The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, September 19, 2000, beginning at 8:00 p.m. in the Board of Directors’ Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

 

The President, David B. Stone, Jr., called the meeting to order with the following members:

Mrs. Markle reported that the Public Relations Committee met on September 18, 2000 and had a long discussion on ways to promote our District. They are working on ideas for our television time following Board Meetings.

CURRICULUM REPORT

 

Motion made by Mr. Zimmerman, seconded by Mrs. Pedersen, to approve the following curriculum items:

 

8.1*   Authorize appropriate expenditures for the 2000-2001 ELECT (Education Leading to Employment and Career Training) Program in the approved amount of $66,640. The Williamsport Area School District has received approval for the application submitted to the Bureau of Community and Student Services in the Pennsylvania Department of Education. The plan includes a contract with the Susquehanna Health System’s Family Center for Reproductive Health to assist pregnant and parenting teens to stay in school until graduation. All participants must be receiving Temporary Aid to Needy Families (TANF) welfare benefits and/or food stamps. Services to be provided include: intensive case management, attendance and retention activities, summer programming, transition services, health care/nutrition/parenting information, individual and group counseling, and vocational and career planning. Optional activities include alternative education, GED programming, and retrieval services.

 

8.2   Approve the Williamsport Area School District Professional Education Plan for July 1, 2000, through June 30, 2002. The plan was developed and approved (8/29/00) by the Professional Development Council Executive Committee and approved (9/6/00) by the Curriculum and Instruction Council. This Professional Education Plan is written in a new format required by the State and emphasizes all School Improvement Plans and departmental curriculum improvement plans as the guiding forces for professional development. The Professional Education Plan will be submitted to the Pennsylvania Department of Education following Board approval.

 

8.3*   Approve Mrs. Margie Plotts of Anchor Counseling to present a half-day inservice on September 29, 2000, to the middle school mathematics teachers on Motivating Middle Schoolers. The approximate cost of $250 is budgeted in Title 2 string #141-2270-0-00-071-11-329.

 

8.4*   Approve Deb Parsons (Parsons Hot Glass Studio in Cogan Station) to present a full-day workshop on September 29, 2000, to K-12 art teachers on Glass in the Art Curriculum Using Existing Materials and Equipment. Approximate cost of $200 is budgeted in string #101-2270-0-00-330-17-323.

 

8.5*   The Pennsylvania Department of Education has approved the Williamsport Area School District’s 2000-01 Consolidated Application for Title I, II, and VI in the total amount of $2,425,377.

8.   CURRICULUM REPORT CONT’D:

 

8.6*   Approve David Williams from “Calculator Workshops” to provide a mathematics workshop on using calculators in the elementary classroom to the Stevens Elementary and Round Hills Elementary staffs on Wednesday, November 22, 2000. The approximate cost of the workshop is $750, plus expenses, and is being funded through Title II.

 

8.7*   Approve up to 16 staff members to attend Microsoft Excel Training at Penn College on September 28, 2000, including at least the following:

9.2  LEAVES OF ABSENCE

 

Approve the following leaves of absence:

 A.   Jennifer W. Laubscher, special education teacher at Lycoming Valley Middle School, for the purpose of maternity leave, effective October 16, 2000, through the end of the 2000-2001 school year.

 

Mrs. Laubscher is presently on sick leave and on October 16, 2000, will make use of leave available under the Family Medical Leave Act, which entitles the employee to health insurance for a maximum of 12 weeks, but is without pay or any other benefits, until January 8, 2001, at which time she will be on unpaid maternity leave until the end of the school term.

 

 

 

9.2  LEAVES OF ABSENCE

 

 B.   Shelley L. Litz, Title I Reading Specialist at Lose Elementary School, unpaid medical leave, effective October 20, 2000, through November 2, 2000.

 

Mrs. Litz is presently on sick leave and is waiving the use of Family Medical Leave at this time.

The program will require three teaching positions; teachers will be paid $21.89 plus appropriate benefits for up to four hours per week (up to one hour of teaching per day plus one hour of preparation time per week). Student transportation will be provided where appropriate. All funds are budgeted under Title I Extended Day Programs.

 

 

 

9.5   AUTHORIZATION TO POST/ADVERTISE NEW POSITIONS CONT’D:

Student transportation will be provided where appropriate. All funds are budgeted under Title I Extended Day Programs.

 

 D.   Title I Extended Day Homework Club at Curtin Middle School, from October 5, 2000, through May 31, 2001. The program will be held four days per week for 30 minutes per day of homework support. The program will require five teaching positions for 30 minutes per day and one position for 45 minutes per day; teachers will be paid $21.89 plus appropriate benefits. All funds are budgeted under Title I Extended Day Programs.

