The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, August 3, 2004, beginning at 7:00 p.m. in the Board of Directors Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.
The President, David B. Stone, Jr., called the meeting to order with the following members:

BOARD PRESIDENTS REPORT Mr. David B. Stone, Jr.
A. Congratulations to Thomas Kelchner, Department Chair for Art, for receiving a grant proposal for a Milken Festival for Youth to be held at the Williamsport Area School District. This includes a $4,000 grant and various inkind services and goods to hold the event here. The proposal has members of the Williamsport Area High School National Art Honor Society working with students at Jackson Elementary School and Roosevelt Middle School to create murals to be installed at the District Service Center. The project will take place over a six-month period.
B. Congratulations to thirty-six Williamsport Area High School students and the high school staff for the students performance on the Advanced Placement exams. The results are as follows:

In all, 74% of our students earned grades of 3 or better on their AP tests, with 43% earning 4s or 5s. We have bettered by 1% last years percentage (73%) of students scoring at the 3 or better level.

C. Motion made by Mrs. Harris, seconded by Mrs. Mahaffey, to authorize Board Member Pamela Markle to participate in the National School Board Associations Federal Relations Network (FRN). The FRN involves local school board members who are committed to grassroots advocacy for public education and exercises its power by telling federal policy-makers what works and what does not in the more than 15,000 local school districts. Mrs. Markle is planning to attend a FRN conference at a later date in Washington, DC.

CURRICULUM REPORT
8.1* Accept a grant of $400.00 from Binney & Smith, Inc., Easton PA. The grant will be used for the 2004-2005 Crayola Dream-Makers program "Dreams You Can Count On, Visual Arts & Mathematics."

8.3 Approve the schedules for fall sports.
8.4* Approve Steve Biancaniello, PhD, Curriculum Coordinator for Woodland Hills School District and a facilitator for differentiated instruction that supports Lauren Resnick's work at the University of Pittsburgh, to provide professional development at Roosevelt Middle School on September 16, September 27, October 26 and November 24, 2004. Costs, including $1,000 per day plus expenses, are budgeted in the EETT grant.
8.5* Approve application and expenditures for career and technical education under the Williamsport Area School District Perkins Local Plan in the amount of $149,588. This amount represents the 2004-2005 Perkins allocation for the School District. The Williamsport Area School District has received approval for the application submitted to the Pennsylvania Department of Education. The Williamsport Area School District plan is authorized under the Carl D. Perkins Vocational and Applied Technology Education Act of 1998. These funds must be utilized as outlined in the local plan according to Pennsylvania Department of Education regulations.
8.6* Pay the following individuals for up to three days of staff development training in the Title I middle school program at a rate of $90 per day. Funds will be paid through ACCESS: Tom Croce, Maria Pulizzi, Michelle Pulizzi, Betsy Yost, Samantha Stahl, Eric Weaver, and Jennifer Conklin.
8.7 Approve the Williamsport Area School District Reading Recovery Training Site to provide Reading Recovery Continuing Contact Services during 2004-05 to:

4 Reading Recovery Teachers - Montgomery Area School District
Each district will pay WASD $500 per teacher, plus mileage for visits made by the WASD Teacher Leader. The cost will cover: (a) one site visit by the WASD Reading Recovery Teacher Leader to each of the teachers; and (b) participation by each of the Reading Recovery Teachers in six Continuing Contact sessions to be held at the WASD Reading Recovery Training Site during 2004-05.
CURRICULUM REPORT CONTD:
8.8* Accept and approve expenditure of a grant from the Milken Family Foundation to hold a Milken Festival for Youth During the 2004-2005 school year. The grant includes $4,000.00 cash and access to various services and goods through the foundation. The Festival will involve students from the WAHS National Art Honor Society working with selected students at Roosevelt and Jackson. The end product of the festival will be murals to be permanently installed in the District Service Center.
8.9* Approval of two Letters of Agreement with Family Life Services (formerly Tressler Services) to provide counseling and referral services to Williamsport Area School District students and their families. The first is the Primary Grades Initiative, which provides a professional mental health counselor to work with students in our elementary schools. This program has a ten-year history of success and is completely funded by the Clinton/Lycoming Mental Health-Mental Retardation Program. The second effort is the Teen Life Therapist, which supplies a mental health therapist to assist high school students and their families referred by the CARE (Student Assistance Program) Team. It is supported by $10,000 from the Districts Safe and Drug Free Schools and Communities grant, with the remainder of costs borne by the Clinton/Lycoming MH-MR Program. Operation of the program shall be contingent upon receipt of the SDFSC grant.
8.10* Approve a contract with Susquehanna House, 8664 Rt. 220 South, Linden, PA for the provision of day-to-day alternative education services to students placed there by the District. Costs are $30 per day for 2004-05.
8.11 Approve the Grade 10 United States Government and Politics AP course curriculum document for implementation in the 2004-05 school year.
8.12 Approve the AP Art History course curriculum document to support implementation of the course in the 2004-05 school year.
8.13* Approve a half day of paraprofessional training on August 26, 2004 to be conducted by the staff of the Children's Development Center. Training will focus on how para-professionals can work with occupational and physical therapy protocols for students with physical and motoric issues. The approximate cost of the training will be $150 and is budgeted in account number 10-2271-329-000-00-000-000-017-0000.
8.14* Approve the Metamorphosis Performing Company to provide the "Under Construction" program to the third grades of the Williamsport Area Elementary Schools. The cost of the presentations is $475 for each of six performances for a total cost of $2,850. The cost of the presentations is funded through the elementary curriculum budget and individual site-based budgets.
8.15* Approve Marianne Mulfinger and Barbara Flock, teachers from the Montgomery Area School District, to provide one day of Everyday Math staff development to newly hired Grade 4 and Kindergarten teachers. The approximate cost of the staff development is $180 per presenter and is funded through Title II.
CURRICULUM REPORT CONTD:
8.16* Approve appropriate expenditures for the 2004-2005 PPT (Pregnant and Parenting Teen), ELECT (Education Leading to Employment and Career Training) and ELECT Fatherhood Initiative (EFI) Programs in the approved amounts of each program and in accordance with the plan submitted. The approved amounts are $14,700 for PPT, $135,358 for ELECT, and $40,000 for the EFI and a total grant amount of $190,058. The Williamsport Area School District has received approval for the application submitted to the Bureau of Community and Student Services in the Pennsylvania Department of Education. The plan includes a contract with the Susquehanna Health System s Family Center for Reproductive Health for the provision of services.
The principal goal of these programs is to assist eligible pregnant and parenting youth to break the cycle of welfare dependence by remaining in school, maintaining regular attendance, obtaining a high school diploma or GED certificate and securing post-graduation employment that will help them become successful parents and self-sufficient adults. In addition to the general self-sufficiency building, the program provides participants with pregnancy prevention information guidance, and services to reduce the incidence of secondary youth pregnancies.
8.17* Extend the contract with the Susquehanna Health System for the provision of PPT, ELECT, and EFI services by the Family Center for Reproductive Health.
8.18 Approve the following teachers for up to one-day of language arts curriculum work: John Killian, Paula Neyhart, Mary Margaret Jacobs, Kay Gibson, Julie Bittner, Brenda Pennella, and Linda Radocaj. The rate is $90 per day and is funded through Title II.
8.19* Approve Ellen Long, adjunct faculty from Juniata College and transition coordinator from State College Area School District to provide a three hour inservice training on August 26 to teacher of autism, life skills and multiple disabilities. She will present on transition skills for students with low incidence disabilities. The approximate cost of $350 is budgeted under
10-2271-329-000-00-000-000-017-0000.
8.20* Approve payment of $400 to Shippensburg University for continuation of the WASD Reading Recovery Training Site. Funds are budgeted under Title I.
8.21 Approve 1/2 day of training in "Effective Organization to facilitate Literacy Instruction" for the additional Title I Extended Year teacher: Lynne Piotrowski. The teacher will be paid at the substitute rate for the training; all funds are budgeted under TitleI.
8.22* Approve the creation of a new high school report card template to use with SASI student information managements system, to be created by Weidenhammer Services (the supplier of support for SASI) at a cost estimated to be between $3,000-5,000, budgeted in ATAC.
PERSONNEL REPORT
9.1 RESIGNATIONS
Accept the following resignations, effective on the dates and for the purposes indicated:
A. Dana J. Schenck-Welshans, as Assistant Cross Country Coach at the high school, for personal reasons, effective July 16, 2004 (Ms. Schenck-Welshans will continue as a special education teacher at the high school).
B. Stephanie A. Ellison, full-time instructional aide/sign language interpreter at the high school, for personal reasons, effective August 25, 2004.

Mrs. Latranyi will utilize sick and/or personal days and will begin her unpaid leave of absence on September 21, 2004, which will be taken under the Family Medical Leave Act, which entitles the employee to health insurance for a maximum of 12 weeks, but is without pay or any other benefits (ending date of December 13, 2004, then on an unpaid leave until the end of the first semester of the 2004-05 school term).
B. Catherine M. Daugherty, part-time custodian at Lycoming Valley Middle School, extension of an unpaid medical leave, effective July 15, 2004, through August 24, 2004.
C. Gary R. Litz, part-time custodian at Hepburn-Lycoming Elementary School, unpaid leave for a planned family vacation, effective August 9, 2004, through August 13, 2004.

