The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, October 17, 2000, beginning at 8:00 p.m. in the Board of Directors’ Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

F.   The Pennsylvania Alliance for Arts Education, an affiliate of the John F. Kennedy

Center for the Performing Arts, has announced the School Board of the Williamsport Area School District as the Pennsylvania nominee for the Kennedy Center/National School Boards Association annual award for support of the arts to be announced in December. The nomination will be recognized at the PSSBA annual meeting on October 18 in Hershey, Pennsylvania.

 

 

BOARD PRESIDENT’S REPORT CONT’D – Mr. David B. Stone, Jr.

 

G.   Thank you to Dr. J. Thomas Mitchell for coordinating the efforts to donate more than 100 science textbooks to the children of Liberia through Messiah Lutheran Church in South Williamsport. They will be distributed “to students who for too long were forced to carry rifles rather than books (Pastor Robert Driesen).”

 

H.   The Board expresses their appreciation to Mr. and Mrs. George Tompkins, WASD residents, for their generous donation to the high school. Mr. and Mrs. Tompkins have donated a circa 1930-40 scrapbook containing WAHS sports, music, and other events.

 

I.   President Stone recognized Roger May, President of the Williamsport Education Association (WEA), who reported that the WEA strongly supports the Woodward Township Community remaining in the Williamsport Area School District and supports the School Board in its efforts to accomplish this.

 

Committee Reports by Board Members

 

Mr. Zimmerman reported that the gifted advisory committee met on October 11. The discussion focused on advanced placement tests and the Governor’s School.

 

Mrs. Williams reported that the public relations committee met yesterday. The committee decided that public relations building representatives should make good news items available to the media. The committee also discussed the upcoming Vocational Building dedication and volunteered to help with it in any way they could.

7.1   Approve revisions to Policy #406, “Substitute Teachers,” at the second reading.

 

7.2   Approve Policy #219, 320, 418, 519, “Acceptable Use of Computer Communications Technology” at the second reading. This replaces Policy #111 of the same title, which was adopted March 4, 1997.

CURRICULUM REPORT - Motion made by Mrs. Markle, seconded by Mrs. Williams, to approve the following curriculum items:

 

8.1*   Approve participation by the District’s four secondary schools in the Central Pennsylvania Scholastic Writing Awards program. Students in grades 7-12 participate annually in this program. The approximate cost of $190 is budgeted in string #101-1100-0-00-080-19-813.

 

8.2*   Accept a Read to Succeed Grant in the amount of $124,023 for the 2000-01 school year. The money is targeted toward early literacy initiatives in language arts at grade levels K-3 in Jackson, Sheridan, Cochran (Woodward), and Lose Elementary Schools. The money is divided as follows:

CURRICULUM REPORT CONT’D:

 

8.4*   Approve Joseph Keppell to provide a presentation to students on October 31, 2000, at the Woodward Township Elementary School entitled “Turn Off the TV and Read.” The approximate cost of the workshop is $350 and is being funded through the Read to Succeed Grant.

 

8.5*   Approve Ron Hunsicker, owner of Ron’s Saltwater Heaven (Loyalsock), to assist Dr. Mitchell in installing the donated marine reef tank at the Williamsport Area High School. Mr. Hunsicker is presently in possession of all the live specimens which shall accompany the aquarium and agreed to transport and transfer the animals into the marine environment once the water quality is stabilized. Additional Mr. Hunsicker is regarded as an expert in this area and has agreed to instruct the science teachers in maintaining the tank. It is expected that this may take one or two afternoons in October 2000. Total cost not to exceed $300.00 (funding available in string #101-1100-3-26-185-27-431).

A.   Carol A. Bower, general food service worker at the high school, leave of absence without pay for medical reasons, effective October 2, 2000, through November 1, 2000.

 

B.   Thomas B. Bishop, printing and dark room technician/aide at the high school, for an unpaid leave, effective September 22, 2000, through September 29, 2000.

 

Mr. Bishop's leave of absence is taken under the Family Medical Leave Act, which entitles the employee to health insurance for a maximum of 12 weeks, but is without pay or any other benefits.

B.  WITHDRAWN BY ADMINISTRATION Ronda L. Edwards, 1670 Fox Hollow Rd., Williamsport, as a part-time (up to 180 days, prorated; up to 4½ hours per day) Parent Involvement Coordinator at Lose Elementary School, at the base wage rate of $8.63 per hour, with applicable benefits per the Agreement between the Board and the Williamsport Area Support Personnel (funded through Title I). Mrs. Edward will work on October 11, 13, 18, 20, 25, and 27, and November 1 and 3 and then begin her regular part-time schedule effective November 6, 2000 (replacing Barbara Jandrisavitz, resigned).

