The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, January 6, 2004, beginning at 8:00 p.m. in the Board of Directors’ Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

 

The President, David B. Stone, Jr., called the meeting to order with the following members:

ABSENT:  James E. Temple.

 

INVOCATION – Mr. David Wright provided the invocation and read the first district belief statement.

 

APPROVAL OF MINUTES: Motion made by Mrs. Williams, seconded by Mrs. Markle, to approve the minutes from the regular meeting of October 7; October 21; November 4; November 18 and December 2, 2003, that reading of the minutes be omitted and the minutes be approved as presented.

Student Representatives’ Report – Mitchell Marcello and Molly Townsend-Ness

 

BOARD PRESIDENT’S REPORT – Mr. David B. Stone, Jr.

 

A.   Feedback from Parents Regarding the Marching Millionaire’s Trip to Disney World – President Stone announced that representatives from the Marching Millionaires would be

  visiting with us at the next board meeting.

 

B.   Thank you to Professor Lynn Estomin for loaning to the school district the Under-ground Railroad Banners for the remainder of this school year. The banners will travel to each school to be displayed for one week. Teacher resources were developed by Lori Crossley, Amanda Holmes, and James Hockenberry with Professor Estomin serving in an advisory capacity.

 

C.   Hepburn Lycoming Elementary Project.

 

  President Stone recognized Trina Burke from McKissick Associates. The Board had a discussion on the pros and cons of including an operable partition in the multi-purpose room.

 

  Motion made by Mr. Shultz, seconded by Mrs. Williams, to instruct McKissick Associates to include the structural requirements for an operable partition in the construction specifications and plans.

 

  The motion carried by a unanimous roll call.

 

  Note: At this point the actual partition will not be included in the specifications.

BOARD POLICY – None

 

CURRICULUM REPORT

 

8.1*   Approve Rick Mikula, author and researcher from Hazleton, to conduct two student presentations and one parent workshop at Stevens Elementary School on Monday, January 12, 2004. The focus will be on butterflies as Mr. Mikula has written several books on this subject. The cost of the presentations will be $400. and is budgeted under Stevens Title I parent funds. Mr. Mikula's book that are to be given out as prizes are being purchased by the Stevens PTA.

 

8.2*   Approve authors and storytellers Mitch Weiss and Martha Hamilton, partners in Beauty and the Beast Storytellers, to present four student performances along with a parent workshop at Jackson Elementary School on Wed., April 21, 2004. The approximate cost of the visit will be $1573 which includes $1225 for the presentations and $348 for the expenses (travel, lodging, and meals). JESA-PTO will pay $625 and Jackson Title I (Consultant - Parent, Community) will pay $948.

 

8.3*   Approve six presentations of the Sense of Touch program by the Metamorphosis Performing Company to the second grades of the elementary schools on March 3, 4, and 5, 2004. The program cost is approximately $450 per presentation and is funded by the elementary curriculum budget and site-based budgets.

 

8.4   Approve the addition of the following social studies course to the grade 10 curriculum. This course is designed to provide an AP level experience for academically talented sophomores who have an interest in the social sciences. This course will be offered in the fall of 2004.

 

*United States Government and Politics AP H (1022)    1.0 Credit

 

United States Government and Politics AP H is designed for the exceptional student with an interest in U.S. government and prepares them for the Advanced Placement examination. The course meets the Pennsylvania Civics and Government Standards by providing students an analytical perspective on government and politics in the United States. Students will examine the development and Constitutional basis of our government with particular attention focused on federalism and the separation of powers. Political beliefs and behaviors, political parties, interest groups, public policy, Congress, the presidency, bureaucracy, the federal courts, and the mass media will be examined in detail. The development of individual rights and liberties and their impact on citizens will be studied through an analysis of the workings of the

 

CURRICULUM REPORT CONT’D:

 

8.4   Approve the addition of the following social studies course to the grade 10 curriculum cont’d:

 

Supreme Court and its most significant decisions. Students will be expected to use primary documents, biographies, political literature, and original research. They will complete document based as well as content focused assessments. Students enrolled in this course are expected to take the Advanced Placement Examination in United States Government and Politics.

 

Recommended Grade: 10

 

Prerequisite : Successful completion of Civics and Multiculturalism Honors with a 93 or above and approval by the Social Studies Department Head.

9.1  RESIGNATIONS

 

Accept the following resignations, effective on the dates and for the purposes indicated:

 

A.   David E. Michael, Assistant Principal at Jackson Elementary School, for the purpose of retirement, effective beginning May 18, 2004.

 

  RESOLVED: that the Board of School Directors of the Williamsport Area School District acknowledges with profound regret the retirement of David E. Michael from service in the Williamsport Area Schools and expresses its sincere appreciation for his 14 years of dedicated service to our school system as a principal. It further expresses the hope that his years of retirement will be many and richly rewarding.

 

B.   William G. McQuown, Department Chair for Social Studies for the District, for the purpose of retirement, effective June 22, 2004.

McQuown from service in the Williamsport Area Schools and expresses its sincere appreciation for his 37 years of dedicated service to our school system as an administrator and teacher. C.   Robert B. Izer, Elementary Principal at Cochran Elementary School, for the purpose of retirement, effective June 29, 2004.

