The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, April 19, 2005, beginning at 6:00 p.m. in the Board of Directors’ Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

 

Mr. Peterson opened the meeting and requested a motion on item #1.

 

Motion made by Mrs. Mahaffey, seconded by Mr. Zimmerman, to elect Pamela J. Markle as

President pro tempore for this meeting only due to the absences of both the Board President and

Board Vice President.

A.  Outstanding Students:

 

B.   Congratulations to Mr. J. Scott McNeill for being selected for the state of Pennsylvania’s   Alternative Educator of the Year award. This award is a highly competitive selection process.   We are honored that Mr. McNeill was selected as the recipient.

 

C.   Congratulations to the Williamsport Area School District for being named one of the Best 100   Communities for Music Education in America. Thank you to Richard Coulter, Department   Chair for Music and Gifted Education, and the music staff for providing the students of our  district with such a high quality music education.

 

 

BOARD PRESIDENT’S REPORT CONT’D:

 

D.   Act 72 – The Board of School Directors invites the citizens of WASD to provide input     about Act 72. There will be an opportunity to speak to the Board at each meeting until     the end of May at which time the Board is required to pass a resolution if they want to     opt in to Act 72. Public input is requested and will be appreciated.

F.  May 17th Meeting

 

  Mrs. Markle requested a motion to change the beginning time of the May 17, 2005 meeting

  from 6:00 p.m. to 8:00 p.m. since most of the board members will be at the election polls.

A.   Round Hills Bullying Prevention Program -- David Wright, Director of Student Services;   Brandon Pardoe – Round Hills Principal; and Billie Miller, Round Hills Counselor

 

B.   Motion made by Mr. Shultz, seconded by Mrs. Harris, to approve the following course   equivalencies pursuant to the district's Dual Enrollment program through Project 720 with   Lock Haven University. Approval is needed for these equivalencies because of the need to   issue credit for successful completion of college-level coursework at both Lock Haven   University and at the Williamsport Area High School, and the high school does not have   course titles or numbers that correspond to the Lock Haven offerings. The equivalent courses   are as close in content and scope to those of Lock Haven University as the high school   planned courses of instruction allow. The requested equivalencies are these:

E.   Authorize Dr. Patricia Lowery to serve as a member of the advisory committee formed under   the provisions of House Resolution 3 of 2005 to oversee development and implementation of   the Speaker of the House of Representatives’ Education Innovation Awards Program.   Lowery’s membership was requested by the Speaker of the House of Representatives John M.  Perzel.

 

F.   Sheridan Project - David Wright

 

  Mr. Wright reported on the progress of the Sheridan Project Grant and requested approval to   begin making expenditures prior to receiving the grant funds.

 

  Motion made by Mrs. Mahaffey, seconded by Mrs. Harris, to authorize expenditures for the

  Sheridan Project Grant with retro-active board approval.

Committee Reports by Board Members

 

Mr. Zimmerman reported that the PSBA county meeting would be held at the Jersey Shore School District on Thursday and that the Region 12 meeting would be held at BLaST on April 27th.

 

Mrs. Williams reminded the Board to attend the volunteer recognition dinner on May 3rd.

 

Mrs. Markle reported that she attended a school wellness meeting today. She stated that it was going to be challenging to try not to be the food police. She stated that establishing a wellness policy will also be challenging because wellness has tentacles reaching into so many areas besides food. The discussion was enthusiastic that improvements could be realized.

 

Motion made by Mr. Zimmerman, seconded by Mrs. Harris, to approve the balance of the agenda including the addendum.

 

The motion carried by a unanimous roll call with the exception of item 11.1D for which Mr. Huffman voted in opposition.

FINANCE REPORT

 

6.1   Approve the following financial reports:

BOARD POLICY

 

7.1   Approve the second reading and adoption of Policy #105.2, “Exemption from Instruction.” This is a revision to the current policy.

 

CURRICULUM REPORT

 

8.1   Approval of the 2005-06 contract with Bethesda Day Treatment Center, Inc., for their provision of educational services to Williamsport Area School District students assigned to the program. The per diem cost for these services may change slightly from the 2004-05 rate ($38.00/day), and will be supplied to the Board as an attachment to the contract no later than August 1, 2005.

 

8.2   Approve the 2005-06 Curtin Middle School student/parent handbook.

 

 

CURRICULUM REPORT CONT’D:

 

8.3   Approve the 2005-06 Round Hills Elementary School student/parent handbook.

 

8.4   Approve payment to Mr. Stanley Griggs for presenting one planetarium show to a public   group on March 30, 2005. In accordance with the existing planetarium usage policy, Mr.   Griggs is to be paid at the homebound rate of $25.25 per hour for three hours for each   show. The total payment for three hours shall be $75.75. Budgeted in account number 10-  3390-131-000-00-000-000-007-0000.

