8.  CURRICULUM REPORT

8.1   Consider approving the following registration rates for middle level remedial school summer school program to be held at Curtin Middle School from June 19, 2006 through July 21, 2006:

 

  $260.00 per course for out-of-district students

  $155.00 per course for WASD students

  $85.00 per course for WASD students eligible for free or reduced lunch

 

The registration rates reflect a slight increase based on a contractual increase in the instructors' hourly rate and retirement contribution.

 

8.   CURRICULUM REPORT CONT’D:

 

8.2   Consider approving the Community/Adult Technical Program for the Spring of 2006. The courses will be advertised on the Williamsport Area School District website. Registration can occur during regular school hours at the high school, or by mail. Space for participants in courses is on a first-come first-served basis. A minimum of 10 participants must be registered for each course. Deadline for registration is February 17 with classes beginning the week of February 20. Following is the registration fee schedule:

NOTE: Residents are those individuals residing within the boundaries of the WASD or employees of the WASD. All others are non-residents. Participants who attend 80% of the classes will be issued a certificate of completion by the Williamsport Area School District. Participants will be provided an opportunity to evaluate the course during the last class session.

8.3   Consider approving Sara Holbrook, author of eleven poetry books for children, teen and adults, to present two days of training at Roosevelt, May 5th and 8th, 2006. (On May 5th she will provide professional development to the staff; on May 8th, she will work with the students and teachers in the classroom.) The focus of her work will be "Practical Poetry: A Non-standard Approach to Meeting Content Standards." The cost will be $$4,600 ($2,300 per day) plus approximately $1,000 in travel expenses. All funds are budgeted under School Improvement/Title I for Roosevelt.

 

8.4   Consider approving a contract with the Holiday Inn for an awards recognition breakfast in May 2006 to honor approximately 25-30 high school special education students involved in the Community Work Experience Program.

 

  Parents, classroom teachers, aides, district administrators, school board members, employers, parents, and community dignitaries will also participate in the events. Students will travel from the high school to the Holiday Inn, to the Hiawatha, and back to the high school on the Billtown Trolley. The City of Williamsport will provide all transportation including the Hiawatha with no cost to the district.

 

  The cost of the breakfast is $7.25 per person plus and additional 18% gratuity, budgeted in special education account #10-1200-635-000-30-850-000-004-0000.

 

8.5   Consider approving a 2006 Supplement to the "Williamsport Area High School Course Catalog, Revised 2005" document.

 

 

 

 

9.  PERSONNEL REPORT

9.1  RESIGNATIONS

 

Consider accepting the following resignations, effective on the dates and for the purposes indicated:

 

A.   Steve L. Reed, as Varsity Assistant Softball Coach at the high school, for personal reasons, effective January 18, 2006. Mr. Reed would like to stay on as a non-paid volunteer (Mr. Reed will continue as event security for the District).

 

9.2  LEAVES OF ABSENCE

 

  Consider approving the following leaves of absence:

 

 A.   Rachael L. Cohick, full-time administrative support at the high school, for an unpaid medical leave on an intermittent basis (as needed), effective January 30, 2006, to care for medical needs of a family member.

    Ms. Cohick will attempt to schedule absences in advance (when possible). Ms. Cohick will be entitled to health insurance for a maximum period of time equivalent to 12 weeks under the Family Medical Leave Act, but is without pay or any other benefits (adjustment to previous request on 11/15/05 Agenda).

 

 B.   W. Gerald McManus, part-time custodian at the Complex Warehouse, for an unpaid medical leave, effective March 6, 2006, through July 6, 2006, possibly to return sooner. Mr. McManus is not eligible for leave under the Family Medical Leave Act at this time.

 

 C.   Myrene L. Bradley, general food service worker at the high school, unpaid leave for     a planned vacation, effective March 6, 2006, through March 9, 2006.

 

 D.   Sheila M. Chaapel, school bus driver for the District, unpaid leave for personal reasons, effective for ½ day (PM) only on January 9, 2006.

 

 E.   Sheila M. Chaapel, school bus driver for the District, unpaid leave for personal reasons, effective for ½ day (PM) only on January 19, 2006.

 

 F.   Thelma J. Eckman, general food service worker at the high school, unpaid leave for personal reasons, effective January 11-12, 2006.

9.3*  ELECTION OF STAFF  

 

  Consider the election of the following staff, for the purpose and on the date indicated:  

 

 A.   Michelle K. Dixon, P.O. Box 172, Cogan Station, teacher at Jackson Elementary       School, as a teacher for the Extended Day Program, effective February 6, 2006,       through the remainder of the 2005-2006 school year. Mrs. Dixon will be paid at the     rate of $25.43 per hour plus appropriate benefits, up to five (5) hours per week. All     costs funded through Education Assistance Program/Sheridan Project Funds.

