The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, June 15, 2004, beginning at 7:00 p.m. in the Board of Directors’ Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

 

The President, David B. Stone, Jr., called the meeting to order with the following members:

APPROVAL OF MINUTES – Motion made by Mrs. Williams, seconded by Mrs. Markle, to approve the minutes from the regular meetings of March 2 and 16, 2004, that reading of the minutes be omitted and the minutes be approved as presented.

BOARD PRESIDENT’S REPORT – Mr. David B. Stone, Jr.

 

A.   Congratulations to Patricia A. Lowery, Ph.D., for being elected by the BLaST Intermediate Unit #17 Advisory Council of Superintendents to serve a three-year term to the Pennsylvania Association of School Administrators Board of Governors Council. The three-year term begins October 1, 2004, and extends through September 30, 2007.

 

B*.   Collective Bargaining Agreement

 

Motion made by Mrs. Markle, seconded by Mr. Shultz to approve an Agreement by and between the Williamsport Area School District and the Williamsport Area Support Personnel (WASP), effective July 1, 2003, through June 30, 2008, and authorize the Board President and Board Secretary to sign the Agreement on behalf of the District. This Agreement satisfies all terms and conditions of employment to include wage schedules as recommended in the Fact Finder Report issued May 19, 2004.

Construction Projects

 

Motion made by Mr. Shultz, seconded by Mrs. Williams to approve the following items related to

construction projects:

 

A.   Authorize McKissick Associates to proceed with the bidding of the replacement of the Woodward Township School roof and authorize the execution and submission of PDE-731 Self Certification Application for Non-Reimbursable Construction Projects, to the Department of Education. The estimated cost of this project is $180,000.00.

 

B.   Authorize McKissick Associates to develop bid specifications for dehumidification and moisture mitigation at the Cochran Elementary School and to execute and submit the associated PDE 931 form.

 

C   Authorize a second Act 34 Hearing for the Hepburn Lycoming Elementary School Project to be held on Tuesday, June 22, 2004, beginning at 6:00 p.m. in the Board Room.

FINANCE REPORT

6.2*   Approve the following insurance policies for the period of 7/1/04 to 7/1/05:

 

  1. Property Policy with the Peerless Insurance Company through the Pennsylvania Insurance Consortium for Schools (PICS) at a cost of $63,102. (FY04 PICS $52,701).

 B.   Automobile Policy with Peerless Insurance Company through the PICS Program at a cost of $37,834. (FY04 PICS $37,957).

8.8*   Approve a workstation agreement with Scientific Learning for the implementation of Fast ForWord Program at Jackson Elementary School, July 5, 2004-July 5, 2005, at the cost of $18,435. All funds are budgeted under Title I.

 

8.9*   Adopt and purchase of Conceptual Physics, published by Prentice-Hall, Inc. for students enrolled in the Concepts of Physics classes at Williamsport Area High School. This text has a copyright date of 2002 and is one of the leading applied physics textbooks in use today and will replace outdated and worn textbooks. The text was selected by a committee that included high school physics teachers. The distributor agreed to provide a full array of supporting materials, including teacher editions of the textbook, student and teacher problem sets, transparencies, and much more at no charge.

 

The approximate cost for the purchase of 100 student texts @ $59.97 each is $8,000 and is budgeted in string number 10-1100-642-000-30-850-180-027-0000.

 

8.10*   Approve Spitz, Inc. to inspect, clean, repair or replace worn parts and recalibrate the high school planetarium on August 18, 19 and 20, 2004. This service, last performed in 2002, is scheduled to occur every two years.

 

The costs for time, travel and materials are estimated at $3,500 (not including replacement parts or unexpected repairs) and are budgeted in string 10-1100-432-000-30-850-180-027-0000 (FY05).

 

CURRICULUM REPORT

 

8.11*   Approve Stanley Griggs, Science teacher at Williamsport Area High School, to assist a technician from Spitz, Inc. to inspect, align and make routine adjustments to the high school planetarium. This biannual maintenance routine has been scheduled to occur on August 18, 19 and 20, 2004. As in the past, the teacher would work up to three days at a rate of $90 per day.

 

Total cost is estimated at $270 and is budgeted in string 10-1100-432-000-30-850-180-027-0000 (FY05).

 

8.12*   Approve summer curriculum writing not to exceed four days for Stacey Saxon, WAHS Science teacher, at the approved rate of $90 per day. She will be revising the Science, Technology, Society (STS) course at WAHS. String number 10-2260-131-000-00-050-000-007-0000

8.15*   Tammy Tunneson, an autistic support teacher, to provide consultation to the elementary autistic support class at a rate of $274.00 per day for two days during the 2004 summer. Ms. Tunneson will assist the staff at Cochran Elementary. Her fee will be paid out of ACCESS funds.

8.19*   Approve Chad Peeling, Reptiland, to give a presentation on reptiles to the Title I Curtin Extended Year Program on July 13, 2004. Mr. Peeling will be bringing along some animals that will tie into Curtin's Dinosaur/Reptile theme. The cost is $350 and is budgeted under Title I.

