The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, July 13, 2004, beginning at 7:00 p.m. in the Board of Directors’ Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

 

The President, David B. Stone, Jr., called the meeting to order with the following members:

APPROVAL OF MINUTES – Motion made by Mrs. Markle, seconded by Mrs. Harris, to approve the minutes from the regular meetings of April 6 and 20, May 4 and 18 and June 1 and 15, 2004 and the special meetings of April 30, May 10 and 25 and June 22, 2004, that reading of the minutes be omitted and the minutes be approved as presented.

BOARD PRESIDENT’S REPORT – Mr. David B. Stone, Jr.

 

A.   Congratulations to Cheryl Appleton of Shop Vac Corporation for being an outstanding contributor to the District’s existing programs and initiatives.

 

President Stone thanked Cheryl for her service and read the following letter from Tom

Zimmerman:

 

Cheryl Appleton has been a member of the Employment Steering Committee since 1994. Cheryl’s contributions to the Williamsport Area School District are both subtle and substantial. A person of great resolve and relentless attention to detail, Cheryl has made countless recommendations to the Committee and the Director of Human Resources concerning job announcements, candidate recruitment, hiring and employment practices, personnel policies, grievance procedures and compliance with governmental regulations, all of which have benefited both directly and indirectly many individuals whom Cheryl has never met. She has assisted the District by ensuring that our policies and procedures achieve worthy goals and resolve troublesome issues consistent with our intent to hire the right people for the appropriate positions and treat them fairly. On more that one occasion, the Committee abandoned a proposed policy change or procedural implementation because Cheryl helped us realize that either the proposal was unnecessary or it would not achieve the stated goal.

 

In every spirit of the word, Cheryl has been a true “partner” to our District, unselfishly sharing her time and her expertise to help us strengthen our “internal” environment and better serve our

students and our community. Cheryl is most deserving of this evening’s recognition for her contributions to the Williamsport Area School District.

Construction Projects

 

A.   Motion made by Mrs. Markle, seconded by Mrs. Williams, to approve a contract with Robert L. Winder, Wheatland Avenue, Williamsport, to provide Owner’s Representative Services to the District during the Hepburn Lycoming Elementary and Lycoming Valley Middle School construction projects.

 

The motion carried by a unanimous roll call.

 

B.   Motion made by Mrs. Markle, seconded by Mrs. Harris, to amend the June 22, 2004 agenda item to authorize the execution of all construction contracts prior to PlanCon Part F approval by the Pennsylvania Department of Education.

C.   Motion made by Mr. Shultz, seconded by Mrs. Harris, to award a contract to John Impt of Troy for roof replacement/repairs at the Woodward Township School at the base bid of $193,592 and approve alternate G-2 to replace the existing fascia at a cost of $4,000 for a total bid of $197,592. John Impt was the low bid of four bidders. This contract is awarded pending review by the architect, review by the solicitor, execution of contract and surety, and PDE approval of the non-reimbursable construction project.

 

  The motion carried by a unanimous roll call.

 

D.   Motion made by Mr. Shultz, seconded by Mrs. Williams, to award a contract to the Robert Feaster Corporation of Northumberland for moisture abatement at the Cochran Elementary School at the base bid of $159,980. Feaster Corporation was the only bid received. This contract is awarded pending review by the architect, review by the solicitor, execution of contract and surety, and PDE approval of the non-reimbursable construction project.

CURRICULUM REPORT

 

Motion made by Mr. Shultz, seconded by Mrs. Harris, to approve the following curriculum items:

 

8.1*   Adopt and purchase of Algebra 1, published by Glencoe/McGraw-Hill, for students in Algebra 1 at WAHS. The text has a copyright of 2005, costs $54.99 each, and will replace older, worn textbooks. The text was selected by a committee consisting of the mathematics department chair and four WAHS math teachers.

 

8.2*   Approve Michelle Dixon and Wendy Kelsey to provide three days of Early Literacy staff development to new Kindergarten and Grande 1 teachers on August 17, 18 and 19 and to provide up to three days to prepare for the training. The rate of compensation will be $90 per day plus appropriate fringe benefits and is funded through Title II.

 

8.3*   Approve Sarah Jane DeHaas, PhD, a special education professor at Juniata College, to present a workshop about classroom adaptations for New Teacher Induction on Monday August 23, 2004. The cost will be $1,000 and is budgeted in account number 10-2271-323-000-00-000-000-017-0000.

 

8.4   Approve the contents for the 2004-05 Jackson Elementary School Student/Parent Handbook.

 

8.5*   Approve middle school music teachers: Marissa Hickey, Robert Hickey, Doug Gordon, Charlie Masters, and Maureen Richards, to complete revision of the Middle School Choral Curriculum and Classroom Music Curriculum. The work will be completed at Lycoming Valley Middle School on July 20, 21, and/or 22, 2004 on non-school time at a rate of $90 per day and is budgeted in account number 10-2260-131-000-00-050-000-007-0000.

