The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, October 5, 2004, beginning at 7:00 p.m. in the Board of Directors Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

A. Presentation on the National Youth Leadership Forum on Medicine held in Chicago, IL from June 20-June 29, 2004 by Ashley Imrisek, Williamsport Area High School Senior
This program allows students the opportunity to visit cutting edge medical schools and facilities and the opportunity to interact with leaders within the medical field. Students have up-close and personal contact with physicians, surgeons, researchers, scientists, and medical educators as they go behind the scenes to view these professionals at work.
B. Presentation on the Governor's Women's Conference for Students:
C. Congratulations to Ken Welsh, Department Chair for Mathematics, for being named by Jeremy Hurwitz, a former Williamsport Area School District student now attending MIT, as a teacher who has been a great inspiration in his life. Each year students admitted to MIT are asked to share a name of a teacher who has been especially influential in their development.

D. Five students from the Williamsport Area High School will be featured in the annual Pennsylvania National Art Honor Society/National Junior Art Honor Society/PA Art Club State Exhibition. This year's exhibition will be held from October 8- November 12, 2004, at the Pennsylvania College of Art & Design in Downtown Lancaster. Student work was created by Jamie, Jennie, and Catherine Helminiak, Andrew Sims, and Tonya Huston for this invitational event.
E. Congratulations to Board Member Pamela Markle who was elected as the second Vice-President of the PSBA in a statewide election.

C. Every Child Counts Campaign We are ready to kick-off the campaign. The first public meeting will be held at Curtin Middle School at 7:00 p.m. on November 18th.
Committee Reports by Board Members
Mr. Temple reported that he is participating on a committee to evaluate and coordinate the inclusion of South Williamsport and Loyalsock students in our vocational programs. The committee has had two meetings to date. Three more are scheduled.
Mrs. Williams reported that the Elementary Alternative Education Committee met recently. The Round Hills location is working well. The program has become an integral part of the school. Mr. Pardoe and his staff have welcomed the students and the program. The other elementary principals have made a commitment to visit their students on a monthly basis.
Mrs. Markle reported that PSBA will be holding Act 72 Part II Engaging the Community on
October 28th . The next regional PSBA will be held on November 18th at Jersey Shore.
Mr. Stone reported that the bi-weekly construction meeting took place today. The projects are progressing. A schedule meeting was held following the regular meeting. Alternative schedules were proposed by the general contractor. The alternatives will be evaluated and a follow-up meeting will be held in two weeks.
Motion made by Mr. Shultz, seconded by Mrs. Markle, to approve the balance of the agenda including the two addendums.
The motion carried by a unanimous roll call. Mr. Shultz announced that he was abstaining from item 9.3P.
Construction Projects
A. Authorize the execution of the Certificate of Substantial Completion with the Robert Feaster Corporation for the Cochran Elementary School Water Infiltration Remediation Project.
B. Authorize the execution of the Certificate of Substantial Completion with John R. Imbt, Inc. for the Woodward Township School Roof Project.
FINANCE REPORT
6.1* Authorize payment of invoices and services rendered by the list submitted marked Order No. 10/05/04 in the amount of $1,026,525.30, 10/05/04A in the amount of $142,834.99, 10/05/04B in the amount of $4,746.25 and that the officers of the Board of School Directors be directed to execute Order Nos. 10/05/04, 10/05/04A, and 10/05/04B. .
FINANCE REPORT CONTD:
6.2 Authorize the donation of unneeded & obsolete equipment and supplies to Food for the Poor. Donations are currently being accepted for use in Florida.
6.3* Authorize the Lycoming County Assessment Office to provide and mail the homestead and farmstead applications and instructions as per the requirements of Act 72 of 2004. The cost of this service is estimated not to exceed 55.9 cents per mailing. This cost includes the application, instructions, cover letter, return envelope and postage. Our total cost is estimated to be $6,750.

