The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, December 7, 2004, following the reorganizational meeting.
The President, David B. Stone, Jr., called the meeting to order at 6:18 p.m. with the following members:

President Stone reviewed the calendar year accomplishments of the Board and District and many of the goals of the coming year.
President Stone recognized Mr. Allen Page. Mr. Page thanked the Board for starting the middle school soccer program and reported t hat they had a successful year with approximately 100 students participating. Soccer players Arie Walker and Daniel Bresticker presented a check from the WAHS Soccer Booster Club in the amount of $6,498.66 to Dr. Lowery and Mr. Peterson. The Soccer Boosters had agreed to fund the Middle School Program and this check represented the first year cost.
BOARD PRESIDENTS REPORT Mr. David B. Stone, Jr.
A. Congratulations to Kathy Temple and Tracy Tillett, Williamsport Area High School professional staff members, for their efforts in preparing the Parents as Partners column for the education section of the Williamsport Sun-Gazette. The Board of Education and administration appreciate their efforts and expertise in representing the Williamsport Area School District to the community in an outstanding fashion.
B. Congratulations to the Williamsport Area School District music department for being chosen as a finalist in the GRAMMY Signature Schools Program. One hundred schools have been notified that they are finalists for the program. Of those, forty will be named GRAMMY Signature Schools, six will become Gold Recipients, and one will be named the National GRAMMY Signature School. All GRAMMY Signature Schools will receive monetary grants ranging from $1,000 to $10,000.
C. Congratulations to Thomas Kelchner, Department Chair for Art, for being nominated for the DisneyHand Teacher Awards, which honors creativity in teaching. If Mr. Kelchners application is selected for Honoree status, he will be the recipient of a $10,000 honorarium, and the district will receive an award in the amount of $5,000. Mr. Kelchner would also have the opportunity to attend a six-day institute focused on innovative practices and engaging students in learning.

C. Mr. Huddy was in attendance and indicated that he was proud to announce that Marilouise
Mazzante was also nominated for this award.
D. Congratulations to Christine McDermott who will be the featured student artist in the December StArt exhibition. This WAHS student's work will be on display in the StArt gallery in the lobby of the Genetti Hotel. An artist's reception will be held Friday December 3 from 7-9 PM. All are welcome to join in the festivities!

CURRICULUM REPORT
8.1 A pprove the "Getting Results" School Improvement Plan for Roosevelt Middle School.
8.2 Approve the "Getting Results" School Improvement Plan for Williamsport Area High School.
8.3 Approve Blended Schools curricula and curriculum materials for teaching on-line courses in WASD.
8.4 Approve Bruce Van Patter (author and illustrator) to present a writing ideas and illustrating program to parents and students at Stevens Elementary School on January 11, 2005 (snow date January 19, 2005). The approximate cost of $250 is budgeted in the Stevens Elementary Schools Title I budget (Parent Allocation).
CURRICULUM REPORT CONTD:
8.5 Establish a Technical Theater Club at Williamsport Area High School under the advisorship of Dave Barrows, auditorium manager and AV aide. The Clubs members will be trained to set up and operate sound, lighting and video equipment, to use a wide range of video production and post-production equipment, and to provide technical assistance for theater and musical productions at WAHS. They may open and prepare a facility for events, set up microphones, audio mixers, and handle cuing for programs. These students may handle the lighting and sound mixing for programs ranging from single microphone class meetings or assemblies to all-district events using many lighting instruments and cues for scores of scene and lighting changes. Typically these activities will center around the high school auditorium or the Blackbox Theatre; however, these students could be involved with special events throughout the district.
8.6 Approve Dana Schenk to serve as a one-to-one tutor in reading for a special education student to begin immediately and to continue until the conclusion of the 04-05 school year. Salary will be paid at the curriculum rate out of ACCESS and the string number is 10-1200-121-891-30-850-000-004-0005.
8.7 Approve Marguerite Anderson Royal at the curriculum rate to provide educational services to a middle school special education student for 5-10 hours per week. This action is taken due to the special education students violation of the schools weapon policy and districts obligation to continue to provide student with an appropriate education. ACCESS funds and the string number is 10-1200-121-891-30-850-000-004-0005.
8.8 Approve payment to Mr. Stanley Griggs, science teacher at the Williamsport Area High School, for presenting two (2) planetarium shows to public groups. One show was offered November 16, 2004 with 53 people in attendance and the second was offered November 18 with 44 people in attendance. In accordance with the existing planetarium usage policy, Mr. Griggs is to be paid at the homebound rate of $25.25 per hour for three (3) hours for each show. The total payment for six (6) hours shall be $151.15. (String #10-3390-131-000-00-000-000-007-0000)
8.9 Approve the attached schedule for the WAHS Indoor Guard. The 2004-2005 WAHS Indoor Guard has a membership of 12-15 students and is directed by WASD music teachers Maureen Richards and Robert Hickey. The WAHS Indoor Guard is an extension of the fall Marching Millionaire Band program. No district transportation is required. The program is funded primarily by the WAHS Band Association. District funds are used to cover some weekend custodial fees and two substitutes when the ensemble travels to Wildwood, NJ April 28-31, 2005.

