The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, February 21, 2006, beginning at 6:00 p.m. in the Board of Directors’ Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

 

The President, David B. Stone, Jr., called the meeting to order with the following members:

Committee Reports by Board Members

 

Mrs. Markle reported that the Leadership Conference in Washington DC was very productive and

enjoyable. She said that it included two days of training and two days of lobbying.

 

Mr. Stone reported on the latest Data Warehouse meeting. He said that BLaST is recommending that

the Committee consider a Curriculum Management program as an alternative to a Data Warehouse

program. The Committee will continue the evaluation.

 

Mr. Huffman reported on the latest ETAC meeting. The Committee reviewed the FY07 budget.

Significant dollars are being budgeted for software. The software line item is $28,000. Not all

expenditures have been presented yet.

 

Mr. Zimmerman reported on the Athletic Advisory Committee. The Committee recently reviewed

the progress of the Winter Sports and the status of coaches for the Spring Sports.

 

Mr. Stone and Mr. Shultz reported on the Finance Committee meeting. The Committee reviewed

new report formats for the FY07 budget. One report is a monthly report on health care expenditures

and co-pays. January was the first month of the new employee co-pays and we hope that this will

provide reduction in future monthly expenditures.

CURRICULUM REPORT

 

Motion made by Mr. Shultz, seconded by Mrs. Markle, to approve the following curriculum items:

 

7.1   Approve IU 17 to provide professional development to the Alternative Education staff in the Reading Apprenticeship Program throughout the spring of 2006. The cost of the training will be approximately $350 per day. The training will consist of workshops as well as job embedded training, direct support to the teachers as they implement the program in their classrooms. The total cost is not to exceed $9,500 and all costs are covered by the Alternative Education building’s PA School Improvement Grant.

 

7.2   Approve adoption of "The Musician’s Guide to Theory and Analysis" ; by W. W. Norton (ISBN 0-393-97652-1), copyright 2004, for the WAHS AP Music Theory class. This text was reviewed by the WAHS music department adoption committee in November 2005 based on recommendation by the Advanced Placement program. Support materials, in addition to the text, include "Workbook for The Musician’s Guide to Theory and Analysis," "Anthology for The Musician’s Guide to Theory and Analysis" and "Recordings for The Musician’s Guide to Theory and Analysis." The approximate cost for each complete set is $175.00. Planned purchase is for 20 complete sets. The approximate total of $3,735 has been budgeted in the proposed 2006-07music budget account number 10-110-640-000-850-121-023-000, and sets will not be ordered until after the FY07 music budget has been adopted by the Board.

 

7.3   Approve the 2006 Spring Athletic Schedules (copies available).

 

7.4   Approve accepting and spending a $2,500 HIV/STD Pregnancy Prevention Education mini-   grant from the Pennsylvania Department of Education to WAHS (application was approved  by the Board on the January 3, 2006 agenda item 8.3).

 

7.5   Approve payment to Wayne Mahonski, golf pro at White Deer, for an in-service   presentation to the K-12 Physical Education staff, February 20, 2006. Sixteen people at   $20.00. Total: $320.00 budgeted in Physical Education professional development account  # 10-2271-329-000-00-850-140-025-0000

The Board Members, Administrators and Mr. Holland all expressed appreciation for the service provided by the numerous administrators, teachers and support staff who are retiring and regret that they are leaving. Mr. Dugan was specifically recognized for his service to the District.

The Board Members, Administrators and Mr. Holland individually thanked Dr. Lowery for her service to the Williamsport Area School District. They acknowledged some of her many accomplishments. They expressed deep regret that she is retiring and wished her much success in the future. (Acted upon at the end of the meeting).

A.   Andrea L. Clark, 23 Charlotte St., Williamsport, qualified interpreter of American Sign Language (ASL) and Pidgin Sign English (PSE) to provide day-to-day substitute interpreter services (as needed) to eligible students at the rate of $30.00 per hour for hours worked, effective February 22, 2006, through June 9, 2006.

 

8.6  OTHER

 

 A.   Approve Kevin C. Werner (art teacher at WAHS) to teach Introduction to Ceramics

    (20 hours, beginning 2/21/06) and Introduction to Jewelry Design & Fabrication (20     hours, beginning 3/16/06) courses for the Community/Adult Technical Program

    during the Spring, 2006, at the rate of $25.43 per hour (as per the collective bargaining     agreement). All costs will be covered by participant registration fees.

