The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, May 6, 2003, beginning at 8:00 p.m. in the Board of Directors Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

C. Hiawatha Mural Restoration Project
Dr. Lowery extended appreciation to Christine Johnson, Barb Heggenstaller, Neil Eshelman, Tom Kelchner and Jim Dougherty, for their efforts in this project.
D. James V. Brown Library Partnership
Dr. Lowery reported that almost 400 students signed up for library cards when the J.V. Brown staff visited our high school. She thanked Janice Trapp and Donna Cooper for their efforts.
BOARD PRESIDENTS REPORT Mr. David B. Stone, Jr.
A. President Stone recognized Mr. Michael Hall who spoke to the Board of concerns about the cheerleading program including this summers camp and the picks process.
B. Presentation by Vern McKissick of McKissick Associates concerning possible construction projects at Hepburn Lycoming Elementary School and Lycoming Valley Middle School.
C. Congratulations to Mr. Richard Coulter, Department Head for Music and Gifted Education, and the entire Williamsport Area School District music education staff and students, for being named one of the Best 100 Communities for Music Education in America for 2003.
D. Congratulations to Pamela Markle, School Director, for her recent reelection as the Pennsylvania School Boards Associations Region 12 Director.
E. Congratulations to School Directors Pamela Markle, Jay Shultz, David Stone, Lois Williams, and Thomas Zimmerman, to Superintendent Patricia Lowery, and to Assistant Superintendent Jackie Thomas for earning certificates from the Pennsylvania School Boards Association. These school officials earned certificates by receiving 12 or more points for attending many evening, as well as daytime, inservice opportunities. A wall plaque acknowledging the Districts commitment to continuing education is on display in the Baskin Gallery.
F. On exhibit in the Baskin Gallery during May 2003 is a display entitled Elements of Life.
G. Budget Mr. Peterson reviewed the May 6th budget draft summary. A 2% increase was added to the ESBE revenue budget. The changes agreed to at the last meeting were incorporated in the report. The Board did not support the adjusted request for secretarial support at the high school.

Mrs. Markle reported that lobby day was last Wednesday. Pam and three other board members from other districts spoke. Approximately 130 participated.

Construction Projects
A. Motion made by Mr. Shultz, seconded by Mrs. Markle, to authorize McKissick Associates to proceed with the design and bidding of the replacement of the Woodward Township School roof and authorize the execution and submission of PDE-731 Self Certification Application for Non-Reimbursable Construction Projects, to the Department of Education. The estimated cost of this project is $170,000.00

CURRICULUM REPORT
Motion made by Mrs. Markle, seconded by Mrs. Harris, to approve the following curriculum items:
8.1 Approve payment to Mr. Stanley Griggs, science teacher at the Williamsport Area High School, for presenting one (1) planetarium show to a public group on April 14, 2003 with 18 people in attendance. In accordance with the existing planetarium usage policy, Mr. Griggs is to be paid at the homebound rate of $23.72 per hour for three (3) hours for each show. The total payment for three (3) hours shall be $71.16. (string #10-3390-131-000-00-000-000-007 0000)
8.2 A pprove District Local Assessments in mathematics, reading and writing. These assessments are to be administered May 5-7, 2003 to seniors who did not score at the proficient level on the corresponding PSSA tests. Passing the District Local Assessment will satisfy student-testing requirement for graduation.
8.3* A dopt and purchase in FY04 of HEALTH: Making Life Choices (Expanded Edition; Second Edition), published by National Textbook Company, Lincolnwood, Illinois (copyright 2000), for students enrolled in the junior/senior health education course at the Williamsport Area High School. This text will replace the outdated and worn textbooks. A committee of Health teachers selected the text. This textbook contains the most current health information, is graphically attractive, clear educational charts, facilitates learning with included quizzes at the beginning and end of each chapter, enrichment insertions and inclusion for special needs students, reputable web sites for students with "On Line with Health", as well as "Life Choice Inventories, Consumer Skills and Health Strategies". There is also a Teacher's Edition textbook and a Teacher's Resources on CD-Rom. The approximate cost for the purchase of 120 student texts @ $54.00 each is $6,480. The approximate cost of the Teacher's Edition (Expanded edition) 4 @ $85.98 is $343.92 and 3 Teacher's Resources @ $166.50 is 499.50. The distributor will supply the 4 teacher editions and the 3 teacher resources CD-Rom at no cost. Budgeted in string number is 10-1100-642-000-30-850-140-025-0000 (FY04).

