The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, July 18, 2000, beginning at 8:00 p.m. in the Board of Directors’ Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

 

The President, David B. Stone, Jr., called the meeting to order with the following members:

APPROVAL OF MINUTES: Motion made by Mrs. Markle, seconded by Mrs. Harris, to approve the Regular Meetings of March 21, 2000 and April 4, 2000 and the Special Meeting of March 28, 2000, that the reading of the minutes be omitted and the minutes be approved as presented.

 

The motion carried 9-0.

 

BOARD PRESIDENT’S REPORT – Mr. David B. Stone Jr.

 

A.   At the conclusion of tonight’s Board meeting, we will rerun a half-hour presentation on Career Education. The program will air from 9:30 to 10:00 p.m.

Mrs. Markle reported that the IU Board meeting is tomorrow.

 

Mr. Zimmerman reported that Employment Steering Committee members have been invited to attend District interviews and have been very busy.

 

President Stone reported that the Dr. Lowery will be starting full-time in about a month.

CURRICULUM REPORT

 

Motion made by Mrs. Markle, seconded by Mrs. Harris, to approve the following curriculum items:

 

8.1*   Approve inservice workshops by Vito Forlenza, D.Ed. Assistant Executive Director of NEIU #19, and his presentation team. During the September 28, 2000, inservice, Dr. Forlenza and his staff will address the entire Williamsport Area School District teaching staff about cooperative learning. During the September 29, 2000, inservice, Dr. Forlenza and his team will address the middle and high school special education teaching staff about State standards.

 

Approximate costs, including workshop fees at $1,000 per day and $1,000 for expenses (including travel, meals, and lodging), are budgeted in the Class Size Reduction Grant ($1,000) and 101-2270-0-00-330-17-323 ($2,000).

 

8.2*   Approve Barbara Neuhard, Linda Radocaj, and Lisa Yingling for one (1) day of curriculum writing at $75.00 per day to complete performance assessment writing and identification of performance assessments for the elementary curriculum on June 29, 2000. The cost of this curriculum work is funded through Title II.

 

8.3*   Approve CPR recertification during the 2001 Fiscal Year for the K-12 Physical Education staff. The cost is $15.00 per person for 21 people and will be done through the American Red Cross. The cost is budgeted in 101-2270-0-00-330-17-582.

 

 

 

CURRICULUM REPORT CONT’D:

 

8.4*   Authorize payment to the following five music teachers for two (2) days each, and one teacher for one day, of summer curriculum work on the Elementary School Music Curriculum and Choral Curriculum. The work was completed on non-school time at a rate of $75 per teacher per day.

8.5*   Authorize Theodore R. Piwowar, Director of Career Education, to submit the 2000-01 application for the Local Perkins Plan to the Pennsylvania Department of Education in the amount of $145,038. This amount represents the 2000-01 Perkins allocation for the School District. The Williamsport Area School District plan is authorized under the Carl D. Perkins Vocational and Applied Technology Education Act of 1998. These funds must be utilized as outlined in the local plan according to Pennsylvania Department of Education regulations.

 

8.6*   Authorize Theodore R. Piwowar, Director of Career Education, to submit an application for an Innovative Learning and Workforce Development Grant from the Pennsylvania Department of Education in the amount of $60,000. This grant will supplement the purchase of vocational equipment for the new vocational facility at the Williamsport Area High School.

 

8.7*   Approve Jeff Yalden, motivational speaker, to provide an assembly at the Williamsport Area High School on October 6, 2000. Mr. Yalden will again speak to the ninth grade as part of the Transition Program at WAHS. Last year’s presentation by Mr. Yalden received overwhelmingly positive reaction from freshman and mentors alike. Mr. Yalden is considered to be one of education’s most energetic motivational speakers.

 

The approximate cost of the program is $1,500 (with a $375 deposit and balance due on the program date) and is budgeted in string #101-1100-3-26-105-65-323.