9.1   RELEASED TIME/TRAINING PROGRAMS

 

Motion made by Mrs. Markle, seconded by Mrs. Mahaffey, to approve released time for staff members to participate in professional development activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted.

STUDENT/COMMUNITY ACTIVITIES

 

10.1*   Motion made by Mrs. Markle, seconded by Mrs. Harris, to approve the following student  trips:

 

A.   Approximately 30 learning support students from the Williamsport Area High School, accompanied by their teachers, to travel to the Holiday Inn during May 2006 to participate in the Vocational Training Awards breakfast. The students will also be treated to a trip aboard the Hiawatha. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. Transportation and the Hiawatha will be provided by the City of Williamsport. Breakfast costs will be charged to 10-1200-635-000-30-850-000-004-0000. Three substitutes will be required for half the day.

 

B.   Twenty-five (25) Ninth Grade Academy students, accompanied by two teachers, to travel to Penn College during February 2006 to attend a dining etiquette seminar. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

District transportation is requested (10-1100-519-395-30-850-000-065-006). One substitute will be required for half the day.

 

C.   Thirty-five (35) Williamsport Area High School anatomy students, accompanied by their teacher and other adult chaperones, to travel to Philadelphia during March 2005 to visit the Franklin Institute and the College of Physicians. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. Transportation will be provided by contract carrier. All costs will be paid by the students.

 

D.   Twenty-eight (28) members of the Williamsport Area High School’s performing groups GQ and Les Chanteuses to travel to Harrisburg during March 2006 to perform at the “Music in Our Schools Month” celebration. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. Transportation will be provided by contract carrier and will be paid from the choir student activity fund and the choir budget. One substitute will be required for the day.

 

E.   Seventy-two (72) fourth grade students from Hepburn-Lycoming Elementary School, accompanied by their teachers and parent volunteers, to travel to the Scottish Rite and Memorial Park during May 2006. Students eligible to participate will note have been suspended or assigned to Saturday School within 30 days prior to the trip. District transportation is requested. All costs will be paid by the Hepburn-Lycoming PTO.

H.   Fifty-two (52) fourth grade students from Round Hills Elementary School, accom-panied by their teachers and grade parents, to travel to Wegman’s during March 2006 as a culminating activity for their unit on health and nutrition. Students eligible to participate must be in compliance with the school’s field trip disciplinary requirements in order to participate. District transportation is requested. All costs will be paid by the Round Hills PTO.

Costs will be paid by the Roosevelt PTO and from the student activity fund.

 

J.   Seventy-five (75) six grade students from Roosevelt Middle School, accompanied by their teachers and two aides, to travel to Shaver’s Creek (State College) during May 2006 as a culminating activity on their science ecology unit. Students must be in compliance with the school’s field trip disciplinary requirements in order to participate. District transportation is requested. Costs will be paid by the Roosevelt PTO and from the student activity fund.

 

K.   Approximately 18 foods students from the Williamsport Area High School, accom-panied by their teacher, to travel to Messiah Lutheran Church in South Williamsport on two dates in February 2006 to cater luncheons for the Office of the Aging. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. District transportation is requested (10-1390-519-000-30-850-280-033-0000).

 

L.   Eight (8) Williamsport Area High School Key Club members, accompanied by their advisor, to travel to Hershey on three dates during March 2006 to attend the Annual Kiwanis Key Club Convention. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. A van will be rented to transport the students. The cost of approximately $1,000 will be paid as follows: $500 donation from Kiwanis; student fundraising; Key Club budget; and student fee.

 

M.   Correction to Item 10.1.K on regular agenda: These trips were submitted as taking place in February 2006. The corrected dates for the trip are two dates in April 2006.

11.1   Authorize a Memorandum of Understanding between the Williamsport Area School District   and the UNICOR providing for the disposal/removal of unused or unneeded computer   equipment from the school district. This is a reauthorization of a previous  agreement between  the district and UNICOR.

11.2   Authorize participation in the South Eastern PA Co-Op Grocery Bid for the 2006-07 school  year.
