The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, October 4, 2005, beginning at 6:00 p.m. in the Board of Directors’ Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

A.  College Board AP Program

 

  Nine students at the Williamsport Area High School have earned the designation of AP   Scholar by the College Board in recognition of their exceptional achievement on the college-  level Advanced Placement (AP) Exams.

 

  The College Board’s Advanced Placement Program offers students the opportunity to take   challenging college-level courses while still in high school, and to receive college credit,   advanced placement, or both for successful performance on the AP Exams. About 18 percent   of the more than one million high school students in more than 15,000 secondary schools   worldwide who took the AP Exams performed at a sufficiently high level to merit the  recognition of AP Scholar.

 

  Five students qualified for the AP Scholar Award by completing three or more AP   Examinations with grades of 3 or higher. These AP Scholars are Aleksandr Alekseyenko,   Callah Antonetti, Sean Baumgartner, Jessica Orso and David Thompson.

 

  Two students qualified for the AP Scholar with Honor Award by earning an average grade of   at least 3.25 on all AP Exams taken, and grades of 3 or higher on four or more of these exams.   These students are Jonathan Baldys and Elyse Burzynski.

 

  Two students qualified for the AP Scholar with Distinction Award by earning an average of at   least 3.5 on all AP exams taken, and grades of 3 or higher five or more of these exams. These  students are Harry Frank and Erin Lyle.

A.   College Board AP Program Cont’d:

 

  More than 1400 institutions nationwide award a full year’s credit (sophomore standing) to   students presenting a sufficient number of qualifying grades.

 

B.   Five Williamsport Area High School students will be featured in an exclusive student art   exhibition to be shown in two locations: the Zoller Gallery on the Pennsylvania State   University campus and the lobby of the Pennsylvania Department of Education (PDE)   building. The Zoller exhibit will be during the month of October, and the PDE exhibit will be  the month of November.

 

  The participating students are: Jessica Vance, Christine McDermott, Kristi Murphy, Keri  Kimura, and Katherine Helminiak.

 

  You are cordially invited to the Artists Reception on October 20, 2005, from 7:00-9:00 p.m.   in the Zoller Gallery on the PSU Campus. (Zoller is adjacent to The Palmer Museum of Art   and the Creamery.) The students and our National Art Honor Society chapter will be   recognized. This event is being held in conjunction with the Pennsylvania Art Education   Association Conference which begins that day in State College. Some of our students plan to  be in attendance at the reception.

 

  The November exhibition will also coincide with the unveiling of the student-produced PDE   mural which students from Jackson and Sheridan Elementary Schools are taking an active part  in creating.

 

C.  Board Retreat

 

  President Stone announced that the Board will be having a retreat, to review the District’s   strategic plan, on Tuesday, October 11, 2005, beginning at 5:30 p.m. at the Morgan Valley  Retreat Center.

B.   On display in the June B. Baskin Gallery through October is Art From the Fair. This     is an exhibition of ribbon winning pieces that were on display at the Lycoming County     Fair in July. There are numerous ribbon winners, and 3 works were identified as Best    of Show.

 

Committee Reports by Board Members

 

President Stone reported that the Building Maintenance Committee met on Monday afternoon. The committee is evaluating possible future projects that could be funded with bond issue and capital reserve funds that will be available when the current construction projects are complete. One of the considerations is the amount of financial commitment that the Board will make to the Fitness Center Project. The committee will have recommendations at some point in the future.

 

Mr. Zimmerman reported on the Gifted Advisory Committee meeting held last week. The focus of the meeting was to orient new parents to the committee. They also reviewed information on the number of students being served in the program this year.

 

Mrs. Williams reported that the Williamsport Area School District Education Foundation is working on marketing ideas. The next project might be a scrabble tournament. She reported that mini-grants were awarded for six of thirteen proposals.

 

Motion made by Mr. Shultz, seconded by Mrs. Harris, to approve the balance of the agenda including the minutes and addendum. Mr. Dugan indicated that item 8.9 was being withdrawn by the administration and the effective date on item 9.4A is October 11, 2005.

 

The motion carried by a unanimous roll call.

A.   Authorize change orders G-HL-23, 24, 25, 26 and G-LV-2, 3 to the contract with the Robert  Feaster Company increasing the contract by $5,561.72 and  changing the contract total to  $6,310,321.56.

CURRICULUM REPORT

 

8.1   Approval of two 2005-06 letters of agreement with Family Life Services (formerly Tressler   Services) for mental health screening and counseling services designed to  prevent more   serious problems by supporting students and their families and connecting them with outside   treatment resources. The first letter of agreement concerns the Primary Grades Initiative   which facilitates service to the elementary schools, while the second concerns the  Teen Life   Therapist program which enables services to the high school. Both programs are largely   funded through the County Mental Health program, with district contributions ($10,000 each)   coming directly from the Safe and Drug-Free Schools and Communities grant.

 

8.2   Approve up to two days (October 6 and 13, 2005) of substitute coverage (at the rate of $90.00   per day for each teacher plus appropriate benefits) for Wendy Kelsey and  Michelle Dixon   (Literacy Coordinator) as they provide phonics training for WASD primary teachers at   Sheridan, Stevens, Hepburn-Lycoming and Round Hills. Costs to be funded through the  general fund (account #s 10-1100-122-000-10-250-000-007-0000; 10-1100-122-000-10-325-   000-007-0000; 10-1100-122-000-10-350-000-007-0000; 10-1100-122-000-10-375-000-007-  0000). Total estimated cost: $406.51.

 

CURRICULUM REPORT CONT’D:

 

8.3   Approve payment to Christine Mackenzie (high school ESL teacher) for a full day on October   10, 2005 to visit and observe the State College Area School District's ESL  program. Ms.   Mackenzie is currently paid .57 of salary (4 periods per day). Funds paid through general  fund account # 10-1100-121-000-30-850-150-007-0000.

 

8.4   Approve Pat Edwards (consultant with Heinemann Publishers Professional Development   Division and author of books: "A Path to Follow: Learning to Listen to Parents,"   "Examining Dialogues Used in Parent-Teacher Conferences," and " Family Involvement in   School: What every Elementary Teacher Should Know") to present a parent workshop at   Jackson Elementary School on the evening of March 9, 2006 and a teacher workshop on the   morning of March 10, 2006 to the Jackson staff. The topic for both workshops will be   "Creating Sharing Time Conversations: Parents and Teachers Working Together." The fee   for both workshops is $2,500. Travel expenses will be approximately $1,000. The funds are   budgeted in the Jackson Comprehensive School Reform Grant (parent involvement and staff  development).

 

8.5   Approve Beat Bob, Inc. to provide an assembly for all grade levels to be held at Lycoming   Valley Middle School on Monday, October, 24, 2005. The assembly is a one-man volleyball   team. Bob has appeared in over 5,000 gymnasiums and in front of almost 3 million   people. He has 14,852 wins and 308 losses since 1996. Approximate cost for services $550   is to be funded from Student Activity Account, expenditure account code #80-3210-599-000-  00-000-803-084-0000.

 

8.6   Approve Rick Peeples (author of "Poetry with a Porpoise," songwriter and performer) to   present a parent workshop at Jackson Elementary on the evening of February 16, 2006 and a   teacher workshop on the morning of February 17, 2006 to the Jackson staff. Both workshops   will focus on literacy and "Making Words Come Alive." The cost for the workshops is $900   plus approximately $200 for travel and lodging. All costs are funded through Jackson's Title I  budget.

 

8.7   Allow the Williamsport YMCA to use multi-purpose room and minor other facilities for the   provision of Before and After School Child Care at Cochran, Hepburn-Lycoming, Jackson,   Round Hills and Stevens Elementary Schools during the 2005-06 school year. As these   programs are a direct advantage to District families, the waiver of fees is requested.

 

8.8   Approve classroom readers for use in high school World Languages classes from the   following publishers: Continental Book Company catalogues CF805, G1515 and HS179  and   Applause Foreign Language Catalog 2004. Readers are short books in the language  students are studying.

 

8.9   WITHDRAWN BY ADMINISTRATION Approve the following persons for the scoring of   the open-ended portion of the 4Sight testing   to be paid at the rate of $25.43 per hour plus   appropriate benefits: Patricia Nicholson, Debra Nardi, John Dick, Marion Boyd, Janet   Linderman, Diane Welch, Douglas Gordon, Bonnie Williams and Robert Williams. All costs  funded through FY06 Education Assistance Program grant.