 

 

 

 

 

CURRICULUM REPORT CONT’D:

 

8.20*   Approve the adoption of an integrated middle school science program with the intent to purchase program materials over a three-year period. Implementation would begin for grade 6 during 2004-2005 with grade 7 being phased in during 2005-2006 and grade 8 during 2006-2007. The program, McDougal-Littell Integrated Science Modules (c) 2005, is a fifteen book program (five books for each module of Life Science, Earth Science, and Physical Science) that has been designed to provide students with annual experiences in each of the three main branches of science.

 

Grade 6 includes five textbook titles priced at $14.07 each. Per pupil cost for grade 6 textbook implementation is currently $70.35. Grade 6 textbooks include the following five titles:

Space Science

 

Grade 7 includes the following five textbook titles that are currently priced at $14.07 each:

Additionally, McDougal-Littell will provide the opportunity for the Lycoming Valley Middle School to pilot a grade 7 module, Diversity of Living Things, at no charge.

 

This middle school integrated science program, which correlates to both national and state standards, provides opportunities for differentiated instruction and assessment, as well as technology integration and has been recommended for Board consideration by a broad based committee of our middle school science teachers. Funds for the 2004-2005 implementation of the grade six program have been budgeted in the FY 05 budget under string #10-1100-642-000-20-000-000-016-0000.

  RESOLVED: that the Board of School Directors of the Williamsport Area School District acknowledges with profound regret the retirement of Robert B. Turner from service in the Williamsport Area Schools and expresses its sincere appreciation for his 7 years of dedicated service to our school system as a instructional support aide. It further expresses the hope that his years of retirement will be many and richly rewarding.

 

B.   Donna C. Mills, full-time Administrative Support I in the Tax Office, for the purpose of retirement, effective August 1, 2004.

 A.   Glenn A. Springer, full-time Technology Education teacher at Curtin and Lycoming Valley Middle Schools, for a sabbatical leave effective for the 2004-2005 school year (tentative dates of August 26, 2004, through June 10, 2005). Documentation is on file in the Human Resources Office.

 

    Mr. Springer has been a teacher in the District since September 2, 1975, and has not taken a previous sabbatical.

Ms. Wade will be eligible for the transfer of up to 90 sick days from her current employer. Ms. Wade holds a bachelor’s degree and a master’s degree from Penn State University and is currently working on her doctorate through Penn State University (replacing William McQuown, retiring in June, 2004). Ms. Wade will be eligible for credit subsidy reimbursement as provided under the Act 93 Plan effective June 15, 2004.

Q.   Bryan S. Williams, 190 S. Main St., Wellsville, NY, as a temporary professional

employee, effective with the 2004-2005 school term (scheduled date is August 26, 2004) to teach third grade at Stevens Elementary School, at a salary rate of Step 1, Master’s $40,900. Mr. Williams holds a bachelor’s degree from Mansfield University and a master’s from Bowie State University, Maryland and is certified in elementary education (replacing Teresa Moore, transferred (replacing Jean Nolan-retiring). Mr. Williams will also be scheduled to participate in Induction Program activities before the start of the 2004-2005 school term.

 

R.   Michael S. Smith, 28 Helen Street, Apartment 11, Selinsgrove, as a temporary

professional employee, effective with the 2004-2005 school term (scheduled date is August 26, 2004) to teach fourth grade at Hepburn-Lycoming Elementary School, at a salary rate of Step 1, Master’s $40,900. Mr. Smith holds a bachelor’s degree from Shippensburg University and a master’s from Bloomsburg University and is certified in elementary education (replacing Trisha Bower, transferred to gifted education). Mr. Smith will also be scheduled to participate in Induction Program activities before the start of the 2004-2005 school term.

 

S.   Heather A. Mitch, 4336 Mt. Vernon Avenue, Brookhaven, PA, as a temporary

professional employee, effective with the 2004-2005 school term (scheduled date is August 26, 2004) to teach health and physical education at Williamsport Area High School, at a salary rate of Step 1, Bachelor’s $37,900. Ms. Mitch holds a bachelor’s degree from West Chester University, PA and is certified in health and physical education. Ms. Mitch will also be scheduled to participate in Induction Program activities before the start of the 2004-2005 school term.

 

T.   The Williamsport Area School District extends a conditioned offer of employment to Jill P. Robbins, 330 Tinsman Avenue, Williamsport, as a temporary professional employee, effective with the 2004-2005 school term (scheduled date is August 26, 2004), pending receipt of PDE certification in elementary education by July 20, 2004, to teach ½ time kindergarten and ½ time guided reading (one full time position) at Jackson Elementary School at a salary rate of Step 1, Bachelor’s $37,900. Ms. Robbins holds a bachelor’s degree from Keystone College, LaPlume, PA. Ms. Robbins will also be scheduled to participate in Induction Program activities before the start of the 2004-2005 school term, pending receipt of PDE certification.

