The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, November   7, 2000, beginning at 8:00 p.m. in the Board of Directors’ Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

 

The President, David B. Stone, Jr., called the meeting to order with the following members:

Student Representatives’ Report – Annie Kindon and Wayne Staib

 

Following Annie’s and Wayne’s report Pam Markle recognized Athletic Director, Sean McCann. Sean asked Tom Zimmerman to join him at the guest table. Sean informed Mr. Zimmerman that the student’s appreciated his review of the athletic schedules at the Board meetings and they particularly enjoyed his soccer mask at the last meeting. However, the other sports would like equal time. Student representatives from all high school sports’ programs proceeded to give Mr. Zimmerman a uniform or equipment item to wear while they reviewed the highlights of the season or expectations of the upcoming season depending on the sport. Mr. Zimmerman was a great sport and had a great time wearing the items displayed by the students. BOARD PRESIDENT’S REPORT – Mr. David B. Stone, Jr.

 

A.   Four Williamsport Area School District students from Jackson Elementary School have been recognized for their achievement in the National Crayola Dream-Makers program. Their works were selected for the eastern region exhibition of 45 student works of art. Their work focused on the theme “Millennium Odyssey” --a thoughtful look at our past and present to create imaginative visions for the future. The Millennium Odyssey Exhibition for the eastern region is currently on display at the Scranton Cultural Center through December 1, 2000.

B.   Thomas Kelchner, Department Chair for Art, has been elected as the Pennsylvania Art Education Association’s President-Elect. He will serve a two-year term effective immediately. His term as President will begin in October 2002.

 

C.   November 15 is National Educational Support Personnel Day – the day set aside to honor the many people who help make our schools work: instructional aides, administrative support, bus drivers, clerks, food service personnel, paraprofessionals, maintenance/

custodial personnel, security and technicians. We applaud the efforts of these staff members and extend our appreciation for their efforts.

 

The Directors recognize the role of the District’s confidential administrative support personnel, who play a vital role in assisting Executive/Confidential Administrators. We applaud their dedication and extend our appreciation for their efforts.

 

D.   Congratulations to the Williamsport Area School District Music Program

 

Committee Reports by Board Members

 

Mrs. Harris reported that the ETEC/ATEC Committee met on October 26 in the new Career Education Building. She reminded everyone that the Board of Directors’ Meeting Agendas are now posted on the District’s Website at www.wasd.org . At the meeting Dave Ward provided a history of the ETEC Committee and it’s accomplishments. The District is now using a wireless WAN.

Mr. Zimmerman reported that the Employment Steering Committee met and reviewed a draft of an anti-harassment policy.

The Board agreed that the architect should process a change order according to Option #2 at

I.   Discussion concerning additional electrical service needs in the Vocational Complex.

 

Mr. Piwowar spoke to the Board about additional electrical requirements that would enhance our welding program to better align the educational program with the job skills that will be required for our students to be employed following graduation.

 

Motion made by Mr. Temple, seconded by Mr. Vollman, to authorize the architects to develop specifications for increasing the electrical capacity to the welding program.

CURRICULUM REPORT

 

Motion made by Mrs. Markle, seconded by Mr. Vollman, to approve the following curriculum items:

 

8.1*   Approve up to 16 staff members to attend Microsoft Access Training at Penn College on November 22, 2000, including at least the following:

 

Suzanne Worth, Yul Holloway, Deb Phillips, Kevin Harris, Jolene Waldrab, Lisa Miosi, Chuck Peterson, Gwen Gower, Diane Coledo, Andrea McEntire, and anyone from the current waiting list if a cancellation(s) occurs.

 

Training will be paid from Link to Learn Funds budgeted in 101-2830-0-00-702-31-582.

 

CURRICULUM REPORT CONT’D:

 

8.2*   Approve Virginia Hillyer from Conewago Valley School District to provide training to the staff of the Jackson Elementary School on the topics of Guided Reading and Early Literacy on November 22, 2000. The cost of the training is approximately $700, plus expenses, and is funded through the Read to Succeed grant.

 

8.3*   Approve a Parent Involvement Workshop at Sheridan Elementary School on December 13, 2000. The workshop will consist of an 8:00 a.m. to 12:00 p.m. session, and a 6:30 to 8:00 p.m. session. The cost of the workshop will be approximately $160 to cover the cost of two substitute teachers, plus $700 for materials. Both items are funded through the Read to Succeed Grant.

