The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, August 5, 2003, beginning at 8:00 p.m. in the Board of Directors Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

This spring, 46 Williamsport Area High School students (2 sophomores, 19 juniors, and 25 seniors) sat for a combined total of 66 Advanced Placement exams in 11 different subjects: Biology, Calculus AB and BC, Chemistry, Macroeconomics, English Literature and Composition, European History, Physics (B, C-E&M, C-Mech), and United States History. This compares favorably with last years 29 students and 44 exams.
15 students sat for AP Calculus exams, with 7 students earning perfect 5 s, 7 earning 4s, and 1 earning a 3.

BOARD PRESIDENTS REPORT Mr. David B. Stone, Jr.
A. Congratulations to Dr. Debbie Grove for receiving approval of our Comprehensive School Reform proposal in the amount of $197,000. Cochran Elementary School will be receiving $101,000, and Jackson Elementary School will receive $96,000.
B. Congratulations to Alix Lang, German teacher at the Williamsport Area High School, for receiving a letter of commendation from a professor of German at Hope College in Holland, Michigan. One of her former students, Keirsten Schwanbeck, successfully placed into Intermediate German and was awarded eight free credits for Beginning German. Dr. Forester, professor of German, attributed her success to the preparation she received in German at WAHS.
C. PSBA Voting Delegates

8.1 Approve the Williamsport Area School District Reading Recovery Training Site to provide Reading Recovery Continuing Contact Services during 2003-04 to:

Each districts will pay WASD $500 per teacher, plus mileage for visits made by the WASD Teacher Leader. The cost will cover: (a) one site visit by the WASD Reading Recovery Teacher Leader to each of the teachers; and (b) participation by each of the Reading Recovery Teachers in six Continuing Contact sessions to be held at the WASD Reading Recovery Training Site during 2003-04.
8.2* Approve Sarah Jane DeHaas, Ph.D., Associate Professor of Education at Juniata College with extensive backgroud in Special Education during undergraduate and graduate studies, to present a three-hour Adaptations Workshop for New Teacher Induction on August 20, 2003. Training in adaptations is required for new teacher induction by the Professional Education Plan of the Strategic Plan. Approximate cost includes $1,000 fee plus up to $120 expenses and is budgeted in string number 10-2271-329-000-00-000-000-017-0000.
8.3* Approve "Aligning Curriculum and Standards for Classroom Success" inservice training on August 25, 2003 for middle school and high school special education teachers. The training would be provided by James Perna from James Daniel Associates in Shamokin Dam, PA. He will present the inservice twice at an approximate cost of $800.00. The fee will be paid out of ACCESS Funds.
8.4* Approve the adoption and purchase, over a three-year period beginning in FY04 and culminating in FY06, of the K-5 classroom music series, Silver Burdett Music 2002. This text, for use in all the elementary schools' classroom music classes, will replace the texts and 33 rpm records purchased in 1985. These are well beyond their expected lifetime. Texts were selected by a committee that included teachers. The approximate cost for student texts, teacher resource packets, and CD's is $45,000 spread over three years. This year's purchase, in the amount of $14,857.50 is budgeted in account no. 10-1100-642-000-10-000-121-023-0000.
8.5* Approve George Kulp for up to 2 days of summer curriculum work for writing development. The cost is $85 per day and is funded through Title II.
CURRICULUM REPORT CONTD
8.6* Approve expenditures for career and technical education under the Williamsport Area School District Perkins Local Plan in the amount of $146,725. This amount represents the 2003-2004 Perkins allocation for the School District. The Williamsport Area School District has received approval for the application submitted to the Pennsylvania Department of Education. The Williamsport Area School District plan is authorized under the Carl D. Perkins Vocational and Applied Technology Education Act of 1998.These funds must be utilized as outlined in the local plan according to Pennsylvania Department of Education regulations.
8.7 Approve Theodore R. Piwowar, Director of Career and Technical Education, to submit an application to the Pennsylvania Department of Education for an Innovative Learning and Workforce Development Grant for the maximum amount available to the Williamsport Area School District. The purpose of this funding is to:
*Enhance and facilitate the development and implementation of partnerships.
*Enhance and facilitate skill attainment by students based on industry standards.
*Enhance integrated learning that gives students occupational and academic skills
required to perform successfully in the workplace.
8.8* Approve appropriate expenditures for the 2003-2004 PPT (Pregnant and Parenting Teen), ELECT (Education Leading to Employment and Career Training) and ELECT Fatherhood Initiative (EFI) Programs in the approved amounts of each program and in accordance with the plan submitted. The approved amounts are $14,700 for PPT, $135,787 for ELECT, and $40,000 for the EFI and a total grant amount of $190,487. The Williamsport Area School District has received approval for the application submitted to the Bureau of Community and Student Services in the Pennsylvania Department of Education. The plan includes a contract with the Susquehanna Health System s Family Center for Reproductive Health for the provision of services.
The principal goal of these programs is to assist eligible pregnant and parenting youth to break the cycle of welfare dependence by remaining in school, maintaining regular attendance, obtaining a high school diploma or GED certificate and securing post-graduation employment that will help them become successful parents and self-sufficient adults. In addition to the general self-sufficiency building, the program provides participants with pregnancy prevention information guidance, and services to reduce the incidence of secondary youth pregnancies.
8.9* Extend the contract with the Susquehanna Health System for the provision of PPT, ELECT, and EFI services by the Family Center for Reproductive Health.
8.10 Approve a correction to the District calendar additional Act 80 days approved on June 17, 2003 for Cochran Elementary School (addendum item #8.22). Instead of October 9 for a half day, the additional Act 80 day will be October 13 for a full day.
CURRICULUM REPORT CONTD
8.11* Approve Mrs. Kay Creveling, retired Title I Reading Specialist, to provide up to three days of professional development (one day during the summer and two days during the fall) for Mrs. Stephanie Wolfanger, new Title I Reading Specialist at Curtin. Professional development will target orientation to the hardware and software in the Title I computer lab and orientation to the Title I materials specific to Curtin. Mrs. Creveling will be paid at the rate of $140 per day for a total of $420 and Mrs. Wolfanger will be paid for one day during the summer at the rate of $85 per day. All funds are budgeted under Title I grant funds.
8.12 Approve the 2003-04 Parent/Student Handbook contents for Round Hills Elementary School.
8.13* Approve Dr. John Martin and Dr. Richard Ruth of the Capital Area Alliance for Math and Science to work with WAHS math teachers on Sept. 16 and 17, 2003. Drs. Martin and Ruth will work with small groups and one-on-one with teachers to help them incorporate technology into their specific courses, consistent with Title II.D. professional development goals. Cost is $700 per day for each consultant plus expenses, and 15 substitute days over the two days. Total cost is not to exceed $5,000 and is budgeted in Title II.D.