U.   The following nurse practitioners to assist with summer athletic examinations for the number of hours indicated at the rate of $23.91 per hour (or the contract rate) as provided in the collective bargaining agreement between the Williamsport Area School District and the Williamsport Education Association:

V.   Diane Hitzeman (in-home aide/LPN), 65 Clearview Lane, Cogan Station, to provide services for the Extended School Year (ESY) for up to 32 hours during the summer of 2004, at the rate of $13.19 per hour (or the contract rate as provided in the agreement between the Williamsport Area School District and the Williamsport Area Support Personnel). All funds will be provided through ACCESS.

 

W.   Diane Masten (I.U. 17 employee), 1216 Locust Street, Williamsport to teach history up to 25 hours during the summer of 2004 (effective June 15), for a special education student, at the rate of $23.91 (or the contract rate approved between the Williamsport Area School District and the Williamsport Education Association). All funds will be provided through ACCESS.

 

X.   P. Nayo Brown, 605 Fourth Avenue, Williamsport to provide behavioral counseling services up to four (4) hours during the summer of 2004 (effective June 15), for a special education student, at the rate of $23.91 per hour (or the contract rate approved between the Williamsport Area School District and the Williamsport Education Association). All funds will be provided through ACCESS.

 

Y.   All regular part-time and substitute bus drivers as part-time employees to perform cleaning and minor maintenance service to the District’s school bus fleet during June, July and August, 2004, at the wage rate stated in the collective bargaining agreement between the Williamsport Area School District and the Williamsport Area Support Personnel.

 

Z.   The following individual to teach Elementary/Special Education Title I Extended School Year (ESY) Program, effective July 12, 2004, through August 6, 2004 (up to

3 ½ hours per day), at the rate of $24.67 per hour or contract rate plus appropriate benefits. All costs funded through ACCESS:

 B.   Mary Doersam, 60 Green Pine Rd., Montgomery, from a half-time to a full-time Kindergarten teacher at Sheridan Elementary School, effective with the 2004-2005 school term (scheduled date is August 26, 2004), at a salary rate of Step 13, Master’s + 9, $64,100, according to the terms of the collective bargaining agreement between the District and the Williamsport Education Association (WEA), (position change approved by the Board).

 

 C.   Kimberly A. Starr, 1732 Memorial Ave., Williamsport, from a general food service worker (2 hours daily) to a general food service worker (4 hours daily) at Curtin Middle School, with a base wage rate of $8.59 per hour or contract rate, effective August 27, 2004 (replacing Wendy Armes, transferred).

 

 D.   Bobbi Jo Kuhns, 2019 Heshbon St., Williamsport, from a substitute food service worker to a general food service worker (3 hours daily) at Roosevelt Middle School, with a base wage rate of $8.59 per hour or contract rate, effective August 27, 2004 (replacing Harriet Fluke, transferred).

Rathjen, 83 Bruce Rd, Cogan Station, from Coordinator/teacher, Alternative Education School to Dean of Students, Alternative Education School, effective July 1, 2004, at a salary of $72,701 (245 day position) and benefits as determined by the Act 93 Compensation Plan, effective July 1, 2003, pending completion of all appropriate paperwork. All expenditures proposed are within local, state and federal budget categories approved as noted.

 

STUDENT/COMMUNITY ACTIVITIES

 

11.1*   Approve the following student trips:

 

A.   Seventy-two (72) Title I summer reading program students from Curtin Middle School, accompanied by their teachers, to travel to the Harrisburg Museum of Natural History during July 2004. District transportation is requested and will be paid from the Title I budget.

BIDS/CONTRACTS

 

Motion made by Mrs. Mahaffey, seconded by Mrs. Markle to approve the following items related to bids/contracts:

 

12.1*   Approve an agreement with JRL Enterprises, Inc. to purchase one I CAN Learn classroom at an estimated price of $200,000. The purchase will be made in two equal installments (July 30, 2004 and July 30, 2005) and will be paid out of EETT grant funds and Title I funds.

 

12.2*   Approve the BLaST IU 17 contract in the amount of $458,103.04 for the 2004-05 school year. This amount represents costs for services needed to provide a free, appropriate public education to special education students as well as services for general education students. The special education portion of the contract will be paid out of IDEA funds and the general education portion (Concern and Lasaquik) will be paid out of general fund and psychology services out of ACCESS.

 

12.3*   Approve a contract with Shikellamy School District to provide Reading Recovery Training to three Shikellamy teachers at the Williamsport Reading Recovery Training Site (Stevens) during the 2004-05 school year. Williamsport will receive a fee of $5,800 per teacher for each teacher trained in Reading Recovery.

 

12.4*   Authorize the purchase of fluid milk and milk products. Schneider Valley Farms Dairy was selected because the price for plastic containers is the same as paper containers. Dairy council studies have shown that children consume more milk if they can see the level of the milk in the ½ pint container and the container is more appealing.

Mr. Zimmerman reported that Allyson Wilgar-Jones passed away. She has a son and daughter at the high school. Her and her husband Michael are a long time community family. He extended condolences to her family and friends.
