The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, August 15, 2000, beginning at 8:00 p.m. in the Board of Directors Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.
The Vice President, James E. Temple, called the meeting to order with the following members:

APPROVAL OF MINUTES: Motion made by Mrs. Markle, seconded by Mrs. Harris, to approve the Regular Meetings of May 16 (Mr. Zimmerman requested that the Dance Instructors name be corrected to Diane Gailit from Turning Pointe Dance) ; June 6 and 20 and July 18, 2000, that the reading of the minutes be omitted and the minutes be approved as presented.

SUPERINTENDENTS REPORT Jackie Thomas (Acting Superintendent)
A. Presentation of the proposed Williamsport Area High School Graduation Project by high school principal Steve Huddy, social studies department head Bill McQuown, English department head Bob McDonald, and mathematics teacher Kyle Hunter.
B. Superintendent Patricia A. Lowery has been appointed by the Pennsylvania School Study Council as their representative to the Pennsylvania Leadership Development Center Board of Sponsors, effective July 1, 2000. Dr. Lowery previously filled the unexpired term of another superintendent on that Board.
BOARD PRESIDENTS REPORT David B. Stone, Jr.
A. At the conclusion of tonights Board meeting, we will be re-airing a half-hour presentation entitled Back to School. The program, which will air from 9:30 to 10:00 p.m., will feature a discussion by district principals on getting students ready for coming back to school. If the Board meeting concludes prior to 9:30, please tune back in to hear this valuable information.
Committee Reports by Board Members.
Mr. Zimmerman reported that Shirley Canada and he attended the Drug and Alcohol Testing Committee meeting held this afternoon. A review of the records of the 99-00 school year indicated that only three students were tested last year. The committee felt this low number might be due to the Care Team and other existing methods of dealing with student welfare. The committee recommended that new staff be advised of the testing policy and that the entire staff be reminded that it is a good tool that is available for their use.

CURRICULUM REPORT
Motion made by Mrs. Markle, seconded by Mr. Vollman, to approve the following curriculum items with the exception of #8.6.
8.1* Approve WASD participation in a consortium application for a $306,200 U.S. Department of Education Arts in Education Competitive Grant for Media Literacy. The consortium will include Allentown School District, Pittsburgh School District, Scranton School District, and Williamsport Area School District, with WASD managing the grant. Lose Elementary School will participate in the media literacy project.
8.2* Approve six (6) half-day inservice workshops by Dr. Charles Starkey of Bloomsburg University to provide training in Differentiated Modeling (coaching teachers on how to provide instruction to a differentiated classroom) for Round Hill staff members Maureen Griffith, Agnes Steppe, Karen Kulp, Linda Hart, Laura Hess, and the new second grade teacher.
Approximate costs include workshop fees of $2,100 plus expenses (travel, meals, lodging) and a half-day substitute on each of the six days (September 11, September 25, October 9, October 30, November 13, December 14) and are budgeted in the General Fund Professional Development budget.
8.3* Approve six (6) Health teachers to participate in a training program with Project STAR on September 21, 2000. Project STAR is a comprehensive, community-based, multifaceted program for adolescent drug abuse prevention for middle school students. This is a follow-up to training provided last year. The project is sponsored by the Lycoming County Health Improvement Coalition, Inc. The only cost to the District is for substitutes for one day and is budgeted in the Safe and Drug Free Schools Grant. The teachers are Darleen Dunkleberger, Dolores Eiswerth, Richard Matthews, Jamie Nelson, Mark Nye, and Susan Stover. Budgeted in string #140-2120-0-00-063-11-121.
CURRICULUM REPORT CONTD:
8.4* Approve an inservice workshop for the Round Hills Elementary staff on February 20, 2001, by Ray Pastore of Bloomsburg University. He will provide training about the Internet Past, Present, and Future and use of the new Power Point software.
Approximate costs include workshop fees at $600, plus expenses (travel, meals, and lodging) and are budgeted in the Class Size Reduction Grant.
8.5* Approve special education teachers Susan McGeahan and Kevin Choate to schedule, coordinate IEP teams, and write secondary level IEPs before the opening of school. The teachers will work up to ten (10) days and be paid at the current substitute rate.
8.7 Approve old district textbooks identified for discard to be redistributed to Liberia via the Messiah Lutheran Church.
8.11 Approve paying Roosevelt librarian Diane Breon up to two days at the substitute rate to set up the Roosevelt library before August 24, 2000.

A. Patricia K. Lentz, 831 Faxon Parkway, Williamsport, previously hired as a temporary professional employee, effective August 24, 2000, as guidance counselor at Sheridan and Round Hills Elementary Schools, at a salary rate of Level 1, Step 1, masters, $38,842, to be adjusted to a salary rate of Level 1, Year 1, masters plus 9 credits, $39,155. Ms. Lentz holds a bachelor's degree from Bloomsburg University and a masters degree from Bucknell University and is certified in Elementary School Counselor and School Psychologist (replaces Mari Fauth, resigned).

A. Authorize payment to Jacqueline G. Thomas a bonus in the amount of $5,000 for services provided as Acting Superintendent during the 1999-2000 school year.

PROFESSIONAL DEVELOPMENT
Motion made by Mrs. Markle, seconded by Mrs. Pedersen, to approve released time for staff members to participate in professional development activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted.

STUDENT/COMMUNITY ACTIVITIES
11.1* Motion made by Mrs. Pedersen, seconded by Mrs. Markle, to approve the following student trips:
A. Retroactively approve additional costs for the 62 fourth grade students from Cochran Elementary School who traveled to Red Lobster and Rons Saltwater Heaven on Tuesday, April 18, 2000. The additional costs result from admission fees for both students and teachers. This field trip was originally approved on March 21, 2000. The additional $113 will be funded through Title I.

BIDS/CONTRACTS
Motion made by Mrs. Pedersen, seconded by Mrs. Markle, to approve the following bid/contract items:
12.1* Authorize the use of a purchasing card system through PNC Bank at no cost to the District. The District will pilot this program on a limited basis and will hopefully expand after evaluation.
12.2* Approve a lease agreement between the Williamsport Area School District and the County of Lycoming for space on the countys radio tower located at 1850 Jacks Hollow Road, Williamsport. A lease fee will not be assessed, however, the District will be responsible for all installation and maintenance.
12.3* Award a contract to PaveMaster of Jersey Shore, PA to pave an auxiliary parking lot at the Hepburn-Lycoming Elementary School at a cost of $6,184. PaveMaster was the lowest of three quotes.
12.4* Authorize the District to contract with the Central Intermediate Unit #10 to provide weekly transportation for Williamsport students to and from the Western Pennsylvania School for the Deaf.

It was the culminating event of Mr. Straitons Strolling Camp. Mr. Zimmerman commended Mr. Straiton, students, and staff. He indicated that Dr. Chapaitis did a great job again this year and it was nice to see Lisa Jacobs, a previous WAHS graduate, conducting the middle school orchestra.
Vice President Temple announced that executive session was held prior to tonights meeting to discuss terms and conditions of employment for one or more District employees and to receive confidential legal advice from an attorney.
Upon motion made by Mrs. Markle, seconded by Mrs. Pedersen, and carried the meeting adjourned at 9:11 p.m.
