The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, May 4, 2004, beginning at 8:00 p.m. in the Board of Directors’ Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

Committee Reports by Board Members

 

Mr. Zimmerman reported that the Gifted Education Committee met last week. The committee will be presenting their program evaluation in August.

 

Mr. Zimmerman provided a progress report on the Alternative Education Committee. He indicated that the committee will be recommending a slow implementation of the expanded program.

 

Motion made by Mrs. Markle, seconded by Mrs. Harris, to approve the balance of the agenda and addendums.

CURRICULUM REPORT

 

8.1*   Approve Craig Niklaus to write the United States Government and Politics AP course curriculum for a 10th grade elective. The project Involves up to ten days of writing at $85 per day and will be written on non-school time. The curriculum will be completed by June 28, 2004. Costs are budgeted in the curriculum writing budget.

 

8.2   Approve the contents for the Lycoming Valley Middle School student/parent handbook.

 

 

 

 

 

CURRICULUM REPORT CONT’D:

 

8.3*   Application for the following adult education grants: the Pennsylvania State Act 143 grant in the amount of $32,167; the Federal Section 231 grant in the amount of $71,085; and to enter into a subcontract with The Lycoming County Literacy Program to provide adult education instruction to their Family Literacy participants in the amount of $16,639.

 

This total figure of $119,891 represents a 2.1% reduction from last year’s total grant allocation. The budget cuts statewide averaged 2.7% and our cut was based on a performance funding formula from the last three program years. Maximum cuts for adult education programs across the state were up to a maximum of 4.25% so I am pleased that our performance data was good enough to only warrant a 2.1% reduction. This grant allocation should be adequate to maintain all aspects of our current program offerings at six locations in Lycoming County. These include a morning program at the Lycoming County Career Link and evening programs at the District Service Center, Ashkar Elementary School in Hughesville, Jersey Shore Senior High School, The Lycoming County Prison and the Lycoming County Prison Pre-Release Center. We provide an additional local school district match of $23,695. This amount is necessary to comply with the 25 percent local match obligation to receive the federal portion of these grants.

 

8.4   Approve the Hepburn-Lycoming Elementary School Comprehensive School Review document.

 

8.5   Approve submission of a Williamsport Area School District "Instructional I to Instructional II Assessment Form" to The Pennsylvania Department of Education for their approval as an alternative to the PDE Instructional I to Instructional II Assessment Form mandated for implementation in September 2004.

 

8.6   Approve submission of a Williamsport Area School District "Semi-Annual Employee Evaluation Form for Instructional I Teachers" to The Pennsylvania Department of Education for their approval as an alternative to the PDE-5501 form currently used by the District.

 

8.7   Approve the 2004-05 Curtin Middle School Parent/Student Handbook.

9.1  RESIGNATIONS

 

Accept the following resignations, effective on the dates and for the purposes indicated:

 

A.   Shirley A. Boatman, general food service worker at Curtin Middle School, for the purpose of retirement, effective June 2, 2004.

 

RESOLVED: that the Board of School Directors of the Williamsport Area School District acknowledges with profound regret the retirement of Shirley A. Boatman from service in the Williamsport Area Schools and expresses its sincere appreciation for her six (6) years of dedicated service to our school system as a food service worker. It further expresses the hope that her years of retirement will be many and richly rewarding.

 

 

9.2  LEAVES OF ABSENCE

 

  Approve the following leaves of absence:

 

 A.   Scott E. Ferguson, Sr., auxiliary custodian for the District, for ten (10) days of military leave on June 16, 2004, through June 29, 2004 (as reflected in orders), in accordance with Section 5159(14)(b) of the School District Policy Manual and Act 174 of 1990. School law allows a maximum of 15 paid military days per year.

 

 B.   Clyde L. Myers, part-time custodian at Curtin Middle School, unpaid leave (documentation on file in Human Resources), effective April 22, 2004, through

   June 15, 2004.

