The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, September 5, 2000, beginning at 8:00 p.m. in the Board of Directors Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

Two bids were received and Charles Construction was the low bid.

8.2* Authorize Lose Elementary School to sponsor a series of four parent training programs, Mother Goose Asks Why, to 20 parents. The program, conducted by a trainer from the Lycoming County Literacy Project, Inc., will be held October 3, 10, 17, and 24, 2000. The cost per family unit is $62, which includes the training, nine childrens books, a science kit, a tote bag, and all materials. All costs are funded through Title I.
CURRICULUM REPORT CONTD:
8.3* Authorize the Lycoming County Literacy Council to provide parent training, "Mother Goose Asks Why," to 10 families from Sheridan and 15 families from Woodward. The parent training is a series of four workshops that show parents how to share picture books with their children and how to use childrens literature to explore the world of
science. The training will be held at Sheridan on October 4, 11, 18, 25, 2000. The cost is $62.50 per family, which covers cost of the materials (childrens books, science supplies, tote bag). All costs are funded through Sheridan Title I Parent Training ($625) and Woodward RTS ($937.50).
8.4 DELETE THIS ITEM IS LISTED AS 9.3P Consider approving the entire District teaching staff, substitute teachers, teacher aides, and BLaST teachers assigned to our buildings for service in the intramural program at the rate of $11.47 per hour for the actual number of hours worked.
8.5 Approve a modification in the Williamsport Area School Districts school health services program to accept reports of private physical and dental examinations completed one year prior to a students entry into the grade where the exam is required. This modification conforms to generally accepted medical and dental practices, and will provide the school district, students, parents/guardians, and practitioners flexibility in assuring minimum school health requirements are met.
8.6* Authorize payment to the following two music teachers for two (2) days each of summer curriculum work on the High School Music Classroom and Choral Curriculum. The work was completed on 8/17 & 8/22/00 on non-school time at a rate of $75 per teacher per day.

8.7* Authorize Dr. Gay Ivey, University of Maryland, to provide staff development for the Middle School Language Arts and Title I staff on September 29, 2000; October 11, 12, and 13, 2000; and February 19, 2001, at the rate of $750 per day, plus travel and lodging expenses.
The approximate total cost is $4,940 and is budgeted under Title II. If substitutes are needed, they will be funded out of Title II.
8.8* Authorize Diane Duffin and Emily Cayuso to provide Literacy Centers staff development to Round Hills and Stevens Elementary Schools on October 27, 2000, and Lose Elementary on October 28, 2000, at the rate of $800 per presenter per day, plus travel and lodging expenses. The approximate total cost of $5,000 is budgeted under Round Hills Class Size Reduction ($1,400), Stevens Assistant Superintendents budget ($1,000), Title I ($400), and Lose Title I ($2,200).