 

8.5   Hire Dr. Thomas Clouse, PaTTan Consultant from Lancaster-Lebanon IU 13, to administer   the EIPA (Educational Interpreter Performance Assessment) to district interpreters and   teachers of the deaf and hard of hearing on May 25 and 26, 2005. Interpreters include A.  Kay   Tyberg, Lisa Taylor, Megan Falvo, Susan Wood, and teacher Michele Zaludek. Test per   applicant is $250, but the district will receive a $100 refund from Lancaster-Lebanon IU 13.   Test will be paid out of ACCESS funds. Account number is 10-1200-339-891-00-000-000-  004-005.

  Approve the following position changes:

 A.   Revise effective date to April 25, 2005, for previously approved item for Terry L. Carpenter, 1443 Pine Run Rd., Linden, from a full-time Administrative Support I (185 day, 7 hours per day) to a full-time Administrative Support II (245 day, 7½ hours per day) in the Special Education Department at the DSC, with a base wage rate of $27,085, prorated ($14.74 per hour), effective April 18, 2005 (replacing Regena Mull, retired).

 

 B.   Revise effective date to April 21, 2005, for previously approved item Michael J. Shebest, 1899 Blair St., Williamsport, from Stock Clerk at the Warehouse Complex to a full-time Head Custodian-Class IV (250 day, 8 hours per day) at the high school, with a base wage rate of $31,280, prorated ($15.64 per hour), effective April 25, 2005 (replacing Joseph Harmon, retired).

 

 

 

9.5  OTHER

 

 A.   Authorize the Superintendent to sign a Memorandum of Understanding (MOU)       with the Williamsport Education Association (WEA) waiving the requirement to

    have 25 years service with the Public School Employees Retirement System (PSERS)

    to be eligible for health care coverage during retirement under the terms of the

    collective bargaining agreement (20 years service in the retirement system is still       required). Eligible WEA member must submit a written notice before June 1, 2005.

 

PROFESSIONAL DEVELOPMENT

 

10.1   RELEASED TIME/TRAINING PROGRAMS

 

Approve released time for staff members to participate in professional development activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted.      

 

STUDENT/COMMUNITY ACTIVITIES

 

11.1*   Approve the following student trips:

 

A.   Sixteen (16) members of Curtin Middle School’s Jazz Band, accompanied by their teacher, to travel to Brandon Park and Cochran Elementary School on a date during April 2005. Students eligible to participate must be in compliance with the school’s field trip disciplinary requirements. The students will walk to and from the park. Transportation will be required for the trip to Cochran (10-1100-519-000-20-550-121-023-0000).

 

B.   Seventy-two (72) third grade students from Cochran Elementary School, accompanied by their teachers, to travel to Lake Tobias (Halifax) during May 2005. Students eligible to participate must be in compliance with the school’s field trip disciplinary requirements. District transportation is requested. All costs will be paid by the Cochran School Association.

 

C.   Sixty-seven (67) fourth grade students from Cochran Elementary School, accompanied by their teacher and three other adult chaperones, to travel to Wegman’s during May 2005. Students will be divided into three groups and attend on three different dates. Students eligible to participate will not have received two or more detentions or one or more suspensions after April 5. Other students may be ineligible to attend at the discretion of the principal. The students will walk to and from Wegman’s. There will be no cost to the District.

 

 

 

 

 

 

 

11.1*   Approve the following student trips cont’d:

 

D.   Two (2) members of the Williamsport Area High School’s Family Career and Community Leaders of America, accompanied by their advisor, to travel to San Diego for nine days during July 2005 to represent Pennsylvania on the FCCLA National STAR Events Team. The students became eligible to participate on this team because they placed first in Pennsylvania in the state competition. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. Funding for the trip will be provided through string #10-5280-935-000-30-850-000-033-0000.

 

E.   Eighty-five (85) choir members from the Williamsport Area High School, accompanied by their teachers, to travel to Hershey Park on a Saturday during May 2005 as a reward for their excellent performances. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. District transportation is requested. The cost of the trip will be funded by the participating students (80-3210-513-000-00-000-813-084-0000).

 

F.   Seventy (70) fourth grade students from Cochran Elementary School, accompanied by their teachers, staff members, and parent volunteers, to travel to the Freedom Road Cemetery on a date yet to be determined in May 2005. Students eligible to participate will not have received two or more detentions or been assigned in-school or out-of-school suspension as of May 1, 2005. Other students may be excluded at the discretion of the principal. There will be no cost to the district. The students will walk to and from the cemetery.