 

8.8   Approve providing transportation to approximately forty (40) students participating in the District Attorney’s “Junior Crime Stopper” program. The program is being held at the Pennsylvania College of Technology from August 7-11, 2000. The cost of approximately $450 is budgeted in the Drug and Safe School Grant (140-2120-0-00-063-11-519).

Lockcuff from service in the Williamsport Area Schools and expresses its sincere appreciation for his 15 years of dedicated service to our school system as a custodian. It further expresses the hope that his years of retirement will be many and richly rewarding.  

 

 

    1. LEAVES OF ABSENCE - Approve the following leaves of absence:

A.   Reginald T. Fatherly, art teacher, leave of absence for the 2000-2001 school year.

 

B.   Albert F. Hills, custodian at Sheridan Elementary School, for an unpaid medical leave, effective June 2, 2000, through August 1, 2000, possibly to return sooner.

 

Mr. Hills’ leave of absence is taken under the Family Medical Leave Act, which entitles the employee to health insurance for a maximum of 12 weeks, but is without pay or any other benefits.

 

 C.   Marie E. Fox, English/Drama teacher at high school, for the purpose of maternity leave, effective August 24, 2000, through the end of the first semester of the 2000-2001 school year (tentative return date of January 16, 2001).

   

 D.   Lori A. Nelson, classroom music teacher at Curtin Middle School, for the purpose of maternity leave, effective after the exhaustion of eligible sick and/or personal leave through the end of the first semester of the 2000-2001 school year (tentative return date of January 16, 2001).

   

Mrs. Nelson will make use of leave available under the Family Medical Leave Act, which entitles the employee to health insurance for a maximum of 12 weeks, but is without pay or any other benefits, after which time she will be on unpaid maternity leave until the end of the first semester of the school term.

 

9.3*   ELECTION OF STAFF - Elect the following staff, for the purpose and on the date indicated:

 

  1. Reginald T. Fatherly, 28 Roseville Rd., Williamsport, as Dean of Students at Roosevelt Middle School for 2000-2001 school year, effective July 1, 2000, salary and benefits as provided in the Act 93 Meet and Discuss Compensation Plan (replaces Rich Mextorf, resigned).
  1. Jo-Ann Gorski, 313 Madison St., Sayre, as Coordinator for Elementary Special Education, salary and benefits as provided in the Act 93 Meet and Discuss Compensation Plan. Also as per Act 93 she is eligible to transfer up to 90 sick days, effective August 14, 2000 (replaces Paul Daniels, transferred to Assistant Elementary Principal).

C.   David A. Becker, 14 Edgewood, R.R. 1, Towanda, as a temporary professional employee, effective August 24, 2000, to teach industrial technology at the high school, at a salary rate of Level 1, Step 1, bachelor's, $35,798. Mr. Becker holds a bachelor's degree from California University of Pennsylvania and is certified in Industrial Arts/Technology Education (replaces Robert Van Allen).

Trimble, 1924 Newberry St., Williamsport, to be building coordinator/ contact for the Title I Extended Year Program at Sheridan Elementary School, effective July 17, 2000, through August 11, 2000 (up to one additional hour per day), at the rate established in the agreement by and between the Board of School Directors and the Williamsport Educators Association ($21.36 per hour or contract rate plus eligible benefits: social security, retirement, worker's comp). All costs funded through Title I.

 

U.   Lynne E. Piotrowski, 1362 Northway Rd., Williamsport, Title I Reading Specialist at Cochran Elementary School, increase in total to 77.5 hours (from 70 hours) as the Coordinator of the Title I Extended Year Program, at the rate of $21.36 per hour or

  contract rate, plus eligible benefits, funded through Title I.  

 

 

 

 

 

 

 

 

9.3*   ELECTION OF STAFF CONT’D:

 

 V.   John P. Cokefair, 32 Magnolia Lane, Hanover, as Red House Principal at the high school, effective pending release from his current employer and completion of appropriate paperwork at a salary (prorated according to starting date) and benefits as provided under the Act 93 Compensation Plan (Meet and Discuss). Also as per Act 93 he is eligible to transfer up to 90 sick days (replacing Steve Huddy, transferred to Head Principal replacing Philip Thomas, retired).

