The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, April 6, 2004, beginning at 8:00 p.m. in the Board of Directors’ Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

BOARD PRESIDENT’S REPORT – Mr. David B. Stone, Jr.

 

A.   Congratulations to Mr. Thomas Zimmerman, who has distinguished himself by having obtained 48 credits in the Pennsylvania School Board Association’s voluntary comprehensive training program, the School Board Academy. The Academy curriculum includes a variety of elective courses covering current educational, governance, legal, and management issues.

 

B.   Congratulations to Bruce Elliott (incoming Principal for Cochran Elementary School) who was selected for a week-long study at the University of Oxford. Selection for this opportunity carried with it well-deserved recognition as an outstanding principal. In addition, Mr. Elliott was provided with the opportunity to present his thesis, as well as dialogue with others on essential leadership principles such as contributorship, self-reflection, and the concept that leaders must lead with a holistic view.

 

C.   General Obligation Bond Refinance

 

Presentation by Public Financial Management and Saul Ewing regarding the refinancing

of the 1999 GOB issue.

8.5*   Approve Ronald A. DeSanto, 4633 Rose Valley Road, Trout Run, PA 17771 as a consultant for the on-site NATEF evaluation team for up to 2 days at the rate of $90 per day. Mr. DeSanto will serve as a member of the on-site evaluation team from an independent repair facility. Funding for this service is provided by the Innovative Learning and Workforce Development grant. 8.6*   Approve the Automotive Technology program at the Williamsport Area High School to apply for certification by the National Automotive Technicians Education Foundation (NATEF). Based on NATEF’s evaluation, the National Institute for Automotive Service Excellence (ASE) certifies the program. Graduates of the program who meet the criteria are eligible for ACE certification. Program Certification will require the visit of an on-site evaluation team during late April or May. The evaluation team consists of a member from a dealership, a member from an independent repair facility, and a member from an automotive training program. Cost of the application is $450 and is funded through the Innovative Learning and Workforce Development grant. (10-1100-819-261-30-850-000-033-0004)

 

CURRICULUM REPORT CONT’D:

 

8.6*   Approve the Automotive Technology program at the Williamsport Area High School cont’d:

 

The Automotive Technology program is a PDE approved Career and Technical Education program offered at the Williamsport Area High School. Students completing the Safety Inspection Mechanic Training Program are eligible to participate in the certification testing program and, if successful on the test, will receive certification as a Safety Inspection Mechanic (Pennsylvania State Inspection). WAHS students who successfully complete the automotive technology program will now be eligible for both State Inspection and ASE certification.

 

8.7*   Approve Tracy Lunger and Patti Wiley to do Everyday Math training in a 3-hour after school session on Wednesday, April 14. (Ms. Lunger and Ms. Wiley are teachers in the East Lycoming School District and are official staff developers for Everyday Math.) The cost of the training will be $180 per presenter and will be paid for through Title IIB.

 

8.8   Approve a "Career Exploration Day" opportunity for WASD students in grades 5 through 12 on April 22, 2004. This is a career education activity and coincides with the national "Take Our Daughters to Work Day."

 

This experience is only recommended for students in grades 5 through 12; however, students in Kindergarten through 4th grade may participate in the experience by completing the “Application for Excused Absence for an Educational Trip.”

 

This is a voluntary activity that will require pre-registration to include parent's signature and identification of parent/guardian's place of employment to be visited. Additionally, students participating in this activity with their parent will be required, and given the opportunity, to

complete regular academic work covered on April 22. Participating students will also be required to complete a variety of appropriate assignments relevant to their visitation of the parent's place of employment.

 

Participating parents are responsible for the transportation and safety of their child to and from their place of employment.

 

8.9   Approve an Act 80 Day on Thursday May 13, 2004 for the Williamsport Area High School staff.

 

8.10*   Approve expenses to be incurred by Alison Trautmann, HighSchools That Work consultant, in providing ninth grade academy professional development to the Williamsport Area High School faculty for 2 days in May of 2004. Ms. Trautmann is principal of the Stranahan High School, 1800 SW 5th Place, Ft. Lauderdale, FL 33312. Stranahan High School has successfully operated an academy for several years. The professional development aspect of the grant meets one of the grant objectives, which is to enhance integrated learning that gives students occupational and academic skills required to perform successfully in the workplace. Expenses to be incurred for the 2 days include a consultant fee, airfare, lodging, and meals estimated at $5,800 and paid through the Innovative Learning and Workforce Development grant.     Ms. Kaiser is currently utilizing sick and/or personal days and will begin her unpaid leave of absence on April 14, 2004, which will be taken under the Family Medical Leave Act, which entitles the employee to health insurance for a maximum of 12 weeks, but is without pay or any other benefits.