 

 B.   The following substitute food service workers, at the salary rate of $6.25 per hour, for the actual number of hours worked, effective February 8, 2006:

  Consider approving the following position changes:

 

 A.   Peggy A. Applegate, 346 Greenaway Farm Rd., Cogan Station, from a substitute school bus driver to a regular part-time school bus driver (bargaining unit employee), at the salary rate of $12.12 per hour, effective January 25, 2006 (replacing Steve Deitrick, transferred).

 

9.5  CONTRACTS

 

A.   Renew the contract of Jacqueline G. Thomas as Assistant Superintendent of the Williamsport Area School District for a period of three years. Mrs. Thomas contract as Assistant Superintendent is scheduled to expire on June 30, 2006. Therefore, the renewed contract would have a term extending from July 1, 2006, through June 30, 2009. Section 1077 of the Public School Code of 1949 requires that an Assistant Superintendent be notified of an intention to renew a contract at a regular public meeting occurring at least 150 days prior to the expiration of the Assistant Superintendent’s term of office. This motion fulfills the requirements of Section 1077 of the School Code, and shall constitute notification to her of the three-year renewal of her contract. The contract shall have provisions consistent with the current contract, including provisions for annual determination of salary and benefits as provided through the Confidential Administrator Compensation Plan.

 

9.6  OTHER

 

 A.   Authorize payment to Michele S. Zaludek, 115 Crawley St., Hughesville, to provide one-on-one instruction for an eligible special education student at the rate of $25.43 per hour up to 40 hours (plus applicable benefits), effective February 8, 2006, not to exceed for the remainder of the 2005-2006 school term. These services are necessary to meet appropriate IEP requirements (funded through ACCESS).

 

10.  PROFESSIONAL DEVELOPMENT

10.1   RELEASED TIME/TRAINING PROGRAMS

 

Consider approving released time for staff members to participate in professional development activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted. (See attachment)  

 

11.   STUDENT/COMMUNITY ACTIVITIES

  Questions may be directed to Dr. Lowery.

 

11.1*   Consider approving the following student trips:

 

A.   Approximately 35 CASA members from the Williamsport Area High School, accompanied by their advisor and other staff chaperones, to travel to Washington, DC during March 2006. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

 

  District transportation is not required. The trip will be funded through CASA fundraisers and a student participation fee.

 

11.1*   Consider approving the following student trips cont’d:

 

B.   Eleven (11) members of FBLA from the Williamsport Area High School, accompanied by their advisor and the CTE counselor, to travel to the Hershey Convention Center for three days during April 2006 to participate in the FBLA State Conference. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

 

  The students will be transported by the staff members. All costs will be paid from FBLA funds. One substitute will be required for three days.

 

C.   Forty-five (45) fifth grade students from Sheridan Elementary School, accompanied by their teachers and parent volunteers, to travel to the Montour Preserve during March 2005 to learn about the process of maple syrup production. Students eligible to participate will not have been suspended or have received more than one detention within 30 days prior to the trip.

 

  District transportation is requested. All costs will be paid by the Sheridan PTO.

 

D.   Twenty-two(22) members of the Williamsport Area High School’s Jazz Ensemble, accompanied by their teacher, to travel to the Holiday Inn during February 2006 to perform at a banquet. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

 

  The students will be transported by their parents. There will be no cost to the District.

 

E.   Nine (9) Williamsport Area High School orchestra students, accepted by competitive audition, to participate in the Pennsylvania Music Educators’ Association Regional Orchestra Festival to be held at Saucon Valley High School in Hellertown, Pennsylvania for four days during February 2006. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

District transportation is requested and it will be shared with the Lewisburg Area School District. Our district’s share will be approximately $325 (10-3214-519-000-30-850-121-023-0000). Jeffrey Tedford, WAHS Orchestra Director will supervise the students. One substitute will be needed for two days.

 

11.1*   Consider approving the following student trips cont’d:

 

F.   All fifth grade students from the six District elementary schools, accompanied by their teachers, to travel to the Williamsport Area High School to visit the planetarium. The trips will take place on various dates during February and early March 2006.

 

  District transportation is requested. All costs will be paid from the elementary curriculum budget and individual site-based budgets.

 

G.   Six (6) members of Roosevelt Middle School’s Math Counts Team, accompanied by their teacher, to travel to the Little League Complex in South Williamsport during February 2006 to participate in a mathematics competition. Students eligible to participate must be in compliance with the school’s field trip disciplinary requirements in order to participate.

 

  The students will be transported by their teacher. One substitute will be required for the day.

 

H.   Fifty-one (51) third grade students from Round Hills Elementary School, accompanied by their teachers, one aide, an interpreter(s), and parent volunteers, to travel to Penn State University during March 2006. The students will have an opportunity to attend a theatre production, an art museum, etc. Students eligible to participate will not have been suspended from school or assigned to Saturday School for disciplinary reasons within 30 school days prior to the trip.

