The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, March 21, 2006, beginning at 6:00 p.m. in the Board of Directors’ Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

C.   Congratulations to the Williamsport Area High School Division III Odyssey of the Mind “Tech Transfer” team for placing first at the Odyssey of the Mind, North Central PA Regional Competition held Saturday, March 4, 2006 at Berwick High School. Team members include Tim Betts, Sarah Border, Zack Kyle, Amber Lee, Elyssa Okkelberg, Matt Okkelberg and Pat Welteroth and are coached by Joe and Eileen Okkelberg. The team will now compete at the Pennsylvania State Odyssey of the Mind Competition to be held on Saturday, April 8, 2006 at Altoona Area High School.

 

The Tech Transfer problem requires the team to create and present an original performance, which includes the use of a technical device that extends into different areas to move items. The team designs, builds and operates the device, and creates the items. The team must integrate the moving of the items into its performance.

 

D.   Congratulations to Charles E. Peterson Jr., Business Administrator/Board Secretary, for being elected as the future president of the Pennsylvania Association of School Business Officials (PASBO). This was a state-wide election. Mr. Peterson will be vice president in 2006-07, president elect in 2007-08, and president in 2008-09. This is an honor not only for him, but also for our organization.

Mrs. Markle reported that PSBA would not be increasing the cost of dues for fiscal year 2007.

 

Mr. Shultz reported that the ETAC meeting was productive. He enjoyed the discussion about Blended Schools.

 

Motion made by Mrs. Markle, seconded by Mrs. Williams, to approve the balance of the agenda including the addendum.

Construction Projects

 

A.   Authorize change orders G-HL-32 ($7,890) and G-LV-6 ($4,120) to the contract with Robert Feaster, General Contractor, increasing the contract by $12,010 and changing the contract total to $6,343,525.50.

 

B.   Authorize change orders H-HL-6 ($2,124.81) and H-HL-7 ($454.00) to the contract with R&J Ertel, HVAC Contractor, increasing the contract by $2,578.81 and changing the contract total to $1,997,478.23.

 

C.   Authorize change order F-HL-1 (-233.53) to the contract with B&W Supply, Food Service Contractor, decreasing the contract by $233.53 and changing the contract total to $135,030.47.

The 2005-2006 WAHS Indoor Percussion Ensemble has a membership of 12-15 students and is directed by WASD music teacher Laura Weir and Substitute Teacher, Ryan Pritchard. The WAHS Indoor Percussion Ensemble is an extension of the fall Marching Millionaire Band program.

    Mrs. Radspinner is currently utilizing sick and/or personal days and will begin her unpaid leave of absence on April 3, 2006, which will be taken under the Family Medical Leave Act, which entitles the employee to health insurance for a maximum of 12 weeks, but is without pay or any other benefits.

8.2  LEAVES OF ABSENCE CONT’D:

 

 J.   Carol M. Bennett, full-time instructional support aide at Curtin Middle School, for an unpaid medical leave on an intermittent basis (as needed), effective March 30, 2006, to care for a family member.

    Mrs. Bennett will attempt to schedule absences in advance (when possible). Mrs. Bennett will be entitled to health insurance for a maximum period of time equivalent to 12 weeks under the Family Medical Leave Act, but is without pay or any other benefits.

   

 K.   Joseph C. Cato, full-time instructional support aide at Lycoming Valley Middle School, leave of absence without pay, effective March 20, 2006, through May 31, 2006, possibly to return sooner.

 

    Mr. Cato’s leave is for the purpose of caring for the medical needs of a family member. Additional dates may be necessary if the medical situation does not improve. This leave is eligible under the Family Medical Leave Act and is at the discretion of the School Board, upon recommendation of the Superintendent.

 

 L.   Judith A. Smith, school bus driver for the District, for an unpaid leave on an intermittent basis (as needed), effective March 13, 2006, to care for a family member.

 

    Mrs. Smith will attempt to schedule absences in advance (when possible). Mrs.       Smith will be entitled to health insurance for a maximum period of time equivalent     to 12 weeks under the Family Medical Leave Act, but is without pay or any other       benefits (she had previously used 3 days of FML during January, 2006).