 

 C.   Tracy M. Mitstifer, Title I Reading Specialist at Cochran Elementary School, for an unpaid medical leave, effective April 8, 2004, through June 30, 2004, possibly to return sooner.

9.7  OTHER

 

 A.   Authorize the extension of the work day (up to 45 minutes per day) for each of the following employees for days assigned at Curtin Middle School, through the remainder of the 2003-2004 school term, effective March 29, 2004:

10.1   RELEASED TIME/TRAINING PROGRAMS

 

Approve released time for staff members to participate in professional development activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. B.   Thirty-one (31) fourth grade gifted education students from Cochran, Hepburn-Lycoming, Round Hills, Sheridan, and Stevens Elementary Schools, accompanied by their teachers and two parents, to travel to Camp Susque (Trout Run) during April 2004. Students eligible to participate must be in compliance with their school’s field trip disciplinary requirements. District transportation is requested (10-1243-519-000-10-000-000-023-0000). C.   Fourteen (14) second grade gifted education students from Cochran, Round Hills, and Stevens Elementary Schools, accompanied by their teachers and a parent, to travel to the Lycoming County Historical Museum, Memorial Park, and the Williamsport-Lycoming Airport during April 2004. Students eligible to participate must be in compliance with their school’s field trip disciplinary requirements.

Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. Transportation will be provided by contract carrier (10-3211-513-000-30-850-121-023-0000).

 

F.   Fifty-four (54) fifth grade students from Sheridan Elementary School, accompanied by parent chaperones, to travel to the National Aquarium in Baltimore during May 2004. Students eligible to participate will not have been suspended from school, will not have more than three pink slips, have been assigned to Saturday School, or have received more than one in-school detention within 60 calendar days prior to the trip.

Transportation will be provided by contract carrier. Student fundraisers will pay for the cost of the trip.

 

G.   All eighth grade science students from Curtin Middle School, accompanied by four teachers, to travel to the Montour Preserve on two dates during May 2004. The students will be divided into two groups with half attending each day. Students must be in compliance with their school’s field trip disciplinary requirements in order to participate. District transportation is requested. All costs will be paid by the Curtin PTO.

 

H.   One Curtin Middle School student, accompanied by a teacher, to travel to Harrisburg for two days during March 2004 to participate in the State Mathcounts Competition.

The student will be transported by the teacher. All costs will be paid through the Title II budget.

 

I.   Twenty-five (25) Williamsport Area High School students, accompanied by their teacher and advisor, to travel to Lock Haven University on two dates during April 2004 to participate in the Model United Nations. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. District transportation is requested (10-1243/1100-519-000-30-850-000/190-023/029-0000). Two substitutes will be required for two days.

 

J.   Fifty-two (52) third grade students from Round Hills Elementary School, accompanied by their teachers, aides, and parent volunteers, to travel to the Community Arts Center, Little League headquarters, and Reptiland during May 2004. Students eligible to participate will not have been suspended from school or have been assigned to Saturday School for disciplinary reasons within 30 school days prior to the trip. District transportation is requested. All costs will be paid by the Round Hills PTO.

L.   Fifty (50) second grade students from Round Hills Elementary School, accompanied by their teachers and parent chaperones, to travel to Woodward Cave during May 2004. Students eligible to participate will not have been suspended from school or assigned to Saturday School for disciplinary reasons within 30 school days prior to the trip.

  District transportation is requested. All costs will be paid by the Round Hills PTO.

 

M.   Approximately 104 fourth grade students from Jackson Elementary School, accompanied by their teachers and parent volunteers, to travel to Penn’s Cave during June 2004. Students eligible to participate must be in compliance with the school’s field trip disciplinary requirements. District transportation is requested. All costs will be paid by the Jackson PTO.

 

N.   Approximately 80 orchestra students from the Williamsport Area High School, accompanied by their teachers and parent chaperones, to travel to New York City during May 2004 to attend a performance of “Phantom of the Opera” and to tour Carnegie Hall. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. Transportation will be provided by contract carrier. All costs will be paid by the students and the orchestra association. Two substitutes will be required for the day.