 

8.6*   Approve data consultant, Shula Nedley, to provide PVAAS training for all principals and appropriate curriculum administrators on September 28 and 29, 2004. The cost will be $1,000 per day plus expenses and is budgeted in Title V funds.

 

8.7*   Approve Jim Nolan, a Penn State University professor, as a consultant to the Differentiated Supervision Committee. Dr. Nolan, with the help of graduate students, will conduct a case study of our efforts to move toward differentiated supervision. The reduced consultant cost for participating in the study would be $200 per district meeting plus mileage. There would be up to 10 monthly committee meetings scheduled during the 2004-05 school year. Approximate total cost would be $2,400 budgeted in account number 10-2271-329-000-00-000-000-017-0000.

 

8.   CURRICULUM REPORT CONT’D:

 

8.8*   Approve Jim Nolan, a Penn State University professor, as a consultant for a Clinical Supervision Pilot Project. Dr. Nolan is an expert in the field of clinical supervision. Dr. Nolan will provide training and support for a small group of volunteer administrators and teachers. Training will be scheduled for September 20, 21 and 22, 2004 as well as October 12 and 13, 2004. Follow-up training will also be scheduled for half-days in January and April. The cost will be $2,000 plus mileage and is budgeted in account number 10-2271-329-000-00-000-000-017-0000.

 

8.9*   Accept a $3,000 grant from PaTTan's Lancaster Lebanon Intermediate Unit 13 for the WASD special education department to purchase reading and writing probes to determine student progress so that teachers ultimately may make instructional decisions based on collected data. This grant is awarded for the District's participation in Progress Monitoring training that was conducted throughout the 2003-04 school year.

 

8.10   Approve Annual Report of the Elementary Libraries

 

8.11*   Approve membership in BlendedSchools, at $11,843. BlendedSchools is a consortium of school districts offering members on-line curriculum and distance learning opportunities. Membership will allow 200 users from the District to access the on-line curricula and this access will be used in several District programs. This cost is anticipated in Student Services budget.

A.   Thomas B. (Tim) Bishop, full-time instructional support aide (Vocational Aide) at the high school, for the purpose of retirement, effective August 25, 2004.

 

  RESOLVED: that the Board of School Directors of the Williamsport Area School District acknowledges with profound regret the retirement of Thomas B. Bishop from service in the Williamsport Area Schools and expresses its sincere appreciation for his 25 years of dedicated service to our school system as an aide. It further expresses the hope that his years of retirement will be many and richly rewarding.

 

B.   Charles C. Masters, full-time classroom music teacher at Curtin Middle School, for other employment, effective August 20, 2004.

 A.   Karen M. Moser, Secondary Special Education Coordinator for the District, for an unpaid medical leave, effective August 19, 2004, through the end of the first semester of the 2004-2005 school term (tentative return date of January 24, 2005).

 

    Ms. Moser will use her personal days for August 16-18, 2004, and will begin her unpaid leave of absence on August 19, 2004, which will be taken under the Family Medical Leave Act, which entitles the employee to health insurance for a maximum of 12 weeks, but is without pay or any other benefits.

 

 B.   Susan E. McGehean, special education (learning support) teacher at the high school, leave of absence effective August 26, 2004, through the first semester of the 2004-2005 school term (tentative return date of January 24, 2005).

 

 C.   Linda M. Williams, general food service worker at the high school, unpaid leave for a planned vacation, effective September 13, 2004, through September 17, 2004.

 

 D.   Marcia L. McCann, part-time Title I Reading Specialist for the District, for an unpaid child rearing leave, effective August 26, 2004, through the end of the first semester of the 2004-05 school term (tentative return date of January 24, 2005).

 

9.3*   ELECTION OF STAFF - Elect the following staff, for the purpose and on the date indicated:  

 A.   Susan E. McGehean, 936 W. Third St., Williamsport, as Secondary Special Education Coordinator, effective August 16, 2004, through the remainder of the first semester of the 2004-2005 school term (205 day schedule prorated). Mrs. McGehean will be paid at the rate of $317.05 per day and will be eligible for benefits as provided under the Act 93 Compensation Plan. (Mrs. McGehean will serve in this position during Mrs. Moser's absence.)

 B.   Patricia H. Alexander, 380 Irwin St., Lock Haven, as a professional employee, effective with the 2004-2005 school term (scheduled date is August 26, 2004), to teach special education for the Alternative Education Program, at a salary rate of Step 1, bachelor's, $37,900 (+ $200), pending receipt of all necessary paperwork. Ms. Alexander holds a bachelor's degree from Lock Haven University and is certified in Mentally and/or Physically Handicapped and Early Childhood (replacing Steve Dewar, retired; position reassigned to Alternative Education Program). Ms. Alexander will also be scheduled to participate in Induction Program activities before the start of the 2004-2005 school term.