CURRICULUM REPORT
8.1* Authorize a $1,875 transfer from an already approved account in the High School budget to cover the costs of customizing the SASIxp report card to meet the needs of the High School. The Board previously (8/3/04) authorized up to $5,000 for this purpose. Total costs are $6,875.
8.2 Approve Theodore R. Piwowar, Director of Career and Technical Education, to serve as chairman of the Policy Committee for the Pennsylvania Career and Technical Education Conference (PACTEC). Serving in this capacity would require 3 days of release time for Policy Committee meetings plus 3 days for the conference, held in late June, 2005. There are no other expenses to the school district. Travel and lodging expenses for meetings are paid by PACTEC. PACTEC is the premier career and technical education professional development opportunity in Pennsylvania. PACTEC is sponsored by the Pennsylvania Department of Education (PDE), the Pennsylvania Association for Career and Technical Education (PA-ACTE), the Pennsylvania School Boards Association (PSBA), the Pennsylvania Association of Vocational Administrators (PAVA), and the Pennsylvania State Education Association (PSEA). Mr. Piwowar currently serves as the PAVA representative on the Policy Committee and was nominated by the committee to serve as 2005 chairman during PACTEC 2004 held at Seven Springs June 23-26, 2004. PACTEC 2005 will be held June 26-29, 2003 at the Lancaster Host Resort. Policy Committee meeting dates are October 18, 2004, February 18, 2005, plus an April and May, 2005 date to be determined.
8.3* Approve Brandon Pardoe, Principal at Round Hills Elementary School to participate in Leadership Lycoming. Tuition cost is $1,150 and is budgeted in his administrative conference account.
8.4* Approve Madina Ali, Nicole Pish and Nadia Tuffaha, students at Williamsport Area High School to participate in Youth Leadership Lycoming Tuition cost is $1,500 and is budgeted in account number 10-1110-819-000-00-000-000-017-0000
CURRICULUM REPORT CONTD:
8.5 Approve Robert Williams to conduct his doctoral research project in Williamsport Area School District as a part of his participation in the Differentiated Supervision Committee and focusing particularly on the Clinical Supervision pilot. Robert will interview three volunteer teachers and three volunteer administrators, the superintendent and the assistant superintendent, all of whom are participating in the Clinical Supervision pilot. Surveys will be administered to the Clinical Supervision pilot group at the start and finish of training and data used for Robert's research. All interviews and surveys will be kept confidential when the case study is published and identities of participants will not be included in the published research material.
The results of the study will be beneficial to the District for use in determining whether Clinical Supervision will work in the district, determining strengths/weaknesses of the pilot, and strengths/weaknesses of the supervisory process as it is explored within the district.
8.6* Approve training one-to-one, special education paraprofessionals for first aid and CPR on Monday, October 11, 2004. Updated and initial training in these areas is a requirement to continue billing ACCESS. Training will be provided by the American Red Cross and is budgeted in the general fund budget (10-1200-329-000-00-000-004-0000). Training cost will be $775.
8.7 Approve the Cochran Elementary School Student/Parent Handbook.

9.1 RESIGNATIONS

9.2 LEAVES OF ABSENCE
Approve the following leaves of absence:
A. Michelle L. Boyles, elementary (2nd grade) teacher at Cochran Elementary School, for an unpaid medical leave, effective October 8, 2004, through December 30, 2004, possibly to return sooner.
Mrs. Boyles is currently utilizing sick and/or personal days and will begin her unpaid leave of absence on October 8, 2004, which will be taken under the Family Medical Leave Act, which entitles the employee to health insurance for a maximum of 12 weeks, but is without pay or any other benefits.