A. Walter J. Straiton, full-time instrumental music teacher at the high school, for the purpose of retirement from teaching in the public schools, effective July 16, 2003.
RESOLVED: that the Board of School Directors of the Williamsport Area School District acknowledges with profound regret the retirement of Walter J. Straiton from service in the Williamsport Area Schools and expresses its sincere appreciation for his 26 years of dedicated service to our school system as a teacher. It further expresses the hope that his years of retirement will be many and richly rewarding.

A.
Authorize the Director of Human Resources to complete and sign an application
with Agency Records, Box 310175, Newington, CT 06131-0175, to complete driver
license checks for Williamsport Area School District employees who drive
District vehicles. Also authorize expenditure of $135.00, payable to Agency
Records, to establish an escrow account for payment of these services.
B.
Authorize the administration to contract with BLaST Intermediate Unit 17, Route
514 Cowley Rd., P.O. Box 63, Granville Summit 16926, to provide training
sessions and assessment for designated Instructional Aides employed by the
Williamsport Area School District that will meet the guidelines established by
No Child Left Behind (NCLB), as approved by the Pennsylvania Department of
Education (PDE) for a fee of $50.00 per employee.

Authorize advertisement for two additional Title I Reading Specialist teaching
positions effective for the start of the 2003-2004 school year.

the Summer Food Service Program.

Department Chair - Nurse/School Health Services, for five (5) days in June
2003, for transition to Department Chair - Nurse/School Health Services, at the
rate of $310.25 per day.
D.
Authorize payment to Spring M. Moore, 1100 Mulberry St., Williamsport,
substitute teacher for the District, as PSSA Reading and Writing Remediation
Instructor, effective June 16, 17, 18, 19 and 20, 2003, in the amount of
$492.15 ($23.16 per hour for 21.25 hours) (account
#10-1100-122-000-30-850-000-007-0000).
The motion carried 6-0 with Mr. Vollman abstaining from 9.3 O Cheerleading and
Mr. Zimmerman abstaining from item 9.3 O Boys Soccer, those items passed 5-0-1.
PROFESSIONAL DEVELOPMENT

RELEASED TIME/TRAINING PROGRAMS
Motion made by Mrs. Markle, seconded by Mrs. Williams, to approve released time
for staff members to participate in professional development activities in
accordance with the Professional Development Plan of the Williamsport Area
School District and consider approving training programs. All expenditures
proposed are within local, state and federal budget categories approved as
noted.
The motion carried by a unanimous roll call.
STUDENT/COMMUNITY ACTIVITIES
11.1
Motion made by Mr. Vollman, seconded by Mrs. Markle, to approve the 2003-04
Direct Certification Agreement for the National School Lunch, After School
Snack, School Breakfast and Special Milk Programs. Direct Certification
includes the Food Stamp Program and Temporary Assistance for Needy Families
(TANF) information obtained from the Pennsylvania Department of Education (PDE)
and is used primarily to certify school children eligible for free meals or
milk.
The motion carried 6-0.
BIDS/CONTRACTS
Motion made by Mrs. Mahaffey, seconded by Mrs. Markle, to approve the following
bid/contract items:
12.1*
Approve the bid of Univar USA, Inc. of Middletown, PA, to dispose of unneeded
chemicals and hazardous materials at a cost of $3,120.00. Univar was the low
bidder on the 2003 Chemical Disposal Bid conducted by BLaST IU 17.

Approve revisions to the following contracts for the period of 7/1/03 through
6/30/04 (previously approved 6/17/03). Mr. Dugan commented that these
revisions actually reflect a reduction from previously approved contracts:

labor, materials, and equipment for the installation of a 12 x 16 foot concrete
retaining wall with brick ledge at the Williamsport Area High School, at an
estimated cost of $6,400.00. This project was necessitated by sewer line
repair problems. Due to the emergency nature of this project, the Pennsylvania
Department of Education approved waiving normal advertising requirements.

Authorize approval of a contract with Beck Roto Rooter for repair of a sewer
line at the Williamsport Area High School, at an estimated cost of $12,334.00.
This project was necessitated by sewer line repair problems. Due to the

ITEMS FROM BOARD MEMBERS
Mr. Zimmerman wished good luck to the Class of 2003.
Mr. Stone commented on the luncheon at Penn College conducted with STEP, Inc.
and the YMCA regarding student careers. Mr. Stone added that the students made
a fine presentation. Students present noted that they had experienced more
parental involvement in their career choices.
ITEMS FROM PUBLIC None
President Stone announced that the Board met in executive session prior to this
evenings meeting to discuss terms and conditions of employment for one or more
District employees and to receive legal advice from an attorney.