 

 C.   Donna E. Robertson, general food service worker at Lycoming Valley Middle School, unpaid leave for a planned vacation, effective April 29, 2004, through

   May 14, 2004.

 H.   Marguerite Wolfgang, full-time health room technician at Cochran Elementary School, for an unpaid medical leave, effective April 21, 2004, through June 9, 2004, possibly to return sooner on an intermittent basis.

 

Mrs. Wolfgang will begin her unpaid leave of absence on April 21, 2004, which will be taken under the Family Medical Leave Act, which entitles the employee to health insurance for a maximum of 12 weeks, but is without pay or any other benefits.

Brosan, 1331 Chadford Rd., Irmo, SC 29063, as a professional employee, effective with the 2004-2005 school term (scheduled date is August 26, 2004), as Librarian at Curtin Middle School, at a salary rate of Step 4, bachelor’s, $41,250, pending receipt of all necessary paperwork. Ms. Brosan holds a bachelor’s degree from Millersville University and is certified in Library Science (replacing William Schemery, retired). Ms. Brosan will also be scheduled to participate in Induction Program activities before the start of the 2004-2005 school term.

 

9.4*  POSITION CHANGES

 

  Approve the following position changes:

 

 A.   Shryl L. Toner-Whitesell, 72 Long Rd., Jersey Shore, from a substitute food service worker to a general food service worker (3 hours daily) at Jackson Elementary School, with a base wage rate of $8.59 per hour or contract rate, effective May 5, 2004 (replacing Harriet Fluke, transferred).

 

 B.   Gloria J. Jennings, 725 Dunkard Church Rd., Cogan Station, from a general food service worker (4¾ hours daily) at Roosevelt Middle School, to a general food service worker (5½ hours daily) at Curtin Middle School, with a base wage rate of $8.59 per hour or contract rate, effective August 27, 2004 (replacing Suzanne Boatman, transferred).

 

 C.   Nanette F. Agnone, 2138 Roosevelt Ave., Williamsport, from a general food service worker (3 hours daily) at the high school to a general food service worker (4½ hours daily) at the high school, with a base wage rate of $8.59 per hour or contract rate, effective May 5, 2004 (replacing Billie Jo Cuozzo, deceased).

 

 D.   Stephanie N. McKee, 1017 High St., Williamsport, from a general food service worker (3 hours daily) at the high school, to a general food service worker (4½ hours daily) at the high school, with a base wage rate of $8.59 per hour or contract rate, effective August 27, 2004 (replacing Claudette Signor, transferred).

 

9.5  OTHER

 

A.   Authorize the Superintendent to sign a Memorandum of Understanding (MOU) with the Williamsport Education Association (WEA) and approved members participating in the accelerated program through Duquesne University that will lead to Principal certification. This MOU clarifies procedures related to the payment of tuition credits for approved candidates in the program.

 

B.   Authorize payment to Elizabeth N. Kreider, 645 Lawshe Run Rd., Trout Run, instructional support aide/LPN for the District for transition experience and updates, effective March 11, 2004 (for one hour, 15 minutes) and March 23, 2004 (for two hours, 15 minutes) at her current rate of $10.94 per hour for the total of 3½ hours) (account #10-1200-191-000-30-850-000-007-0000).

 

PROFESSIONAL DEVELOPMENT

 

10.1   RELEASED TIME/TRAINING PROGRAMS

 

Approve released time for staff members to participate in professional development activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted.

 

STUDENT/COMMUNITY ACTIVITIES

 

11.1*   Approve the following student trips:

 

A.   Twenty (20) members of the Williamsport Area High School’s National Art Honor Society, accompanied by their teachers, to travel to the Corning Museum of Glass and The Studio during May 2004. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. Transportation will be provided by contract carrier. All costs will be paid by the National Art Honor Society account. Three substitutes will be needed for the day.

 

B.   Sixty-three (63) second grade students from Hepburn-Lycoming Elementary School, accompanied by their teachers, and aide, and six parents, to travel to the Community Arts Center and Hepburn Park during May 2004. Students eligible to participate must be in compliance with the school’s field trip disciplinary guidelines. District transportation is requested. All costs will be paid by the Hepburn-Lycoming PTO.

 

C.   Sixty-six (66) first grade students from Hepburn-Lycoming Elementary School, accompanied by their teachers and six parents, to travel to Clyde Peeling’ s Reptiland during May 2004. Students eligible to participate must be in compliance with the school’s field trip disciplinary guidelines. District transportation is requested. All costs will be paid by the Hepburn-Lycoming PTO.

 

D.   Forty-four (44) first grade students from Sheridan Elementary School, accompanied by their teachers and parent volunteers, to travel to Clyde Peeling’s Reptiland during May 2004. Students eligible to participate will not have received two pink slips or been assigned to detention from April 26 to the date of the trip. District transportation is requested. All costs will be paid by the Sheridan PTO.

 

E.   Eighty-eight (88) kindergarten students from Cochran Elementary School, accompanied by their teacher, two aides, and parent volunteers, to travel to Jarrett’s Lost Brook Farm (Montgomery) during June 2004. There will be no exclusions. District transportation is requested. All costs will be paid by the Cochran School Association.

 

 

 

 

11.1*   Approve the following student trips cont’d:

 

F.   Forty-four (44) kindergarten students from Sheridan Elementary School, accompanied by their teacher and parent volunteers, to travel to Jarrett’s Dairy Farm (Montgomery) during May 2004. District transportation is requested. All costs will be paid by the Sheridan PTO.

 

G.   Approximately 100 eighth grade students from Curtin Middle School, accompanied by their teachers, to travel to Washington, DC, on a Saturday during May 2004. Students eligible to participate will not have been suspended during the second semester and will have completed all attendance, discipline and school work requirements. Transportation will be provided by contract carrier. The students will fund the cost of the trip.

 

H.   Forty-seven (47) kindergarten students from Round Hills Elementary School, accompanied by their teachers, an aide, and parent volunteers, to travel to Jarrett’s Farm (Montgomery) during May 2004. District transportation is requested. All costs will be paid by the Round Hills PTO.

 

I.   Fifty (50) performing music members from Roosevelt Middle School, accompanied by their teacher and parent volunteers, to travel to the Genetti Hotel and Community Arts Center during May 2004 to attend a concert. District transportation is requested and will be paid by the Williamsport Symphony.

 

J.   Approximately 25 food service class members from the Williamsport Area High School, accompanied by their teacher, to travel to the Gamble Farm Inn (Jersey Shore) during May 2004. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record ; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. District transportation is not required. The students will pay for the trip with the tips from the Millionaire Café.

 

K.   Sixty-three (63) first grade students from Stevens Elementary School, accompanied by their teachers and parent volunteers, to travel to Bald Eagle State Park during May 2004. Students eligible to participate will be in compliance with the school’s field trip disciplinary requirements. District transportation is requested and will be paid by the Stevens PTA.

 

L.   Twenty-four (24) learning support students from Roosevelt Middle School, accompanied by their teachers to travel to Winter State Park (Mifflinburg) during May 2004. District transportation is requested and will be paid by the Roosevelt Middle School PTO.

 

M.   Thirty-six (36) fourth grade students from Sheridan Elementary School, accompanied by their teachers and parent chaperones, to travel to World’s End State Park during May 2004. Students eligible to participate will not have been suspended from school or the bus, have more than three pink slips, been assigned to Saturday School, or have received more than one in-school detention within 30 calendar days prior to the trip.

  District transportation is requested. All costs will be paid by the Sheridan PTO.

 

 

11.1*   Approve the following student trips cont’d:

 

N.   Thirty (30) production printing students from the Williamsport Area High School, accompanied by their teacher, to travel to Labels by Pulizzi during May 2004. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. District transportation is requested (10-1390-519-000-30-850-280-033-0000).

 

O.   Twenty-one (21) members of the Williamsport Area High School’s jazz band, accompanied by their teachers, to travel to Brandon Park during May 2004 to participate in the Diversity Day Festival. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. The students will be transported by their parents. There will be no cost to the District.