Approve the following leaves of absence:
A. Kyle D. Hunter, full-time mathematics teacher at the high school, for a sabbatical leave effective January 10, 2005, through May 3, 2005, for the purpose of study.
Mr. Hunter has been a teacher in the District since September 3, 1985, and has taken previous sabbaticals during the first semester of the 1996-97 school year and the second semester of the 1995-96 school year.
B. Maureen C. Latranyi, elementary (4th grade) teacher at Round Hills Elementary School, extension of an unpaid medical leave, effective January 24, 2005, through the end of the second semester of the 2004-2005 school term (tentative ending date of June 10, 2005).
C. Tina M. Rhinehart, elementary (5th grade) teacher at Hepburn-Lycoming Elementary School, extension of an unpaid medical leave, effective December 16, 2004, through January 21, 2005.
D. Marguerite Wolfgang, full-time health room technician at Cochran Elementary School, extension of an unpaid medical leave, effective November 24, 2004, until January 31, 2005.
E. Heather L. Plocinski, full-time elementary (4th Grade) teacher at Hepburn-Lycoming Elementary School, for an unpaid medical leave, effective December 21, 2004, through March 14, 2005 (possibly to return on February 7, 2005).
Mrs. Plocinski is currently utilizing sick and/or personal days and will begin her unpaid leave of absence on December 21, 2004, which will be taken under the Family Medical Leave Act, which entitles the employee to health insurance for a maximum of 12 weeks, but is without pay or any other benefits.
F. WITHDRAWN BY ADMINISTRATION Terry L. Walker, full-time instructional support aide at Roosevelt Middle School, for an unpaid medical leave, effective December 10, 2004, through December 31, 2004. Ms. Walker is not eligible for leave under the Family Medical Leave Act at this time.
G. Rhonda J. Lewis, general food service worker at the high school, unpaid leave for personal reasons, effective December 9-10, 2004.
H. Debra A. Shellman, full-time Health Room Technician at Lycoming Valley Middle School, unpaid leave for personal reasons, effective February 17-18, 2005.

