The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, August 16, 2005, beginning at 6:00 p.m. in the Board of Directors’ Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

 

The Vice President, James E. Temple, called the meeting to order with the following members:

Mr. James Temple read the first district belief statement.

 

Mr. Temple called an executive session for personnel and legal advice at 6:01 p.m. The meeting

reconvened at 6:18 p.m.

BOARD PRESIDENT’S REPORT – Mr. James Temple

 

A.   The Pennsylvania Art Education Association and the Pennsylvania Department of Education have teamed up with the Philadelphia Mural Project to create a permanent   student-based mural for the outside of 333 Market street in Harrisburg. Mr. Tom   Kelchner, Department Chair for Art, has been coordinating the education side this  summer.

 

Mr. Kelchner is pleased to share that two of our schools and their art teachers will be involved in this project. Sandy Young at Jackson and Bessie Lowry at Sheridan will each work with one of their classes to create panels which will be integrated into this massive mural which will be on display by the outside escalators at PDE.

 

B.   Kindergarten Enrollment

 

  Dr. Lowery informed the board that we have enrolled 37 kindergarten students above our

  recommended class size of 22 students. She recommended that the board authorize an   additional class to be housed at Cochran Elementary School. After a lengthy discussion the

  Board made the following motion:

 

  Motion made by Mr. Zimmerman, seconded by Mrs. Mahaffey, to authorize an additional   kindergarten class to be located at the Cochran Elementary School and authorize the posting   of two kindergarten positions. One of the postings will fill the new class at Cochran and the   other will be considered if enrollment increases to the point that a second additional class is  needed.

C.   Mr. Temple read a letter from Josh Van Allen thanking the teachers, board and administration

  for giving him the educational knowledge and background that he needed to successfully  complete summer extra-curricular enrichment activities.

 

SUPERINTENDENT’S REPORT – Patricia A. Lowery, Ph.D.

A.  Project 720

 

Congratulations to Mr. Stephen Huddy, Williamsport Are High School Head Principal, and Mr. Ted Piwowar, Director of Career & Technical Education, for their successful completion of a Project 720 grant proposal. The Pennsylvania Department of Education reported that they had seen significant response to the RFPs. In fact, 154 school districts, 3 charter schools, and 5 comprehensive career technical centers applied. Of those grant proposals, 63 school districts, 1 charter school, and 2 comprehensive career technical centers will receive grants. The Williamsport Area School District will use the Project 720 funds to continue to promote high school reform efforts.

C.   Security Screening at Woodward Township Alternative School

 

  Motion made by Mr. Zimmerman, seconded by Mrs. Mahaffey, to approve a plan to improve school safety at the Williamsport Alternative School through the intermittent, preventive use of a hand-held metal detector. Prior student notification of intermittent screening is intended to encourage students not to bring items, that can be construed to be a weapon, to the building.

 

  The motion carried by a unanimous roll call.

 

Committee Reports by Board Members - None

 

Motion made by Mr. Shultz, seconded by Mrs. Mahaffey, to approve the balance of the agenda including the minutes and addendum. Mr. Dugan reported the following correction to the printed agenda: Item 9.3A should be Roosevelt Middle School rather than Lycoming Valley Middle School.

Construction Projects

 

A.   Approve a contract with S&S Environmental Services to abate asbestos from a boiler at the  Roosevelt Middle School at a cost of $12,200.

 

B.   Approve change orders 7, 8, 9 & 10 to the contract with S&S Environmental with  a net   increase to the contract of $3,868 with a new contract total of $85,037.50.

 

C.   Approve change orders G-HL-17 through G-HL-22 to the contract with the Robert   Feaster Company increasing the contract by $12,550.00 with a new contract total of  $6,296,719.84.

 

D.   Approve change orders H-HL5 and H-LV-3 to the contract with R&J Ertel increasing the   contract by $9,812.91 with a new contract total of $1,986,997.91.

 

E.   Approve change orders E-HL-11 through E-HL-14 to the contract with Lecce Electric   increasing the contract by $2,034.00 with a new contract total of $1,783,774.00.

