The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, October 3, 2000, beginning at 8:00 p.m. in the Board of Directors’ Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

 

The Vice President, James E. Temple, called the meeting to order with the following members:

A.   Information Update regarding the Dedication Ceremony for WAHS Career and Technical Education Project: Mr. Huddy and Mr. Piwowar.

 

B.   Summer School Reports are included in Board members’ packets.

 

C.   Presentation by Mrs. Thomas regarding the WASD Plan for Implementation of the National Performance Based Standards.

 

D.   The District had a successful in-service on September 29, 2000. The emphasis was on integrating the standards into our curriculum.

 

E.   Our school safety teams also met at the high school on September 29th . This was a collaborative effort with volunteer staff members and community emergency personnel.

  Mr. Fausnaught coordinated the activities and the District appreciates his leadership in this important endeavor.

 

BOARD PRESIDENT’S REPORT – Mr. David B. Stone, Jr.

 

A.   Congratulations to Susan Andresen and the entire Student Voice at WRAK for receiving a Keystone rating in the Pennsylvania School Press Association’s annual evaluation service for 1999-2000 school year.

 

B.   Congratulations to Larry Bassett and the entire staff of Cherry and White for receiving a Keystone rating in the Pennsylvania School Press Association’s annual evaluation service for 1999-2000 school year. In addition, Cherry and White recently received a First Place Award from the American Scholastic Press Association.

C.   Congratulations to Emily Baldys, Lorriane Krall, and Emma Somers, representing Williamsport Area School District as National Merit Semi-Finalists. We are honored by their achievement and wish them continued success in the finalist standing.

 

D.   Congratulations to Amanda Belles, Shawn Fahl, and Robert Judson, representing Williamsport Area School District as National Merit Commended Students. We are honored by their achievement.

 

E.   The Board expresses their appreciation to Gary Brown, WAHS Assistant Football Coach, for his generous donation to the high school. Mr. Brown has donated a large marine reef tank that will be used in the science area as an instructional tool with the students.

 

F.   Congratulations to Wayne Fausnaught for his work in being awarded a grant for $77,686.00 under the Department of Education’s Safe Schools Initiative.

 

G.   Vice President Temple announced an executive session prior to this evenings meeting to receive confidential legal advice from an attorney.

 

H.   Vice President Temple read the following statement concerning the Woodward Township succession issue:

 

  The date scheduled for a hearing on the issue of financial allocations is approaching. Unfortunately, someone has chosen to provide information about the negotiations to some members of the press, and we have been asked to respond to an issue about title to the Woodward Township Elementary School in the event of a transfer. Because we do not wish to conduct negotiations through the press, we decline to respond publicly.

 

  However, we think all residents of the District, and especially those in Woodward Township, are entitled to know where the Board stands with respect to the issue of the transfer generally. In short, we are opposed to it, and intend to vigorously advocate against the transfer. We have committed resources, and will continue to do so, toward convincing the appropriate decision makers that the transfer is not in the best interest of the students of our District. We are confident that, in the end, the transfer will not occur.

 

  To the residents of Woodward Township, please know that we value you, and your children, and that we take this position because we want to have the privilege of continuing to provide their education.

7.1   Approve revisions to Policy #406, “Substitute Teachers,” at the first reading.

 

7.2   Approve Policies #219, #320, #418, #519, “Acceptable Use of Computer Communication Technology” at the first reading. This replaces the Policy #111, “Acceptable Use of Computer Communication Technology”, which was adopted March 4, 1997.

CURRICULUM REPORT

 

Motion made by Mrs. Markle, seconded by Mrs. Harris, to approve the following curriculum items:

 

8.1*   Approve the art department’s participation in The Central Pennsylvania/The Patriot News Scholastic Art Competition for 2001. All three middle schools and the high school participate in this program. Entry fees are budgeted in 101-3219-0-00-045-15 813.

 

8.2*   Approve Virginia Hillyer, Reading Recovery Teacher Leader from Conewago Valley School District, to provide staff development on guided reading to the primary grade staff of the Woodward Elementary School on October 27, 2000.

 

The cost will be $700 plus expenses. Funding is provided by the Read to Succeed Grant.

