The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, July 15, 2003, beginning at 8:00 p.m. in the Board of Directors’ Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

A.   Congratulations to Susan Stover, Department Head for Health and Physical Education for being selected to receive a scholarship to attend the Governor's School for Health and Physical Education this summer.

 

B.   Congratulations to Serena Russell, a student at Hepburn-Lycoming Elementary School, to having her artwork selected for the National Crayola Dream-Makers Exhibit from among thousands of pieces that were submitted. Her work, along with the other national honorees, will be on display at the Crayola Factory in Easton, Pennsylvania, during the month of August. Serena and her family will be recognized at a gala event at the factory in mid-August. Thanks also to Serena’s teacher, Sharon Cressinger. This is the second year in a row that one of Mrs. Cressinger’s students’ work has been selected for this prestigious recognition.

BOARD PRESIDENT’S REPORT CONT’D:

 

D.   Congratulations to Pamela Markle, WASD School Director, for being recognized by the National School Boards Association’s School Board Member Recognition Program for her outstanding inservice participation record. The purpose of this program is to recognize those individuals who have significantly contributed to public education within their district or on a state level.

 

Mrs. Markle was nominated for this special recognition award by the Pennsylvania School Boards Association, and was honored during a special ceremony, which took place during the PSBA Annual Summer Conference during June 2003.

 

Committee Reports by Board Members

 

Mrs. Markle reported that the PSBA Summer Workshop was excellent. She said that PSBA is always on the cutting edge and does an excellent job of keeping members informed of current issues.

 

Mrs. Markle also reported that the rally for the Governor’s plan was productive although many of the legislators had already gone home. Mr. Stone indicated that he appreciated that Representative Feese met with the group and talked frankly.

 

Mr. Stone reported that the Fitness Center Committee will be meeting on Thursday.

 

Mrs. Markle reported that the IU Board will be meeting on Wednesday and discussing building acquisition.

Motion made by Mr. Zimmerman, seconded by Mrs. Harris, to approve the following curriculum items:

 

8.1   Approve a correction to the District calendar additional Act 80 days approved on June 17, 2003 for Stevens Elementary School. Instead of September 23, the additional Act 80 Day will be September 25, 2003.

 

8.2   Approve the following mathematics textbooks for Williamsport Area High School. The texts were selected and recommended by committees that included high school math teachers.

 

  1. Discovering Algebra, published by Key Curriculum Press, copyright 2002 - for

the Applied Algebra and Statistics, Applied Algebra 2 and Geometry courses.

CURRICULUM REPORT CONT’D:

 

8.3*   Approve APL training to be offered to 50 District employees August 11, 12, 13, 14 and 15. Training will be provided by A.P.L. Associates at Cochran Elementary School. Approximate costs are $8,500 plus expenses (approximately $1,500) and are budgeted in string #10-2271-323-000-00-000-000-017-0000.

 

8.4   Approve the 2003-04 Parent/Student Handbook for Sheridan Elementary School.

 

8.5*   Approve Greg Walker, principal of Fowler High School in Syracuse, NY, as a consultant to work with secondary principals on August 18, 2003 and school improvement planning teams in WASD on September 12, 2003 at $1,500 per day plus expenses. Four follow-up days will be scheduled later in September/October (one with each secondary building) at $1,000 per day. The approximate total costs are $9,000. Costs are budgeted and will paid out of Title II funds.

 

8.6*   Approve up to one additional day for the following teachers to complete writing Emotional Support curriculum (previously approved for two days June 17, 2003, item 8.9) Melissa Ellis, Barb Herr (up to three days) and Dori Rankinen. The work will be completed on July 3, 2003 at a rate of $85 per person per day and is budgeted in string number 10-2260-131-000-00-050-000-007-000.

 

8.7*   Approve contracting services with Children's Development Center to provide training services to a high school student with developmental disabilities for the 2003 Extended School Year Program. Contract rate will be $40.00 per hour, not to exceed 40 hours. This service will be paid for out of the general fund and then reimbursed through IDEA's ESY component and through other IDEA funding.

 

8.8*  A pprove Jim Nolan, a Penn State University professor, as a consultant to the Differentiated Supervision Committee. Dr. Nolan is an expert in the field of differentiated supervision. As part of his work with the district, Dr. Nolan, with the help of graduate students, will conduct a case study of our efforts to move toward differentiated supervision. The reduced consultant cost for participating in the study would be $200 per district meeting. There would be up to 10 monthly committee meetings scheduled during the 2003-04 school year. Approximate total cost would be $2,000 budgeted in string #10-2271-329-000-00-000-000-017-0000.