9.5 OTHER
A. Authorize the Superintendent to sign the Memorandum of Understanding (MOU) between the Williamsport Area School District and the Williamsport Education Association outlining eligibility criteria for WEA retirees to return to coverage under the District's health care plan, should alternative coverage be inferior to the plan provided by the District or exceed other costs of the District plan by defined limits. Such WEA retiree must still meet eligibility requirements defined in the collective bargaining agreement.
PROFESSIONAL DEVELOPMENT
10.1 RELEASED TIME/TRAINING PROGRAMS
Approve released time for staff members to participate in professional development activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted. (See attachment)
STUDENT/COMMUNITY ACTIVITIES
11.1* Approve the following student trips:
A. Five (5) Williamsport Area High School SADD (Students Against Drunk Driving) students, accompanied by their advisor, to travel to Lancaster during October 2005 to participate in a conference. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. The students will be transported in the school van. All costs will be paid by SADD funds.
B. Eighteen (18) life skills support students, accompanied by their teachers, to travel to the Williamsport Hospital on Mondays and Wednesdays through the end of May 2005. The students will be participating in the job training program. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. The students will be transported by City Bus.
C. Twelve (12) gifted students from Curtin Middle School, accompanied by their teacher, to travel to Lycoming College once a month (September through December 2004) to attend the Concerts and Noon series. There will be no cost to the District. The students will walk to and from the college.
D. Ten (10) Williamsport Area High School students, accompanied by their teacher, to travel to the Pennsylvania College of Technologys Field House during October 2004 to participate in a state-wide mousetrap racers competition. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. District transportation is requested and will be shared with the career day students.
E. Twenty-five (25) fifth grade students from Stevens Elementary School, accompanied by their teacher and two parent volunteers, to travel to Lock Haven University during October 2004. The students will have the opportunity to discuss future career goals. Students eligible to participate must be in compliance with the Stevens field trip disciplinary requirements. F. Six (6) autistic support students from the Williamsport Area High School, accompanied by their teacher and six aides, to travel to Wegmans on dates during October, November, and December 2004, and January and March 2005. The students will learn to prepare a shopping list, plan menus, navigate through the store, and gain community awareness. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. Transportation will be provided in the school van. Groceries will be paid for using the schools Wegmans account.
G. Approximately 12 life skills support students from the Williamsport Area High School, accompanied by their teacher and two aides, to travel to Wegmans twice a month from September 2004 through May 2005. The students will learn to locate and purchase products from a shopping list, develop comparative shopping skills, and will demonstrate appropriate social skills. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. Transportation will be provided in the high school van. Groceries will be paid for using the schools Wegmans account.
H. Approximately 80 Williamsport Area High School students, accompanied by teachers, counselors, and aides, to travel to Penn College (the main and Allenwood campuses) during October 2004 for Career Day. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. District transportation is requested (10-1390-519-000-30-850-280-033-0000). Substitutes will be required for four teachers and an aide.
I. Up to 15 members of the Williamsport Area High Schools National Art Honor Society, accompanied by their teachers, to travel to Jackson Elementary School and Roosevelt Middle School on dates during October and November 2004, and January, February, March and April 2005. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. Transportation will be provided in the teachers personal van.
J. Three members of the Williamsport Area High Schools Future Career Community Leaders Association, accompanied by their advisor, to travel to Lewisburg during October 2004 to attend student violence prevention training. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. The students will be transported by their advisor (10-1390-519-000-30-850-280-033-0000). Costs for the training will be paid by FCCLA. One substitute will be needed for the day.

Approximately eight (8) Williamsport Area High School Key Club members, accompanied by staff members and parents, to travel to the Genetti Hotel on Thursdays during the 2004-05 school year to attend Kiwanis meetings. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. The students will be transported by Mr. Piwowar, their parents, or will transport themselves. There will be no cost to the District.
M. One hundred (100) members of the Williamsport Area High Schools Marching Millionaires, accompanied by their teachers, to travel to Curtin and Lycoming Valley Middle Schools, Round Hills or Sheridan Elementary Schools, and Burger King or Wendys during October 2004 to perform for their fall festivals. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. District transportation is requested (10-1100-519-000-30-850-121-023-0000).
N. Forty-eight (48) members of the Williamsport Area High Schools Key Club, accompanied by a 8:1 ratio of student to adults, to travel to New York City during December 2004 as a thank you for providing hours of service to the school and community. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record ; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. Students will be transported by contract carrier. Students will pay a portion of the expenses, with the rest to be covered with Key Club funds. Substitutes for participating staff members will be required.
O. Sixty (60) first grade students from Hepburn-Lycoming Elementary School, accompanied by their three teachers and six parent volunteers, to travel to Styers Farm (Muncy) and Indian Park (Montoursville) during October 2004. Students will be required to be in compliance with Hepburn-Lycomings field trip disciplinary requirements in order to participate. District transportation is requested. All costs will be paid by the Hepburn-Lycoming PTO.
11.1* Approve the following student trips contd:
P. As yet an undetermined number of deaf and hard of hearing students (all students grades K-12 are invited), to attend a picnic in James Short Park (Loyalsock) on a Saturday during October 2004. Any students who have been suspended from school or who were assigned to Saturday School for disciplinary reasons within 30 days prior to the trip will not be eligible. The students will be transported by their parents. Supplies, park rental fees, equipment rental fees and two sign language interpreters will be funded through the special education budget.
BIDS/CONTRACTS
12.1* Approve an intradistrict agreement for the Williamsport Area School District to provide Title I services at St. Boniface and St. Joseph's Elementary Schools to children from South Williamsport, Canton and Muncy at the rate of $900 per child.
12.2* Authorize the execution of a Licensing Agreement for Computer Programs and a Software Enhancement Agreement with the Central Susquehanna Intermediate Unit. These agreements are updates to our existing agreements for the financial accounting software.
12.3* Approve the following contract for the period of 10/13/04 through 10/12/05 budgeted through Data Processing budget:
NCS Pearson/Weidenhammer Student Management Software maintenance and support. Includes support for all software updates. $27,149.81