Ms. Burns holds a bachelors degree from Lock Haven University and is certified in Special Education (replacing Billie Jean Nogle, resigned; status of this position will be reviewed for the 2005-2006 school year).
B. Margaret P. Redka, 820 Louisa St., Williamsport, as a full-time (185 days, 7 hours per day) Instructional Support Aide-LPN/Health Room Technician with initial assignment at Hepburn-Lycoming Elementary School (this position will also serve as a floater Health Room Technician), with a base wage rate of $15,721, prorated ($12.14 per hour), effective December 14, 2004, plus applicable benefits as provided under the collective bargaining agreement between WASD and WASP (new position approved by the Board).
C. Fern Jones, 335 Mulberry St., Montoursville, as a full-time (185 days, 7 hours per day) Instructional Support Aide/LPN, with a base wage rate of $15,203, prorated ($11.74 per hour), effective December 8, 2004, plus applicable benefits as provided under the collective bargaining agreement between WASD and WASP (funded through ACCESS). Ms. Jones will provide services for a Williamsport student who attends I.U. classes at Lyter Elementary School, Montoursville (new position required by IEP).
D. Betsy S. Nagle (WAHS student), 2514 Linn St., Williamsport, as a participant in the Work-Based Learning (Cooperative Education) Program at Stevens Elementary School, at the rate of $5.15 per hour (plus appropriate benefits: Social Security, Workers Comp.) for up to eight (8) hours per week, effective December 8, 2004, through the remainder of the 2004-2005 school term (tentatively scheduled through June 10, 2005). RELEASED TIME/TRAINING PROGRAMS
Approve released time for staff members to participate in professional
development activities in accordance with the Professional Development Plan of
the Williamsport Area School District and consider approving training programs.
All expenditures proposed are within local, state and federal budget
categories approved as noted.
STUDENT/COMMUNITY ACTIVITIES
11.1*
Approve the following student trips:
A.
Approximately 50 students from Curtin Middle School, accompanied by their
teachers, to travel to the Community Arts Center during the evening on a date
during December 2004. Students eligible to participate must be in compliance
with the schools field trip disciplinary requirements. District
transportation is requested and will be billed to the symphony. The symphony
will be provide concert tickets.
B.
Fifty (50) third grade students from Round Hills Elementary School, accompanied
by their teachers and parent volunteers, to travel to Pennsylvania State
University during March 2005 to attend the theater departments production
of The Island of Anyplace. They will also have the opportunity to
visit the Palmer Art Gallery and The Creamery. District transportation is
requested. All costs will be paid by the Round Hills PTO.
C.
Twenty-five (25) members of the Roosevelt Middle Schools Select String
Ensemble, accompanied by their teacher, to travel to several area nursing homes
in the district to perform for the residents. Students eligible to
participate must be in compliance with the schools field trip
disciplinary requirements. District transportation is requested
(10-1100-519-000-20-650-121-023-0000).
D.
Approximately 50 members of the drama club from the Williamsport Area High
School, accompanied by their teacher and chaperones provided by the tour
company, to travel to New York City for three days during April 2005. Students
eligible to participate will not have been suspended from school more than
five days; will have no bus disciplinary record; will be passing all major
courses; and are not, in the judgment of their house principal, experiencing
attendance difficulties. Transportation will be provided by the tour company.
Students will pay for the trip themselves, with some funding provided by
fundraising. A substitute will be required for one day.
E.
Approximately 75 orchestra students from the Williamsport Area High School,
accompanied by their teacher and parent chaperones, to travel to Pittsburgh for
three days during May 2005. The students will have opportunity to visit Heinz
Hall, the Pittsburgh Symphony, and the zoo/aquarium. Transportation will be
provided by contract carrier. Fundraisers will cover all expenses (WAHS
Orchestra Association funds). Two substitutes will be required for one day.

Thirty-one (31) members of the Sheridan Elementary Schools fifth grade
chorus, accompanied by their teacher, to travel to the First Church on Almond
Street (adjacent to the Sheridan playground) to perform at the AARP luncheon.

field trip disciplinary requirements. The students will walk to and from the
church. There will be no cost to the District.
G.
Twenty (20) life skills support students from Round Hills Elementary School,
accompanied by two teachers and four aides, to travel to the Great Escape
Theater and Pizza Hut as part of their curriculum. Students eligible to
participate will not have been suspended from school or assigned to Saturday
School for disciplinary reasons within 30 school days prior to the trip. The
students will be transported by City Bus. All costs will be paid by the Round
Hills PTO.
H.
Forty-seven (47) fifth grade chorus students from Stevens Elementary School,
accompanied by their teacher and an aide, to travel to Roseview Center during
December 2004 to perform. Students must be in compliance with the school
s field trip disciplinary requirements in order to participate. There will be
no cost to the District. The students will walk to and from the performance.

BIDS/CONTRACTS

Authorize the execution of a 401(a) Exclusive Benefit Plan contract with AIG
Valic. The Board originally approved an IRS 457 Plan, however, AIG Valic has
informed us that a 401(a) Exclusive Benefit Plan will be more appropriate.
12.2*
Authorize an agreement with Suscom to televise the fifteenth annual Holiday
Celebration Concert at a cost of $700.00. The concert will be televised live
beginning at 3:00 PM on Sunday, December 19, 2004. The concert will be held in
the Williamsport Area High School Auditorium. Suscom will replay the concert
on Tuesday, December 21st at 7:30 PM, Wednesday, December 22nd
at 3:00 PM and Thursday, December 23rd
at 6:30 PM. There will be no additional charge for the replays. A special