 

8.3*   Approve the School Renaissance Institute to provide a Diagnosis and Intervention Workshop to the intermediate grade staff of the Woodward Elementary School on October 27, 2000.

 

The cost of the workshop is $3,400 plus estimated expenses of $875. Funding is provided by the Read to Succeed Grant.

 

8.4*   Approve the School Renaissance Institute to provide the Reading Renaissance I Plus Workshop to the Jackson Elementary Staff on October 27, 2000.

CURRICULUM REPORT CONT’D:

 

8.5*   Authorize the Williamsport City Bus Service to provide transportation for students who attend the Roosevelt Title I Extended Day Program and need this service. The cost will be $.35 per pass.

 

All costs are funded under Title I.

 

8.6*   Approve special education teacher, Kevin Choate, to continue scheduling, coordinating IEP teams, and writing secondary level IEPs until a Secondary Special Education Coordinator is hired. All work will be done beyond the school day. Mr. Choate will work up to ten (10) days and be paid at the current substitute rate.

 

8.7*   Authorize expenditures in vocational education under a proposal submitted to the Pennsylvania Department of Education by the Williamsport Area School District for Innovative Learning and Workforce Development in the amount of $47,000. The Williamsport Area School District has received approval for the application submitted to the Pennsylvania Department of Education. These funds must be utilized as outlined in the proposal for welding equipment according to Pennsylvania Department of Education regulations.

 

8.8*   Approve in-service workshop by Donna Miller, instructor at Penn College, on September 29, 2000 for the K-12 Health and Physical Education staff. Topic – Yoga, Stretching for Fitness.

 

Approximate cost is $150. Funds are budgeted in 101-2270-0-00-330-17 323.

 

8.9*   Approve in-service workshop by Doug Haladay, PT and Rebecca Yurko, MPT of Allied Rehab at Scotrun, PA on September 29, 2000 for the K-12 Health and Physical Education staff. Topic – Use of Fitness – Therapeutic Ball in Exercise, Physical Education and overall and long term Health Fitness.

 

Approximate cost is $200. Funds are budgeted in 101-2270-0-00-330-17 323.

 

8.10   Correction to May 2 Board Agenda item 8.5 approving Toni Delisi, Coordinator of Adult Education, to serve for one year on the Pennsylvania Department of Education, Bureau of Adult, Basic and Literacy Education Lit-Pro Management Team. The original approval was for no cost to the District, but PDE is not reimbursing travel. Please consider approving reimbursement for travel to these monthly meetings from the Adult Education budget.

 

8.11   Authorize Theodore R. Piwowar, Director of Career Education, to submit an application to the Pennsylvania Department of Education for a Vocational-Technical Equipment Grant. The grant is to assist area vocational-technical schools and school districts offering approved vocational-technical programs in specific areas to purchase equipment that meets industry standards for the purpose of providing training to students. The Williamsport Area School District is eligible to apply for $37,500.

 

 

CURRICULUM REPORT CONT’D:

 

8.12   Authorize the WASD Elementary Gifted Education Teacher, Gloria Clegg, to provide one way transportation taking three 5th grade students from Curtin MS to Stevens Elementary School to receive gifted education pull out services. They will be clustered with Stevens’ Elementary Gifted Students. Gillian Gedroiz, Daryl Nash, and Nicholas Johnson will be picked up at 1:00 p.m. on Day 2 of each week and will stay at Stevens until the end of the school day. Parents will transport the children home from school. The parents have been contacted and have all given their consent. The building Principals, Mr. Dougherty and Mr. Franzen, have also indicated their approval.

 

There will be no cost to the district, with the exception of mileage reimbursement.

 

8.13*   Approve an application for a Link-to-Learn: Students Achieving Standards grant. We will be applying for $158,4000 to support implementing Accelerated Math into all WASD third, fourth and fifth grade classrooms. Accelerated Math is a diagnostic tool that identifies students’ areas of strength and weakness in meeting the State Math Standards so that instruction can be designed to target students’ weaknesses. The grant requires $18,744.20 in matching funds in professional development and consumable supplies. A community component of the grant will include a math homework support project at The Center.

9.2   LEAVES OF ABSENCE - Approve the following leaves of absence:

Mrs. Rovenolt is not eligible for Family Medical Leave.

