The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, September 16, 2003, beginning at 8:00 p.m. in the Board of Directors’ Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

 

The President, David B. Stone, Jr., called the meeting to order with the following members:

INVOCATION – Mr. Thomas Zimmerman provided the invocation and read the fourth district belief statement.

 

APPROVAL OF MINUTES: Motion made by Mrs. Mahaffey, seconded by Mrs. Markle, to approve the minutes from the regular meeting of September 2, 2003, that reading of the minutes be omitted and the minutes be approved as presented.

A.   Recognition for Standards Consortium Work—Kristine Datres

 

Dr. Lowery recognized and congratulated Mrs. Datres for her work and accomplishments in the Lycoming County Standards Consortium over the last three years. President Stone presented a Plaque of Excellence to Mrs. Datres. Roger May was also present to recognize Mrs. Datres’ dedication to this important project.

BOARD PRESIDENT’S REPORT – Mr. David B. Stone, Jr.

 

A.  Board Retreat

 

President Stone announced that the Board had a very successful planning retreat and he thanked everyone for participating.

 

Committee Reports by Board Members

 

Mrs. Mahaffey reported that the Community Relations Committee is off to a good start. They are working on a variety of things including new methods of communicating with the community and having more student reports at Board Meetings.

 

Mrs. Markle followed Mrs. Mahaffey’s remarks indicating that the Community Relations Committee has a limited budget and they are working on spending the funds carefully and wisely.

 

Mr. Vollman reported that at the latest Lycoming County Planning Advisory Committee the focus was a review of the counties special protection areas. There are seven teams working on various components of the plan. Mr. Zimmerman’s team is meeting next week.

 

Mr. Zimmerman reported that the Employment Steering Committee is meeting this Thursday.

 

FINANCE REPORT

 

6.1*   Motion made by Mrs. Markle, seconded by Mrs. Mahaffey, to authorizing payment of invoices and services rendered by the list submitted marked Order No. 09/16/03 in the amount of $667,581.38, 09/16/03A in the amount of $27,314.02, 09/16/03B in the amount of $141,293.32 and that the officers of the Board of School Directors be directed to execute Order Nos. 09/16/03, 09/16/03A and 09/16/03B.

CURRICULUM REPORT

 

Motion made by Mr. Shultz, seconded by Mr. Vollman, to approve the following curriculum items:

 

8.1   Approve Theodore R. Piwowar, Director of Career and Technical Education, to serve as chairman of the Policy Committee for the Pennsylvania Career and Technical Education Conference (PACTEC). Serving in this capacity would require 4 days of release time for Policy Committee meetings plus 4 days for the conference, held June 22 –26, 2004. There are no other expenses to the school district. Travel and lodging expenses for meetings are paid by PACTEC. PACTEC is the premier career and technical education professional development opportunity in Pennsylvania. PACTEC is sponsored by the Pennsylvania Department of Education (PDE), the Pennsylvania Association for Career and Technical Education (PA-ACTE), the Pennsylvania School Boards Association (PSBA), the Pennsylvania Association of Vocational Administrators (PAVA), and the Pennsylvania State Education Association (PSEA).

 

8.2*   Approve Linda Hodgdon, speech and language pathologist and Director of Cornerstone Communication Center in Troy, Michigan, to present an inservice on October 10, 2003 called "Visual Strategies for Improving Communication and Behavior". The program will be co-hosted by IU 17 with WASD and will be presented to speech therapists, autistic support teachers, life skills support teachers and assistive technology personnel from WASD and other IU 17 districts. Fees for Ms. Hodgdon's services are $5,000 for a full day presentation (8:00 to 3:00 approximately), plus hotel, flight, and meals. Approximate total cost of $6,800 ($2,500 of which will be reimbursed by IU 17) will be paid out of ACCESS funds.

 

8.3*   Approve between 12 to15 personal care aides to receive a full day of First Aid and CPR training on Friday, October 10, 2003. Training will be provided by the American Red Cross at $35.00 per participant. Personal care aides need this training to begin billing ACCESS for reimbursement for their services. Costs are budgeted in general fund string number: 10-1200-329-000-00-000-000-004-0000.

 

8.4*   Approve consultants from Renaissance Learning to provide two days of consulting for Accelerated Math and Accelerated Reader to Elementary Schools in the Williamsport Area School District during the month of September. The cost of the training is $6,100 and is funded through the Title IIA grant.

