycoming County Band Directors Association. Zachary competed for the scholarship by performing scales and a solo for a panel of L.C.B.D.A. judges. In addition to these criteria, Mr. Kevin Henry, Curtin Band Director, recommended Zachary for the scholarship for his commitment to the band program and his citizenship in school. Zachary is the son of Christine and David Wagner, Williamsport.

 

D.   Congratulations to Abraham Schindler a World War II Veteran for meeting the eligibility requirements for a Williamsport Area School District high school diploma under the “Operation Recognition” program.

CURRICULUM REPORT

 

7.1   Approve the Metamorphosis Performing Company to present the “Sense of Touch” program to Grade 2 students at each of the six elementary schools on April 20 and 21. The cost of program is $475 for each performance for a total of $2,850. The program is funded through the elementary curriculum and site-based budgets.

 

7.2  P artial support for Professor Anthony Branker’s assemblies, clinics and instruction at Cochran Elementary, Curtin Middle, and Williamsport Area High Schools, in the amount of $500 from the Sheridan Project grant. Dr. Branker, an eminent jazz musician and professor of music at Princeton University, will assist the District in connecting student interest in the programs of the Sheridan Project with curricular offerings.

 

7.3   Approve 2006-07 calendar dates for parent/teacher conferences at Curtin Middle School November 9 -10. These dates coincide with other elementary and middle schools’ scheduled parent/teacher conferences.

 

7.4   Extend liability insurance coverage under the District’s policy to three competent Bucknell graduate student psychologist interns (Ellen Auchter, Marissa Vitanza and Heather Masters) who will continue to provide voluntary service to the District beyond the end of the University’s semester and through the summer – from May 15 through September 1, 2006. The services will be provided gratis and the University is unable to provide coverage when not in session.

 

7.5   Approve the WASD Middle School Physical Education Curriculum (6-8) document.

 

7.6   Approve a "Career Exploration Day" opportunity for WASD students in grades 5 through 12 on April 27, 2006. This is a career education activity and coincides with the national "Take Our Daughters to Work Day."

This experience is only recommended for students in grades 5 through 12; however, students in Kindergarten through 4th grade may participate in the experience by completing the “Application for Excused Absence for an Educational Trip.”

 

This is a voluntary activity that will require pre-registration to include parent's signature and identification of parent/guardian's place of employment to be visited. Additionally, students participating in this activity with their parent will be required, and given the opportunity, to complete regular academic work covered on April 27. Participating students will also be required to complete a variety of appropriate assignments relevant to their visitation of the parent's place of employment.

 

Participating parents are responsible for the transportation and safety of their child to and from their place of employment.

STUDENT/COMMUNITY ACTIVITIES

A.   Forty-seven (47) fifth grade students from Sheridan Elementary School, accompanied by their teachers and parent chaperones, to travel to the Pittsburgh Zoo & Aquarium during May 2006. Students eligible to participate will not have received two pink slips; one detention, suspension, Saturday School, or bus suspension; or two bus conduct reports within 30 school days prior to the trip. Transportation will be provided by contract carrier. Costs will be paid through student fundraisers.

 

B.   Forty-five (45) third grade students from Sheridan Elementary School, accompanied by their teachers, to travel to the Montour Preserve during May 2006. Students eligible to participate must be in compliance with the school’s field trip disciplinary requirements in order to participate.   District transportation is requested and will be charged to the Sheridan PTO.

 

C.   Fifty-two (52) fourth grade students from Round Hills Elementary School, accompanied by their teachers and parent volunteers, to travel to the Pioneer Tunnel (Ashland). Students eligible to participate will not have been suspended from school or assigned to Saturday School for disciplinary reasons within 30 school days prior to the trip. District transportation is requested. All costs will be paid by the Round Hills PTO.

 

D.   Ninety-four (94) fourth grade students from Jackson Elementary School, accompanied by their teachers and parent volunteers, to travel to Penn’s Cave during June 2006. Students eligible to participate will not have been suspended within 30 days prior to the date of the trip. District transportation is requested. All costs will be paid by the Jackson PTO.

 

E.   Approximately 154 seventh grade students from Roosevelt Middle School, accompanied by their teachers and aides, to travel to Leonard Harrison State Park (Wellsboro) during June 2006. Students eligible to participate will have received no out-of-school suspension, no IRC assignments, no more than two timeouts, no more than two nights detention, no Saturday School assignment, and no money owed to the school from March 27, 2006, to the date of the trip. District transportation is requested. All costs will be paid by the Roosevelt PTO.

 

 

10.1*   Approve the following student trips cont’d:

 

F.   Approximately 102 fifth grade students from Jackson Elementary School, accom-panied by their adult chaperones, to travel to Knoebel’s Amusement Resort during May 2006. Students eligible to participate will not have been suspended within 30 days prior to the date of the trip. Transportation will be provided by contract carrier. All costs will be paid by the Jackson PTO.

 

G.   Five (5)Williamsport Area High School vocal Jazz Ensemble students, accepted by competitive audition, to participate in the Pennsylvania Music Educators’ Association District Jazz Festival to be held at Hughesville High School, on three dates during April 2006. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

H.   Twenty (20) Williamsport Area High School students, accompanied by their teachers, to travel to the Pennsylvania College of Technology during April 2006 to attend a Nanotrek Camp. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. District transportation is requested (10-1390-519-000-30-850-280-033-0000). Two substitutes will be required for the day.

 

I.   Seventy (70) third grade students from Hepburn-Lycoming Elementary School, accompanied by their teachers and parent volunteers, to travel to Camp Susque during May 2006 for a geology study. Students eligible to participate will not have been suspended or assigned to Saturday School within 30 days prior to the trip.   District transportation is requested. All costs will be paid by the Hepburn PTO.

 

J.   Forty (40) gifted education students from Cochran, Hepburn-Lycoming, Jackson, Sheridan, and Stevens Elementary Schools, accompanied by their teachers, to travel to Round Hills Elementary School during April 2006 to take part in a crime scene simulation. 10.2   Approve the following volunteers as drivers for the softball team's trip to South Carolina. 10.3   Approve the following request for facility use:

 

 A.   Williamsport AYSO to use the cafetorium/stage at Roosevelt Middle School on       Thursday, April 20, 2006 and Friday, April 21, 2006 from 4:00 pm to 10:00 pm       to pose for team pictures. Williamsport AYSO is requesting relief from the       occupancy fee estimated at $80.00. Certificate of Insurance on file.

 

 B.   Retroactive approval for Community Alliance for Progressive Positive Action       (CAPPA) to use the auditorium, gymnasium and three classrooms at Curtin Middle     School on Saturdays, beginning February 4, 2006 through June 3, 2006 from

    9:00 am to 3:00 pm to hold rehearsals for the CAPPA Showcase. CAPPA is       requesting relief of the occupancy fees estimated at $2,250.00, custodial fees to be    paid from the Sheridan Project Grant. Certificate of  Insurance waived since co-       sponsored by the District.

 

 

 

10.3   Approve the following request for facility use:

 

 C.   CAPPA to use the gymnasium/auditorium at Cochran Elementary School on       Saturday, April 8, 2006 from 8:30 am to 3:30 pm to hold a rehearsals for the

    CAPPA Showcase. CAPPA is requesting relief of the occupancy fees estimated       at $40.00, custodial fees to be paid from the Sheridan Project Grant. Certificate of     Insurance waived since co-sponsored by the District.

 D.   CAPPA to use the auditorium/gymnasium at Cochran Elementary School on

    Saturdays, beginning April 15, 2006 through June 3, 2006 from 8:00 am to 3:30 pm     to hold rehearsals for the CAPPA Showcase. CAPPA is requesting relief of the       occupancy fees estimated at $320.00, custodial fees to be paid from the Sheridan       Project Grant. Certificate of Insurance waived since co-sponsored by the District,

    pending approval from building principal.

 

BIDS/CONTRACTS

 

11.1*   Approve the annual preventative maintenance contract with York International on the HT-390 and HT-320 air conditioning units at the Williamsport High School at an annual fee of $25,836.00

 

11.2   Approve a Cooperative Sports Agreement with the Loyalsock Township School District governing the terms and conditions of a cooperative sponsorship in the sport of interscholastic boys and girls swimming & diving for the student-athletes of the Loyalsock Township High School and the Williamsport Area High School. The Agreement will take   effect at the beginning of the 2006-07 school year and will remain in force for a minimum of two years and as long thereafter as the cooperating schools mutually agree and are in compliance with PIAA enrollment requirements.