 

  District transportation is requested. All costs will be paid by the Round Hills PTO.

 

I.   Two (2) Williamsport Area High School students, accompanied by their teacher, to travel to Hershey during March 2006 to participate in the Pennsylvania Automotive Association student auto competition. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

 

  The students will be transported by their teacher. One substitute will be required for the day.

 

J.   Six (6) members of Curtin Middle School’s Math Counts Team, accompanied by their teacher, to travel to the Little League Complex in South Williamsport during February 2006 to participate in a mathematics competition. Students eligible to participate must be in compliance with the school’s field trip disciplinary requirements in order to participate.

 

  The students will be transported by private vehicles. One substitute will be required for the day.

 

 

 

11.1*   Consider approving the following student trips cont’d:

 

K.   Approximately 75 fifth grade students from Stevens Elementary School, accompanied by their teachers and PTA chaperones, to travel to Washington, DC, during June 2006. Students eligible to participate will not have been suspended or assigned to Saturday School within 30 days prior to the trip.

 

  Transportation will be provided by contract carrier. All costs will be paid by the Stevens PTA.

 

L.   Forty (40) horticulture students from the Williamsport Area High School, accompanied by their teacher and parent volunteers, to travel to Bloomsburg and Washingtonville during April 2006 to visit to horticulture businesses. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

 

  District transportation is requested (10-1390-519-000-30-850-280-033-0000).

 

M.   Twenty (20) horticulture students from the Williamsport Area High School, accompanied by their teacher and an aide, to travel to the Allenwood campus of the Pennsylvania College of Technology during March 2006. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

 

  District transportation is requested (10-1390-519-000-30-850-280-033-0000).

 

N.   Sixty-two (62) second grade students from Stevens Elementary School, accompanied by their teachers, an aide, and six grade parents, to travel to the Montour Preserve during May 2006 as part of their unit on fossils and animal habitats. Students eligible to participate will not have been suspended or assigned to Saturday School within 30 days prior to the trip.

 

  District transportation is requested and will be paid by the Stevens PTA.

 

O.   Approximately 12 gifted education students from Curtin Middle School, accompanied by their teacher, to travel to Lycoming College on dates during February, March, and April 2006 to attend the Concerts at Noon series.

 

  There will be no cost to the District. The students will walk to and from the concerts.

 

 

 

 

 

 

 

11.1*   Consider approving the following student trips cont’d:

 

P.   Nine (9) members of the Williamsport Area High School’s S.A.D.D. chapter, accompanied by their advisor, to travel to Lycoming College during March 2006 to attend a conference. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record ; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

 

  Transportation is not required—the students will meet at the college. Cost for registration is $150 and will be paid from the S.A.D.D. fund. One substitute will be required for the day.

 

Q.   Thirteen (13) Williamsport Area High School students, accompanied by their teacher, to travel to Penn College during March 2006 to participate in a welding competition. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record ; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

 

  District transportation is requested (10-1390-519-000-30-850-280-033-0000). One substitute will be required for the day.

 

R.   Five (5) FCCLA members from the Williamsport Area High School, accompanied by their advisor, to travel to Lancaster for three days during March 2006 to participate in the FCCLA State Conference. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

 

  District transportation is requested (10-1390-519-000-30-850-280-033-0000). Fund will be paid through the career and technical education budget, with $50.00 being paid by each participating student. One substitute will be required for three days.

 

S.   Between 60 and 80 eighth grade students from Roosevelt Middle School, accompanied by their teachers and parent volunteers, to travel to Knoebel’ s Grove on a Saturday during June 2006. Students eligible to participate must be in compliance the school’s field trip disciplinary requirements in order to participate.

 

  District transportation is requested. All costs will be paid by the Roosevelt PTO.

 

T.   Seventy-five (75) fifth grade students from Hepburn-Lycoming Elementary School, accompanied by their teachers and parent volunteers, to travel to Hershey Park during June 2006. Students eligible to participate will not have been suspended or assigned to Saturday School within 30 days prior to the trip.

11.1*   Consider approving the following student trips cont’d:

 

U.   Approximately 80 orchestra students from the Williamsport Area High School, accompanied by their teacher and orchestra association parents, to travel to Baltimore for two days during May 2006 to attend a master class and concert with the Baltimore Symphony Orchestra. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

 

  Transportation will be provided by contract carrier. All costs will be paid from fundraisers and the WAHS Orchestra Association.

 

11.2*   Consider approving the following request for facility use:

 

 A.   School Nutrition Association of PA - Susquehanna Chapter to use the kitchen and

    cafeteria area at Hepburn Lycoming Elementary School on February 21, 2006, to

    hold a meeting and dinner. School Nutrition Association of PA is requesting relief

    of the occupancy fee estimated at $40.00. Certificate of Insurance to be received.

