The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, October 21, 2003, beginning at 8:00 p.m. in the Board of Directors Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

BOARD PRESIDENTS REPORT Mr. David B. Stone, Jr.
A. Congratulations to David Stone, Board President, for being awarded the Advanced Boardmanship Pin from the Pennsylvania School Boards Association for acquiring 72 points through participation in PSBA programs.
B. Congratulations to Jackie Thomas, Assistant Superintendent, for being awarded the Boardmanship Pin from the Pennsylvania School Boards Association for acquiring 48 points through participation in PSBA programs.
C. Congratulations to David Wright, Director of Student Services, for obtaining a Safe Schools Initiative Grant in the amount of $40,000. These funds will provide the school district with additional resources to ensure that schools are places where children can learn and teachers can teach free from fear and violence.
Committee Reports by Board Members
Mr. Zimmerman reported on the Lycoming County Planning Committee. He is on the Greater Williamsport Committee. He indicated that they are reviewing zoning and support structure systems such as roads, sewers, water, etc. There are opportunities for development but the goal is to have a reasonable plan that doesnt overburden the systems.
Mr. Vollman is participating on the Lower Lycoming Committee of the Lycoming County Planning Committee. His committee is looking at continuity of rules and regulations such as housing requirements.
Mrs. Mahaffey reported on the most recent meeting of the ETEC/ATEC Committee. Network installation is almost complete at Sheridan and Jackson. We are applying for an Enhanced Education through Technology grant that would pay $130,000 per year for two years.
Mr. Vollman reported that the Fitness Center Committee met and talked about funding options. We are going to work with our legislative representatives and others to try to move the project forward.
Mr. Zimmerman reported on the Gifted Education Committee. They are forming a task force approach to review the entire gifted program. This is a self assessment that will include compliance review of Chapter 16 changes and the Pennsylvania Education Code. The committee is dividing into two groups consisting of an elementary group and a middle/high school group.
Construction Projects
The Board had a discussion on the Hepburn project centering around the possible need of additional special education classrooms. The option being considered was to build a new art room in the addition and add a special education room in the existing art room. This option was cost prohibitive and could delay the project. Therefore, the Board agreed not to add additional special education classrooms to the project.
Motion made by Mr. Shultz, seconded by Mrs. Mahaffey, to approve the balance of the agenda including the minutes in item #4 and the addendum.
FINANCE REPORT
6.1* Authorize payment of invoices and services rendered by the list submitted marked Order No. 10/21/03 in the amount of $404,796.34, 10/21/03A in the amount of $165,565.85, and 10/21/03B in the amount of $1,921.96 and that the officers of the Board of School Directors be directed to execute Order Nos. 10/21/03, 10/21/03A and 10/21/03B.

CURRICULUM REPORT
8.1 Approve expenditures in career and technical education under a proposal submitted to the Pennsylvania Department of Education by the Williamsport Area School District for Innovative Learning and Workforce Development in the amount of $50,000. The Williamsport Area School District has received approval for the application submitted to the Pennsylvania Department of Education. These funds must be utilized as outlined in the proposal for curriculum development according to Pennsylvania Department of Education regulations.
The purpose of this funding is to:

8.2* Approve payment to the following teacher(s) at the rate of $85.00 per day (substitute rate for 2002-2003) for the days indicated writing IEP's before the start of the school term to ensure educational services for the 2003-2004 school term. Funds budgeted in the Special Education Budget.

8.3* Approve Dr. Kay Groller of Groller Consulting Inc. to provide professional development for all middle school teachers on November 26, 2003. Dr. Groller will train teachers in the theory and application of the metacognitive strategies of Reciprocal Teaching. All costs for this workshop, $800, (consulting fee of $500, as well expenses for lodging, travel, and meals, $300) have been budgeted under Title II.

Fox, 109 Grimesville Rd., Williamsport, as a part-time (up to 4½ hours per day) instructional support aide at Cochran Elementary School, effective on or about November 3, 2003, with a base wage rate of $9.34 per hour or contract rate, FICA, Worker's Compensation, Retirement (if eligible), and sick leave (per the Agreement between the Board and the Williamsport Area Support Personnel) are the only fringe benefits (new position).

The following person(s) as additional teachers for the Title I Extended Day Program at Stevens Elementary School for the 2003-2004 school year, effective from September 22, 2003, through May 20, 2004. The program will be held four days per week for up to one hour per day. The programs will require up to five teaching positions (positions may be shared). Teachers will be paid $23.91 per hour plus appropriate benefits for up to five hours per week (up to four hours of teaching and up to one hour of preparation time). H. Deborah Antonetti Hill, 11 Hemlock Rd., Williamsport, from a 4/7 time to a full-time Family and Consumer Science teacher at the high school, effective for the 2003-2004 school year, at a salary rate of Step 5, bachelors, $41,800. Mrs. Hill holds a bachelors degree from Clarion State College and is certified in Elementary and holds an Emergency Permit in Family and Consumer Science (position change approved by the Board).
9.5 CONTRACTS
A. Janna N. Walsh, 2311 Hillside Ave., Williamsport, qualified interpreter of American Sign Language (ASL) and Pidgin Sign English (PSE) to provide day-to-day substitute interpreter services (as needed) to eligible students at the rate of $45.00 per hour for hours worked, effective September 17, 2003, through June 4, 2004.
9.6 OTHER
A. Authorize the Board President or Vice-President to sign agreements with the following school district/PSERS retirees who fill coaching/extracurricular temporary positions specifying that stipends paid to these individuals for these services will not be subject to PSERS contributions (per PSERS regulations):