 

 

 

 

 

 

 

CURRICULUM REPORT CONT’D:

 

8.5   Approve the Community/Adult Technical Program for the Fall of 2003. The courses will be advertised in the Sun-Gazette on 2 dates. Registration can occur during regular school hours at the high school, by mail, or during the evening in the Career & Technical Education Wing of WAHS from 5:30-8:00 p.m. on September 17. Space for participants in courses is on a first-come first-served basis. A minimum of 12 participants must be registered for each course. Deadline for registration is September 19 with classes beginning the week of September 22. Following is the registration fee schedule:

NOTE: Residents are those individuals residing within the boundaries of the WASD or employees of the WASD. All others are non-residents. Participants who attend 80% of the classes will be issued a certificate of completion by the Williamsport Area School District. Participants will be provided an opportunity to evaluate the course during the last class session.

 

Programs that meet the Pennsylvania Department of Education program standards and requirements are eligible for State reimbursement (instructional hours at 80% of $8.60/hour).

 

The following teachers who will be offering courses will be paid at the rate of $23.91 per hour as per the collective bargaining agreement:

8.6*   Approve consultants Cathy Feldman and Lee Kappes of REACH Associates to present a two-day workshop at the Genetti Hotel on October 9 and 10, 2003 titled " ;Implementing a Standards-Based Full Day Kindergarten Program.” The workshop will be offered to WASD teachers as well as teachers in other school districts. The costs of the workshop include $1,400 per day for the consultants plus expenses. Approximate costs of $3,500 are budgeted in string #10-2271-329-000-00-000-000-017-0000.

 

8.7*   Approve a contract with the Genetti Hotel to provide meeting space and food on October 9

and 10, 2003 for a workshop titled "Implementing a Standards-Based Full Day Kindergarten Program.” The fixed cost will be $25.92 per participant. Costs will be paid out of string #10-2271-329-000-00-000-000-017-0000.

 

8.8*   Approve application by Jim Hockenberry, art teacher at Williamsport Area High School, for a Fulbright Exchange Scholarship. The scholarship would permit him to exchange teaching positions with a teacher from the Czech Republic, Finland or the United Kingdom for one year. If Mr. Hockenberry would be successful in his application, he is requesting that the district continue his full salary and benefits while he is in the exchange position. The foreign teacher would take his place teaching in WASD for the year and be paid by his/her foreign employer.

 

CURRICULUM REPORT CONT’D:

 

8.9   Approve a correction to the District Calendar additional Act 80 days approved on June 17, 2003 for Roosevelt Middle School (addendum item #8.22). Instead of May 28, 2004, the additional Act 80 day will be October 13, 2003 for the full day. Also, consider approving adding a half-day (afternoon) additional Act 80 day on October 13, 2003 for the Williamsport Area High School.

 

8.10*   Approve Eric Sundberg (singer, songwriter and Kindergarten teacher), Lewisburg, to provide a student performance on Wednesday, October 8, 2003 at Sheridan Elementary School. Mr. Sundberg uses music in conjunction with reading with his students. The cost is $400 and is budgeted under Sheridan Title I.

9.1  RESIGNATIONS

 

Accept the following resignations, effective on the dates and for the purposes indicated:

 

A.   Thomas A. Lenio, full-time special education teacher at Lycoming Valley Middle School, for the purpose of retirement, effective December 2, 2003.

 

  RESOLVED: that the Board of School Directors of the Williamsport Area School District acknowledges with profound regret the retirement of Thomas A. Lenio from service in the Williamsport Area Schools and expresses its sincere appreciation for his 24½ years of dedicated service to our school system as a teacher. It further expresses the hope that his years of retirement will be many and richly rewarding.

 

B.   Nancy L. Renninger, full-time art teacher at Lycoming Valley Middle School, for the purpose of retirement, effective at the completion of the first semester of the 2003-2004 school year (tentative date of January 16, 2004).

 

  RESOLVED: that the Board of School Directors of the Williamsport Area School District acknowledges with profound regret the retirement of Nancy L. Renninger from service in the Williamsport Area Schools and expresses its sincere appreciation for her 30½ years of dedicated service to our school system as a teacher. 9.2  LEAVES OF ABSENCE

 

  Approve the following leaves of absence:

 

 A.   Doris A. Rankinen, full-time special education teacher at Hepburn-Lycoming Elementary School, for a sabbatical leave effective for the second semester of the 2003-2004 school year (tentative dates of January 19, 2004, through June 4, 2004), for the purpose of study.

 

    Ms. Rankinen has been a teacher in the District since September 3, 1986, and has not taken a previous sabbatical.

 

 B.   Scott E. Ferguson, Sr., auxiliary custodian for the District, for ten (10) days of military leave on August 2, 2003, through August 16, 2003, in accordance with Section 5159(14)(b) of the School District Policy Manual and Act 174 of 1990. School law allows a maximum of 15 paid military days per year.

 

 C.   Ruth A. Wollett, general food service worker at the high school, for an unpaid medical leave, effective September 3, 2003, through December 3, 2003.

 

 D.   W. Gerald (Jerry) McManus, part-time custodian at the transportation/service complex, unpaid leave for a planned vacation, effective September 15, 2003, through September 19, 2003.

9.3*  ELECTION OF STAFF

 

  Elect the following staff, for the purpose and on the date indicated:

   

 A.   Kelli S. Vassallo, 1209 Bonair Drive, Williamsport, as a half-time long-term substitute teacher, effective August 25, 2003, through the end of the first semester of the 2003-2004 school term (tentative ending date of January 16, 2004), unless terminated sooner, to teach Title I Reading at Jackson Elementary School, at a salary rate of Step 1, bachelor's, $37,500, prorated to ½ time. Ms. Vassallo holds a bachelor's degree from Lycoming College and is certified in Elementary (replacing Kathi Kelley, on unpaid leave).

 

 B.   Carol A. Roles, 2600 Riverside Dr., Duboistown, as a part-time (up to 185 days, prorated; up to 4½ hours per day) instructional support aide at Stevens Elementary School, effective September 17, 2003, with a base wage rate of $10.34 per hour or contract rate, FICA, Worker's Compensation, Retirement (if eligible), and sick leave (per the Agreement between the Board and the Williamsport Area Support Personnel) are the only fringe benefits (new position approved by the Board).

 C.   Approve a Title I Extended Day Program for St. Joseph's Parochial School, 711 W. Edwin St., Williamsport, and St. Boniface School, 710 Franklin St., Williamsport, from October 8, 2003 through May 20, 2004. The program will function for up to one hour per day for up to three days per week. There will be two teaching positions for each school, a total of four positions. Teachers will be paid at the rate of $23.91 per hour plus appropriate benefits for up to three hours of teaching time per week and up to one hour of preparation time per week. All children participating in the program must be Title I identified children. All funds are budgeted under Title I.

 

9.6  CONTRACTS

 

A.   Susan Engdahl, 1111 Claire Rd., Montoursville, qualified interpreter of American Sign Language (ASL) and Pidgin Sign English (PSE) to provide day-to-day substitute interpreter services (as needed) to eligible students at the rate of $25.00 per hour for hours worked, effective September 17, 2003, through June 4, 2004.

 

B.   Cindi L. Brown, 1209 Main St., Bloomsburg, qualified interpreter of American Sign Language (ASL) and Pidgin Sign English (PSE) to provide day-to-day substitute interpreter services (as needed) to eligible students at the rate of $35.00 per hour ($8.75 for each quarter hour) for hours worked and travel time (not to exceed one hour each way), effective September 17, 2003, through June 4, 2004.

 

C.   Elena Lebedev, 99 Parkwood Street, Williamsport, PA, to provide interpreter services for Russian student(s) who will be attending Williamsport Area High School during the first semester of the 2003-2004 school year at the rate of $15.00 per hour (no benefits), not to exceed seven (7) hours per day (unless authorized by the school), effective September 17, 2003, pending submission of all appropriate paperwork. The status of this contract will be reviewed at the end of the first semester. (Replace Eleonora Shugal, reassigned to Cochran Elementary School).

PROFESSIONAL DEVELOPMENT

 

10.1   RELEASED TIME/TRAINING PROGRAMS

 

Motion made by Mr. Vollman, seconded by Mrs. Markle, to approve released time for staff members to participate in professional development activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted.

STUDENT/COMMUNITY ACTIVITIES

 

Motion made by Mrs. Markle, seconded by Mrs. Harris, to approve the following student/community activities:

 

11.1*   Approve the following student trips:

 

A.   As yet an undetermined number of deaf and hard of hearing students (all students in grades K-12 are invited), to attend a picnic in Indian Park (Montoursville) on a Saturday during September 2003. Any students who have been suspended from school or who were assigned to Saturday School for disciplinary reasons within 30 school days prior to the trip will not be eligible.

 

The students will be transported by their parents. Supplies, park rental fees, equipment rental fees, and two sign language interpreters will be funded through the special education budget.

 

B.   Fifteen (15) Williamsport Area High School horticulture students, accompany by their teacher and aide, to travel to Rock Springs during September 2003 to participate in Agroecology Day 2003. The students will have the opportunity to learn about the importance of crops, the chemistry of soils. Students must be in compliance with the Williamsport Area High School’s field trip disciplinary requirements to be eligible to participate.

 

District transportation is requested and will be paid through Career/Technical Education Funds. Lunch and materials are free of charge.

 

C.   Twenty-two (22) life skills support students from the Williamsport Area High School, accompanied by their teacher, a student teacher, and five aides, to travel to Wegman’s on a date in September 2003 and one in October 2003. Eleven students will attend each trip. The students will have the opportunity to tour the store and learn how to read food labels. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

 

The trip will be funded through the life skills support budget (10-1200-819-000-30-850-000-004-0000).

