The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, January 16, 2001, beginning at 8:00 p.m. in the Board of Directors’ Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

 

The President, David B. Stone, Jr., called the meeting to order with the following members:

D.   On exhibit in the Board Room is the Region 1 Scholastic Art Exhibit. It includes 31 pieces

by Williamsport Area School District students from the high school and the three middle schools. After January 25, the art work will be sent to Harrisburg for regional competition.

 

BOARD PRESIDENT’S REPORT – Mr. David B. Stone, Jr.

 

A.   Congratulations to Wayne Fausnaught for receiving the following grant monies:

 

B.   The Community Volunteer Work Experience Program has received a donation in the amount of $1,000 from the Wal-Mart Foundation.

 

C.   President Stone announced that the Roosevelt dedication would be held this coming Sunday.

 

D.   President Stone also indicated our sadness in the passing of Mr. Ted Strein, a former Math Coordinator for the District who was very supportive in the MathCounts Program.

 

 

 

 

Committee Reports by Board Members

 

Mr. Zimmerman reported that the Employment Steering Committee met on January 11, 2001. They reviewed the new recruitment plan and it was favorably received. The committee will be getting a report from Jim Dugan concerning subfinders’ success for filling absences.

 

President Stone reported that our District sponsored a dinner meeting with the Superintendents and Board Presidents of the Lycoming and Sullivan County School Districts. There was 100% participation and the meeting was very productive. He thanked Dr. Lowery for organizing the meeting.

 

Fred Holland provided an update on the Woodward succession issue. He indicated that he is very busy preparing the appeal to Commonwealth Court.

CURRICULUM REPORT

 

Motion made by Mrs. Markle, seconded by Mrs. Harris, to approve the following curriculum items:

 

    1. Approve the change of Sheridan Elementary’s Act 80 inservice day from March 23, 2001, to April 6, 2001. The March 23 date conflicts with students taking the State Assessment and Stanford 9 tests.

8.2*   Approve the expenditure of the PSSA 2000 School Performance Funding Awards. Cochran Elementary School received $13,527, and Roosevelt Middle School received $9,936.

 

8.3*   Authorize Diane Duffin and Emily Cayuso to present an inservice to the Jackson Elementary School staff on May 4-5, 2001, on the topic of “literacy centers.” The cost for this training is approximately $3,000, and is funded through the Read to Succeed Grant.

 

8.4*   Approve Kathleen Welling, Outreach Coordinator at Duquesne University and former MENC (Washington, DC) staff member, to present inservice to the music department on February 19, 2001. Her presentation will cover arts advocacy, curriculum development, standards and successful middle school choral techniques.

 

The approximate cost will be $500, which includes clinician fee, travel, lodging, and expenses and will be paid through string #101-2270-0-00-330-17-323.

 

CURRICULUM REPORT CONT’D:

 

8.5*   Approve Steven Neeley, faculty member at Carnegie Mellon University as instructor of Delcroze Eurythmics and movement, to present inservice to the music department on February 19, 2001. His presentation will cover the many possibilities of incorporation movement and other elements of eurythmics into the elementary and middle school classroom music curriculum.

 

The approximate cost will be $500, which includes clinician fee, travel, lodging, and expenses and will be paid through string #101-2270-0-00-330-17-323.

 

8.6*   Approve Philip Pockey, Technology Specialist for I.U. #17, and Jerry Christy, Educational Consultant for I.U. #17, to provide computer training in Claris Home Page, Web Page Design, Power Point, and Digital Imaging from camera to web page on February 19, 2001. The training for all secondary Social Studies teachers and all high school English teachers will take place in the Technology Lab at the high school from 8:00 a.m. to 3:00 p.m.

 

The approximate cost of $660 is budgeted in string #101-2270-0-00-330-17-323.

 

8.7*   Approve Arnold Betts, Lawrence Flint, Scott Grove, Dale Seeley and Edward Kelley for up

to 5 hours of employment to present a series of science workshops to elementary teachers on topics in earth, life, and physical science on Saturday, February 3, 2001. Department Head for Science Tom Mitchell will also be presenting workshops that day. The approximate cost of the workshops at $21.89 per hour per teacher (approximately $550) is budgeted in the Title II grant.

E.   Stephanie L. Cendoma, instructional support aide at Lycoming Valley Middle School, leave of absence without pay for medical reasons, effective January 26, 2001, through March 12, 2001, possibly to return sooner.

Mrs. Cendoma’s leave of absence is taken under the Family Medical Leave Act, which entitles the employee to health insurance for a maximum of 12 weeks, but is without pay or any other benefits.

 

9.3*  ELECTION OF STAFF

 

Elect the following staff, for the purpose and on the date indicated:

A.   Appoint Paul P. Daniels, 151 Mountain View Road, Lewisburg (currently Assistant Principal at Stevens/Sheridan Elementary Schools), as half-time Acting Principal at Sheridan Elementary School and half-time Assistant Principal at Stevens Elementary School, effective January 17, 2001, through the end of the 2000-2001 school year, at the rate of $321.96 per day, with 9.5 vacation days, 1.5 emergency days, and all other benefits as provided under the Act 93 Compensation Plan.

 

B.   Kimberly A. Springman, 803 West Central Ave., South Williamsport, as a full-time substitute teacher with elementary certification, effective January 16, 2001, for the second semester of the 2000-2001 school term, unless terminated sooner, with initial assignment at middle school and elementary school levels, at a salary rate of Level 1, Year 1, Bachelor's, $35,798, prorated. Ms. Springman holds a bachelor's degree from Lock Haven University and is certified in Elementary. The administration will monitor this process with respect to failed absences.

