Those teachers are Michelle Bennett, Nancy Hiscock, Wendy Kelsey, Michelle Dixon, Ami McChesney, Lori Beiter, Lynn Shade, Pam Nolan, Terrie Campana, Angela Meyer, Julie Welliver, Linda Wheeland, Jill Robbins, Michelle McClain, Agnes Steppe, Mary Doersam, Kathy Piaskowski, Carol Fischer, Mary Lou Hartsock. They will be paid at the substitute rate of $90/day. Funding is budgeted in account number 10-2260-131-000-00-050-000-007-0000.

 

8.8   Consider approving changes to the Semi-Annual Employee Evaluation Form for Induction and Instructional I Professional Employees. An earlier version of new evaluation form was implemented in 2004-05 based on Pennsylvania Department of Education requirements. Revisions are noted in a guide sheet attached to the revised form. Changes have been reviewed and approved for recommendation to the Board by the Differentiated Supervision Committee, Williamsport Education Association President, and all Curriculum Administrators including the Superintendent and Assistant Superintendent.

 

8.9   Consider approving the BLaST IU #17 special education agreement between the Williamsport   Area School District and BLaST in the amount of $553,848.28 for the 2005-06 school year.   This contract outlines the services and supports to be provided by the Intermediate Unit to   special education students in the Williamsport Area School District. These services will be   paid out of the annual IDEA grant at no cost to the District’s general fund.

 

8.10   Consider approving Stephen C. Huddy, Williamsport Area High School Head Principal, to   submit an application to the Pennsylvania Department of Education for a Project 720 Grant in   the maximum amount available to the Williamsport Area School District, tentatively set at   $100,000. The purpose of this funding is to create high school environments that are student-   centered, results-focused, data-informed, and personalized in a way that is seamlessly   supported by systems, resources, technology and shared leadership.

 

 

8.   CURRICULUM REPORT CONT’D:

 

8.11   Consider approving Dana Schenck-Welshans as a tutor for a high school education student

  for 3-5 hours per week to be effective September 5, 2005 through the end of the 2005-06  school   year. Compensation rate will be $25.43 per hour and will be paid out of ACCESS  funds.  String number 10-1200-131-891-30-850-000-004-0006.

 

8.12   Consider approving Michelle Dixon and Wendy Kelsey to provide four days of Early Literacy

  staff development to elementary principals, new and current Kindergarten teacher and new   and current Grade 1 and Grade2 teachers on August 15, 16, 17 and 18 and to provide up to   four days to prepare for the training. The rate of compensation will be $90 per day plus  appropriate fringe benefits and is funded through 10-2271-131-101-10-000-000-018-0000.

  Consider the election of the following staff, for the purpose and on the date indicated:  

 

 A.   Eric M. Speight, 806 Ashworth Lane, Boalsburg, as a temporary professional employee, effective with the 2005-2006 school term (scheduled date is August 25, 2005), to teach Mathematics at the Alternative Education School, at a salary rate of Step 2, Master’s + 27, $42,800. Mr. Speight holds a bachelor’s and master’s degree from North Carolina State and a master’s degree (Masters in Education) from Penn State University and is certified in Mathematics (replacing Dianne Hartman, retired in 2004). Mr. Speight was a long-term substitute teacher in this position during the 2004-2005 school year.

 

 

 

 

 

 

9.3*   ELECTION OF STAFF CONT’D:

 

 B.   Heather M. Vogt, 1027 Mulberry St., Williamsport, as a temporary professional employee, effective with the 2005-2006 school term (scheduled date is August 25, 2005), to teach special education (school location to be determined), at a salary rate of Step 2, bachelor’s, $38,900 (+ $200). Mrs. Vogt holds a bachelor’s degree from Bloomsburg University and is certified in Special Education N-12 and Elementary K-6 (replacing Dana Schenck-Welshans, transferring to Reading Specialist position with the 9th Grade Academy). Mrs. Vogt was a long-term substitute teacher with WASD during the 2004-2005 school year.

 

 C.   Jennifer L. Conklin, 11 Nancy Drive, Mill Hall, as a temporary professional employee, effective with the 2005-2006 school term (scheduled date is August 25, 2005), to teach special education at Stevens Elementary School, at a salary rate of Step 2, bachelor’s, $38,900 (+ $200). Ms. Conklin holds a bachelor’s degree from Lock Haven University and is certified in Special Education N-12 (replacing Kathy LaLota, resigned). Ms. Conklin was a long-term substitute teacher in this position during the 2004-2005 school year.

 

 D.   The following people to work in the various adult education programs for the 2005-2006 school year at the salary rate of $25.43 per hour or contract rate, for the actual number of hours worked. 9.5  CONTRACTED SERVICES

 

 A.   Approve contract with Hartz Consulting Group, Inc., 420 Fort Duquesne Boulevard, One Gateway Center, Suite 1725, Pittsburgh, PA 15222-1438, to provide benefits consulting services to the Williamsport Area School District during the 2005-2006 school year, effective July 1, 2005, at an annual fee of $20,000 (payable in two installments, July 2005, and January 2006).

 

9.6  OTHER

 

 A.   Authorize payment to Judith M. Gooderham, 41 Main St., Watsontown, Director of Food Services, for up to five (5) additional days at her per diem rate to coordinate the Summer Food Service Program and prepare for opening of school for 2005-2006.

10.1   RELEASED TIME/TRAINING PROGRAMS

 

Consider approving released time for staff members to participate in professional develop-

ment activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted. (See attachment)

12.1   Consider authorizing La Memoire, the Williamsport Area High School yearbook, to enter   into an agreement with Creative Images, 2 West Southern Avenue, South Williamsport, PA,   for senior and candid yearbook photography for La Memoire 2006. Proposals for  senior   photography for the 2006 edition of the yearbook have been solicited and evaluated by the   Publications Business Manager, and Creative Images has been determined to offer the   broadest variety of packages over the widest price range for our seniors. La Memoire has   used the service of Creative Images for the past several years, and has found their  quality and   convenience for our seniors to be excellent, and their service to the school  outstanding.   Seniors are invoiced directly by Creative Images for their photography packages. There is  no cost to the district.

 

12.2*   Consider authorizing the purchase of musical equipment and supplies in accordance with our   specifications and the following recommended awards. All recommended awards are based  on the lowest bid price meeting specifications.

 

  A schedule of items to be awarded has been provided in lieu of a complete tabulation. Due to   the extensive number of items and participating vendors on this bid it is impractical to provide   a complete tabulation. A complete tabulation is available in the Business Office for viewing  by any interested parties.

Board Policy #902, “Public Participation in Board Meetings”:

 

A.   There will be two public comment sections: one during the first two hours of

the meeting at a time to be determined by the presiding officer; and the other at the end of the meeting. This gives the presiding officer some flexibility to fit the first public comment section into the agenda at a convenient time.

 

B.   Persons submitting a formal request to speak during the first public comments section should be present promptly at the beginning of the meeting in the event that they are invited to speak prior to commencement of the scheduled business that is outlined in the agenda. Persons who have submitted a written request will be given an opportunity to make a presentation about an issue that is on the agenda when the issue is scheduled for discussion or about an issue that is not on the agenda during the first two hours of the Board meeting, at a time to be determined by the presiding officer.

C.   Each public comment section will be limited to a maximum of 20 minutes. Each speaker will be limited to a maximum of five minutes.