 

 B.   Valerie A. Bennett, administrative assistant to the Business Office/Tax Office, for the purpose of maternity leave, effective September 22, 2000, through December 14, 2000.

 

Mrs. Bennett was on sick, emergency, and/or vacation until September 22, 2000, when she began the use of leave available under the Family Medical Leave Act, which entitles the employee to health insurance for a maximum of 12 weeks, but is without pay or any other benefits, until December 14, 2000, possibly to return sooner.

 

9.3*  ELECTION OF STAFF

Approve the Williamsport Administrative and Supervisory Association’s Compensation Plan for July 1, 2000, through June 30, 2003, and to grandfather the following retired administrators under the current plan: Richard Thatcher (Principal), David Ward (Director of Instructional Technology), Philip Thomas (Principal) and Linda Williams (Supervisor of Pupil Transportation).

Motion made by Mrs. Markle, seconded by Mrs. Pedersen, to approve released time for staff members to participate in professional development activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted.

STUDENT/COMMUNITY ACTIVITIES

Motion made by Mrs. Harris, seconded by Mrs. Markle, to approve the following student/

community activities:

 

11.1*   Approve the following student trips:

 

  1. One (1) multi-handicapped, in-home student, accompanied by her teacher, LPN, and possibly her mother, to travel to Classroom Connection, on a date to be announced. This trip is to comply with the student’s IEP. Everyone will be transported by personal vehicle. No cost is anticipated for this activity.
  1. One (1) multi-handicapped, in-home student, accompanied by her teacher, LPN, and possibly her mother, to travel to Woodland View Stables, on a date to be announced. This trip is to comply with the student’s IEP. Everyone will be transported by personal vehicle. No cost is anticipated for this activity.
  1. Thirty-five (35) Williamsport Area High School students, accompanied by their teacher and parent volunteers, to travel to Susquehanna Health System, the Flanigan & Eberhart CPA firm, and TGI Friday’s during November 2000. The students will have the opportunity to see how accounting functions are handled in these three agencies. District transportation is requested (101-1390-3-26-226-33-519). A lunch will be provided by TGI Friday’s to the students free of charge.
  1. Approximately 46 students from the Key Club, accompanied by their teacher and parent volunteers, to travel to New York City during December 2000. The students will see a Broadway show and do some holiday shopping. This trip will provide cultural enrichment for the Key Club members. District transportation is not needed. All costs will be paid for by the Key Club.
  1. Approximately 12 students from the Williamsport Area High School accompanied by their teacher, to travel to Pennsylvania College of Technology for the Mousetrap Racer Contest during October 2000. The student-built mousetraps will compete against other high school students’ in the area. The teacher will provide transportation and there is no cost for participating. One (1) substitute is required for the day.
  1. Approximately 178 students from Roosevelt Middle School, accompanied by 17 chaperones, to travel to Pennsylvania College of Technology during October 2000. The students will explore a variety of career options. District bus transportation is requested. All costs will be paid for by the Roosevelt PTO.
  1. Approximately 110 students from Curtin Middle School, accompanied by their teachers, to walk to Brandon Park for a science project. The students will be challenged to identify leaves and trees in the park. There is no cost to the district.

 

 

11.1*   Approve the following student trips cont’d:

 

  1. Seventh and Eighth Grade students, from Curtin Middle School, accompanied by their teachers, to travel to James V. Brown Library during October 2000. The students will learn how to use the library and obtain a library card. There is no cost to the district and no transportation is needed.
  1. Eight students from Curtin Middle School Eighth Grade Gifted Class, accompanied by their teacher, to walk to Lycoming College during October, November, and December 2000. The purpose of these trips is to enrich the students’ musical appreciation through experiencing Lycoming College’s concerts in the Clarke Chapel. There is no cost to the District.
  1. Approximately 68 first grade students from Round Hills Elementary Schools, accompanied by their teachers and parents, to travel to “A” Patch Apple Orchard, Middleburg, PA, during October 2000. The students will learn how an apple orchard operates and also see an active bee hive and learn about pollination. Costs will be paid for by Round Hills PTO. Bus transportation is requested.
  1. Approximately 46 students from Williamsport Area High School accompanied by their teachers, to travel to the Community Arts Center during October 2000. The students will experience live theatre performances of American Literature. Costs for the tickets are being paid out of string number 101-1100-326-044-17 610. District transportation is requested. L.   Seven students from Williamsport Area High School SADD club, accompanied by their advisor, to travel to the Inn at Reading during November 2000. This will provide the SADD students with information and motivation for prevention of peer destructive decisions. All costs will be paid for by SADD. District transportation is not requested.