Izer from service in the Williamsport Area Schools and expresses its sincere appreciation for his 10 years of dedicated service to our school system as a principal. D.   Christopher R. Zawacki, full-time Guidance Counselor/Social Studies teacher at Lycoming Valley Middle School, for other employment, tentative scheduled last date of February 10, 2004, per Section 1121 school code, possibly to be released sooner.

 

E.   Stephen M. Radocaj, resigning from position as head football coach at the high school, effective at the conclusion of the 2003-2004 school year. (Mr. Radocaj will continue as a science teacher at the high school.)

 

9.2  LEAVES OF ABSENCE

 A.   Nicole L. Lee, full-time instructional support aide at Hepburn-Lycoming Elementary School, for an unpaid medical leave, effective December 15, 2003, through January 2, 2004.

 

    Ms. Lee’s leave of absence is taken under the Family Medical Leave Act, which entitles the employee to health insurance for a maximum of 12 weeks, but is without pay or any other benefits.

 

 B.   Jeffrey S. Stiber, 920 Penn St., Williamsport, part-time custodian at the high school, for an unpaid medical leave, effective December 11, 2003, through January 2. 2004.

 

 C.   Christina M. Weitlich, instructional support aide (hearing support) at Round Hills Elementary School, unpaid leave for the purpose of travel, effective January 27, 2004, through January 30, 2004.

 

D.    D.   Billie Jo Cuozzo, general food service worker at the high school, extension of an unpaid medical leave, effective January 5, 2004, through June 4, 2004.

 

 E.   Thelma J. Eckman, general food service worker at the high school, for an unpaid medical leave, effective December 17, 2003, through January 2, 2004.

 

 F.   Kathi E. Kelley, Reading Specialist at Jackson Elementary School, extension of an unpaid medical leave, effective January 19, 2004, through March 19, 2004.

9.3*  ELECTION OF STAFF  

 

  Elect the following staff, for the purpose and on the date indicated:  

 

 A.   Stephanie N. Roles, 2600 Riverside Dr., South Williamsport, as a part-time (up to 185 days, prorated; up to 4½ hours per day) instructional support aide at Stevens Elementary School, effective January 5, 2004, with a base wage rate of $10.34 per hour or contract rate, FICA, Worker’s Compensation, Retirement (if eligible), and sick leave (per the Agreement between the Board and the Williamsport Area Support Personnel) are the only fringe benefits (replacing Carol Roles, transferred to full time position).  

 

 B.   Robin A. Harvey, 1027 Memorial Ave., Williamsport, as a substitute teacher for the Title I Extended Day Program at Roosevelt Middle School for the 2003-2004 school year, effective December 3, 2003, through May 27, 2004, at the rate of $23.91 per hour plus appropriate benefits. All funds are budgeted under Title I.

 

 C.   Suzanne Pryor, 170 Rock Run Rd., Cogan Station, as a teacher one day a week and as a substitute teacher as needed for the Title I Extended Day Program at Jackson Elementary School for the 2003-2004 school year, effective from December 8, 2003, through May 20, 2004, at the rate of $23.91 per hour plus appropriate benefits. All funds are budgeted under Title I.

 

 D.   Christina L. Caputo, 515 Cedarwood Dr., Montoursville, as a substitute teacher for the Title I Extended Day Program at Stevens Elementary School for the 2003-2004 school year, effective from December 16, 2003, through May 20, 2004, at the rate of $23.91 per hour plus appropriate benefits. All funds are budgeted under Title I.

 

 E.   Elaine M. Harvey, 2516 E.  N.   Suzanne Addis Thompson, P.O. Box 248, Pine Grove Mills 16868, as a long-term substitute teacher, effective January 27, 2004, through the end of the second semester of the 2003-2004 school term (tentative ending date of June 7, 2004), unless terminated sooner, as a Guidance Counselor at Stevens Elementary School, at a salary rate of Step 1, master’s, $40,500, prorated. Ms. Thompson holds a bachelor’s and master’s degree from Penn State University and is certified in Elementary School Counselor (replacing Danielle Sowers, on maternity leave).

North, 1996 Misner Rd., Williamsport, from a general food service worker (2 hours daily) to a general food service worker (3 hours daily) at Sheridan Elementary School, with a base wage rate of $8.59 per hour or contract rate, effective January 7, 2004 (replacing Kathryn Root, transferred).

 9.5  OTHER

 

 A.   Authorize payment of $25,817.00 for Williamsport Area School District’s share for Healthcare Services Purchasers Professional Liability Insurance provided by Lexington Insurance Company. This coverage is a recommended necessity for self-insured health care programs. The Williamsport Area School District has purchased the coverage through a joint effort with the Lycoming County Insurance Consortium and the Northern Tier Insurance Consortium. Payment will be made to the BLaST Intermediate Unit for Williamsport's share of the premium.