8.5* A pprove Mr. Dan Simpson of Philadelphia, PA, to conduct writing workshops and poetry readings in selected ninth-grade English classes at WAHS on May 5, 2003. Costs for Mr. Simpson¹s services, meals, and transportation are budgeted in string 10-1100-329-000-30-850-150-019-0000 (total not to exceed $350).
8.6* Approve submission of the following adult education grants for the 2003-04 program year:
*Pennsylvania State Act 143 grant in the amount of $33,121
*Federal Section 231 grant in the amount of $77,906
*To enter into a subcontract with The Lycoming County Literacy Program to provide
adult education instruction to their Family Literacy participants in the amount of
$16,996.
This figure of $128,023 was the total amount of last years grant. Federal and state grant allocations have not yet been received this year. It is hoped that the amount will be adequate to maintain all aspects of our current program offerings at all six locations in Lycoming County (DSC, Ashkar Elementary School in Hughesville, Jersey Shore High School, the Lycoming county Prison, the Lycoming County Prison Pre-Release Center and the Lycoming county Career Link Program). We must also provide a local school district match that totaled $25,969 last year. This amount is necessary to comply with the obligated 25 percent local match necessary to receive the federal portion of these grants. The match is budgeted in the general fund as in-kind services (i.e., custodian hours, partial salaries, use of facilities, etc.).
8.7* Approve Joanie Evans, Tressler Counseling Services, to present a workshop entitled "Love, Laugh and Say No" to the parents of Cochran Elementary students on April 30, 2003. The cost of the program will be $300 and is budgeted under Cochran's Title I Parent Budget.
8.8 Approve payment to the Brandon Park Commission $75 for the use of the facilities for the Cultural Diversity Festival on May 9, 2003. This will be funded by donations received for the festival. (General fund account number 101A 155-100).

A. Ninety-six (96) first grade students from Jackson Elementary School, accompanied by their teachers and aides, to travel to T&Ds Cats of the World (Penns Creek) and Mifflinburg Park during May 2003. The trip is a culminating activity on their science unit on biology. Students eligible to participate will not have been suspended or assigned to Saturday School within 60 days prior to the trip. District transportation is requested. All costs will be paid by the Jackson PTO.
11.1* Approve the following student trips contd:
B. All fourth grade students from Jackson Elementary School, accompanied by their teachers, to travel to Penns Cave on two dates during June 2003. The students will be divided into groups with two groups attending each day. Students eligible to participate will not have been suspended or assigned to Saturday School within 60 days prior to the trip. District transportation is requested. All costs will be paid by the Jackson PTO.
C. Seventy-seven (77) second grade students from Cochran Elementary School, accompanied by their teachers, to travel to the Community Arts Center during May 2003 to attend a performance. D. Retroactive Approval: Forty (40) members of the Williamsport Area High Schools Strolling Strings, accompanied by their teacher, to travel to the Genetti Hotel during April 2003 to perform at a volunteer recognition dinner for the Susquehanna Health System. Students eligible to participate must be in compliance with the schools field trip disciplinary requirements in order to participate. District transportation is requested and will be paid through the music departments transportation budget.
E. Approximately 130 fifth grade students from Jackson Elementary School, accompanied by parent chaperones, to travel to Knoebels Grove during June 2003. Students eligible to participate will not have been suspended or assigned to Saturday School within 60 days prior to the trip. Transportation will be provided by contract carrier. All costs will be paid by the Jackson PTO.
F. Fifty-six (56) fifth grade students from Sheridan Elementary School, accompanied by their teachers and parent volunteers, to travel to the Franklin Institute (Philadelphia) during June 2003. Students eligible to participate must be in compliance with their schools field trip disciplinary requirements. Transportation will be provided by contract carrier. All costs will be paid by the Sheridan PTO.
G. Two (2) Williamsport Area High School students, accompanied by their teacher, to travel to Shippensburg on two days during May 2003 to participate in the PCTM Invitational Mathematics Competition. Students eligible to participate will have no bus disciplinary infractions, will not have been suspended from school, will be passing all major courses, and are not, in the judgment of their house principal experiencing attendance difficulties. The students will be transported by their teacher. Costs will be paid through string #10-1100-813-000-30-850-170-021-0000 and 10-2260-581-000-00-050-170-021-0000. A substitute will be required for one half day.
H. Approximately 90 Williamsport Area High School choir students, accompanied by four teachers, to travel to Hershey Park during May 2003 as a reward for their excellent performances. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record ; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. District transportation is requested. All costs will be paid by the participants.