 

D.   Retroactive Approval: Ten (10) Williamsport Area High School students, accompanied by two teachers, to travel to Lycoming College during September 2003 to attend a workshop on copy writing, budget control, layout and design, desktop publishing, etc. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record ; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

 

The students will be transported by the teachers. The cost of the trip will be funded through the La Memoire budget. Two substitutes will be required for the day.

 

11.1*   Consider approving the following student trips cont’d:

 

E.   Six (6) Jackson Elementary School students, accompanied by the principal and a staff member, to travel to Hoss’s on dates during December through May 2003. The trip is a reward for good citizenship. A drawing each month will determine six students from among those who have qualified.

 

The students will be transported by staff members. There will be no cost to the District. The student lunches will be paid by Hoss’s.

 

F.   Eight (8) Williamsport Area High School FBLA students, accompanied by their FLBA advisors, to travel to Baltimore for three days during November 2003 to participate in the FBLA National Workshop. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

 

The students will be transported by their advisors. Costs for the trip will be funded by FLBA funds. Two substitutes will be required for one day.

 

G.   Ten (10) Williamsport Area High School students, accompanied by their teacher, to travel to the Penn College Field House during October 2003 to participate in the state-wide mousetrap racer competition. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

 

The students will be transported in the high school van. The only cost to the District will be for a substitute for the day.

 

H.   Twenty-two (22) life skills support students from the Williamsport Area High School, accompanied by their teacher, student teacher, and aides, to travel to Empire Beauty School on two dates during October 2003. The trip will give the students the real life experience of making an appointment and in carrying out the appointment. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

 

The students will be transported by City Bus. Costs will be funded through 10-1200-819-000-30-850-000-004-0000.

 

  1. Twelve (12) life skills support students from the Williamsport Area High School, accompanied by their teacher and two aides, to travel to the Williamsport Hospital and Medical Center two days per week beginning the end of September 2003 and ending the end of May 2004 for work experience in the Williamsport Hospital Training Program. Students eligible to participate in this program will have no more than five absences of any type by the date of the program, will not have been suspended from school for any reason, and will have no bus disciplinary record.

Transportation will be provided by City Bus (10-1200-819-000-30-850-000-004-0000).

 

11.1*   Consider approving the following student trips cont’d:

 

J.   Five (5) members of the Williamsport Area High School’s SADD Club, accompanied by their advisor, to travel to Lancaster during November 2003 to participate in the SADD Conference. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

 

The students will be transported in the high school van. All costs will be paid by SADD funds. One substitute will be required for the day.

 

K.   Eight (8) eighth grade gifted education students from Curtin Middle School, accompanied by their teacher, to travel to Lycoming College on four dates during October, November, and December to attend the Concerts at Noon series.

 

The students will walk to and from Lycoming College. There will be no cost to the District.

 

11.2   Approve the following request for facility use:

 

A.   Williamsport Symphony Orchestra (WSO) to use the auditorium at the Williamsport Area High School on 16 various dates beginning October 5, 2003 through May 3, 2004 to hold rehearsals. WSO is requesting relief of the occupancy fee of $800.00. Certificate of Insurance to be received.

Motion made by Mr. Vollman, seconded by Mr. Shultz, to approve the following items related to

bids/contracts:

 

12.1*   Approve the 2003-2004 BLaST Intermediate Unit #17 contract in the amount of $360,960.24 for the purpose of providing purchased IU services for special education students, as well as other services targeted to teachers, administrators, and paraprofessionals who work with students with disabilities.

 

12.2*   Authorize the purchase of #2 fuel oil, #74 diesel fuel and 89 octane gasoline, for the FY04 school year, as per the terms and conditions of the Pennsylvania Joint Purchasing Council/Central Susquehanna Intermediate Unit as follows:

12.3*   Authorize the purchase of a Risograph CR-1610 duplicator for Curtin Middle School from Phillips Supply House at a state contract price of $4,578.05. This replaces their duplicator that was purchased in October 1998.

 

12.4*   Approve a three year agreement with Herff Jones Yearbooks for the printing of the LaMemoire at a base cost of $24,049; $24,765 and $25,502 respectively. Bids were solicited and Herff Jones Yearbooks was the only bidder.

 

12.5*   Authorize an increase not to exceed $2,000 to the contract with Univar USA, Inc. for disposal of additional unneeded chemicals and supplies from the science department.

Mr. Zimmerman encouraged everyone to attend a performance of Under Construction on

September 17, 18 or 19th.

 

Mr. Vollman reported that the football boosters repainted the Top Hat logos on the high school access roads. Red ribbons were also hung around the campus. The new goal posts are up and the game will be televised live on PCN.

 

Mrs. Markle reminded everyone to attend the band exhibition tomorrow night beginning at 7:00 p.m.
