The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, July 12, 2005, beginning at 6:00 p.m. in the Board of Directors’ Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

 

The President, David B. Stone, Jr., called the meeting to order with the following members:

APPROVAL OF MINUTES: Regular Meeting of June 21, 2005 and Special Meeting of

June 28, 2005

 

President Stone recognized Mr. Keith Reynolds who requested to speak to the Board concerning the school placement of his son for the upcoming school year. Dr. Lowery informed Mr. Reynolds that she would have Mrs. Thomas and Dr. MacFalls meet with him about his concerns.

 

BOARD PRESIDENT’S REPORT – Mr. David B. Stone, Jr.

 

Motion made by Mr. Zimmerman, seconded by Mrs. Williams, to approve the following board president items:

 

A.   Authorize the Cheerleading Booster Club to build an 8’ x 14’ concession stand at the

  WAHS Football Stadium. There will be no direct cost to the District for this project.

 

B.   Approve Lynn Shade, elementary teacher at Hepburn Lycoming, to the Williamsport Area   School District Education Foundation Board of Directors for a two-year term beginning on   July 1, 2005 and ending on June 30, 2007. Ms. Shade will be filling the unexpired term of   Barbara McNerney who has retired from the school district.

Committee Reports by Board Members

 

Mr. Zimmerman reported that the Athletic Advisory Committee met last Tuesday to review coaching positions for the upcoming year. There are still some vacancies but they are for non-Fall sports and there isn’t any urgency to fill them. The coaching recommendations are listed on item 9.3 H.

 

Mr. Zimmerman also reported that representatives of the Employment Steering Committee and other administrators interviewed several candidates today to fill six vacancies in special education.

 

Mr. Zimmerman and Mr. Stone reported that they attended a meeting to see a software demonstration by a company named Tetradata. This is a data-warehousing system. The software was interesting but we are not ready to recommend purchase. Other systems will be reviewed.

 

Motion made by Mrs. Markle, seconded by Mrs. Williams approve the balance of the agenda including the minutes and addendum.

 

Mr. Zimmerman announced that he was abstaining from item 9.3 H because of the Assistant Coach position for Boy’s Soccer.

8.8   Approve changes to the Semi-Annual Employee Evaluation Form for Induction and Instructional I Professional Employees. An earlier version of new evaluation form was implemented in 2004-05 based on Pennsylvania Department of Education requirements. Revisions are noted in a guide sheet attached to the revised form. Changes have been reviewed and approved for recommendation to the Board by the Differentiated Supervision Committee, Williamsport Education Association President, and all Curriculum Administrators including the Superintendent and Assistant Superintendent.

 

 

 

 

 

CURRICULUM REPORT CONT’D:

 

8.9   Approve the BLaST IU #17 special education agreement between the Williamsport Area   School District and BLaST in the amount of $553,848.28 for the 2005-06 school year.   This contract outlines the services and supports to be provided by the Intermediate Unit to   special education students in the Williamsport Area School District. These services will be   paid out of the annual IDEA grant at no cost to the District’s general fund.

 

8.10   Approve Stephen C. Huddy, Williamsport Area High School Head Principal, to submit an   application to the Pennsylvania Department of Education for a Project 720 Grant in the   maximum amount available to the Williamsport Area School District, tentatively set at   $100,000. The purpose of this funding is to create high school environments that are   student-centered, results-focused, data-informed, and personalized in a way that is   seamlessly supported by systems, resources, technology and shared leadership.

 

8.11   Approve Dana Schenck-Welshans as a tutor for a high school education student for 3-5   hours per week to be effective September 5, 2005 through the end of the 2005-06 school   year. Compensation rate will be $25.43 per hour and will be paid out of ACCESS funds.  String number 10-1200-131-891-30-850-000-004-0006.

 

8.12   Approve Michelle Dixon and Wendy Kelsey to provide four days of Early Literacy staff   development to elementary principals, new and current Kindergarten teacher and new   and current Grade 1 and Grade2 teachers on August 15, 16, 17 and 18 and to provide up to   four days to prepare for the training. The rate of compensation will be $90 per day plus  appropriate fringe benefits and is funded through 10-2271-131-101-10-000-000-018-0000.

 

8.13   Approve the following dates as Act 80 days for Curtin Middle School during the 2005-06 school year: September 16, 2005 and October 7, 2005.

Mr. Speight holds a bachelor’s and master’s degree from North Carolina State and a master’s degree (Masters in Education) from Penn State University and is certified in Mathematics (replacing Dianne Hartman, retired in 2004). Mr. Speight was a long-term substitute teacher in this position during the 2004-2005 school year.