I. Eighty (80) first grade students from Cochran Elementary School, accompanied by their teachers, to travel to Bald Eagle State Park during May 2003. The students will have the opportunity to explore the habitat of the butterfly and learn how they survive in the environment. District transportation is requested. All costs will be paid by the Cochran School Association.
J. Seventy-two (72) second grade students from Stevens Elementary School, accompanied by their teachers and grade parents, to travel to Bald Eagle State Park during June 2003. The students will have the opportunity to tour a waste water facility and participate in environmental activities. Students eligible to participate must be in compliance with the schools field trip disciplinary requirements. District transportation is requested. All costs will be paid by the Stevens PTA.
K. Sixty-six (66) morning and afternoon kindergarten students from Stevens Elementary School, accompanied by their teachers and parent volunteers, to travel to Clyde Peelings Reptiland during June 2003. The trip is a culminating activity for their unit on living things. Students eligible to participate must be in compliance with the schools field trip disciplinary requirements. District transportation is requested. All costs will be paid by the Stevens PTA.
L. Seventy-two (72) first grade students from Stevens Elementary School, accompanied by their teachers and parent volunteers, to travel to the Williamsport Area High School during May 2003. The students will have the opportunity to visit the planetarium, drama, music, and automotive departments, and the greenhouse. Students eligible to participate must be in compliance with the schools field trip disciplinary requirements.
District transportation is requested and will be paid by the Stevens PTA.
M. Approximately 50 first and fourth grade students from Sheridan Elementary School, accompanied by their teachers and parent volunteers, to travel to Curtin Middle School during May 2003. The students will have an opportunity to observe the eighth grade writing process and see how stories take shape. Students eligible to participate will have received less than two pink slips for the month or will not have been assigned detention. There will be no cost to the District. The students will walk to and from Curtin.
N. Forty-eight (48) first grade students from Round Hills Elementary School, accompanied by their teachers and an aide, to travel to Lycoming College and Clyde Peelings Reptiland during May 2003. The students will have an opportunity to visit the planetarium at the college and to tour Reptiland. Students eligible to participate must not have been suspended from school or assigned to Saturday School for disciplinary reasons within 30 school days prior to the trip. District transportation is requested. All costs will be paid by the Round Hills PTO.
11.1* Approve the following student trips contd:
O. Forty-five (45) kindergarten students from Round Hills Elementary School accompanied by their teachers and four parent volunteers, to travel to Williamsport West Veterinary Hospital and the Waltz Dairy Farm (Jersey Shore) during May 2003. The trip is an extension of their spring planting and animal and farm units. Students eligible to participate must not have been suspended from school or assigned to Saturday School for disciplinary reasons within 30 school days prior to the trip.
District transportation is requested. All costs will be paid by the Round Hills PTO.
P. Eleven (11) members of the Williamsport Area High Schools indoor guard, accompanied by their teacher and his spouse and other band volunteers, to travel to Wildwood, New Jersey, for three days during May 2003 to participate in the Indoor Guard Atlantic Coast Championship. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. The students will be transported in rental vans. Costs for the trip will be paid by the WAHS Band Association. A substitute will be required for one day.
Q. Seventy (70) fifth grade students from Cochran Elementary School, accompanied by their teachers and 60 adult chaperones, to travel to Baltimore during June 2003. The students will have the opportunity to visit the Inner Harbor area and the Science Center. Students eligible to participate must not have received a pink slip, have been suspended, or been assigned to Saturday School from April 28, 2003, to the date of the trip. With permission, students receiving only one pink slip may be eligible to attend if accompanied by a parent. Transportation will be provided by contract carrier. All costs will be paid by the Cochran School Association and through student fundraisers. Those who did not participate in the fundraiser will be charged since the trip is voluntary.