 

    Mr. Cokefair is currently principal at Hanover Area School District (since 1993) and previously served as House Principal at Williamsport Area High School (1986-1993).

 

    Mr. Cokefair holds a bachelor’s degree in English from Muhlenberg College and a Master’s in English and Principal certification from Lehigh University.

 

W.   Marisa Sorrentino, 1256 Turnbury Lane, North Wales, as a long-term substitute teacher, effective August 24, 2000, through the end of the first semester of the 2000-2001 school term (tentative date January 12, 2001), unless terminated sooner, to teach classroom music at Curtin Middle School, at a salary rate of Level 1, Year 1, Bachelor's, $35,798, prorated, pending receipt of PDE certification in Music. Ms. Sorrentino holds a bachelor's degree from Penn State University (replaces Lori Nelson, on maternity leave).

 

X.   G. David Barrows, P.O. Box 276, Williamsport, for a temporary part-time warehouse position, effective during July and August, 2000, for 4 ½ hours per day or as needed, at the rate of $9.23 per hour.

 

9.4*  CONTRACTED SERVICES

 

Authorize the administration to contract with the following:

 

A.   Philip M. Thomas, 1045 Rural Ave., Williamsport, to provide consulting services to the Williamsport Area High School administration at the rate of $120.00 per day ($15.00 per hour), not to exceed a total of $9,000 for the 2000-2001 school year (unless approved by the Board of Directors), effective July 1, 2000, through June 30, 2001. (Contract for Mr. Thomas’s services will be prepared and executed. Item included in 2000-2001 budget.)  

 

B.   Linda L. Williams, 1225 McGill Hollow Rd., Linden, to provide consulting services to the District’s Pupil Transportation Department at the rate of $170.62 per day, not to exceed a total of $10,000 for the 2000-2001 school year (unless approved by the Board of Directors), effective July 1, 2000, through June 30, 2001. (Contract for Mrs. Williams’ services will be prepared and executed. Item included in 2000-2001 budget.)

 

 

 

 

9.4*   CONTRACTED SERVICES CONT’D:

 

 C.   Gerald A. Owens, 111 Airline Drive, Cogan Station, to provide computer software consulting services to the Human Resources Office, at the rate of $225.00 per month for the 2000-2001 school year, effective July 1, 2000, through June 30, 2001. (Contract for Mr. Owens’ services will be prepared and executed. Item included in 2000-2001 budget.)  

 

D.   Interpreter Referral Program for Deaf and Hard of Hearing - Northeast Pennsylvania Center for Independent Living, 431 Lycoming Avenue, Scranton, PA 18503, to provide substitute sign language interpreting services for Williamsport Area School District students during the 2000-2001 school year when the District is unable to provide qualified substitute sign language interpreters, at the rate of $40.00 per hour (with 3 days advanced notice) and $50.00 per hour (less than 3 days notice) plus $10.00 coordination charge (when applicable) and travel time in .25 increments. (Contract for these services will be prepared and executed. Item included in 2000-2001 budget.)

 

 E.   Sharon Altemier, R.R. 1, Box 512A, Jersey Shore, to present bus driver training and instruction on July 24, 25, and 26, 2000 (8:00 a.m. – 12:30 p.m.) at a cost of $100.

 

F.   Leo Coglan, Transportation Director, Pocono Mountain School District, Swiftwater, to provide school bus trainer certification classes at the Williamsport Area School District on Saturday, July 22, 2000, Sunday, July 23, 2000, Saturday, July 29, 2000, and Sunday, July 30, 2000 (9:30 a.m. – 3:00 p.m. each day). The costs for Mr. Coglan’s services are mileage, two nights’ lodging and meals (estimated costs not to exceed $500).

 

9.6  OTHER

 

A.   Approve a daily stipend of $37.00 for Jacqueline G. Thomas as Acting Superintendent for the period of July 1, 2000, through August 21, 2000.

