7.   CURRICULUM REPORT CONT’D:

 

7.8   Consider approving Kathy Piaskowski for up to two days of social studies curriculum work at the rate of $90 per day.

 

7.9   Consider the approval of a Letter of Agreement with Family Life Services which will enable that agency to provide professional counselors to assist the families of Williamsport Area School District students through the Primary Grades Initiative. This program, funded by the Lycoming-Clinton Mental Health/Mental Retardation Program, is designed to target services for emotional issues toward as-risk children before problems become disruptive to family and school life. The Primary Grades Initiative has been serving children in our district since 1994.

 

7.10   Consider approving an Agreement for Services with Bethesda Day Treatment Center, Inc., and an attached amendment establishing the per diem service cost for the 2006-07 school year. Bethesda provides limited alternative education services to the Williamsport Area School District for students who are court ordered into their program and those specifically referred by the District. The per diem service rate for 2006-07 is $41.00 and is budgeted in the general fund.

 

7.11   Consider approving a Letter of Agreement with Child Guidance Services to provide para-professional Home-School Visitor services to the families of students referred by administrators in the District. This service is an initiative of the Governor’s Safe Schools Initiative and is fully funded by that Initiative’s grant. The intent is to improve communications with the homes of students experiencing difficulties at school, reducing problematic behaviors. Service levels are limited to available grant funds from June 1, 2006 through June 30, 2007.

    days per week, plus one 30 minute building meeting each week beginning July 10, 2006

through August 4, 2006 at the rate of $26.22 per hour plus appropriate benefits, plus up to two staff development days at $90/day. All costs are budgeted under Sheridan Grant:

 J.   The following substitute food service workers, at the salary rate of $6.25 per hour, for the actual number of hours worked, effective August 29, 2006:

 K.   Diane DeMott-Thompson, 312 Westland Ave, South Williamsport, as school nurse     for the Elementary Summer School program at Jackson Elementary School for 3½     hours per day, 5 days per week, beginning July 10 through August 4, 2006 at the rate     of $26.22 per hour plus appropriate benefits (replacing Andrea Logan, withdrew       from summer school program; originally Board approved on 6/20/06). All costs are    budgeted under Sheridan Project Grant.

 

 L.   All regular part-time and substitute bus drivers as part-time employees to perform cleaning and minor maintenance service to the District’s school bus fleet during June, July and August, 2006 at the salary rate of $11.14 and/or $11.54 per hour for the actual number of hours worked, as stated in the collective bargaining agreement between the Williamsport Area School District and the Williamsport Area Support Personnel.

 

 M.   The following regular part-time school bus drivers for the Elementary Summer School Program, effective July 10, 2006, through August 4, 2006, at the current rate for the actual number of hours worked, as stated in the collective bargaining agreement between the Williamsport Area School District and the Williamsport Area Support Personnel:

8.3*   ELECTION OF STAFF CONT’D:

 

 P.   All regular part-time and substitute bus drivers as needed as substitute school bus drivers or aides for the Elementary Summer School Program and the Special Education Summer School Program, effective June 20, 2006, through August 4, 2006, at the current rate for the actual number of hours worked, as stated in the collective bargaining agreement between the Williamsport Area School District and the Williamsport Area Support Personnel.

 

 Q.   Proposal to approve Kathleen R. Kelley, 340 West First Ave., Latrobe, as Superintendent of the Williamsport Area School District at a salary of $135,000 for the 2006-2007 school   year (prorated for actual days of service) and according to the terms and benefits provided in her employment contract (for a term of five (5) years) and the Executive Administration Compensation and Evaluation Plan. Dr. Kelley's contract is to become effective September 18, 2006. Dr. Kelley is eligible to transfer up to 280 sick days.

 

 R.   Approve a motion to reimburse Dr. Kathleen R. Kelley up to $5,000 for costs of       relocation from her current home to be paid when she has produced receipts.

 

 S.   Mark R. Hannagan, 584 Park Ave., Lock Haven, as Director of Instructional/

    Administrative Technology, effective July 31, 2006, at a salary of $61,250, pro-rated,

plus appropriate benefits as provided under the Act 93 Compensation Plan, pending completion of all necessary paperwork (replacing Eric Gee, resigned).

 

8.4*  POSITION CHANGES

 

B.   William F. Rathjen, 83 Bruce Rd, Cogan Station, from Dean of Students for the Alternative Education School to Dean of Alternative Education, effective July 1, 2006, at a salary and benefits as determined by the Act 93 Compensation Plan, effective

July 1, 2006.

 

 C.   Staci L. Godfrey, 1442 Oakes Ave., Williamsport, from a full-time instructional support aide at Hepburn-Lycoming and Sheridan Elementary Schools to a part-time Administrative Support I (245 day, 5 hours per day) for the Curriculum Office and Student Services Department at the DSC, with a base wage rate of $10.84 per hour, effective July 13, 2006 (new position approved by the Board).

 

8.6  OTHER

 

  1. Consider approval of the operation of two individual weeks of Camp Ophelia, a

program focused on young girls’ relational aggression, during summer of 2006. Camp is to be operated by two members of the professional staff, Carol DeSilva and Tamra Springman, and one aide, Linda Ross, all of whom have training and/or experience in the operation of this program. Professional staff is to be paid $950   each per week and the aide at the current rate for the actual number of hours worked, as stated in the collective bargaining agreement, not to exceed 95 hours. All costs to be paid by the Governor’s Safe Schools Initiative grant.

8.7   CONTRACTED SERVICES

 

A.   Patricia A. Lowery, 123 Upland Rd., Williamsport, to provide consulting services to the Williamsport Area High School administration at the rate of $567.59 per day for five (5) days effective October 2, 2006, through June 30, 2007. (Contract for Dr. Lowery's services will be prepared and executed.)

 

 B.   Randi Katz, 8 West Eighth St., Bloomsburg, as a sign language tutor for parent of eligible special education student for up to 54 hours of training plus 10 hours of preparation time and travel time (not to exceed one hour each way), to be completed before August 1, 2006, at the rate of $25.00 per hour (funded through ACCESS).

 

11.1   BIDS/CONTRACT CONT’D:

 

11.2   Consider approving a memorandum of understanding with the City of Williamsport to accept grant funding from the Pennsylvania Commission on Crime and Delinquency in the amount of $65,000 and to provide one-half of the local funding needed (approximately $12,343) in order to provide a School Resource Officer in the Williamsport Area School District from September 1, 2006 through August 31, 2007. If the Memorandum is signed, both the City and School District would have to agree to continue the program beyond August 31, 2007. The final form of the Memorandum is subject to approval of the administration and the solicitor.

 

11.3   Consider authorizing a contract with Tremco, Inc. and Weatherproofing Technologies, Inc. to replace and repair the roof over the main lobby and faculty lounge areas at Sheridan Elementary School at an estimated cost of $43,321.89. This contract will be in accordance with the terms and conditions of the multi-state bid conducted by the Pennsylvania Joint Purchasing Council (CSIU).

 

  AND the execution of this contract is contingent on approval by the Pennsylvania Department of Education form PDE 3074 (a)