 

G.   Seventy-two (72) second grade students from Hepburn-Lycoming Elementary School, accompanied by their teachers, an aide, and parent volunteers, to travel to the Community Arts Center and Hepburn-Lycoming Baseball Park during May 2005. Students eligible to participate will not have been suspended or assigned to Saturday School within 30 days prior to the field trip. District transportation is requested. All costs will be paid by the Hepburn-Lycoming PTO.

 

H.   Approximately 70 kindergarten students from Stevens Elementary School, accompanied by their teachers and parent volunteers, to travel to Clyde Peeling’s Reptiland during June 2005. Students eligible to participate will not have been suspended or assigned to Saturday School within 30 days prior to the trip. District transportation is requested. All costs will be paid by the Stevens PTA.

 

I.   Thirty-five (35) members of Roosevelt Middle School’s Chamber Choir, accompanied by two teachers and a parent volunteer, to travel to State College during May 2005 for an adjudication. Students eligible to participate must be in compliance with the school’s field trip disciplinary requirements. District transportation is requested and will be paid by the Roosevelt PTO. There are no participation fees. One substitute will be required for both teachers.

 

11.1*   Approve the following student trips cont’d:

 

J.   Sixty-three (63) first grade students from Stevens Elementary School, accompanied by their teachers and parent volunteers, to travel to Bald Eagle State Park during June 2005. Students eligible to participate will not have been assigned to Saturday School or have received a suspension within 30 days prior to the trip. District transportation is requested and will be paid by the Stevens PTA.

 

K.   Approximately 75 fourth grade students from Stevens Elementary School, accompanied by their teachers and parent volunteers, to travel to Harrisburg during May 2005 to visit the Capitol Building. Students eligible to participate will not have been assigned to Saturday School or have received a suspension within 30 days prior to the trip District transportation is requested. All costs will be paid by the Stevens PTA.

 

L.   Twenty (20) members of the Williamsport Area High School’s Jazz Band, accompanied by their teachers to travel to Pennsbury High School (Philadelphia area) during May 2005. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record ; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. Transportation will be provided by contract carrier. The trip will be student funded. One substitute will be required for the day. This trip will replace the previously approved trip to Philadelphia during April which was cancelled.

 

M.   Nine (9) students from Jackson Elementary School, accompanied by their principal and PTO members, to travel to Hoss’s during April 2005 as a reward for being winners in the PTO fundraiser. Students will be transported by limousine. All costs will be paid by the Jackson PTO.

 

N.   Ten (10) members of the Williamsport Area High School’s dance company, accompanied by their teacher, to travel to Curtin, Lycoming Valley, and Roosevelt Middle School’s in May 2005 to do a presentation to determine students interested in participating in the dance company. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. District transportation is required (10-1100-519-000-30-850-140-025-0000).

 

O.   Forty-six (46) kindergarten students from Sheridan Elementary School, accompanied by their teachers and parent volunteers, to travel to Lost Brook Farm (Elimsport) during May 2005. Students must be in compliance with the school’s field trip disciplinary requirements in order to participate. District transportation is requested and will be paid by the Sheridan PTO.

P.   Approximately 100 fourth grade students from Jackson Elementary School, accom-panied by their teachers, to travel to Wegman’s on two dates during May 2005. The students will be divided into two groups and attend on the two dates. Students eligible to participate will not have been suspended within 30 school days prior to the trip.

  District transportation is requested. All costs will be paid by the Jackson PTO.

 

Q.   Approximately 100 fourth grade students from Jackson Elementary School, accompanied by their teachers, to travel to Penn’s Cave during June 2005. Students eligible to participate will not have been suspended within 30 school days prior to the trip. District transportation is requested. All costs will be paid by the Jackson PTO.

 

R.   Seventy (70) fourth grade students from Cochran Elementary, accompanied by their teachers, to travel to the Pioneer Tunnel Coal Mine (Ashland) during June 2005. Students eligible to participate will not have been assigned an in-school suspension or out-of-school suspension or two morning detentions within one month prior to the trip.

  District transportation is requested. All costs will be paid by the Cochran School Association.

 

S.   Seventy-five (75) third grade students from Hepburn-Lycoming Elementary School, accompanied by their teachers and three parent volunteers, to travel to Camp Susque during May 2005. Students eligible to participate will not have been suspended or assigned to Saturday School within 30 days prior to the trip. District transportation is requested. All costs will be paid by the Hepburn PTO.

 

T.   Forty-eight (48) kindergarten students from Cochran Elementary School, accompanied by their teachers and other adult chaperones, to travel to Jarrett’s Dairy Farm (Elimsport) and Indian Park (Montoursville) during June 2005. Students must be in compliance with the school’s field trip disciplinary requirements in order to participate. District transportation is requested. All costs will be paid by the Cochran School Association.

 

U.   Approximately 105 fifth grade students from Cochran Elementary School, accompanied by their teachers, to travel to the Lycoming County Courthouse on two dates during April 2005. Students eligible to participate will not have received two or more detentions and/or one in-school or out-of-school suspension between April 8 and the date of the trip. There will be no cost to the District. The students will walk to and from the Courthouse.

 

V.   Eighty-eight (88) second grade students from Jackson Elementary School, accompanied by their teachers and other adult chaperones, to travel to the Lycoming County Landfill and the Hiawatha during June 2005. Students eligible to participate will not have been suspended within 30 school days prior to the trip. District transportation is requested. All costs will be paid by the Jackson PTO.

 

 

 

 

11.1*   Approve the following student trips cont’d:

 

W.   Approximately 75 fifth grade students from Stevens Elementary School, accompanied by their teachers and parent volunteers, to travel to Washington, DC, during June 2005. Students eligible to participate will not have been suspended or assigned to Saturday School within 30 days prior to the trip. Transportation will be provided by contract carrier. All costs will be paid by the Stevens PTA.

 

X.   Forty-four (44) first grade students from Sheridan Elementary School, accompanied by their teachers and up to four parents, to travel to T & D’s Cats of the World (Penns Creek) and Mifflinburg Area Park during June 2005. Students eligible to participate will not have received a detention, suspension, or more than two pink slips between May 1 and June 1. District transportation is requested. All costs will be paid by the Sheridan PTO.

 

Y.   Forty-eight (48) kindergarten students from Cochran Elementary School, accompanied by their teachers and aides, to travel to Jarrett’s Dairy Farm (Elimsport) and Indian Park during May 2005. District transportation is requested. All costs will be paid by the Cochran School Association.

 

Z.   Forty-five (45) kindergarten students from Round Hills Elementary School, accompanied by their teachers, a student teacher, two aides, and at least four parent volunteers, to travel to the Lewis Veterinary Clinic, Waltz’s Dairy Farm (Linden), and Memorial Park during April 2005. District transportation is requested. All costs will be paid by the Round Hills PTO.

 

AA.   Sixty (60) students from the Williamsport Area High School, accompanied by six adult chaperones, to travel to Lycoming College during May 2005 to participate in the Lycoming County Job Fair. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. District transportation is requested (10-1390-519-000-30-850-280-033-0000). Three substitutes will be required for one-half day.

 

BB.   Fifty (50) music students from Roosevelt Middle School, accompanied by their teachers and parent volunteers, to travel to the Genetti Hotel and the Community Arts Center during May 2005. Students must be in compliance with their school’s field trip disciplinary requirements in order to participate. District transportation is requested and will be billed to the Williamsport Symphony.

 

CC.   Nineteen (19) learning support students from Roosevelt Middle School, accompanied by their teachers and other adult chaperones, to travel to the Lycoming County Historical Museum and the Little League Museum during April 2005. Students eligible to participate must be in compliance with the school’s field trip disciplinary requirements in order to participate.   District transportation is requested. All costs will be paid by the Roosevelt PTO.

 

 

 

11.2   Approve the filing of an application for participation in the Summer Food Service Program.

 

Reimbursement is based on the actual cost or maximum reimbursement per meal whichever is less. Additional reimbursement is provided to offset administrative costs.

 

The Summer Food Service Program meal preparation is proposed for Jackson Elementary.

 

Breakfast will be distributed to the WASD Education Assistance Program Grant at Cochran and Jackson Elementary Schools as well as Curtin and Roosevelt Middle Schools.

 

Lunch will be distributed to WASD Extended Day Summer School Program at Cochran and Jackson Elementary Schools as well as Curtin and Roosevelt Middle Schools.

 

  Breakfast and snack will be distributed to The Center

12.1*   Approve an agreement with the City of Williamsport, governing the terms and conditions of   the use of Bowman Field for Junior Varsity and Varsity baseball games on April 30, 2005.

 

12.2*   Approve an agreement with the Pennsylvania College of Technology authorizing  the college   to assist with the hanging of the Hiawatha Murals at the Curtin Middle School. There will be  no charge to the District.

 

12.3*   Authorize the purchase of custodial supplies to replenish inventoried stock in accordance with   our specifications and the following recommended awards. All recommended awards are  based on the lowest bid price meeting specifications.

 

  A schedule of items to be awarded has been provided in lieu of a complete tabulation. Due   to the extensive number of items and participating vendors on this bid it is impractical to   provide a complete tabulation. A complete tabulation is available in the Business Office f  or  viewing by any interested parties.

ITEMS FROM BOARD MEMBERS

 

Mr. Zimmerman reported on a session he attended at the NSBA conference entitled “Putting the

Classroom in the Neighborhood.” He stated that it was very interesting and informative.

 

Mr. Zimmerman spoke about the resignation of Melissa Becker. He wished her well and stated that he appreciated the inspiration she had on students, especially young women. He stated that she is extremely talented.