 

8.9  A pprove a change to the District calendar adjusting Act 80 days approved on June 17, 2003 for Sheridan, Hepburn-Lycoming and Round Hills Elementary Schools. Instead of May 10, the additional Act 80 Day will be May 6, 2004.

 

8.10   Approve Linda Desmond for one day of curriculum work developing the elementary report card. The work will be completed on non-school time and at the rate of $85 per day and is budgeted in account # 10-2271-131-000-00-050-000-007-0000.

 

8.11*   Approve CPR recertification for the K-12 Health Services Staff. The cost is $15 per person for 15 people and will be provided through the American Red Cross. The cost is budgeted in account #10-2410-329-000-00-000-000-009-0000.

 

 

 

CURRICULUM REPORT CONT’D:

 

8.12*   Approve Andrea Martine, Writing Specialist in the Pennsylvania Department of Education Division of Assessment, to provide professional development for middle school teachers of language arts, social studies, science and mathematics. Initial professional development activities are scheduled for August 25, 2003 with follow up professional development being provided on February 16, 2004. Expenses will include lodging for August. The approximate cost is $100 and is budgeted in string # 10-2271-329-000-00-000-000-017-0000.

 

8.13   Approve a new textbook for grade 8 social studies: The Lives of Famous Pennsylvanians C 1999 published by Penns Valley Publishers. The textbook is recommended by a committee that includes 8th grade social studies teachers.

 

8.14   Approve a new textbook for Grade 7: Passport to Algebra and Geometry C2002 published by McDougal Littell. The textbook is recommended by a committee that includes 7th grade math teachers.

 

8.15*   Approve a technology workshop for teachers, office managers and parents at West Branch School. The workshop will involve networking computers, using educational software on the server, and using FileMaker Pro to develop an efficient and workable alumni database. The workshop will be presented on July 12, 2003 by Mary D'Amore, Technology Director for the Princeton Friends School, and Michael D'Amore, a technology consultant. Approximate costs of $276 is budgeted in the non-public schools portion of the District's 2002-03 EETT grant.

 

    1. Approve the contents of the 2003-04 Cochran Elementary School Parent/Student Handbook.

8.17*   Approve CPR recertification for the K-12 Physical Education staff. The cost is $15.00 per person for 27 people and will be provided through the American Red Cross. The cost is budgeted in account #10-2271-329-000-00-000-000-017-0000.

 

8.18   Approve mileage reimbursement for two meetings that consultant Jim Nolan attended in Williamsport with the WASD Differentiated Supervision Committee during the 2002-03 school year. Total cost would be $87.48 and is budgeted in string #10-2271-329-000-00-000-000-017-000 (FY03).

 

8.19*   Approve up to five days of service prior to the beginning of the regular contract year for William Rathjen, Coordinator of the Alternative School, at $85 per day, to complete the year-end report, complete intake interviews for students, prepare for August inservice activities, and update the building schedule.

Mr. Gonsar holds a bachelor's degree from Messiah College and a master's degree from Bucknell University (replacing Jim Etzel, retiring at the end of the first semester of the 2003-2004 school year).

 

B.   Michelle W. Bower, 77 Lundy Lane, Williamsport, as a professional employee, effective with the 2003-2004 school term (scheduled date is August 25, 2003), to teach mathematics at Curtin Middle School, at a salary rate of Step 1, bachelor's, $37,500, pending receipt of all necessary paperwork. Ms. Bower holds a bachelor's degree from Mansfield University and is certified in Mathematics (replacing James Pagana, retired). Ms. Bower will also be scheduled to participate in Induction Program activities before the start of the 2003-2004 school term.

 

 C.   Bessie G. Lowry, 116 Berkeley Drive, Watsontown, as a ½ time professional employee, effective with the 2003-2004 school term (scheduled date is August 25, 2003), to teach classroom art at Sheridan Elementary School, at a salary rate of Step 3, bachelor's, $39,400, prorated.  A.   Approve contract with Hartz Consulting Group, Inc., 420 Fort Duquesne Boulevard, One Gateway Center, Suite 1725, Pittsburgh, PA 15222-1438, to provide benefits consulting services to the Williamsport Area School District during the 2003-2004 school year, effective July 1, 2003, at an annual fee of $20,000 (payable in two installments, July 2003, and January 2004).

 

 B.   Wayne D. Fausnaught, 1508 Elmira St., Williamsport, to provide consulting services to the Williamsport Area School District administration at the rate of $320.00 per day, not to exceed a total of $15,000 for the 2003-2004 school year (unless approved by the Board of Directors), effective July 1, 2003, through June 30, 2004. (Contract for Mr. Fausnaught's services will be prepared and executed.)