Ms. Weir holds a bachelors degree from Mansfield University and is certified in Music (replacing Dale Orris, resigned). Ms. Weir will also be scheduled to participate in Induction Program activities before the start of the 2004-2005 school term.
B. The Williamsport Area School District extends a conditioned offer of employment to Julia A. Schoeneck (Edler), 1033 Factory Rd., Cogan Station, as a temporary professional employee, effective with the 2004-2005 school term (scheduled date is August 26, 2004), to teach Guided Reading at Cochran Elementary School, at a salary rate of Step 1, bachelors, $37,900, (pending completion of all appropriate PDE certification requirements by Jacqueline Thompson to attain her Reading Specialist certification from PDE). Ms. Schoeneck holds a bachelors degree from Valley Forge Christian College and is certified in Elementary K-6 (replacing Jacqueline Thompson, transferred to Title I Reading Specialist position at Jackson; Guided Reading position at Jackson will now be filled by new hire Patrice Laurence creating the Guided Reading vacancy at Cochran). Ms. Schoeneck will also be scheduled to participate in Induction Program activities before the start of the 2004-2005 school term.
C. Michael W. Burd, 266 Lincoln Ave., Williamsport, as a long-term substitute teacher, effective with the 2004-2005 school term (scheduled date is August 26, 2004) through the end of the first semester of the 2003-2004 school term (tentative ending date of January 21, 2005), unless terminated sooner, to teach Elementary (4th Grade) at Round Hills Elementary School, at a salary rate of Step 1, bachelors, $37,900, prorated. Mr. Burd holds a bachelors degree from Shippensburg University and is certified in Elementary (replacing Maureen Latranyi, on unpaid leave). The Williamsport Area School District extends a provisional offer of employment to Joel Smith Ryder, 659 Miller Rd., Muncy, as a long-term substitute teacher, effective with the 2004-2005 school term (scheduled date is August 26, 2004), through the end of the first semester of the 2004-2005 school term (tentative ending date of January 21, 2005), unless terminated sooner, to teach art education at Cochran Elementary and Alternative Education Schools, at a salary rate of Step 1, bachelors, $37,900, prorated, provided Mr. Ryder obtains Pennsylvania Department of Education certification and all appropriate documentation by August 30, 2004 (replacing Kevin Werner, transferred to the high school replacing Kathy Gorg on sabbatical leave). Mr. Ryder will also be scheduled to participate in Induction Program activities before the start of the 2004-2005 school term.
9.3* ELECTION OF STAFF CONTD:
E. Susan E. 9.5 OTHER
A. Authorize payment to G. David Barrows, 848 Park Ave., Williamsport, and Kathy M. Shirey, 503 Eden St., Jersey Shore, to prepare student identification cards for the start of the 2004-2005 school term. Mr. Barrows and Ms. Shirey will be paid for hours worked at their regular rate of pay according to the terms of the collective bargaining agreement between WASD and WASP (fund account #10-2110-152-000-00-050-007-0000).
B. Authorize payment to Sue H. Duncan, 1182 Matthews Rd., Trout Run, to provide one-to-one instruction for an eligible special education student at the rate of $24.67 per hour up to 15 hours per week, effective with the start of the 2004-2005 school term. These services will be reviewed by the appropriate IEP team (fund account #10-1200-121-000-00-910-007-0000).

[Previous motion on July 13 plus this action brings additional days to fifteen (15).]
PROFESSIONAL DEVELOPMENT
10.1 RELEASED TIME/TRAINING PROGRAMS
Approve released time for staff members to participate in professional development activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted.
STUDENT/COMMUNITY ACTIVITIES
11.1 Approve the following request for facility use:
A. Williamsport Bureau of Police to use the cafeteria at Curtin Middle School on September 24, 2004 from 6:00 p.m. until 10:00 p.m. to conduct police civil service testing. WBP is requesting relief of the occupancy fee estimated at $40.00. Certificate of Insurance received.
B. Williamsport Symphony Orchestra (WSO) to use the auditorium at the Williamsport Area High School on 10 various dates beginning October 3, 2004 through June 5, 2005 to hold rehearsals. WSO is requesting relief of the occupancy fee of $500.00. Certificate of Insurance on file.
C. Williamsport Symphony Youth Orchestra (WSYO) to use the auditorium at the Williamsport Area High School on 19 Mondays beginning September 13, 2004 through March 21, 2005 to hold rehearsals and possibly two concerts. WSYO is requesting relief of the occupancy fee of $950.00. Certificate of Insurance on file.
D. Pennsylvania Art Education Association (PAEA) to use the Baskin Gallery at the District Service Center on September 11, 2004 to hold a meeting. PAEA is requesting relief of the occupancy fee of $40.00. Certificate of Insurance to be received.
BIDS/CONTRACTS
12.1 Approve a contract with Bald Eagle Area School District to provide Reading Recovery Training to four Bald Eagle Area teachers at the Williamsport Reading Recovery Training Site (Stevens) during the 2004-05 school year. The District will receive a fee of $5,300 per teacher for each teacher trained in Reading Recovery.
12.2* Approve an agreement with Old Lycoming Township governing the terms and conditions of the School Resource Officer for the period of August 26, 2003 through June 30, 2007. This agreement is in conjunction with the COPS in Schools Grant previously approved by the Board.
12.3* Authorize a Section 457 Deferred Compensation Plan through AIG Valic effective July 1, 2004 and authorize the District officers to execute the associated contracts.