 

O.   Ten (10) emotional support students from the Williamsport Area High School, accompanied by two teachers and an aide, to travel to Rock Run and Pleasant Stream for a community interaction/socialization experience. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. District transportation is requested. A private vehicle may be used (if needed) to supplement the district transportation. There will be no cost to the District.

 

P.   Approximately 40 members of the Williamsport Area High School’s CASA club, accompanied by their teacher and other staff chaperones, to travel to New York City during May 2004. The students will visit the Statue of Liberty, “ Ground Zero,” and the South Street Seaport. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. Transportation will be provided by contract carrier. The students will fund a portion of the trip and the rest will be paid from CASA fundraisers.

Q.   Three (3) Williamsport Area High School students, accepted by competitive audition, to participate in the Pennsylvania Music Educators’ Association All-State Festival to be held in Erie four days during April 2004. R.   Four (4) Williamsport Area High School students, accompanied by their teacher, to travel to the Pennsylvania State University Wilkes-Barre campus during May 2004 to participate in the Newton Math Competition. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. The students will be transported by their teacher. A substitute will be required for a half day.

 

S.   Approximately 80 fourth grade students from Round Hills Elementary School, accompanied by their teachers, aides, and parent volunteers, to travel to Harrisburg during May 2004. The students will have the opportunity to visit the State Museum and to tour the capital. District transportation is requested. All costs will be paid by the Round Hills PTO.

 

T.   Eight (8) Jackson Elementary School students, accompanied by their principal and parents, to travel to Hoss’s during April 2004 as a reward for their efforts during the school fundraiser. Students eligible to participate will not have been suspended or assigned to Saturday School within 30 days prior to the trip. The students will be transported by limousine. All costs will be paid by the Jackson PTO.

 

U.   Approximately 125 fifth grade students from Jackson Elementary School, accompanied by their parents, to travel to Knoebel’s Grove during May 2004. Students eligible to participate will not have been suspended or assigned to Saturday School within 30 days prior to the trip. Transportation will be provided by contract carrier. All costs will be paid by the Jackson PTO.

    1. Authorize a letter to the County Treasurer’s Office authorizing the Williamsport Area School District Band Association to conduct Small Games of Chance activities on District property.

BIDS/CONTRACTS

 

12.1*   Approve a contract with Mr. Ty Sells, a motivation/prevention speaker with Youth to Youth International, to address Juniors and Seniors at the Williamsport Area High School on Tuesday, May 11, 2004. Mr. Sells, a nationally-recognized speaker, will address the “Power of Acceptance” in connection with Prom Promise Week, and promote a drug and alcohol-free prom experience and lifestyle. Mr. Sells’ fee is $1,500, plus expenses, divided equally among the Williamsport Area High School and two other area high schools that will co-sponsor his appearance. Funding for the WAHS portion of Mr. Sells appearance in budgeted in the WAHS SADD Club string 80-3210-752-000-00-000-843-084-0000.

 

12.2*   Motion made by Mr. Shultz, seconded by Mrs. Williams, to approve a contract with SusCom to televise School Board meetings at a cost of $700 per meeting. The contract will be effective with the April 20, 2004, meeting and continue through March 2005.

12.3*   Authorize a renewal of an agreement with Verizon Wireless for the District’ ;s cell phone service. This new plan is estimated to reduce the monthly bill by 30% while increasing the coverage area for a state plan to a national plan and providing new telephones. The new monthly bill will be approximately $400.00 based on current service and this bill will be included on e-rate applications which should provide reimbursement of approximately 50% of the bill.

 

 

BIDS/CONTRACTS

 

12.4*   Approve a contract with Cybarworks Inc., 14605 N. Airport Drive Suite 222, Scottsdale, AZ for the period of 4/15/04 through 6/30/08, to provide Antivirus software and updates - Includes initial antivirus software and e-mail protection for 2,500 workstations, monthly upgrades, and daily definition updates for a period of 4 years. $35,420.00

 

12.5*   Award a contract to M.A. Brightbill Body Works, Inc., 2701 East Cumberland Street, Lebanon, PA to furnish and deliver four (4) new model 2005, eighty-four (84) passenger, forward control, transit style school buses in accordance with our specifications and their bid at a total price of $342,492.00. Ten bids were mailed to various vendors however, only one bid was received at the District Service Center on Tuesday, March 9, 2004. The contract to M.A. Brightbill will indicate that the District reserves the right to trade or retain any and all of the four buses being replaced.

 

12.6*   Authorize the sale of four (4) Williamsport Area School District owned buses in accordance with the terms and conditions of sale to the following bidders at their acceptable bid offer:
