The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, September 21, 2004, beginning at 7:00 p.m. in the Board of Directors Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

Committee Reports by Board Members
Mr. Zimmerman reported that the Alternative Education Committee met last week. The elementary school component was relocated to Round Hills and is going well. The new staff at Woodward is working with the veteran staff to get acclimated. The expanded program is off to a good start. The roof project at Woodward is complete and no longer leaking. The furniture that was donated by The Pennsylvania College of Technology was transferred to Woodward.
Mr. Shultz reported that the ETEC Committee met and discussed the process of going to computer generated elementary report cards. The design is being developed and implementation is scheduled for the 2007-08 school year.
Mr. Zimmerman requested an update on the Employment Steering Committee from Mr. Dugan. Mr. Dugan reported that the committee discussed the harassment policy, reviewed the minority recruiting efforts of the past year and is interested in a revised evaluation instrument for support staff.
Mr. Huffman reported that the Diversity Committee was informed that we did not receive the 21st Century Learning Grant we applied for. He asked Mr. Wright to explain why we were not successful. Mr. Wright reported that our scores were not sufficiently low enough to receive the grant.
Committee Reports by Board Members contd:
Mrs. Markle reported that the Safe and Drug Free Schools Committee met. They discussed the fact that our funding was decreased by 10% and how to deal with the decrease. They support the reinstatement of the Drug and Alcohol Testing Committee to reevaluate our Board Policy on student drug testing. They also had a long discussion of preventive efforts.
Mr. Zimmerman reported that the Lycoming County Planning Action Team Meeting was to meet this evening but the meeting was cancelled. He speculated that the cancellation was due to the flood.
Mr. Zimmerman also indicated that it would be a good idea to keep our planned commitment to quarterly meetings with Williamsport City Council.
Construction Projects
A. Authorize the execution of change order G-1 to the contract with The Robert Feaster Corporation for the Cochran Elementary School Water Infiltration Remediation Project. This change order will increase the contract by $1,725.00. The new contract total will be $161,705.

8.1 A pprove Curtin Middle School's Comprehensive School Review document.
8.2 A uthorize the donation of used/unneeded library books from the Curtin Middle School Library to the James V. Brown Library.
8.3 Approve writer Lawrence Bassett to become an artist in residence at the Williamsport Area High School in the fall of 2004 to work with selected English classes at WAHS from October 18 through November 19, 2004, using creative writing to help students meet some of the Pennsylvania Writing Standards. Mr. Bassett will also provide staff development on the use of creative writing in a standards-based classroom on an individual or departmental basis during his time in the district - October 11, as well as October 18 through November 19, 2004. Costs for fees, transportation, and materials not to exceed $975 budgeted $487.50 in account number 10-2271-329-000-00-000-000-017-0000 and $487.50 in account number 10-1100-329-000-30-850-150-019-0000
8.4 Approve the following individuals for one day of science curriculum development at the rate of $90 per day to be completed during non-school time. The cost of the curriculum development is funded through the Title II grant.

8.5 Approve Connie Sugden, contracted through Education 21, Inc., to provide professional development for middle school teachers of language arts, mathematics, science and social studies on October 11, 2004. Ms. Sugden, a national trainer and educational consultant, will train teachers in the use of Study Skills Across the Curriculum, a researched based interdisciplinary study skills program. Approximate costs for this workshop are $7385 and have been budgeted under 2004-2005 Title II ($1130 lodging, meals, transportation; $750 consulting fee; $5505 workshop/resource materials for teachers).
8.6 Approve Rebecca Sitton, contracted through Egger Publishing, to provide professional development for intermediate and middle school teachers of language arts on February 21, 2005. Ms. Sitton, an educational consultant and author, will train teachers in the use of the Sitton Spelling Program. Approximate costs for this workshop are $6200 and have been budgeted under 2004-2005 Title II ($1150 lodging, meals, transportation; $3950 consulting fee; $1100 workshop materials for teachers).
8.7 Approve Kathryn Button from Texas Tech University to provide a staff development session for Grade K, 1, and 2 regular and special education teachers on October 11, 2004. The topic of the session is Writer's Workshop in the Primary Grades. The approximate cost of the presentation is $1,500 plus expenses and is funded through Title II.
Note: Kathryn Button was scheduled to do this presentation in the Spring of 2003 but had emergency surgery and had to cancel.
CURRICULUM REPORT CONTD:
8.8 Approve Kay Gibson for up to two days of Language Arts Curriculum work to be completed during non-school time. The rate is $90 per day and is funded through Title II.
8.9 Approve Elaine Eck for up to one day of Mathematics Curriculum work to be completed during non-school time. The rate is $90 per day and is funded through Title II.
8.10 Approve Sage Technology Solutions to provide professional development training to Roosevelt Middle School regular education teachers and special education teachers in the use of Roosevelt's Remote Broadcast Media System on Monday, September 27, 2004. A representa-tive from Sage will provide two one-hour sessions during the day. The approxi-mate cost for this workshop is $3,200 and has been budgeted under the 2004-05 EETT Grant.
8.11 Approve the Otter Creek Institute to present a staff development session on "How to Successfully Teach Math Facts and Word Problem Strategies for All" to approximately 60 elementary teachers on November 24, 2004. The cost of the presentation is $3,000 and is being funded through Title II and the Jackson Site-Based Budget.
8.12 Approve Anne Lesher, Title I reading specialist at Cochran, to provide up to 20 hours of Parent Training, "Strategies to Support Reading," to Title I parents in the schools and community organizations (10 hours of presentations and 10 hours of preparation). The cost will be $24.67 per hour plus appropriate benefits. All funds are budgeted under Title I, Parent Activities.
8.13 Approve Certified trainer, Doris Klankowski, from Sagebrush Corp. to present an on-site workshop to the district's librarians and library aides October 11, 2004. She will address all aspects of the library's Spectrum software including a refresher on the basics and
assistance leveraging the most advanced functions used daily in our libraries. Approximate costs are $2,227 and are budgeted in account number 10-2271-323-000-00-000-000-017-0000.
8.14 Approve APL Associates to provide one day of professional development on Classroom Management to the Cochran Elementary School faculty on December 20, 2004. The approximate cost for the full day of professional development will be $2,000 plus expenses and is budgeted in account number 10-2271-329-000-00-000-000-017-0000.
8.15 Authorize the Community/Adult Technical Program for the Fall of 2004. The courses will be advertised on the Williamsport Area School District website. Registration can occur during regular school hours at the high school, by mail. Space for participants in courses is on a first-come first-served basis. A minimum of 10 participants must be registered for each course. Deadline for registration is September 17 with classes beginning the week of September 20. Following is the registration fee schedule:

8.15 Authorize the Community/Adult Technical Program for the Fall of 2004 cont d:
NOTE: Residents are those individuals residing within the boundaries of the WASD or employees of the WASD. All others are non-residents. Participants who attend 80% of the classes will be issued a certificate of completion by the Williamsport Area School District. Participants will be provided an opportunity to evaluate the course during the last class session.
Programs that meet the Pennsylvania Department of Education program standards and requirements are eligible for State reimbursement (instructional hours at 80% of $8.60/hour).
The following teachers who will be offering courses will be paid at the rate of $ 24.67 per hour as per the collective bargaining agreement:

8.16 A pproval of a contract with Intermediate Unit 1, acting as the agent administering the Memorandum of Understanding (MOU) between PDE and the Office of Vocational Rehabilitation, to fund the second year of Incarcerated Youth Training Program operating at the Lycoming County Corrections System. This is a continuation of the program begun during the past school year. All funding for the program is provided through an OVR Grant.

Sheridan Elementary School (October 4, 2004 through May 20, 2005), up to three (3) supplemental teaching positions at $24.67 per hour (maximum of 45 minutes per day, 3 days per week per teacher) and one (1) instructional support aide position at contract rate plus appropriate benefits (social security, retirement, and workers comp.)
Stevens Elementary School (October 11, 2004 through May 13, 2005), up to five (5) supplemental teaching positions (one also as coordinator) at $24.67 per hour (maximum of 4 hours per week per teacher except coordinator) plus appropriate benefits (social security, retirement, and workers comp.)
Curtin Middle School (September 26, 2004 through May 19, 2005), up to seven (7) supplemental teaching positions at $24.67 per hour (maximum 30 minutes per day, up to 4 days per week) plus appropriate benefits (social security, retirement, and workers comp.)
Roosevelt Middle School (September 28, 2004 through 91 days), up to nine (9) supplemental teaching positions at $24.67 per hour (maximum 45 minutes per day, up to 91 days) plus appropriate benefits (social security, retirement, and workers comp.)
9.6 CONTRACTS
A. R. "Rusty" Franzen, Jr., 23 Grimesville Rd., Williamsport, to provide substitute principal (administrative) services to the Williamsport Area School District administration at the rate of $345.00 per day, not to exceed a total of $25,000 for the 2004-2005 school year (unless approved by the Board of Directors), effective September 22, 2004, through June 10, 2004. Mr. Franzen retired effective August 20, 2004. Mr. Franzen will be eligible for additional benefits as a substitute.
9.7 OTHER
A. Authorize the Board President or Vice-President to sign agreements with the following school district/PSERS retirees who fill coaching/extracurricular temporary positions during the 2004-2005 school year, specifying that stipends paid to these individuals for these services will not be subject to PSERS contributions (per PSERS regulations):