 

 

CURRICULUM REPORT CONT’D:

 

8.10   Approve phonics training for the Round Hills and Sheridan Elementary Schools on October 6

  and the Hepburn Lycoming and Stevens Elementary Schools on October 13. The  training   will be provided by our two primary literacy coordinators, Wendy Kelsey and Michelle   Dixon. Substitutes will be provided for a half-day of released time at each building so that   teachers in Grades K, 1 and 2 can attend. A total of 18 substitute days will be needed (8 for   October 6 and 10 for October 13) for an approximate total cost of $1,800. The cost of the  training is funded through the Human Resources budget.

 

8.11   Approve request to establish a WAHS Dance Company as a Student Activity. The  program will showcase performing dance talents, choreography, set, and interdisciplinary   opportunities. The activity will be run by selected student officers as a performing dance   company with guidance from the advisor, Heather Mitch. Fund raising activities will support   the needs of the group. Some financial assistance will be provided from the general fund to   acquire a dance floor, mirrors and sound system which will also be used by the WAHS  physical education dance classes during the day.

 

8.12   Approve bus transportation on October 10, 2005 for approximately 30 WAHS teachers to   travel from WAHS to Jersey Shore High School to attend the County-Wide Inservice about   High School Reform. Approximate cost of $200 is budgeted in the professional development  budget account number 10-2271-513-000-00-000-000-017-0000.

 

8.13   Approve renewal of a five-year Affiliation Agreement with Mansfield University  to accept  placement of student teachers in WASD schools.

    Mrs. Robertson is currently utilizing sick and/or personal days and will begin her unpaid leave of absence on October 20, 2005, which will be taken under the Family Medical Leave Act, which entitles the employee to health insurance for a maximum of 12 weeks, but is without pay or any other benefits.

 

 B.   Wendy L. Dgien, general food service worker at Jackson Elementary School, unpaid leave for a planned family vacation, effective for one day only on December 2, 2005.

Logan, 1120 Locust St., Montoursville, as a part-time (185 days, prorated; up to 5 hours per day) Administrative Support I (Guidance Office) at Roosevelt Middle School, at the rate of $10.44 per hour (no benefits except social security, retirement, and worker’s compensation) and sick leave as provided for part-time employees per the Agreement between the Board and the Williamsport Area Support Personnel (WASP), effective October 3, 2005 (the varying responsibilities related to this position have been redistributed following the resignation of Nancy Vanderlin). Authorize an additional two (2) hours per day for the first two weeks to familiarize with Building Procedures.

 

 B.   The following persons as teachers for the Extended Day Program at Roosevelt Middle School effective for the 2005-2006 school year. Naginey, 50 Watson Lane, Northumberland 17857, as a long-term substitute     Speech Therapist for the 2005-2006 school term, effective October 10, 2005, at a       salary rate of Step 1, Master’s + 27, $42,200 (+ $200 stipend), prorated, plus benefits,     pending successful application for emergency permit from the Pennsylvania Depart-     ment of Education. The District, Association and Mr. Naginey have agreed to a       Memorandum of Understanding outlining Mr. Naginey’s employment status pending     successful completion of the certification process with the Pennsylvania Department     of Education and all appropriate paperwork. Mr. Naginey holds a bachelor’ s degree in     Speech & Language Pathology Education from Indiana University of Pennsylvania     and a master’s degree in Speech Pathology from Loyola College in Maryland      (replacing Karen Harris, retired).

 

 

9.4*  POSITION CHANGES

 

  Approve the following position changes:

 

 A.   Amy R. Boatman, 2266 Division Rd., Williamsport, from a general food service worker at the high school to a part-time Instructional Support Aide/LSS (185 day, up to 5 hours per day) at Round Hills Elementary School, with a base wage rate of $10.54 per hour, effective October 11, 2005 (new position funded through ACCESS).

 

 B.   James R. Lakes, 1020 Tucker St., Williamsport, from a regular part-time custodian to     a part-time Equipment Manager (245 days, up to 5 hours per day) at the high school,     with a base wage rate of $10.04 per hour, effective September 23, 2005 (replacing    Tim Switzer, resigned).

 

 C.   Elena M. Matty, 90 Miller Rd., Cogan Station, from a general food service worker (4 hours daily) at Lycoming Valley Middle School, to a general food service worker (4¼ hours daily) at Lycoming Valley Middle School, with a base wage rate of $10.79 per hour, effective October 5, 2005 (replacing Donna Robertson, transferred).