 

M.   Thirty students from the FBLA club at Williamsport Area High School accompanied by their teachers, to travel to Sullivan County High School during November 2000. The students will attend various workshops to improve business skills with other members from Region 7 FBLA clubs. District transportation is requested. Funding is provided by FBLA (857-3215-3-26-175-84 582)

 

N.   Approximately 90 second grade students from Lose Elementary School, accompanied by their teachers and parent volunteers, to travel to “A” Patch Apple Orchard, Middleburg, PA, during October 2000. The students will learn how an apple orchard operates. All costs will be paid for by Lose PTO. District transportation is requested.

 

 

 

 

 

11.1*   Approve the following student trips cont’d:

 

O.   Approximately 120 students from Williamsport Area High School accompanied by the Vocational Education staff, to travel to Pennsylvania College of Technology during October 2000. The students will participate in Career Day. There is no cost for participating. The only cost to the District will for two substitute teachers. District transportation is requested (101-1390-3-26-226-33 579).

 

11.2*   Approve contributing $2,000 towards the maintenance of Williamsport Bureau of Police’s recently acquired explosive detection certified dog. The County Safe Schools Advisory Committee recommended the purchase of the dog in its report to the District Attorney. It is a collaborative project with the City, Lycoming County District Attorney’s Office and participating School Districts in Lycoming County. The total cost of the project if approximately $17,000. The Williamsport Bureau of Police will incur all future expenses.

 

Funds are budgeted in Safe and Drug Free Schools Grant. (140-2120-0-00-063-11 810)

BIDS/CONTRACTS

 

Motion made by Mrs. Williams, seconded by Mrs. Markle, to approve the following bid/contract

items:

 

12.1*   Approve the Williamsport Area School District to purchase educational services from KidsPeace Hospital at the 2000-2001 homebound rate ($22.42 per hour) for actual hours of service.

 

12.2*   Enter into an agreement with Genesis House, Inc., to provide counseling services for the 2000-01 school year at the rate not to exceed $2,504.00 per month.

 

Budgeted in the Alternative School Grant for Disruptive Students (101-1442-3-38-040-09-329).

 

12.3*   MOTION WITHDRAWN BY ADMINISTRATION Consider approving the agreement between the Williamsport Area School District and the YMCA Child Care Services School-Age Child Care Program for the 2000-2001 school year.

 

12.4*   Approve the agreement between the Williamsport Area School District and the Lycoming County Library System Literacy Project for the 2000-2001 school year. WASD shall provide an instructor for an ABE/GED class, which will meet 12 hours each week. The WASD shall receive $13,722.00 to cover both administrative and program costs.

 

12.5*   Approve a contract for IU Services for 2000-01. The contract is to approve educational

  costs associated with children serviced in IU classes.

 

  Budgeted in string numbers 101-1290-0-00-200-04 322 and 101-1100-0-00-105-09 569.

12.6*   Authorize the purchase of Technology Education Equipment in accordance with the specifications and recommended awards. All recommended awards are based on the lowest bid price meeting specifications.

Due to the extensive number of items and participating vendors on equipment bids, it is impractical to provide a complete tabulation. A complete tabulation is available in the Business Office for viewing by any interested parties.

ITEMS FROM BOARD MEMBERS

 

Mrs. Markle suggested that the planetarium be open during the dedication ceremony.

 

Mr. Zimmerman reported that at least three of our national merit students are members of our athletic teams. Mr. Zimmerman reviewed some of the athletic schedules and requested public attendance at the athletic events and support of our student athletes.

 

Mrs. Harris reported that the middle school girls’ softball teams are nearing the end of a successful season. She also stated that our 9th grade football team beat Berwick on Saturday.

 

Mrs. Pedersen reported that the Little Billies Basketball Team played on Saturday and that Coach Dixon is cheering them on.