 

 C.   Natalie Best Grimes, 1 Chule Trail, P.O. Box 448, McClure 17841, as a temporary professional employee, effective with the 2004-2005 school term (scheduled date is August 26, 2004), to teach classroom music at Curtin Middle School, at a salary rate of Step 1, bachelor's, $37,900. Mrs. Grimes holds a bachelor's degree from Penn State University and is certified in Music (replacing Charlie Masters, resigned). Mrs. Grimes will also be scheduled to participate in Induction Program activities before the start of the 2004-2005 school term.

 

 D.   Jessica C. Waldman, 2007 Misner Rd., Williamsport, as a ½ time temporary professional employee, effective with the 2004-2005 school term (scheduled date is August 26, 2004), to teach special education at the high school, at a salary rate of Step 1, bachelor's, $37,900, prorated, pending receipt of all necessary paperwork. Ms. Waldman holds a bachelor's degree from Clarion University of PA and is certified in Special Education N-12 and Elementary K-6 (replacing Pat Cioffi, transferred to full time). Ms. Waldman will also be scheduled to participate in Induction Program activities before the start of the 2004-2005 school term.

 

 E.   Heather M. 9.5  REVISIONS

9.6  CONTRACTED SERVICES

 

 A.   Approve a contract with Hartz Consulting Group, Inc., 420 Fort Duquesne Boulevard, One Gateway Center, Suite 1725, Pittsburgh, PA 15222-1438, to provide benefits consulting services to the Williamsport Area School District during the 2004-2005 school year, effective July 1, 2004, at an annual fee of $20,000 (payable in two installments, July 2004, and January 2005).

 

B.   Approve a contract with Blue Cross of Northeastern Pennsylvania (NEPA) and Highmark Blue Shield to provide Health Care benefits to eligible employees of the Williamsport Area School District under an Administrative Services Only (ASO) Proposal, effective July 1, 2004 through June 30, 2005. Administrators and teachers will be covered under the ACCESS Care II program at $12.63 per month per employee plus prescription services through Express Scripts (administrators have an option to consider HMO at $44.14 per month per employee, provided they pay the difference in deposits) and support staff will be under the traditional plan at $10.63 per month per employee (Cross) and $18.90 per employee (Major Medical) (with an option to consider HMO, provided they pay the difference in deposits). All programs will be paid on a monthly paid billing basis to NEPA and High Mark Blue Shield (administrative fee of 27.5% of claims) respectively.

 

C.   Authorize payment of $15.38 (billing premium) per individual per month (composite rate) to Highmark Life & Casualty Group, 5th Avenue Place, Suite P6402, 120 5th Ave., Pittsburgh, PA 15222, to provide specific Stop/Loss insurance on an aggregated specific basis with a specific deductible level of $200,000 per claimant. Highmark L&C would be responsible for claims in excess of $200,000 up to $2,000,000 per claimant. Should the District experience a claim, Highmark L&C would require the District to satisfy an aggregating fund of $40,000 prior to reimbursement. This arrangement provides the District with a cash flow advantage and possible savings ($40,000) should there not be a claim. The higher stop/loss deductible reflects a 12% savings over the 2003-2004 stop/loss rate.

 

 

 

9.6  CONTRACTED SERVICES

 

D.   Approve a contract with Delta Dental, One Delta Drive, Mechanicsburg, to provide dental care benefits to eligible employees of the Williamsport Area School District under a Cost/Plus proposal for the 2004-2005 school year at a pre-fund deposit rate of $42.90 per month per covered employee. This reflects a 4.6% increase in pre-fund deposits over the 2003-2004 school year. Settlements under this arrangement will be calculated quarterly. The administration has been and will continue to review alternative dental programs.

 

E.   Approve the following rates, negotiated by the Administration (through the Intermediate Unit) to provide life insurance and AD&D coverage for eligible employees with Harleysville Life, administered through Henry Dunn, Inc. P.O. Box 109, 317 Main Street, Towanda, PA 18848, effective July 1, 2004:

 F.   Gerald A. Owens, 111 Airline Drive, Cogan Station, to provide computer software consulting services to the Human Resources Office, at the rate of $225.00 per month for the 2004-2005 school year, effective July 1, 2004, through June 30, 2005. (Contract for Mr. Owens' services will be prepared and executed. Item included in 2004-2005 budget.)

 

9.7  OTHER

 

 A.   Authorize payment to Judith M. Gooderham, 41 Main St., Watsontown, Director of Food Services, for five (5) additional days at her per diem rate to coordinate the Summer Food Service Program and prepare for opening of school for 2004-2005.

 

 B.   Approve an extension of Kathy M. Shirey's work schedule (administrative support, part-time - Food Service) up to 10 additional days for the start of the 2004-2005 school year (including update of Free & Reduced Lunch Program).

12.3*   Approve a letter of agreement between the District and The West Branch Drug and Alcohol Abuse Commission and YWCA of Northcentral PA to provide an extended day program for students attending Title I Summer School. Funding is provided by West Branch and staffing, materials, and activities by the YWCA.