 

 B.   PA Hunger Action/PA Department of Education to use conference room 2 at the

    District Service Center on February 28, 2006 to hold an educational meeting on

    federal food programs. PA Hunger Action is requesting relief of the occupancy

    fee estimated at $40.00. Certificate of Insurance on file.

 

 C.   Hepburn Lycoming Little League to use the gymnasium at Lycoming Valley Middle     School on February 28 and March 1, 2006 from 6:00 p.m. until 9:00 p.m. to hold       tryouts. Hepburn Lycoming Little League is requesting relief of the occupancy fee    estimated at $80.00. Certificate of Insurance on file.

 

 D.   WASD Education Foundation to use the multi-purpose room at Cochran Elementary     School on March 18 and 19, 2006 to hold a scrabble tournament. The Education       Foundation is requesting relief of the occupancy fee estimated at $80.00. Certificate    of Insurance waived.

 

E.   Pennsylvania Governors School for the Arts (PGSA) to use the auditorium, band room and three classrooms at Roosevelt Middle School on Saturday, April 8, 2006, from 9:00 a.m. to 2:00 p.m. to hold auditions. PGSA is requesting relief from the occupancy fee estimated to be $110.00. Certificate of Insurance waived.

 

F. Saint John’s School of the Arts to use the auditorium at the Williamsport Area High   School on April 19, 20, 21 and 22, 2006 to hold three days of rehearsal and a dance   ensemble Spring performance. St. John’s is requesting relief of the occupancy fee

  estimated at $200.00. Certificate of Insurance on file.

 

 

 

 

11.2*   Consider approving the following request for facility use cont’d:

 

G.   Retroactive approval for the Williamsport Bureau of Police SRT to use the Hepburn Lycoming Elementary School on February 1, 2006, from 4:00 p.m. to 7:00 p.m. to hold a training. WBP is requesting relief of the occupancy fee. Certificate of Insurance on file.

 

 H.   Retroactive approval for Williamsport AYSO to use the cafetorium at Roosevelt       Middle School on Thursday, February 2, 2006 from 5:30 p.m. until 8:30 p.m. to       hold soccer registration. Williamsport AYSO is requesting relief from the         occupancy fee estimated at $40.00. Certificate of Insurance to be received.

 

I.   Retroactive approval for the City of Williamsport to use the auditorium and sound system at Curtin Middle School on Thursday, February 2, 2006, to hold a Public Safety Meeting. The City of Williamsport is requesting relief of the occupancy fee estimated at $40.00. Certificate of Insurance on file.

 

12.  BIDS/CONTRACTS

12.1   Consider approving a contract with BLaST IU#17 governing the terms and conditions of  the   Data and Report Tracking System (DARTS) software. This software is being used by the   Special Education Department for creating and tracking IEPs. At a cost of $150.00 per user,   estimated costs of $21,100.00 are budgeted in special education budget account #10-1200-  618-520-00-000-000-004-0006.

 

12.2   Consider approving a contract with Analytical Laboratory Services, Inc. to provide   compliance services with the Right-to-Know Act. Analytical Laboratory Services will   provide environmental technicians to perform the annual Right-to-Know inventory, supply a   Right-to-Know manual which includes the inventory list, the MSDS sheets and the Hazardous   Substance Survey Forms. Provide one copy of a training manual. The cost of this service  will be $6,500.

 

12.3   Consider authorizing the execution of the Lycoming County Insurance Consortium (LCIC)   Pooled Trust Agreement authorizing the Williamsport Area School District to join the LCIC   effective July 1, 2006, pending final review of the Trust Agreement and By Laws by legal  council and administration.

Board Policy #902, “Public Participation in Board Meetings”:

 

A.   There will be two public comment sections: one during the first two hours of

the meeting at a time to be determined by the presiding officer; and the other at the end of the meeting. This gives the presiding officer some flexibility to fit the first public comment section into the agenda at a convenient time.

 

B.   Persons submitting a formal request to speak during the first public comments section should be present promptly at the beginning of the meeting in the event that they are invited to speak prior to commencement of the scheduled business that is outlined in the agenda. Persons who have submitted a written request will be given an opportunity to make a presentation about an issue that is on the agenda when the issue is scheduled for discussion or about an issue that is not on the agenda during the first two hours of the Board meeting, at a time to be determined by the presiding officer.

 

C.   Each public comment section will be limited to a maximum of 20 minutes. Each speaker will be limited to a maximum of five minutes.

 

D.   Those wishing to speak during the first public comments section must submit a formal request in writing to the business administrator no later that 9:00 a.m. on the day of the Board meeting. This gives people an opportunity to come to the District Service Center on Monday before the Board meeting to read the posted agenda.