B. Authorize the administration to pursue implementation of a Work-Based Learning Cooperative Education Program for eligible students at sites throughout the District (sites will be determined by the administration). Selected students will be paid minimum wage and individuals will be presented on a future agenda. All fund paid through the general fund (not to exceed $30,000).
C. Authorize the Superintendent to sign the Memorandum of Understanding (MOU) between the Williamsport Area School District and the Williamsport Area Support Personnel authorizing procedures for security services at the Alternative Education School (Woodward Site) during the 2004-2005 school term.
PROFESSIONAL DEVELOPMENT
10.1 RELEASED TIME/TRAINING PROGRAMS
Approve released time for staff members to participate in professional development activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted.
STUDENT/COMMUNITY ACTIVITIES
11.1* Approve the following student trips:
A. Sixty (60) students from Jackson Elementary School, Roosevelt Middle School, and the Williamsport Area High School, accompanied by several staff members, to travel to the Thomas Taber Museum during October 2004 to kick off the Milken Festival for Youth. Students eligible to participate must be in compliance with their schools field trip requirements. District transportation is requested (10-1100-519-111-00-000-122-015-0000). A substitute will be required for ½ day.
B. Eighty-five (85) gifted students from Curtin and Roosevelt Middle Schools, accompanied by their teachers and three parent chaperones, to travel to Cornwall, Pennsylvania during October 2004 to attend the PA Renaissance Faire. Students eligible to participate must be in compliance with their school s field trip disciplinary requirements. Transportation in the approximate amount of $516 will be provided by contract carrier (10-1243-813-000-20-000-000-023-0000), and approximate entry fees in the amount of $705 will be charged to string #10-1243-513-000-20-000-000-023-0000. Two substitutes will be required for the day.
C. Ninety-five (95) Williamsport Area High School Marching Millionaire members, accompanied by the staff and band parents, to travel to South Williamsport during October 2004 to participate in the Mummers Day Parade. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. District transportation is requested (10-3211-519-000-30-850-121-023-0000).
STUDENT/COMMUNITY ACTIVITIES
11.1* Approve the following student trips contd:
D. Approximately 110 gifted students from Cochran, Hepburn, Jackson, Round Hills, Sheridan, and Stevens Elementary Schools, accompanied by staff and parent volunteers, to travel to New York City during May 2005. The students will visit the Liberty Science Center, the South Street Seaport, and see a Broadway play. Transportation will be provided by contract carrier. All costs will be paid for by the students and their families.
E. Revision to Item 11.1.C from the September 7, 2004, agenda, a trip to Philadelphia by Williamsport Area High School students: The number of students participating is increased from 10 to 20; students will be transported by contract carrier rather than the school van; and funding will now be split with the Student Government Association.
F. Four (4) Williamsport Area High School Student Government Association members, accompanied by their advisor, to travel to Allentown during September 2004 to participate in a leadership conference. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. Transportation will be provided in the school van. All expenses will be paid by SGA funds.
11.2* Approve the following request for facility use:
A. Hemlock Girl Scout Council to use the multi-purpose room and/or cafeteria at the
districts elementary schools on various dates in September from 6:00 p.m. until
8:00 p.m. to hold an informational meeting on Girl Scouting. The Girl Scout Council is requesting relief of the occupancy fees estimated at $75.00. Certificate of Insurance on file. Hemlock Girl Scout Council would also like to request that whenever a school building is used for regular meetings throughout the year those fees also be waived.
C. Lycoming County Planning Commission to use the auditorium and cafeteria at Roosevelt Middle School on Tuesday, October 26, 2004 from 5:30 p.m. until
9:30 p.m. to hold a public input session for the comprehensive plan. The Lycoming County Planning Commission is requesting relief of the occupancy fee estimated at $40.00. Certificate of Insurance waived.

D. Repaz Band to use the auditorium at the Williamsport Area High School on December 7 (rehearsal) and December 12, 2004 (concert) as well as April 18 (rehearsal) and
April 24, 2005 (concert), from 7:00 p.m. to 10:00 p.m. for rehearsals and 1:30 p.m. to 4:00 p.m. for concerts. The Repaz Band is requesting relief of the occupancy fee estimated at $100.00. Certificate of Insurance to be received.
Technical Center at the Williamsport Area High School on October 6 and 7, 2004
from 5:00 p.m. until 10:00 p.m. to hold a service technician training. AASP will waive the fee for our instructor if we waive their occupancy fee estimated at $50.00. Certificate of Insurance on file.
BIDS/CONTRACTS
12.1* Authorize the execution of a Memorandum of Understanding between the Williamsport Area School District and South Williamsport Area School District whereby vocational services will be provided to students of the South Williamsport Area School District. The proposed form of the Memorandum of Understanding has been provided, and it is anticipated that approximately 60 South Williamsport Area School District students would participate per year.
12.2* Approve the agreement with YMCA Child Care Services for childcare during Title I Parent Workshops during the 2004-05 school year. All costs will be paid by Title I.
12.3* Authorize the purchase of #2 fuel oil, #74 diesel fuel and 89 octane gasoline, for the FY05 school year, as per the terms and conditions of the Pennsylvania Joint Purchasing Council/Central Susquehanna Intermediate Unit as follows:

ITEMS FROM BOARD MEMBERS
Mr. Stone stated that he visited the I Can Learn Laboratory at Roosevelt Middle School. He took the unit pretest and was surprised that he answered one of the questions incorrectly. He challenged the other board members to visit the lab and take the test. He promised a Silver Dollar to any board member that got a 100% on the test. He stated that the lab and program was very impressive.

Mr. Zimmerman stated that a number of the board members are planning to attend, together, one athletic event from each sport. They are going to start with a Girls Soccer game this Saturday.
Mrs. Mahaffey stated that she is on the dance committee at Roosevelt. This Friday is the first dance and she welcomed other board members to help chaperone.