 

8.4*   Authorize Dr. John Martin, Mathematics Professor (retired) at Shippensburg University to conduct a mathematics workshop for fourth and fifth grade teachers at Jackson Elementary School on Wednesday, November 22, 2000. The workshop will address areas in our math instruction that need improvement. The cost will be approximately $400, plus travel and lodging (approximately $600) covered by the Jackson Site Budget (101-2270-1-06-330-45-582).

 

8.5   Approve the administration of an anonymous survey to third through fifth grade students at Jackson Elementary School as part of a thesis study being completed by Kristin Rager, WASD school psychology intern from Bucknell University. The focus of the study is eating and dieting disorders in children. Participation is voluntary. The results of the study will be shared with the District.

 

8.6*   Retroactively approve John Zalonis to do a Successful Motivation presentation to the Alternative School staff on October 27, 2000. The cost of the presentation is $600 (budgeted in the Alternative School Grant 101-1442-3-38-040-09-329.)

    1. LEAVES OF ABSENCE

Approve the following leaves of absence:

A.   Faith E. Pfleegor, special education teacher at Round Hills Elementary School, for a sabbatical leave effective for the second semester of the 2000-2001 school year (tentative start date of January 16, 2001), for the purpose of study.

 

Mrs. Pfleegor has been a teacher in the District since September 3, 1986, and has not taken a previous sabbatical.

 

B.   Diana L. Rovenolt, general food service worker at Jackson Elementary School, for the purpose of an unpaid medical leave, effective November 8, 2000, until the end of the 2000-2001 school year (tentative date June 8, 2001).

 

Mrs. Rovenolt is not eligible for Family Medical Leave.

 

C.   Tammy M. Englert, paraprofessional aide at Sheridan and Lose Elementary Schools, for the purpose of unpaid medical leave, effective December 7, 2000, through February 28, 2001, possibly to return sooner.

 

Mrs. Englert will make use of sick and/or personal/emergency leave beginning November 13, 2000, until December 7, 2000, when she will begin the use of leave available under the Family Medical Leave Act, which entitles the employee to health insurance for a maximum of 12 weeks, but is without pay or any other benefits.

 

D.   Mary Ann Fry, instructional support aide at Lycoming Valley Middle School, unpaid leave for personal reasons, effective January 16, 2001, through February 2, 2001.

 

E.   Rachel R. Cohick, hall/cafeteria monitor at the high school, unpaid leave for medical reasons, effective October 4, 2000, through November 3, 2000.

 

 

 

 

 

 

 

 

 

 

9.3*  ELECTION OF STAFF

 

Elect the following staff, for the purpose and on the date indicated:

 

A.   Lydia M. Comerford, 1709 Clarion Dr., Williamsport, as a temporary professional employee, effective at the start of the second semester (tentative date of January 16, 2001) as guidance counselor at Sheridan and Round Hills Elementary Schools, at a salary rate of Level 1, Step 1, master’s, $38,842, prorated. Ms. Comerford holds a bachelor's degree from Syracuse University and a master’s degree from Marywood College and is certified in Elementary School Guidance (replaces Patricia K. Lentz, resigned). Also authorize payment of $75.00 per day for services provided on July 5, 2000, and August 15, 16, and 23, 2000.

 

B.   Crystal T. Maddy, 920 Park Ave., Williamsport, as a part-time instructional support aide/Lightspan Technology Aide at Jackson, Sheridan and Stevens Elementary Schools, (185 days, prorated, up to 3½ hours per day), effective October 30, 2000, with a base wage rate of $8.63 per hour, FICA, Worker's Compensation, Retirement (if eligible), and sick leave (per the Agreement between the Board and the Williamsport Area Support Personnel) are the only fringe benefits (replacing Renee Barbee, transferred to full-time).

 

C.   William Walker, Jr., 21½ Sixth St., Williamsport, as a part-time (185 days, prorated, up to 4½ hours per day) instructional support aide at Lose Elementary School, effective October 23, 2000, with a base wage rate of $8.63 per hour, FICA, Worker's Compensation, Retirement (if eligible), and sick leave (per the Agreement between the Board and the Williamsport Area Support Personnel) are the only fringe benefits (replacing Nicole Lee, transferred to full-time).