 

 D.   Gail S. Myers, 1961 Walters Rd., Montoursville, from a substitute food service worker to a general food service worker (3¼ hours daily) at Cochran Elementary School, with a base wage rate of $9.79 per hour, effective October 5, 2005 (replacing Sandra Johnson, transferred).

 

 E.   Amie L. Palmer, 304 S. Pine Run Rd., Linden, from a substitute food service worker to a general food service worker (2 hours daily) at the high school, with a base wage rate of $9.79 per hour, effective October 5, 2005 (replacing Gwenda Forker, transferred).

 

    1. CONTRACTS

A.   Continue contract with the Pennsylvania Teacher Clearinghouse ( www.PA-Educator.net ), 425 Sixth Ave., Suite 1660, Pittsburgh, to utilize its online employee candidate application services (for professional applications) for an annual fee of $2,295 through August 30, 2006. The services provided by PA-Educator.net will be coordinated through the BLaST Intermediate Unit. This amount reflects a 15% reduction over the previous year.

 

9.6  OTHER

 

 A.   Authorize the Superintendent to sign the Memorandum of Understanding (MOU)       between the District and the Williamsport Education Association (WEA) regarding     the employment status of a long-term substitute teacher pending certification process    during the 2005-2006 school year.

 

 

 

 

 

PROFESSIONAL DEVELOPMENT

 

10.1   RELEASED TIME/TRAINING PROGRAMS

 

Approve released time for staff members to participate in professional development activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted.

 

STUDENT/COMMUNITY ACTIVITIES

 

11.1*   Approve the following student trips:

 

A.   Approximately seventy-five (75) fourth grade students from Cochran Elementary School, accompanied by their teacher and a minimum of one parent volunteer, to travel to Wegman’s during November 2005 to participate in a tour. The three classes participating will travel on three separate days. Students eligible to participate will not have been suspended or assigned to Saturday School within 30 days prior to the trip.

There will be no cost to the District. The students will walk to and from Wegman’s.

 

B.   Six (6) members of the Williamsport Area High School’s SADD chapter, accompanied by their advisor, to travel to Lancaster during November 2005 to participate in a conference. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. The students will be transported in the high school van. Costs will be paid from the SADD budget. One substitute will be required for the day.

 

C.   Six (6) Jackson Elementary School students, accompanied by their principal and teacher, to travel to Hoss’s Restaurant on dates during December 2005 and January through June 2006 as a reward for their outstanding citizenship. The students will be transported by the teacher and/or principal. The students will be provided with a free lunch.

 

D.   Ten (10) Williamsport Area High School students, accompanied by their teacher, to travel to Penn College during October 2005 to participate in the mousetrap racers competition. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record ; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. Transportation will be shared with WAHS students attending career day at the college. One substitute will be required for the day.

 

E.   Fifteen (15) eighth grade gifted students from Curtin Middle School, accompanied by their teacher, to travel to Lycoming College on dates in October, November, and December 2005 to attend the Concerts at Noon. Students eligible to participate must be in compliance with the school’s field trip disciplinary requirements. There will be no cost to the District. The students will walk to and from the college.

 

 

11.1*   Approve the following student trips cont’d:

 

F.   Forty-six (46) first grade students from Round Hills Elementary School, accompanied by their teachers and support staff members, to travel to Red Lobster, Styer’s Farm Market, and Memorial Park during October 2005. The trip is a culminating activity for the science unit. Students eligible to participate will not have been suspended from school or assigned to Saturday School for disciplinary reasons within 30 days prior to the trip. District transportation is requested. All costs will be paid by the Round Hills PTO.

 

G.   Approximately 110 Williamsport Area High School band students, accompanied by four directors and parent chaperones, to travel to South Williamsport during October 2005 to participate in the Mummer’s Parade. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. District transportation is requested (10-3211-519-000-30-850-121-023-0000).

 

H.   Four (4) members of the Williamsport Area High School’s Student Government Association, accompanied by their advisor, to travel to Fleetwood High School for three days during November 2005 to participate in a conference. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. Transportation will be provided by the advisor. All costs will be paid with Student Government Association funds. One substitute will be required for two days.

 

I.   Four (4) Williamsport Area High School FBLA members, accompanied by their advisor, to travel to State College on two dates during October 2005 to participate in a workshop. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. Transportation will be provided by the advisor. All costs will be paid with FBLA funds. One substitute will be required for one day.