 

 B.   Heather M. Vogt, 1027 Mulberry St., Williamsport, as a temporary professional employee, effective with the 2005-2006 school term (scheduled date is August 25, 2005), to teach special education (school location to be determined), at a salary rate of Step 2, bachelor’s, $38,900 (+ $200). Mrs. Vogt holds a bachelor’s degree from Bloomsburg University and is certified in Special Education N-12 and Elementary K-6 (replacing Dana Schenck-Welshans, transferring to Reading Specialist position with the 9th Grade Academy). Mrs. Vogt was a long-term substitute teacher with WASD during the 2004-2005 school year.

 

 C.   Jennifer L. Conklin, 11 Nancy Drive, Mill Hall, as a temporary professional employee, effective with the 2005-2006 school term (scheduled date is August 25, 2005), to teach special education at Stevens Elementary School, at a salary rate of Step 2, bachelor’s, $38,900 (+ $200). Ms. Conklin holds a bachelor’s degree from Lock Haven University and is certified in Special Education N-12 (replacing Kathy LaLota, resigned). Ms. Conklin was a long-term substitute teacher in this position during the 2004-2005 school year.

9.4*  POSITION CHANGES

 

 The following position changes:

 

 A.   Renay J. Wright, 5932 Warrensville Rd., Williamsport, from a substitute food service worker to a general food service worker (2 hours daily) at Curtin Middle School, with a base wage rate of $9.79 per hour, effective August 26, 2005 (replacing Tammy Summers, transferred).

 

 B.   Donna M. Engel, 11 Ridge St., Williamsport, from a part-time Administrative

    Support I in the Business/Tax Office at the District Service Center, to a part-time       Administrative Support I (245 day, up to 5 hours per day) at Lycoming Valley       Middle School, with a base wage rate of $10.44 per hour or contract rate, effective     July 18, 2005 (replacing Nancy Sargent, retired/position revised to part-time).

 

9.5  CONTRACTED SERVICES

 

 A.   Approve contract with Hartz Consulting Group, Inc., 420 Fort Duquesne Boulevard, One Gateway Center, Suite 1725, Pittsburgh, PA 15222-1438, to provide benefits consulting services to the Williamsport Area School District during the 2005-2006 school year, effective July 1, 2005, at an annual fee of $20,000 (payable in two installments, July 2005, and January 2006).

 

9.6  OTHER

 

 A.   (Mr. Dugan requested that this item reflect approval for ten days rather than five.) Authorize payment to Judith M. Gooderham, 41 Main St., Watsontown, Director of Food Services, for up to five (5) ten (10) additional days at her per diem rate to coordinate the Summer Food Service Program and prepare for opening of school for 2005-2006.

 

 B.   Approve an extension of Kathy M. Shirey's work schedule (Administrative Support,     part-time/Food Service) up to 10 additional days for the start of the 2005-2006      school year.

 

PROFESSIONAL DEVELOPMENT

 

10.1   RELEASED TIME/TRAINING PROGRAMS

 

Approve released time for staff members to participate in professional development activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted.

 

STUDENT/COMMUNITY ACTIVITIES - None

 

 

 

 

BIDS/CONTRACTS

 

12.1   Authorize La Memoire, the Williamsport Area High School yearbook, to enter into an

  agreement with Creative Images, 2 West Southern Avenue, South Williamsport, PA, for   senior and candid yearbook photography for La Memoire 2006. Proposals for senior   photography for the 2006 edition of the yearbook have been solicited and evaluated by the   Publications Business Manager, and Creative Images has been determined to offer the   broadest variety of packages over the widest price range for our seniors. La Memoire has   used the service of Creative Images for the past several years, and has found their  quality   and convenience for our seniors to be excellent, and their service to the school outstanding.   Seniors are invoiced directly by Creative Images for their photography packages. There is  no cost to the district.

 

12.2*   Authorize the purchase of musical equipment and supplies in accordance with our   specifications and the following recommended awards. All recommended awards are based  on the lowest bid price meeting specifications.

 

  A schedule of items to be awarded has been provided in lieu of a complete tabulation. Due   to the extensive number of items and participating vendors on this bid it is impractical to   provide a complete tabulation. A complete tabulation is available in the Business Office for  viewing by any interested parties.

 

  All bids were received by 1:30 p.m. and opened publicly in the District Service Center

  at 2:00 p.m. Tuesday, June 7, 2005.

12.5   Approve revised contracts with Williamsport Child Guidance to incorporate provisions   required in the Educational Assistance Program Grant. Both summer school and extended   day contracts are revised. All expenses are covered by EAP and Sheridan Project  Grant  Funds.

 

TAX ITEMS

 

13.1   Approve the attached tax summaries.

 

13.2   Authorize the Municipal and School Income Tax Office to obtain income information from the Pennsylvania Department of Revenue for the purpose of verifying income taxes reported to this local office.