 

D.   Authorize Eleonora Shugol, 900 Walnut St., Montoursville, to provide tutoring/ interpreter services for two Russian students who will be attending Lycoming Valley Middle School, effective August 28, 2000, at the rate of $80.00 per school day plus up to five (5) hours per week after school tutoring at the rate of $12.31 per hour, through the remainder of the first semester of the 2000-2001 school term (tentative date of January 12, 2001). (Mrs. Shugol was originally approved for the first nine weeks; services to be reviewed at the end of the first semester).

A.   Michael A. Welch, 712 Locust St., Williamsport, from a part-time custodian to a full-time custodian at the high school (250 days, 8 hours per day), with a base wage rate of $23,360 , $25,360, prorated ($11.68 per hour, effective October 16, 2000 (replacing Al Bartlett, transferred).

10.1   RELEASED TIME/TRAINING PROGRAMS

 

Motion made by Mrs. Williams, seconded by Mrs. Harris, to approve released time for staff members to participate in professional development activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted.

C.   Sixteen (16) Williamsport Area High School students, accompanied by their two teacher/advisors, to travel to Juniata College during November 2000. The students will be participating in the Model United National High School Conference.

District transportation is requested (101-1243-3-00-200-23-519). Two substitutes will be required for the day.

 

D.   Seven (7) Williamsport Area High School choir students, accompanied by their director, to travel to Hershey Area High School for two dates in November to participate in the ACDA-PA Women’s Men’s Honors Choirs.

One substitute will be needed for one day.

 

E.   Forty (40) fourth grade students from Woodward Township Elementary School, accompanied by their teachers, to travel to the Ashland Pioneer Tunnel Coal Mine and the Museum of Anthracite Mining during May 2001. The trip will be a culminating activity for the students’ study of Pennsylvania industry. District transportation is requested and will be funded by the Cochran/Woodward PTA.

 

F.   Forty (40) fourth grade students from Woodward Township Elementary School, accompanied by their teachers, to travel to Carpenter’s Farm (Woodward Township) during November 2000. The trip is part of the students’ study of Pennsylvania industry. There will be no cost the district. The students will walk to and from the farm.

 

 

 

 

 

11.1*   Approve the following student trips cont’d:

 

G.   Approximately 146 sixth grade students from Roosevelt Middle School, accompanied by all sixth grade teachers, to travel to the Lycoming County Historical Museum on two dates during December 2000. The students will be divided into groups to eliminate overcrowding. District transportation is requested. All costs will be paid by the Roosevelt PTO.

 

11.2   Approve the attached Winter Athletic Schedules.

 

    1.   Approve the following request for facility use:

A.   Williamsport Symphony Orchestra (WSO) to use the auditorium and music rooms at the Williamsport Area High School on November 19 and 20, 2000 to hold rehearsal and a youth orchestra concert respectively. WSO is requesting relief of the occupancy fee of $80.00. Certificate of Insurance on file.

 

B.   Williamsport Symphony Orchestra (WSO) to use the auditorium and music rooms at the Williamsport Area High School on March 4 and 5, 2001 to hold rehearsal and a youth orchestra concert respectively. WSO is requesting relief of the occupancy fee of $80.00. Certificate of Insurance on file.

 

C.   Williamsport Symphony Orchestra (WSO) to use the auditorium and music rooms at the Williamsport Area High School on April 27 and 28, 2001 to hold rehearsal and WSO-WSYO Family concert respectively. WSO is requesting relief of the occupancy fee of $80.00. Certificate of Insurance on file.

 

  1. Williamsport Sun-Gazette Newspaper in Education Program to use the commons

at the Williamsport Area High School on December 9, 2000 to hold a Sports Fair.

ITEMS FROM BOARD MEMBERS

 

Mr. Zimmerman stated that the flag raising ceremony at the Pennsylvania College of Technology was very impressive and our band did a great job.

 

Mrs. Williams reported that the Curtin spaghetti dinner was great and the parents did a nice job.

 

Mrs. Williams also indicated that the Halloween festivities at Round Hills were very nice.

President Stone announced that executive session was held prior to tonight’ ;s meeting and another one is to immediately follow this meeting to discuss terms and conditions of employment for one or more District employees and to receive confidential legal advice from an attorney.