R. Twenty-one (21) learning support students from Roosevelt Middle School, accom-panied by their teachers, to travel to Brandon Park during May 2003 for a social experience on the Native American culture. There will be no exclusions. District transportation is requested and will be paid by the Roosevelt PTO. There will be no additional costs.
S. Seven (7) Lycoming Valley Middle School band students, accompanied by their teacher, to travel to Hepburn-Lycoming Elementary School to perform. Students must be in compliance with their schools field trip disciplinary requirements. There will be no cost to the District. The students will be transported by their teacher.
T. Seventy-five (75) third grade students from Round Hills Elementary School, accom-panied by their teachers and parent volunteers, to travel to the Community Arts Center and Williamsport City Hall during May 2003. The trip is a culmination of their studies on language arts/theater and city government. Students eligible to participate will not have been suspended from school or assigned to Saturday School for disciplinary reasons within 30 school days prior to the trip. District transportation is requested. All costs will be paid by the Round Hills PTO.
11.1* Approve the following student trips contd:
U. Five (5) emotional support students from Hepburn-Lycoming Elementary School, accompanied by their teacher and two aides, to travel to Park Pizza during May 2003. The students will have an opportunity to visit a place of business where they will have an opportunity to practice their fraction, measuring, and cooperation skills. Students eligible to participate will not have been suspended or assigned to Saturday School within 60 calendar days prior to the trip. District transportation is requested. All costs will be paid by the Hepburn-Lycoming PTO.
V. Approximately 100 eighth grade students from Curtin Middle School, accompanied by their teachers and other school staff, to travel to Baltimore during May 2003. The students will have the opportunity to visit the Maryland Science Center, the National Aquarium, as well as the surrounding Inner Harbor area. Students eligible to participate will not have received any demerits and will not have been suspended during the second semester. Transportation will be provided by contract carrier. The trip will be paid through individual student and student council funds.
W. Seventy-one (71) third grade students from Hepburn-Lycoming Elementary School, accompanied by their teachers, aide, and parent volunteers, to travel to the Community Arts Center during May 2003 for a performance. Students eligible to participate will not have been suspended or assigned to Saturday School within 60 days prior to the trip.
District transportation is requested. All costs will be paid by the Hepburn-Lycoming PTO.
X. Eighteen (18) life skills support students from Lycoming Valley Middle School, accompanied by their teachers and 6 aides, to travel to the Williamsport Area High School during June 2003. The purpose of the trip is to help the students make the transition to the high school. District transportation is requested and will provided on already existing bus runs. There will be no cost to the District.
Y. Fifteen (15) eleventh grade students from the Williamsport Area High School, accompanied by a counselor, to travel to Lock Haven University during May 2003 to attend a minority recruitment fair. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. Transportation will be provided by Lock Haven University. There will be no cost to the District.

ITEMS FROM BOARD MEMBERS
President Stone and Mrs. Markle reported on opening day at Logue Field, which was held last Saturday. Mr. Logue and representatives from all teams attended. President Stone was one of the speakers. He thanked the Lions, High Steel, West End and others for their efforts in this partnership. He indicated that the field is beautiful.
Mr. Zimmerman reported that his daughters last orchestra concert concluded 21 consecutive years of having his children in the WASD Music Programs. He extended his appreciation to the District, administration and music faculty for 21great years!
ITEMS FROM PUBLIC
The following students addressed the Board concerning cheerleading: Jennifer McGinty, Linley Savits and Elizabeth Nichols.
President Stone announced that an executive session was held prior to this evenings meeting to discuss terms and conditions of employment for one or more District employees and to receive legal advice from an attorney.