 

C.   Kimberly A. Felix, 25 Roseville Rd., Williamsport, as a part-time (up to 185 days, prorated; up to 3½ hours per day) instructional support aide – technology aide for the Title I program at Jackson Elementary School, effective October 18, 2000, with a base wage rate of $8.63 per hour, with applicable benefits per the Agreement between the Board and the Williamsport Area Support Personnel (new position funded through Title I; position to be determined annually).

STUDENT/COMMUNITY ACTIVITIES

 

Motion made by Mrs. Markle, seconded by Mrs. Pedersen, to approve the following student/

community activities:  

 

11.1*   Approve the following student trips:

 

A.   Twenty-six (26) second grade students from Stevens Elementary School, accompanied by their teacher and aide and parent volunteers, to travel to Roseview Manor during October 2000. The students will have an opportunity to interact with the residents. There will be no cost to the District. The students will walk to and from Roseview.

 

B.   Two (2) Williamsport Area High School vocational students, accompanied by two teachers, to travel to Harrisburg for three days in February 2001. The students will be participating in the Vocational-Technical Education Week celebration. There will be no cost to the District except for substitutes. One substitute would be required for two days. All other costs are funded by the Pennsylvania Department of Education.

 

C.   Three (3) eighth grade students each from Lycoming Valley and Roosevelt Middle Schools, and 4 students from Curtin Middle School, accompanied by their principals, to travel to Penn College in November 2000 to participate in the Williamsport/ Lycoming County Committee Flag Raising Ceremony. There will be no cost to the District. The principals will transport the students.

the Key Club and one student from SGA to travel to Penn College in November 2000 to participate in the Williamsport/ Lycoming County Committee Flag Raising Ceremony. These students will travel on the bus with the Marching Millionaires.

 

E.   An as yet undetermined number of students from Lycoming Valley Middle School, accompanied by their club advisor and other adult chaperones, to travel to Ski Sawmill on dates in January and February. There will be no cost to the District. All costs, including transportation, will be paid by the Ski Club members.

 

 

 

11.1*   Approve the following student trips cont’d:

 

F.   Approximately 9 Williamsport Area High School students, all Student Voice participants, to travel to Harrisburg during November 2000. The students will have the opportunity to learn about broadcast journalism. Depending on the final number of students participating, the students will either be transported in their advisor’s van or the school van. Cost to the district will be for substitute only.

 

11.2   Approve the following request for facility use:

 

A.   Williamsport Pop Warner Cheerleaders to use the gymnasium at Roosevelt Middle School on October 12, 13, 16 and 19, 2000, from 6:00 p.m. until 8:00 p.m. to hold practices for an upcoming regional cheerleading competition. Williamsport Pop Warner is requesting relief of the occupancy fee, estimated at $160.00. Certificate of Insurance on file.

 

B.   Lycoming County Chapter of Pennsylvania State Retirees to use the Board Room on Monday, November 13, 2000, from 6:15 p.m. until 9:15 p.m. to hold a pre-retirement seminar. LCCPSR is requesting relief of the occupancy fee of $40.00. Certificate of Insurance waived.

 

11.3*   Authorize Johnny Gonsalves of South Williamsport to provide music for an after-school social to be held at Lycoming Valley Middle School from 3:30 p.m. until 5:00 p.m. on Friday, November 10, 2000. Mr. Gonsalves’ fee of $200 will come from the student activity account (808-3215-2-22-175-84-340).

 

  The motion carried by a unanimous roll call.

 

BIDS/CONTRACTS

 

12.1*   Motion made by Mrs. Markle, seconded by Mrs. Williams, to authorize the purchase of a modular unit from Northwestern Lehigh School District at a purchase cost of $4,000.00. The estimated transportation cost of $1,300.00 and estimated set up costs of $7,200.00 (which includes foundation, skirting, steps, partitions, windows, etc.). The modular unit is to be placed at the warehouse facility and will be utilized by the transportation department.

 

  The motion carried by a unanimous roll call.

ITEMS FROM BOARD MEMBERS

 

Mr. Zimmerman, while sporting a Halloween Soccer Mask, reviewed the upcoming athletic events and requested public support for our student athletes.

 

Mr. Temple reported that the Powder Puff Derby was a great success.

 

Mrs. Williams reminded everyone that the Curtin spaghetti dinner is slated for November 1st.

 

Mr. Vollman requested support of the Celebrity Basketball Game scheduled for November 18th.

 

Mrs. Harris reminded everyone to wear cherry and white to the football game Friday night.

President Stone announced that executive session was held prior to tonight’ ;s meeting and another one is to immediately follow this meeting to discuss terms and conditions of employment for one or more District employees and to receive confidential legal advice from an attorney.