 

F.   Approve change order G-LV-1 to the contract with the Robert Feaster Corporation increasing   the contract by $10,000 with a new contract total of $6,306,719.84.

7.1   Approve the second reading and adoption of Policy #405, “Employment of Substitute Professional Employees.”

 

CURRICULUM REPORT

 

8.1   Approve Barbara Cioffi, Lycoming Valley Middle School language arts teacher, for up to 5 days for summer curriculum development. She will be paid at $90 per day. Funds for these activities have been included in the FY06 budget.

 

8.2   Approve expenditures for career and technical education under the Williamsport Area School District Perkins Local Plan in the amount of $185,355. The total reflects $150,529 for the WASD base allocation plus $16,735 for Loyalsock Township School District and $18,091 for the South Williamsport Area School District. This represents the 2004-2005 Perkins allocation for the Williamsport Area High School programs. The Williamsport Area School District has received approval for the application submitted to the Pennsylvania Department of Education. The Williamsport Area School District plan is authorized under the Carl D. Perkins Vocational and Applied Technology Education Act of 1998. These funds must be utilized as outlined in the local plan according to Pennsylvania Department of Education regulations.

 

8.3   Approve use of the Induction/Instructional I Professional Employee Observation Form (version 6/23/05) developed by the Differentiated Supervision Committee to align with the Semi-Annual Employee Evaluation Form for Induction & Instructional I Professional Employees adopted by the Board of School Directors July 12, 2005 agenda item #8-8. An earlier version of the new observation form was implemented in 2004-05. The only changes to the form are the title and the expanded use of the form to include first year Instructional II teachers new to WASD. The form was reviewed and approved for recommendation to the Board by the Differentiated Supervision Committee, Williamsport Education Association President, and all Curriculum Administrators including the Superintendent and Assistant Superintendent.

CURRICULUM REPORT CONT’D:

 

8.4   Approve Roosevelt Middle School to pilot implementation during the 2005-06 school year of the alternative observation form:

 

Instructional II Professional Employee Observation Form: Pilot: Roosevelt Middle School 2005-06 (version 8/4/05) to observe all Instructional II professional employees. The only changes to the form described in the above agenda item are the title and the expanded use of the form to include all Instructional II teachers in Roosevelt Middle School. The form was reviewed and approved for recommendation to the Board for a pilot by the Differentiated Supervision Committee, Williamsport Education Association President, the Superintendent and Assistant Superintendent.

 

8.5   Approve Metamorphosis Performance Company to present their Under Construction Program at each elementary school in September 2005. Approximate cost of each performance is $475 and is budgeted in the Elementary Curriculum budget and Site Based budgets.

 

PERSONNEL REPORT

 

9.1   RESIGNATIONS - Accept the following resignations, effective on the dates and for the  purposes indicated:

 

A.   Eric J. Gee's resignation as Director of Instructional/Administrative Technology,   effective date to be determined. Mr. Gee has accepted a position with Loyalsock   Township School District and a transition schedule will be coordinated among the  Districts and Mr. Gee.

 

B.   P. Nayo Brown, full-time Supervisor of Special Study Hall (205 days) at the high school, for other employment, effective August 9, 2005.

Ms. Swisher holds a bachelor's degree from Lock Haven University and is certified in Special Education N-12 (replacing Ron Sahm, transferred to replace Allen Taylor, transferred to high school to replace LeAnn Henry, resigned). Ms. Swisher will also be scheduled to participate in Induction Program activities before the start of the 2005-2006 school term [rescind initial election as a long-term substitute teacher on the August 2, 2005 Board Agenda].

 B.   Ronald E. Sahm, 431 Percy St., South Williamsport, from a full-time Special Education teacher to a full-time Mathematics teacher at Roosevelt Middle School, effective August 25, 2005, at a salary rate of Step 10, master's, $56,500. Mr. Sahm holds a bachelor's degree from Bloomsburg University and a master's equivalency and is certified in Mid-Level Mathematics 7-9, Elementary, and Mentally and Physically Handicapped (replacing Allen Taylor, transferred to the high school replacing LeAnn Henry, resigned).

 

 C.   Steven R. Deitrick, 1403 Almond St., Williamsport, from a school bus driver to an Instructional Support Aide for the Vocational/Technical Program at the high school, with a base wage rate of $17,016 ($13.14 per hour), effective August 25, 2005 (new position approved by the Board).

 

9.5  CONTRACTS

 

 A.   R. "Rusty" Franzen, Jr., 23 Grimesville Rd., Williamsport, to provide substitute principal (administrative) services to the Williamsport Area School District administration at the rate of $345.00 per day, not to exceed a total of $20,000 for the 2005-2006 school year (unless approved by the Board of Directors), effective September 6, 2005, through June 9, 2006. Mr. Franzen retired effective August 20, 2004.

 

9.6  OTHER

 

 A.   Authorize the extension of the work day (up to 45 minutes per day) for each of the following employees for days assigned at Curtin Middle School, during the 2005-2006 school term, as determined to be necessary by the building administration:

    Ronald (Jamal) Nesmith (Paraprofessional), 638 Market St., Williamsport

 

    These individuals will provide Student Intervention Support Services at Curtin Middle School. The status of these assignments will be reviewed during the school year and terminated if no longer deemed necessary by the administration.

 

B.   Authorize the extension of the workday (up to one (1) hour) for Gregory Ousley, Instructional Aide at Roosevelt Middle School, to monitor special needs students on the bus that travels between the Lose bus stop and Roosevelt Middle School during the 2005-2006 school term. The status of this assignment will be reviewed during the school year and terminated if no longer deemed necessary by the administration.

 

 C.   Authorize the Superintendent to sign a Memorandum of Understanding (MOU)with the Williamsport Education Association (WEA) addressing guidelines regarding members who exercise opt-out/opt-in provisions relating to health care coverage provided by the District.

Approve released time for staff members to participate in professional development activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted.

   

STUDENT/COMMUNITY ACTIVITIES

 

11.1*   Approve the following student trips: - None

 

11.2*   Approve the following request for facility use:

 

A.   Hemlock Girl Scout Council to use the multi-purpose room and/or cafeteria at the

District’s elementary schools on various dates in September from 6:00 p.m. until

8:00 p.m. to hold an informational meeting on Girl Scouting. The Girl Scout Council is requesting relief of the occupancy fees estimated at $150.00. Certificate of Insurance to be received. Hemlock Girl Scout Council would also like to request that whenever a school building is used for regular meetings throughout the year those fees also be waived.

 

B.   Williamsport AYSO to use the cafetorium at Roosevelt Middle School on Thursday, August 18, 2005 from 6:30 p.m. until 8:30 p.m. to hold a coaches meeting. Williamsport AYSO is requesting relief from the occupancy fee estimated at $40.00. Certificate of Insurance to be received.

 

BIDS/CONTRACTS

 

12.1   Approve an agreement with the YMCA Child Care Services, Inc. for student supervision assistance of the Breakfast Program for the 2005-06 school year at an estimated cost of $6,243.75 (3.75 hours/day, 180 days, $9.25/hr). The YMCA will not be paid on days when breakfast is not served.

 

BIDS/CONTRACTS CONT’D:

 

12.2   Authorize the purchase and installation of an Automotive Electrical/Electronics and Engine Performance Systems Trainers to be used at the Williamsport Area High School. All recommended awards are based on the lowest bid meeting our specifications. Eleven requests for bid were mailed to various companies however; we only received one bid and two “No Bids”.

 

The District will pay for half of the system and the balance will be paid from the Career and Technical Education Grant Funding.

 

RECOMMENDED AWARD:

 

Allegheny Educational Systems, Inc., Natrona Heights, PA $42,525.00

 

12.3   Approve a Data Release Agreement with the Pennsylvania Department of   Public Welfare

  to enable the District to complete and submit applications for services through the   Commonwealth of Pennsylvania’s Application of Social Services (COMPASS).

ITEMS FROM BOARD MEMBERS

 

Mr. Zimmerman indicated that there would be an open house at Curtin Middle School tomorrow regarding the Hiawatha Project.

Vice President Temple announced that an executive session, for personnel and legal advice, would follow the meeting.