Authorize the administration to post a temporary Administrative Support I position at the high school (for the remainder of the 2003-2004 school term only) at the rate of $11.54 per hour (no benefits except social security, worker's compensation, and retirement-if eligible). The position will complete responsibilities related to home-bound requests, college visits, graduation projects, PSSA scheduling and accounting for 9th and 11th grades, special education "opt-outs" for assessment, schedule for armed forces recruiters, and scholarship information. The administration will review staffing requirements related to these responsibilities for the 2004-2005 school term.
9.4* POSITION CHANGES CONTD:
C. Authorize payment to Judith M. 10.1 RELEASED TIME/TRAINING PROGRAMS
Approve released time for staff members to participate in professional development activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted.
STUDENT/COMMUNITY ACTIVITIES
11.1* Approve the following student trips:
A. Approximately 102 members of the Williamsport Area High Schools Marching Millionaires, accompanied by their director and band parents, to travel to South Williamsport to perform in the Mummers Parade. Students eligible to participate must not have been suspended from school more than five days; will have no bus disciplinary record, will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. District transportation is requested and will be paid by the band association.
B. Thirty (30) accounting students from the Williamsport Area High School, accompanied by their teacher and a counselor, to travel to Lycoming College during November 2003. The students will have the opportunity to tour the accounting department at the college and to hear a variety of guest speakers. District transportation is requested (10-1390-519-000-30-850-280-033-0000). One substitute will be required for the day.
11.1* Approve the following student trips contd:
C. Twenty-two (22) French students from the Williamsport Area High School, accompanied by their teacher and two chaperones, to travel to Lycoming College during October 2003. The students will have the opportunity to attend a lecture and concert featuring French composers. District transportation is requested (10-1100-519-000-30-850-000-065-0000).
D. Sixty (60) members of the Williamsport Area High Schools Wind Ensemble, accompanied by their director and band parents, to travel to the Community Arts Center during January 2004 to participate in the installation ceremony for city officials. Students eligible to participate must not have been suspended from school more than five days; will have no bus disciplinary record, will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. All costs will be paid by the Lycoming County Commissioners Office. One substitute will be required for two periods.
F. Forty-five (45) Curtin Middle School students, accompanied by their director and five parent volunteers, to travel to the Community Arts Center during October 2003. The students will have an opportunity to hear a lecture on the pieces that the Williamsport Symphony Orchestra will be performing at their concert. The students will then be the guests of the orchestra at their evening concert. Students eligible to participate will not have been suspended, will have no unexcused absences, and will not have been sent to Time Out more than once. Transportation will be provided by City Bus. The Williamsport Symphony Orchestra will pay all costs for the trip.
G. Approximately 100 fourth grade students from Cochran Elementary School, accompanied by their teachers, support staff, and parent volunteers, to travel to Wegmans on three dates during October 2003. Any students who have received a pink slip within one month of the trip will be ineligible to attend the trip. There will be no cost to the District. The students will walk to and from Wegmans.
H. Approximately 100 fourth grade students from Cochran Elementary School, accompanied by their teachers, support staff, and parent volunteers, to travel to the Pioneer Tunnel Coal Mine, the Steam Train, and the Museum of Anthracite Mining during May 2004. Students eligible to participate will not have been suspended during the 2003-04 school year and will not have received a pink slip within one month of the trip, and will attend at the discretion of the principal. District transportation is requested. All costs will be paid by the Cochran School Association.
11.1* Approve the following student trips contd:
I. Fifteen (15) members of the Williamsport Area High Schools FBLA club, accompanied by their advisors, to travel to the Central Penn Business School (Summerdale, PA) during December 2003 to participate in FBLA Day. Students eligible to participate must not have been suspended from school more than five days; will have no bus disciplinary record, will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. Transportation will be provided in the school van. All costs will be paid through FBLA funds. Two substitutes will be required for the day.
J. Four (4) members of the Williamsport Area High Schools Student Government Association, accompanied by their advisor and host families, to travel to Edinboro for three days during November 2003 to attend the PASC State Conference. Students eligible to participate must not have been suspended from school more than five days; will have no bus disciplinary record, will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. Personal vehicles or the school van will be used for transportation. All costs will be paid by SGA funds. A substitute will be needed for two days.
K. Four (4) Williamsport Area High School students, accompanied by their teacher, to travel to Bloomsburg University during November 2003 to participate in the annual Bloomsburg Math Contest. Students eligible to participate must not have been suspended from school; will have no bus disciplinary record, will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. The students will be transported by their teacher. Costs will be paid through string 10-2260-581-000-00-050-170-021-0000 and 10-1100-813-000-30-850-170-021-0000. A substitute will be required for ½ day.

Mr. Temple stated that he noticed that there are sessions scheduled at the National School Board Association Conference for board clerks. He wondered what a board clerk was.
Mr. Zimmerman stated that the September 24, 2003 gifted enrollment count is 258.
Mr. Stone reminded everyone that the Alternative Education Schools annual blood drive would be held at the District Service Center on October 30th .
Mr. Zimmerman reported that several of our Board members are attending the PSBA Leadership Conference beginning on October 22nd at Hershey.

President Stone announced that the Board met in executive session prior to this evenings meeting, to discuss terms and conditions of employment for one or more District employees and to receive legal advice from an attorney.