 

 M.   Lydia M. Comerford, full-time Guidance Counselor at the high school, for an unpaid medical leave, effective March 30, 2006, through April 18, 2006, possibly to return sooner. Mrs. Comerford is not eligible for leave under the Family Medical Leave Act at this time.

 

 N.   Kimberly A. Rogers, general food service worker at Curtin Middle School, unpaid leave for personal reasons, effective for one day only on March 14, 2006.

8.4*  POSITION CHANGES

 

  Approve the following position changes:

 

 A.   Christine A. MacKenzie, 1558 Overbrook Rd., Williamsport, increase from a part-time (4/7) to part-time (5/7) professional employee to teach English as a Second Language (ESL) at the high school, effective date to be determined, at a salary rate of Step 13, master’s maximum, $65,200, prorated to 5/7. Mrs. MacKenzie had requested the transfer from full-time to part-time beginning with the 2005-2006 school year.  

 

8.5  SALARY CORRECTION

       

 A.   Approve the following correction to an item originally approved on the

    December 6, 2005 agenda: Kevin J. Harris, 308 S. Lycoming Mall Road, Pennsdale,     as Acting Principal, Curtin Middle School, effective January 3, 2006, through the       2005-2006 school year (June 30, 2006, 245 day schedule prorated). Mr. Harris will    be paid at a prorated salary of $81,167 $86,732 and will maintain all eligible benefits     provided under the Act 93 Compensation Plan. (Mr. Harris will serve in this position    replacing James Dougherty, assigned as Director of  Instructional/Administrative      Technology).

 

8.6  CONTRACTS

 

A.   Jennifer C. Yeager, 1627 Blair St., Williamsport, qualified interpreter of the Spanish Language, to provide substitute interpreter services (as needed) to eligible students at the rate of $35.00 per hour for hours worked (minimum of one hour), not to exceed four hours, effective March 22, 2006, to assist during PSSA testing.

 

 

 

8.7  OTHER

 

A.   Authorize the Director of Human Resources to continue an agreement with Labor Ready Services, 339 W. Fourth St., Williamsport, to provide up to three substitute custodians during the period of April 1, 2006, through June 30, 2006, at the billing rate of $15.00 per hour per substitute. These services will be provided on a substitute basis only. The administration will review the results of these substitute services and advise the Board accordingly.

 

PROFESSIONAL DEVELOPMENT

 

9.1   RELEASED TIME/TRAINING PROGRAMS

 

Approve released time for staff members to participate in professional development activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted.

 

9.2   Approve a Hazard Analysis Critical Control Point (HACCP) training class for all   cafeteria workers conducted by Carol H. Gilbert Consulting on June 9, 2006 at the LGI room at Jackson Elementary School.

 

  The cost for the training class is $400.00 plus instructor expenses estimated at $250.00.  Fees to be paid by the Food Service Fund.

 

STUDENT/COMMUNITY ACTIVITIES

 

10.1*   Approve the following student trips:

 

A.   Approximately 30 Lycoming Valley Middle School students, accompanied by their teacher, to travel to South Williamsport Area High School during April 2006 to visit another gifted education classroom and to participate in activities. The students must be in compliance with the school’s field trip disciplinary requirements in order to participate. District transportation is required. One substitute will be required for the day.

 

B.   Approximately 131 middle and high school jazz band students, accompanied by their teachers and parent chaperones from each school, to travel to Hershey to participate in an adjudication/competitive performance. Students eligible to participate must be in compliance with their school’s field trip disciplinary requirements. Transportation will be provided by contract carrier. All costs will be paid by the WAHS Band Association.

 

 

 

 

 

10.1*   Approve the following student trips cont’d:

 

C.   Forty-five (45) members of the Williamsport Area High School’s Key Club, accompanied by their advisor and chaperones, to travel to Baltimore Inner Harbor during April 2006. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record ; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. Transportation will be provided by contract carrier. Costs will be paid by the participating Key Club members.

 

D.   Approximately 70 third grade students from Cochran Elementary School, accompanied by their teacher and other adult chaperones, to travel to the Community Arts Center during May 2006 to attend a performance. Students eligible to participate will not have been suspended or assigned to Saturday School within 30 days prior to the trip. The students will walk to and from the Community Arts Center. The cost of admission will be paid by the Cochran School Association.

 

E.   Fifty (50) gifted education students from Cochran, Hepburn-Lycoming, Jackson, Round Hills, and Sheridan Elementary Schools, accompanied by their teachers, to travel to Stevens Elementary School to rehearse for the open house play. Students must be in compliance with their school’s field trip disciplinary requirements in order to participate. District transportation is requested (10-1243-519-000-10-000-000-023-0000). Three substitutes will be required for the day.

 

F.   Twenty-four members of the Williamsport Area High School’s Jazz Ensemble, accompanied by their teacher and two parent volunteers, to travel to Bloomsburg University during April 2006 to attend a clinic and performance. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

Transportation will be provided by contract carrier. All costs will be paid by the WAHS Band Association. One substitute will be required for the day.

 

G.   Forty (40) FBLA students from the Williamsport Area High School, accompanied by their advisor and counselor, to travel to Six Flags Great Adventure (New Jersey) during May 2006 to participate in Business Ed/FBLA Day. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

  Transportation will be provided by contract carrier. All costs will be paid from FBLA funds.

 

H.   Five (5) members of the Williamsport Area High School’s branch of Junior Classical League, accompanied by their teacher, to travel to State College for three days during May 206 to participate in the PA Junior Classical League Convention. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

  District transportation is requested. All costs will be paid though fundraiser monies.

10.1*   Approve the following student trips cont’d:

 

I.   Approximately 75 fourth grade students from Stevens Elementary School, accompanied by their teachers and parent chaperones, to travel to Harrisburg during June 2006. The students will have an opportunity to visit the Capitol Building and the State Museum. Students eligible to participate will not have been suspended or assigned to Saturday School within 30 days prior to the trip. District transportation is requested. All costs will be paid by the Stevens PTA.

 

J.   Twenty-one (21) Williamsport Area High School students, accompanied by their teachers, to travel to Lock Haven University on two dates during April 2006 to participate in the Model UN. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. District transportation is requested (10-1100-519-000-30-850-190-029-0000). Two substitutes will be required for two days.

 

K.   Thirty-five members of the Williamsport Area High School’s Indoor Percussion Ensemble, accompanied by their teachers and parent chaperones, to travel to Wildwood, New Jersey, for four dates during May 2006 to participate in the TIDA Atlantic Coast Indoor Championships. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. Transportation will be provided by contract carrier. All costs will be paid by the WAHS Band Association.

 

L.   Five (5) Williamsport Area High School students, accepted by competitive audition, to participate in the Pennsylvania Music Educators’ Association All-State Festival to be held in Valley Forge, PA on four days during March and April 2006. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

M.   Approximately 60 orchestra student from the Curtin, Lycoming Valley, and Roosevelt Middle Schools, accompanied by their teachers to travel to the Williamsport Area High School during March 2006 to attend a clinic and performance. Students eligible to participate must be in compliance with their school’s field trip disciplinary requirements. The students will be transported to the high school by their parents. District transportation will be required to transport the students back to their individual schools after the performance (10-1100-519-000-20-000-121-023-0000).

 

N.   Five (5) Williamsport Area High School students, accompanied by their teachers, to travel to the PMEA Conference in Valley Forge for four days during March and April 2006. The students will perform with the All-State Ensemble. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

  The students will be transported to the conference by their teachers and home by their parents. All costs will be paid from the Music Department Budget.

 

10.2   Approve the following request for facility use:

ITEMS FROM BOARD MEMBERS

 

Mr. Zimmerman talked about the fact that the majority of our graduating students continue to be encouraged to pursue a traditional four-year college degree and that we should also be encouraging students to pursue technical training and degrees due to the large demand for skilled labor.

 

Mrs. Markle stated that she remembered that some of the Keystone Opportunity Zone property owners indicated that they would be willing to continue paying property taxes on their property and she would like to know if any did indeed pay. She said that she would like to have a status report on all KOZ properties.

President Stone reported that an executive session to discuss terms and conditions of employment for one or more District employees and to receive legal advice from an attorney was held prior to this evening’s meeting.