 

C.   David C. Fink, 2218 Mahaffey Lane, Williamsport, extension of position as a long-term substitute teacher, effective January 16, 2001, through the end of the 2000-2001 school term (tentative date June 8, 2001), unless terminated sooner, to teach science at Curtin Middle School, at a salary rate of Level 1, Year 1, Bachelor's, $35,798, prorated. Mr. Fink holds a bachelor's degree from Lock Haven University and is certified in Biology and General Science (replaces Kevin Harris, transferred to administrative position for the 2000-2001 school year).

M.   Authorize Eleonora Shugol, 900 Walnut St., Montoursville, to provide tutoring/ interpreter services for two Russian students who will be attending Lycoming Valley Middle School, effective August 28, 2000, at the rate of $80.00 per school day plus up to five (5) hours per week after school tutoring at the rate of $12.31 per hour, through the remainder of the 2000-2001 school term. (Mrs. Shugol was originally approved for the first nine weeks; services were to be reviewed at the end of the first semester).

 

N.   The following persons as teachers for the Title I Extended Day Program at Lose Elementary School, from January 23, 2001, through May 17, 2001. Teachers will be paid $21.89 plus appropriate benefits for up to four hours per week (up to one hour of teaching per day plus one hour of preparation time per week). A.   Steven H. Roles, 2600 Riverside Dr., Duboistown, from a part-time custodian at the high school to a general part-time custodian at Lycoming Valley Middle School, 250 days up to 4 hours per day, with a base wage rate of $8.13 per hour, effective January 17, 2001 (replacing George Brown).

 

B.   Carol Ann Shannon, 1121 Market St., Williamsport, from a substitute custodian to a general part-time custodian at the high school, 250 days up to 4 hours per day, with a base wage rate of $8.13 per hour, effective January 17, 2001 (replacing Mike Welch).

 

C.   Greg N. Winters, 231 Whyne Rd., Jersey Shore, currently a substitute custodian doing weekend security at the high school to a part-time weekend/holiday security (third shift) at the high school, with a base wage rate of $8.63 per hour, effective January 17, 2001 (replacing Bryan Baird).

 

9.5  CONTRACTS

 

 A.   Nancy H. Nesbitt, 1217 Wheatfield Drive, Williamsport, qualified interpreter of American Sign Language (ASL) and Pidgin Sign English (PSE) to provide day-to-day substitute interpreter services (as needed) to eligible students at the rate of $23.00 per hour for hours worked, effective January 17, 2001, through June 8, 2001.

 

9.6  OTHER

 

A.   Authorize the Director of Human Resources to schedule attendance of District Recruiting Committee to attend two statewide job fairs in Philadelphia (March 28, 2001) and Monroeville (April 5, 2001) at an estimated cost of $5,500 (includes registration, lodging, meals, mileage, etc.).

10.1   RELEASED TIME/TRAINING PROGRAMS

 

Motion made by Mr. Zimmerman, seconded by Mrs. Markle, to approve released time for staff members to participate in professional development activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted.

STUDENT/COMMUNITY ACTIVITIES

community activities:

 

11.1*   Approve the following student trips:

 

  1. Approximately 120 fourth grade students from Jackson Elementary School, accompanied by their teachers, to travel to the Williamsport Area High School during January 2001. The students will be visiting the planetarium as part of their science curriculum. The students will be taken in two groups. District transportation is requested and will be paid by the Jackson PTO.
  1. Sixty (60) fourth grade students from Round Hills Elementary, accompanied by their teachers, to travel to the Williamsport Area High School during February 2001. The students will be visiting the planetarium as part of their science curriculum. District transportation is requested and will be paid by the Round Hills PTO.
  1. Sixty (60) fourth grade students from Sheridan Elementary School, accompanied by their teachers, to travel to the Williamsport Area High School during February 2001. The students will be visiting the planetarium as part of their science curriculum. District transportation is requested and will be paid by the Sheridan PTO.
  1. Sixty-five (65) members of the Williamsport Area High School’s FBLA Chapter, accompanied by their advisors, to travel to Bloomsburg University during January 2001 (with a snow date during February) to participate in the FBLA Spring Leadership Conference. Transportation will be provided by contract carrier. All costs will be paid with FBLA funds. Two substitutes will be needed for one day.
  1. Sixty (60) students from Cochran/Curtin Elementary School, accompanied by their parents, to travel to Baltimore during May 2001 for their fifth grade trip. The students will be visiting Fort McHenry, Baltimore Aquarium, and the science museum. There will be no cost to the District. The trip is being funded by the students and the Cochran School Association.
  1. Thirty-six (36) Williamsport Area High School band students, accompanied by their directors, to participate in the LCBDA Junior County Band Festival. This year’s festival will be held at McCall Middle School (Montoursville). Rehearsals will take place during March and April, with the concert being held in April. District transportation will only be required on one date. Cost to the District will be approximately $260 (101-3211-2-20-160-23-813) for student registration fees; and approximately $60 (101-3211-2-22-160-23-519) for student transportation. No substitutes will be required.
  1. Thirty-five (35) members of the Williamsport Area High School’s Women’ ;s Sophomore Choir, accompanied by their director and parents, to travel to Divine Providence Hospital during January 2001 to perform. There will be no cost to the District. The students will be transported by their parents.

11.1*   Approve the following student trips cont’d:

 

  1. Forty-five (45) Williamsport Area High School students, accompanied by their chaperones, to travel to Eagles Mere during February 2001 to visit the toboggan slide. The trip is an incentive trip for Key Club members. District transportation is requested. The trip is after school hours and will be funded by the Key Club.

11.2   Approve the 2000-2001 school year bus routes and stops as submitted by the Director of Student Transportation.

Mr. Zimmerman reported that the District Orchestra Festival was hosted by Shamokin School District on January 13, 2001. Our district had the largest student participation (33) and the students did an excellent job.