8.10* Approve teachers Michelle Boyles and Elaine Eck to supervise an open computer lab for community Internet access at Lose Elementary School on Thursdays from 3:30 - 6:30 p.m. on September 14, October 12, 26; November 9, 30 and December 7. The approximate cost of $21.89 per hour per teacher will be paid by a Link-to-Learn Grant (flyer enclosed).
8.11* Authorize Donald S. Weiskopf, technology teacher at the Williamsport Area High School, to perform computer repairs at the high school on vocational computer hardware on an as-needed basis after school hours. All such repairs will require administrative approval. Mr. Weiskopf will be paid at the rate of $21.89 per hour for the actual number of hours worked, not to exceed 10 hours per month (101-1360-3-26-050-33-431).
8.12 Authorize Jackson Elementary School to continue its program with Sycamore Manor for the 2000-01 school year. JUST ART (Jackson Understanding Seniors Together) is a program that brings senior citizens and young students together in a creative learning environment at Jackson School. (Last year eight seniors came to Jackson School to participate in a second grade art class one time a month. Together the second graders and the seniors worked to create art works and learn about various cultures. In addition, beautiful friendships were formed between the adults and the students.) There will be no expense to the District.
8.13* Authorize expenditures for vocational education under the Williamsport Area School District Perkins Local Plan in the amount of $148,038. This amount represents the 2000-01 Perkins allocation for the School District. The Williamsport Area School District has received approval from the application submitted to the Pennsylvania Department of Education. The Williamsport Area School District is authorized under the Carl D. Perkins Vocational and Applied Technology Education Act of 1998. These funds must be utilized as outlined in the local plan according to Pennsylvania Department of Education regulations.
8.14* Authorize appropriate expenditures for the 2000-01 Teen Parenting Program in the allocated amount of $15,000. The Williamsport Area School District has received approval for the application submitted to the Center for Schools and Communities in the Pennsylvania Department of Education. The plan includes a contract with the Susquehanna Health Systems Family Center for Reproductive Health to assist pregnant and parenting teens to stay in school until graduation through individual and group supportive services, health care and nutritional education, parenting and child development information, vocational and career planning, and coordination of community services.
CURRICULUM REPORT CONTD:
8.15 Authorize the administration of certain tests and the collection of information for the 2000-01 School Year.
This Board action gives representational consent in accordance with Board Policy #4750.
The attached testing chart indicates the information which is to be gathered or the tests to be administered, the grade level or subject area of the students affected, an indication of when the information or test is likely to be gathered/administered, and the purpose for which the information will be used.
Representational consent by the Board enables the District to gather approved data as needed.
8.16* Authorize Maria Weaver, Elissa Conner, Lisa Yingling Tracey Graff and Jennifer Troutman to attend Core Assignment Training relating to the new performance standards on August 23, 24; November 28; March 16; May 24 and 25 at East Lycoming School District.
The approximate cost of $1000/each is budgeted in string number 101-2270-0-00-330-17-323
8.17 Approve the attached 2000 Marching Millionaires Competitive Band Fall Performance Schedule.
8.18* Authorize payment of $300 to Shippensburg University for continuation of the WASD Reading Recovery Training Site. Funds are budgeted under Title I.
8.19 Approve district support of Marguerite Anderson-Royal to serve a 2-year term (from January 2000 through January 2002) as President of the Black Child Development Williamsport Affiliate. Her obligations for each year will require her attendance at affiliates Training Seminars (in March) and annual Conferences (in October). Total cost to the district would be for an undetermined number of substitute days each year, four of which would be approved as professional development days (PDC) and any additional days with administrative approval. This will be Ms. Anderson-Royals second term as president of the Black Child Development Williamsport Affiliate .
8.20 Approve district support of Thomas A. Kelchner to serve a 6-year term as President-elect (2-years), President (2-years), and Past-President of the Pennsylvania Art Education Association. His obligations for each year will require his attendance at the PAEA Conference (in October). He would begin serving as President elect in October 2000. and the NAEA Conferences (in the spring). Total cost to the district would be for substitutes and expenses budgeted in the administrative conference account.
8.21* Authorize the following six (6) music teachers to be paid $75 each for one day of summer curriculum work on the Middle School Music Classroom and Choral Curriculum: Peg Bross, Phil Stattel, Pat Huffman, Doug Gordon, Lori Nelson. The work was completed on non-school time. The costs are budgeted in string #101-2260-0-00-105-07 130.

8.24* Authorize Marcia McCann, 1/2-time Title I Reading Specialist, to attend the staff development for Woodward Elementary School and appropriate district-wide staff development. Mrs. McCann will be paid at her contract rate plus appropriate benefits (social security, retirement, workers comp) for the afternoon of those days, not to exceed 15 half days. Funds are budgeted under Title I.
8.25* Authorize Coordinator of the Alternative School William Rathjen to provide Non-Violent Crisis Intervention training for new teacher induction on August 21 and 22, 2000 at a rate of $75 for a day of training and $75 for preparation. Funds are budgeted in string #101-2260-0-00-105-07 130.
8.26* Approve the following change to the district calendar:

BIDS/CONTRACTS
Motion made by Mrs. Markle, seconded by Mr. Vollman, to approve the following bids/contracts items:
12.1* Authorize the Williamsport Area School District to purchase educational services from The Meadows, Philhaven, and Bethesda at the 2000-01 homebound rate for actual hours of service.
12.2* Authorize the Williamsport Area School District to utilize YMCA facilities for the 2000-01 school year by the Alternative School students at the rate of $3.00 per student per week. Budgeted in the Alternative School Grant for Disruptive Students (string #101-1442-3-38-040-09-819).
12.3* Continue the agreement with Bethesda Day Treatment Center through June 30, 2001, to provide education services to District students placed at that facility by the Court of Common Pleas.
12.4* Approve the continuation of the agreement for the Primary Grades Initiative counselor provided by Tressler Lutheran Services for the 2000-01 school year. The PGI counselor provides forty (40) hours of mental health services per week to elementary age children. Funding is provided to Tressler Lutheran Services by the Lycoming-Clinton Mental Health/Mental Retardation Joinder Program.
12.5* Approve a Letter of Agreement and a Qualified Service Organization Agreement with Valley Prevention Services to provide consultation to Student Assistance Core teams and drug and alcohol assessment services to individuals referred by the WASD Student Assistance Core Teams starting September 2000 through June 2001.
12.6* Approve an agreement with YMCA Child Care Services for child care during Title I Parent Training Workshops during the 2000-01 school year. Services are provided at a rate of $9.00 per hour for site supervisors and $6.00 per hour for teaching assistants. All costs will be paid by Title I.
12.7* Approve a revision to Item # 12.6 from the July 18, 2000 board meeting approving a revised hourly rate and total cost to the agreement with Lycoming County Child Care Services, Inc. for student supervision assistance of the Morning Magic Breakfast Program for the 2000-01 school year at a maximum cost of $7,650.00 (5 hours per day at 180 days at $8.50 per hour). LCCS will not be paid on days when breakfast is not served.
12.8* Authorize the purchase of Texas Instrument Calculators in accordance with the specifications and recommended awards. All recommended awards are based on the lowest bid price meeting specifications.
A schedule of items to be awarded by vendor has been provided in lieu of a complete tabulation. Due to the extensive number of items and participating vendors for this bid it is impractical to provide a complete tabulation. A complete tabulation is available in the Business Office for reviewing by any interested parties.
12.8* Authorize the purchase of Texas Instrument Calculators contd:

12.9* Award a contract to the following company for coal deliveries in accordance with their bid submitted. This bid was received at 1:30 p.m. and opened publicly in the District Service Center at 2:00 p.m., Tuesday, August 22, 2000. Eight requests for bids were mailed to various coal companies, only one bid was received.
RECOMMENDED AWARD:
Pickelner Coal Company, Williamsport, PA to furnish and deliver rice/buckwheat coal for the period of July 1, 2000 through June 30, 2001 in accordance with our specifications and their bid of $85.75 per ton.

ITEMS FROM BOARD MEMBERS
Mr. Zimmerman reported that 200 student athletes are participating in Fall Sports at the Williamsport Area High School. He reviewed several of the schedules and asked the community members to come to the events and support our student athletes.
Dr. Lowery reminded everyone that research indicates that extra curricular activities give students a sense of belonging and combats many of the negative issues challenging our students. She echoed Mr. Zimmermans request for support for our students.
Mrs. Harris reviewed some of the middle school sport schedules and also reported that all of the sport schedules are contained on the following web site address www.highschoolsports.com.
Mrs. Markle reported on the band schedule and asked the administration to continue efforts to have the agenda and sports schedules on the Districts home page.
Mr. Stone commended the Sun-Gazette for the first day of school article on Mrs. VanAllen.
Mr. Zimmerman commended the students and staff at Roosevelt for their help and tolerance during the completion of the construction project.
He also commended the students and staff at Curtin for their efforts and tolerance of the gymnasium floor project and the successful integration of the Cochran fifth graders.
Mr. Vollman reported that he attended the Woodward Township/Cochran Elementary PTO meeting. He stated that there was a great interaction and cooperation between the parents of the Woodward and Cochran students.