 

B.   Approve an 8-hour Food Safety and Sanitation Certification Program (ServSafe) conducted by Dale Wilkinson from US Food Service on February 16, 2004, at the District Service Center Conference Room #2. Attendance is voluntary. A few employees from the Mifflinburg School District Food Service Department may also be attending. The cost of the course per person is $125.00 for the course book and exam:

PROFESSIONAL DEVELOPMENT

 

10.1   RELEASED TIME/TRAINING PROGRAMS

 

Approve released time for staff members to participate in professional development activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted.  

 

STUDENT/COMMUNITY ACTIVITIES

 

11.1*   Approve the following student trips:

 

A.   Approximately 107 fifth grade students from Cochran Elementary School, accom-panied by their teachers and parents, to travel to Washington, DC, during May 2004. The students will have the opportunity to visit the National Zoo, the Washington and Lincoln Memorials, and the White House if time permits. Students eligible to participate will not have received a pink slip after April 1, 2004, and at this discretion of the school principal will not have been suspended or assigned to Saturday School. Students not meeting all the criteria may be permitted to attend of a parent accompanies the student. Transportation will be provided by contract carrier. The Cochran School Association will provide $3,000 toward the trip, with the students providing the remainder through a fundraiser.

 

B.   Twenty-five (25) Williamsport Area High School orchestra students, accepted by competitive audition, to participate in the Pennsylvania Music Educators’ Association District 8 Orchestra Festival to be held at the Jersey Shore Area High School on four days during February 2004. Students eligible to participate must be in compliance with their school’s field trip disciplinary requirements.

Jeffrey Tedford, WAHS Orchestra Director, will accompany the students. One substitute will be required for two days.

 

C.   Four (4) Williamsport Area High School band members, accepted by competitive audition, to participate in the Pennsylvania Music Educators’ Association District 8 Band Festival to be held at the Canton High School on four days during February 2004. Students eligible to participate must be in compliance with their school’s field trip disciplinary requirements.

D.   Five (5) members of the Curtin Middle School’s Mathcounts Team, accompanied by their teacher, to travel to the Little League Complex (South Williamsport) during February 2004 to participate in the Mathcounts competition. Students eligible to participate must be in good academic standing and will have no unexcused absences or any suspensions as of the date of the trip. The students will be transported by their teacher. A substitute will be required for the day.

 

E.   Thirty-three (33) band students from Curtin, Lycoming Valley and Roosevelt Middle Schools, accompanied by their teachers, to travel to Muncy to participate in the LCBDA Junior County Band Festival on dates during February and March 2004. Students eligible to participate must be in compliance with their school’s field trip disciplinary requirements. District transportation will be required as indicated on the field trip forms. Cost to the District would be approximately $300 (10-1100-813-000-20-550/600/650-121-023-0000) for student registration fees; and approximately $250 (10-1100-519-000-20-550/600/650-121-023-0000) for student transportation. No substitutes will be needed.

 

11.1*   Approve the following student trips cont’d:

 

F.   Fifty (50) FBLA members from the Williamsport Area High School, accompanied by their advisors, vocational counselor and aide, to travel to the Jersey Shore Area High School during January 2004 to participate in the Annual Region 7 FBLA Competition. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

District transportation is requested. All costs will be paid through FBLA funds. Two substitutes will be required for the day.

 

G.   Two (2) Williamsport Area High School students, accompanied by a teacher, to travel to Harrisburg on three dates during February 2004. The students will be creating a display and present it at the Capitol during Career and Technical Education Week. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

The students will be transported by their teacher. A substitute will be required for two days.

 

11.2   Approve the following request for facility use:

 

A.   Hepburn Lycoming Little League to use the gymnasium at Lycoming Valley

Middle School on February 17 and 18, 2004 from 6:00 p.m. until 8:30 p.m. to hold

tryouts. Hepburn Lycoming Little League is requesting relief of the occupancy fee

estimated at $80.00. Certificate of Insurance to be received.

 

  1. Newberry Lions to use the gymnasium at Roosevelt Middle School on Saturday,

April 17, 2004 from 9:00 a.m. until 5:00 p.m. to hold the annual “Come Visit Inside Newberry” Community Event. The Newberry Lions are requesting that the occupancy fee of $40.00 be waived. Certificate of Insurance on file.

 

BIDS/CONTRACTS

 

12.1*   Authorize a contract with Verizon authorizing a change in the location of the telephone cable and terminal equipment at the Hepburn Lycoming Elementary School. This change is in anticipation of the construction project.

 

12.2*   Approve Sage Technology Solutions to furnish and install a new telephone system at Round Hills Elementary School at a cost not to exceed $36,359. Sage Technology Solutions was the lowest of three quotes received.

ITEMS FROM BOARD MEMBERS

 

Mr. Zimmerman referenced an article in the Sun-Gazette which indicated that there are indeed new restrictions on fund balances for school districts. He was surprised and upset that this was actually passed in legislation in light of the fact that we did not receive subsidy payments in the first six months of the fiscal year during the state budget debate. Both Mr. Zimmerman and Mrs. Markle indicated that partisan politics are being placed above the needs of Pennsylvania constituents.

President Stone announced that the Board met in executive session prior to this evenings meeting, to discuss terms and conditions of employment for one or more District employees and to receive legal advice from an attorney.