 

9.6*  CONTRACTED SERVICES

 

 A.   David J. Ward, 430 E. Fifth Ave., S. Williamsport, to provide contracted services to the District’s Instructional Technology programs at the rate of $285.00 per day, not to exceed five (5) days for the 2000-2001 school year (unless approved by the Board of Directors), effective July 1, 2000, through June 30, 2001. (Contract for Mr. Ward’s services will be prepared and executed; 101-2620-3-26-350-31 431).

PROFESSIONAL DEVELOPMENT

 

    1. RELEASED TIME/TRAINING PROGRAMS

Motion made by Mrs. Williams, seconded by Mrs. Markle, to approve released time for staff members to participate in professional development activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted.

STUDENT/COMMUNITY ACTIVITIES

 

Motion made by Mr. Vollman, seconded by Mrs. Harris, to approve the following student/

community activities:

 

11.1*   Approve the following student trips:

 

  1. Approximately 100 Williamsport Area High School students, accompanied by teacher and parent volunteers, to travel to Elk Mountain Ski Area during February 2001. The ski trip is an extracurricular activity. There will be no cost to the District. All costs, including transportation, will be funded by the participants.
  1. Approximately 100 Williamsport Area High School students, accompanied by teacher and parent volunteers, to travel to Jack Frost Ski Area during January 2001. The ski trip is an extracurricular activity. There will be no cost to the District. All costs, including transportation, will be funded by the participants
  1. Fifty (50) students from Sheridan Elementary School, accompanied by their teachers, to travel to Bloomsburg during October 2000 to attend the Bloomsburg Young Person’s Concert. The trip is an opportunity to enrich children’s lives through music and is also a reward for positive behavior in the PEP Program. District transportation is requested. All costs will be paid by the Sheridan PTO.
  1. One (1) multi-handicapped, in-home student, accompanied by her teacher, LPN, and mother, to travel to the Bloomsburg Fair during September 2000. They will be visiting the petting zoo at the fair as part of the student’s IEP. Everyone will be transported by the student’s mother. No cost is anticipated for this activity.
  1. Seventy (70) Williamsport Area High School band students, accompanied by their director, to travel to the Pennsylvania College of Technology during November 2000 to participate in the “Flags Across America” celebration. The largest free-standing flag in the Commonwealth will be raised at this celebration. District transportation is requested (101-1100-3-26-160-23-519).
  1. Ninety (90) first grade students from Lose Elementary School, accompanied by their teachers and parent volunteers, to travel to Styer’s Pumpkin Patch (Muncy) and Indian Park (Montoursville) during October 2000. District transportation is requested. All costs will be paid by the Lose PTO.
  1. Four (4) autistic students from Cochran/Woodward Elementary School, accompanied by their teacher and aides, to travel to Styer’s Pumpkin Patch during October 2000.

One of the aides will be transporting everyone in her personal van. All costs will be paid by the Cochran/Woodward PTO.

 

 

 

 

 

11.1*   Approve the following student trips cont’d:

 

  1. Seven (7) Williamsport Area High School yearbook students, accompanied by their advisor, to travel to Susquehanna University during September 2000 to attend a yearbook workshop. The students will have the opportunity to work with Herff-Jones artists to design their yearbook cover. They will also learn about design, layout, copy, etc. The students will be transported by their advisor and assistant. Costs will be paid from string #878-3216-3-26-180-84-810. One (1) substitute will be required for one day.
  1. A maximum of 15 Williamsport Area High School electronics students, accompanied by their teacher, to travel the Penn State during September 2000. The students will learn about careers in fabrication of electronics and integrated circuits.

  The students will be transported by a bus chartered by the Pennsylvania College of Technology, who is sponsoring the event. One substitute will be required for the day. There will be no additional cost to the District.

 

J.   Approximately 8 students from Williamsport Area High School, Life Skills Support, accompanied by their teacher and aide, to travel to Wegmans Grocery Store during September through November 2000 (5 trips). The purpose of these trips are so that students can learn shopping, budgeting, and appropriate social skills. Students will be transported by the Athletic School Van. There will be no additional costs.

 

11.2   Approve the following request for facility use:

 

 A.   YMCA Child Care (Latchkey) to use a room at Lose and Round Hills on various inservice days/school holidays from 6:30 a.m. until 6:00 p.m. to provide child care for students. YMCA is requesting relief of the occupancy fees estimated at $725.00. The YMCA is aware that they must pay any custodial fees associated with this use. Certificate of Insurance on file.

 

B.   Susquehanna Council of Boy Scouts of America to use the multi-purpose room, cafeteria and/or foyer at all of the district’s elementary schools (with the exception of Cochran) on Thursday, September 21, 2000, from 6:30 p.m. until 8:30 p.m. to hold school night for scouting. The Boy Scouts are requesting relief of the occupancy fee of $175.00. Certificate of Insurance on file. Susquehanna Council of Boy Scouts of America would also like to request that whenever a school building is used for regular meetings throughout the year those fees also be waived.

 

  1. Williamsport Pop Warner Cheerleaders to use the gymnasium at Stevens Elementary School on September 13, 14, 20 & 27; October 4, 5, 11, 18 & 25 and November 1, 2000 from 6:00 p.m. until 7:30 p.m. to hold practices for an upcoming cheerleading competition. Williamsport Pop Warner is requesting relief of the occupancy fee estimated at $250.00. Certificate of Insurance on file.

 

 

 

 

11.2   Consider approving the following request for facility use cont’d:

 

 D.   Williamsport Pop Warner Cheerleaders to use the gymnasium at Jackson Elementary School on Tuesdays and Thursdays beginning September 19 through November 3, 2000 from 5:15 p.m. until 7:45 p.m. and on Wednesdays September 20 and 27, 2000 from 5:30 to 6:30 p.m. to hold practices for an upcoming cheerleading competition. Williamsport Pop Warner is requesting relief of the occupancy fee estimated at $400.00. Certificate of Insurance on file.

 

 E.   Williamsport Pop Warner Cheerleaders to use the gymnasium at Roosevelt Middle School on Tuesdays, Wednesdays and Thursdays during inclement weather beginning September 11 through October 5, 2000 from 6:00 p.m. until 8:00 p.m. to hold practices for an upcoming cheerleading competition. Williamsport Pop Warner is requesting relief of the occupancy fee, estimated fee can not be given since usage is based upon weather conditions. Certificate of Insurance on file.

 

 F.   Williamsport Symphony Orchestra to use the Board Room at the District Service Center on Thursday, September 28, 2000 from 4:30 p.m. until 6:30 p.m. to hold a Board of Trustees meeting. Williamsport Symphony Orchestra is requesting relief of the occupancy fee estimated at $40.00. Certificate of Insurance on file.

 

 G.   Kiwanis Club of Williamsport to use the break room at the District Service Center, the second Tuesday of each month, beginning September 2000 through June 2001, from 5:00 p.m. until 7:15 p.m. to hold Board of Directors meeting. Kiwanis Club of Williamsport is requesting relief of the occupancy fee estimated at $150.00. Certificate of Insurance on file.

BIDS/CONTRACTS

 

Motion made by Mrs. Pedersen, seconded by Mr. Zimmerman, to approve the following bids/contracts items:

 

12.1*   Approve the agreement by and between the Williamsport Area School District and the Old Lycoming Township Fire Company and Susquehanna Health System for ambulance service at the 2000-2001 District home football games.

 

12.2*   Approve the following contract for the period of 7/1/99 through 06/30/2000:

 

    Berks County Intermediate Unit – IEP Plus Service and Support - $5,000.00.

 

12.3*   Authorize the annual agreement with Mega Software, Inc. for tax office software maintenance and support for the period of 10/1/00 through 9/30/01 at a cost of $5,988.00.

 

 

 

BIDS/CONTRACTS CONT’D:

 

12.4   Authorize an agreement with PG Energy for Interruptible Gas Service at the Williamsport Area High School as per the bid conducted by the Central Susquehanna Intermediate Unit.

ITEMS FROM BOARD MEMBERS

 

Mr. Zimmerman reviewed the District’s sports schedule and asked everyone to support our student athletes.

 

Mrs. Harris reported that the counties’ middle school girls’ softball teams competed in a tournament this past weekend. Lycoming Valley and Roosevelt played each other in the final game with Roosevelt winning the championship.

 

Mrs. Pedersen reported that the fourth and fifth grade girls are playing basketball this year and will be playing games in the high school gym on Saturdays beginning in October.

Mr. Dugan reviewed a report on exit interviews.

 

Mr. Peterson reminded everyone that our transportation department will be competing in the Susquehanna 500 this weekend and for everyone to support the team.

 

President Stone announce that there was an executive session before the meeting and that there will be another following the meeting to discuss terms and conditions of employment for one or more District employees and to receive confidential legal advice from an attorney.