  1. Gina M. MacFalls, 227 E. High St., Bellefonte, as Supervisor of Special Education (change from Coordinator of Special Education Secondary), effective August 7, 2000, prorated for 229 days for 2000-2001 school year (position will be 245 days effective 2001-2002), salary (prorated for 229 days) and benefits as per Act 93 Compensation Plan (Meet and Discuss). Mrs. MacFalls will coordinate with Don Golden (resigned) during the transition period up to August 21, 2000, but will assume responsibilities of the position, effective August 7, 2000.

 A.   Motion made by Mr. Zimmerman, seconded by Mrs. Pedersen, to table the Williamsport Administrative and Supervisory Association’s Compensation Plan for July 1, 2000, through June 30, 2003, and to grandfather the following retired administrators under the current plan: Richard Thatcher (Principal), David Ward (Director of Instructional Technology), Philip Thomas (Principal) and Linda Williams (Supervisor of Pupil Transportation).

PROFESSIONAL DEVELOPMENT

Approve released time for staff members to participate in professional development activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. 11.1*   Approve the following student trips:

 

A.   Eight (8) Williamsport Area High School FBLA students, accompanied by their advisors, to travel to State College September 17-18, 2000, to attend the FBLA State Fall Workshop. The students will be transported by their advisors. Approximate expenses of $914 will be paid through string #857-3215-3-26-175-84-582.

 

11.2   Approve the following request for facility use:

 

A.   YMCA Child Care to use the gymnasium at Lose Elementary School, Monday through Friday, June 12 – August 25, 2000 to conduct summer childcare. The

  YMCA is requesting relief of the occupancy fee estimated at $2,200.00. Certificate of Insurance on file.

 

B.   Williamsport Bureau of Police to use the cafeteria at Curtin Middle School on

Wednesday, September 20, 2000, to conduct police civil service testing. The police department is requesting relief of the occupancy fee estimated at $40.00. Certificate of Insurance to be received.

Motion made by Mrs. Markle, seconded by Mrs. Pedersen, to approve the following bids/contracts

12.1*   Authorize an agreement with NetComm Solutions, Inc., Mechanicsburg, PA to purchase and install a Compaq Proliant ML 370 computer server, software and accessories at a cost of $25,927.00, budgeted in the administrative data processing budget.

 

12.2*   Authorize an agreement with Chartwell Advisory Group, LTD to obtain refunds or credits of sales and use taxes in connection with the District’s construction projects on a contingency fee basis of 40% of total refund.

 

12.3*   Authorize an agreement with Aegina Leasing of Montgomery, PA to lease a 28 foot storage trailer at the Roosevelt Middle School at a cost of $80.00 per month. The storage trailer is necessary during the construction process and the transition from the current to new facility.

 

12.4*   Authorize an agreement with Aegina Leasing of Montgomery, PA to lease two 45-foot storage trailers at the Cochran Elementary School at a cost of $100.00 per month. The storage trailers are necessary during the Cochran construction project.

12.5   Approve the filing of an application for participation in the National School Lunch and Breakfast Program, the Special Milk Program for split-session kindergarten and the After School Snack Program for the fiscal year ending June 30, 2001.

 

12.6*   Approve the agreement with Lycoming County Child Care Services, Inc. for student supervision assistance of the Morning Magic Breakfast Program for the 2000-01 school year at a maximum cost of $7,425.00 (5 hours per day at 180 days at $8.25 per hour). LCCS will not be paid on days when breakfast is not served.

 

12.7*   Authorize a five year lease/purchase agreement of a Pitney Bowes Model DL 355 copier to replace the copier in Student Services. The lease/purchase agreement is under the terms and conditions of State Contract pricing for the Commonwealth of Pennsylvania. The monthly lease will be $298.29 and includes service and supplies (except paper).

Mrs. Markle reported that she attended the PSBA Summer Conference. She collected a lot of information for our Public Relations Committee. She was surprised at the overall low attendance. The workshops were very good. Mrs. Markle brought extra information back to share with our principals.

President Stone announced executive sessions before and after the meeting to discuss terms and conditions of employment for one or more District employees and to receive confidential legal advice from an attorney.