 

P.   Forty-three (43) kindergarten students from Hepburn-Lycoming Elementary School, accompanied by their teachers and parent volunteers, to travel to Robert M. Sides Music Center during May 2004. District transportation is requested and will be paid by the Hepburn-Lycoming PTO.

 

Q.   The entire Sheridan Elementary School, accompanied by their principal, teachers, and parent volunteers, to walk in a one-mile area around the school in support of cancer awareness. Students eligible to participate will not have received two pink slips (one major pink slip), one detention, one Saturday School assignment, or one out-of-school or bus suspension within 30 days prior to the walk There will be no cost to the District.

 

R.   Approximately 100 second grade students from Jackson Elementary School, accompanied by their teachers and other adults, to travel to the Lycoming County Landfill and the Hiawatha during May 2004. Students eligible to participate will not have been assigned to Saturday School or suspended for 30 days prior to the field trip.

District transportation is requested. All costs will be paid by the Jackson PTO.

 

S.   Twenty (20) Williamsport Area High School students, accompanied by their teacher, to travel to Penn College during May 2004 to participate in Senator Madigan’s education seminar. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. District transportation is requested. Costs for the trip will be funded from the life skills support budget, the WillSERVE budget, and from contributions from the Newberry Lioness Club.

 

U.   Nineteen (19) life skills support students from Round Hills Elementary School, accompanied by their teachers and four aides, to travel to downtown Williamsport during May 2004. The students will have the opportunity to visit Jersey Shore State Bank, the library, and Park Pizza to make their lunch. Transportation will be aboard City Bus. All costs will be paid by the Round Hills PTO.

 

11.2   Approve the filing of an application for participation in the Summer Food Service Program.

 

Reimbursement is based on the actual cost or maximum reimbursement per meal whichever is less. Additional reimbursement is provided to offset administrative costs.

 

The Summer Food Service Program meal preparation is proposed for Jackson Elementary.

 

Breakfast will be distributed to the WASD Elementary Title I Summer School Program at Cochran and Jackson Elementary Schools as well as Curtin and Roosevelt Middle Schools.

 

Lunch will be distributed to WASD Extended Day Summer School Program at Cochran and Jackson Elementary Schools and Curtin Middle School.

 

Breakfast and snack will be distributed to The Center.

12.3*   Authorize a contract between the Williamsport Area School District and the Pennsylvania Department of Transportation authorizing the school district to operate a Safety Inspection Mechanic Training Program (State Inspection) for students enrolled in the Automotive Technology program. The Automotive Technology program is a PDE approved Career and Technical Education program offered at the Williamsport Area High School. Students completing the Safety Inspection Mechanic Training Program are eligible to participate in the certification testing program. Students who are successful on the test will receive certification as a Safety Inspection Mechanic.

 

12.4*   Authorize an agreement with the City of Williamsport to rent Bowman Field for two varsity baseball games, and authorize the signing of the hold harmless agreement if approved by Fred Holland.

 

12.5*   Authorize a transportation contract with Patricia and Charles Feaster, 1836 Vesta Avenue, Williamsport, PA, to provide transportation for two students. The Feaster's will be paid 36.0 cents per mile. One student attends Cochran and the other attends Jackson. This contract is for the 2003 - 2004 school year unless terminated sooner by the District.

Mrs. Markle commended teachers who attend professional development activities after the school year is over.

 

Mrs. Williams thanked the three teachers who attended this evenings’ meeting. She was pleased at how enthusiastic they are about their students.

 

Mr. Zimmerman announced that there would be a dance recital at the Williamsport Area High School on May 22. The recital proceeds will benefit the choral programs.

 

Mrs. Markle invited everyone to attend the baseball games at Bowman Field this Friday and Saturday.

Vice-President Temple announced that the Board met in executive session prior to this evenings meeting to discuss terms and conditions of employment for one or more District employees and to receive legal advice from an attorney.