 

J.   Approximately 75 first grade students from Hepburn-Lycoming Elementary School, accompanied by their teachers and parent volunteers, to travel to Styer’s Farm and Indian Park during October 2005. Students eligible to participate will not have been suspended or assigned to Saturday School within 30 days prior to the trip. District transportation is requested. All costs will be paid by the Hepburn-Lycoming PTO.

 

 

 

 

 

 

 

 

11.1*   Approve the following student trips cont’d:

 

K.   Seven (7) autistic support students from the Williamsport Area High School, accompanied by their teacher and eight (8) aides, to travel to Wegman’s on dates during October, November and December 2005, and January and April 2006. The students will have the opportunity to learn how to compile a grocery list then shop for the items. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record ; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. The students will be transported in the school van. The cost of the groceries will be charged to string #10-1208-610-000-30-850-000-004-0000.

 

L.   Ninety-three (93) first grade students from Cochran Elementary School, accompanied by their teacher, TSS, and parent volunteers, to travel to Snyder’s Farm and Indian Park during October 2005. Students eligible to participate will not have been suspended or assigned to Saturday School within 30 days prior to the trip. District transportation is requested. All costs will be paid by the Cochran School Association.

 

 M.   Revision to 11.1.F: Change in location only from Red Lobster to the James V. Brown     Library. The students will still visit Styer’s Farm Market and Memorial Park.

 

 N.   An as yet undetermined number of students from Roosevelt Middle School,       accompanied by their principals, staff members, and families, to travel to Penn       College during October 2005 to participate in the Middle School Career Fair.       Students eligible to participate must be in compliance with the school’s field trip       disciplinary requirements. District transportation is requested (10-3300-519-410-20-    650-000-018-0006).

 

11.2   Authorize up to four (4) after school socials for Lycoming Valley Middle School students. The social will be held from 3:30 to 5:00 p.m. on dates yet to be determined. The cost for service is not to exceed $300 per social and will be funded from the Student Activity Account (80-3210-599-000-00-000-803-084-0000).

 

11.3   Approve the following request for facility use:

 

A.   Williamsport Symphony Orchestra (WSO) to use the auditorium at the Williamsport Area High School on 7 various dates beginning October 2, 2005 through July 23, 2006 to hold rehearsals. WSO is requesting relief of the occupancy fee of $350.00. Certificate of Insurance on file.

 

B.   Repasz Band to use the auditorium at the Williamsport Area High School on

November 28, and November 29, 2005 from 6:00 p.m. until 10:00 p.m. to hold dress rehearsals and to conduct a free public concert. The Repasz Band is requesting relief of the occupancy fee estimated at $100.00. Certificate of Insurance to be received.

 

 

 

 

 

11.3   Approve the following request for facility use:

 

 C.   Child Evangelism Fellowship to use a classroom at Cochran, Jackson and Round       Hills, and Sheridan Elementary Schools as well as Lycoming Valley Middle School

    (possibly also Stevens and Roosevelt) on either a Tuesday or Thursday beginning in     October 2005 through April 2006 from 3:30 p.m. until 4:30 p.m. to hold a children’s     religious education program. Child Evangelism Fellowship is requesting relief of the     occupancy fee estimated at $1,950.00. Certificate of Insurance on file.

 

BIDS/CONTRACTS

 

12.1   Award a contract to the following for rice coal deliveries (FY05/FY06 school year) in   accordance with our specifications and their bid. This bid was received on Thursday,   September 29, 2005 and opened publicly in the District Service Center. Ten bids  were   mailed to various companies however; only one (1) bid was received.

 

 RECOMMENDED AWARD:

 

  Pickelner Fuel Company, Williamsport, PA $144.30/per ton

13.1   Approve the following tax summaries.

Mrs. Williams reported that the staff at Cochran Elementary School is working hard to promote healthy living for students. There is a walk scheduled tomorrow morning from 8:00 a.m. until

8:30 a.m. The Healthy Zone kick-off is scheduled for October 21, 2005.

 

Mrs. Markle reminded everyone to support the blood drive at the District Service Center this Thursday.

 

Mr. Zimmerman encouraged everyone to attend Representative Rhorer caucus beginning at 6:30 p.m.

Wednesday evening in South Williamsport.