 

9.5   CONTRACTED SERVICES CONT’D:

 

 C.   Gerald A. Owens, 111 Airline Drive, Cogan Station, to provide computer software consulting services to the Human Resources Office, at the rate of $225.00 per month for the 2003-2004 school year, effective July 1, 2003, through June 30, 2004. (Contract for Mr. Owens' services will be prepared and executed. Item included in 2003-2004 budget.)

 

 D.   Approve a contract with Blue Cross of Northeastern Pennsylvania (NEPA) to provide Health Care benefits to eligible employees of the Williamsport Area School District under an Administrative Services Only (ASO) Proposal, effective July 1, 2003, (for Administration and Support Staff-traditional or HMO) and August 1, 2003 (for WEA members-Teachers only) on a monthly claim paid billing basis to NEPA and High Mark Blue Shield respectively. Authorize an initial deposit of $125,000 to NEPA as part of the plan for WEA coverage. Authorize an additional $9.53 per month per eligible employee payable to Highmark Life & ; Casualty Group, 5th Avenue Place, Suite P6402, 120 5th Ave., Pittsburgh, PA 15222, to provide specific Stop/Loss insurance (on an aggregated basis) at a level not to exceed $150,000 per claim.

 

 E.   Authorize payment of $321,525.00 to Blue Cross of Northeastern Pennsylvania (NEPA) for final settlement of claims incurred prior to July 1, 2002, and paid during the period of July 1, 2002, through January 31, 2003. Payments will be made at the rate of $53,587.50 per month for six months, beginning August, 2003. WASD previously received a $109,896.73 refund for 2001-2002. (Net amount due NEPA for 2001-2002 claims experience: $211,628.27.)

 

 F.   Authorize Hartz Consulting Group, 11C, 420 Fort Duquesne Boulevard, One Gateway Center, Suite 1725, Pittsburgh, PA 15222-1438, to process run-out claims (referred to as "tail") related to services for health care for WEA members provided under the Pennsylvania Public School Health Care Trust (PPSHCT) incurred prior to August 1, 2003, at a fixed fee of $40,000 (payable in two installments of $20,000 each), payable within 30 days per acceptance of this contract. This fee will cover all claims activity under PPSHCT (post August 1, 2003) but incurred prior to August 1, 2003, and continue for a period of one year.

 

 G.   Approve a contract with Delta Dental, One Delta Drive, Mechanicsburg, to provide dental care benefits to eligible employees of the Williamsport Area School District under a Cost/Plus proposal for the 2003-2004 school year at a deposit rate of $40.50 per month per covered employee. Settlements under this arrangement will be calculated quarterly.

 

 H.   Approve the following rates, negotiated by the Administration to provide life insurance and AD & D coverage for eligible employees with Harleysville Life, administered through Henry Dunn, Inc., P.O. Box 109, 317 Main Street, Towanda, PA 18848, effective July 1, 2003:

11.2   Approve the filing of an application for participation in the National School Lunch and Breakfast Program, the Special Milk Program for split-session kindergarten, and the After School Snack Program for the fiscal year ending June 30, 2004.

12.6*   Authorize the purchase of a John Deere F 1445 mower with a 72” rear discharge deck from Valley Ag & Turf at a cost of $17,966.88. This is government pricing through the Pennsylvania Piggyback Program Contract #2420-01 and will be paid with Capital Reserve Funds.

 

12.7*   Authorize the purchase of a John Deere X595 tractor with a 54” deck, heavy duty tires and a 54” front blade from Valley Ag & Turf at a cost of $9,971.28. This is government pricing through the Pennsylvania Piggyback Program Contract #2420-01 and will be paid with Capital Reserve Funds.

 

12.8*   Approve an agreement with Shula Nedley, Ph.D. to work a maximum of 35 days with the Williamsport Area School District as a psychometrician consultant. The contract will be for $35,000 plus expenses. Approximate costs of $2,730 are budgeted in the 2002-03 EETT grant. Approximate costs of $35,852 are budgeted in Title V.

 

12.9*   Authorize contracts with Weatherproofing Technologies, Inc. for roof repairs to the Woodward Township School according to the terms and conditions of a Pennsylvania Joint Purchasing Council Multi-State bid at an estimated cost of $18,205.

President Stone announced that the Board met in executive session prior to this evenings meeting to discuss terms and conditions of employment for one or more District employees and to receive legal advice from an attorney. Schick, 792 Bitler Hill Road, Muncy, PA, as a professional employee, effective with the 2003-2004 school term (scheduled date is August 25, 2003) to teach Family and Consumer Science (Home Ec) at Williamsport Area High School, at a salary rate of Step 6, masters, $47,100. Mrs. Schick holds a bachelor’s degree from Mansfield University and a master’s from Wilkes University and is certified in Home Economics (replacing Kathryn McQuown, retired).
