The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, April 1, 2003, beginning at 6:30 p.m. in the Board of Directors’ Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

 

The President, David B. Stone, Jr., called the meeting to order with the following members:

APPROVAL OF MINUTES: Motion made by Mr. Zimmerman, seconded by Mrs. Markle, to approve the minutes from the regular meeting of February 4 and 18, 2003; March 4, 2003, and the special meeting of March 5, 2003, that reading of the minutes be omitted and the minutes be approved as presented.

A.   Congratulations to Sarah Boyle, Williamsport Area High School Senior, for being recognized by the Williamsport-Lycoming Chamber of Commerce as the 2002-03 Outstanding Student.

 

B.   Congratulations to Marie Fox, Williamsport Area High School Teacher, for being recognized by the Williamsport-Lycoming Chamber of Commerce as the 2002-03 Outstanding Teacher.

 

C.   Congratulations to Ken Sawyer, WRAK/WKSB Station Manager, for the countless hours he has spent over the last decade and a half helping the Williamsport Area School District and its student journalists. Through his work with “ The Student Voice,” Mr. Sawyer has helped our students achieve visibility, recognition, and satisfaction, while serving the school and greater Williamsport community. Thank you for your many contributions to the success of one of the District’s most public programs.

 

Mr. George R. Taylor, Executive Director of the Pennsylvania School Press Association, was

present and congratulated Ken Sawyer and Marie Fox for a rating of Honorary All-State in its

annual media evaluation service.

 

D.   Congratulations to Mr. Ken Welsh for being the recipient of a Penn State Women in Engineering Program Outstanding Mentor Educator Award . He shares this distinction nationally with only 17 teachers in 2003. He was nominated for this achievement by Kristina Zaleski, one of his former students.

 

E.   Discussion of SusCom Contract. Motion made by Mrs. Markle, seconded by Mr. Vollman, to approve an agreement with SusCom to continue televised coverage of board meetings for the period of April 1, 2003 through March 2004 at a cost of $15,400 ($700 per meeting).

CURRICULUM REPORT

 

Motion made by Mr. Vollman, seconded by Mr. Shultz, to approve the following curriculum items:

 

8.1   Approve Myron Yoder, We the People and Project Citizen Coordinator, to provide staff training for secondary social studies and English teachers at the March 24-25 Professional Development Days. Mr. Yoder will present training on interdisciplinary instructional approaches that combine social studies and English instruction. Costs for the training will be covered by the We the People Program.

 

8.2*   Approve Susan Ummarino, Director of Developmental Services and Adjunct Faculty at Juniata College to present an inservice on Tuesday, March 25, 2003 on self-determination, choices/preferences and assessment to the district's autistic and life skills support teachers. Her stipend will be paid out of ACCESS and will be in the amount of $750.

 

8.3*   Approve tuition and registration fees for the middle school summer session June 23, 2003 to July 25, 2003 at Roosevelt Middle School. School will be in session from 8:00 A.M. – 9:55 A.M. for the first session and a second session from 10:05 A.M. to 12:00 noon. Strict attendance guidelines will be followed.

 

Any middle school student in Lycoming County is eligible for course make-up in mathematics and/or English/Language Arts.

 

The following fees will apply:  

   Non-Resident Fee    $200.00 per course  

 Resident Fee       $150.00 per course

Adjusted Fee      $80.00 per course

 

Three certified teachers will provide the instruction for summer school.

 

8.4*  Approve a school visitation on Monday, March 24, 2003 to the North Allegheny School District, Allegheny County, PA. by the following members of the music education department: Richard Coulter, Doug Gordon, Marisa Hickey, Robert Hickey, Charles Masters and Walter Krushinski. The purpose of the trip is to observe NA’s highly regarded world drumming curriculum and to learn more about their high school electronic music program. Approximate costs include 3 hotel rooms for one night ($300), mileage ($150), tolls ($10), meals ($120) and are budgeted in string #10-2271-581/582-000-00-000-000-017-0000.

CURRICULUM REPORT CONT’D:

 

8.5*   Approve Dr. Andrea McCarrier, Director of the Literacy Collaborative at Ohio State University and author of the book Interactive Writing , to provide a two-day professional development workshop on writing for all primary teachers, grades K-2 (including special education, Title I, Guided Reading teachers). The dates are March 24--25, 2003. The cost of the program is approximately $5,000 ($4000 plus expenses). The costs for the workshop are budgeted under Title II. This workshop will replace a workshop already approved for Texas Tech on the 2/5/02 Board Agenda. The change was necessitated due to illness of the Texas Tech consultant.

 

8.6   Approve the submission of an Alternative Education Grant for Disruptive Youth for the 2003-2004 school year. The amount of the grant will not be determined until July or August.

8.7   Approve the continued service contract with Genesis House, Inc. to provide counseling services to the students enrolled in the alternative school program for the 2003-2004 school year. Funded through the Alternative Education Grant for Disruptive Youth.

 

8.8*   Approve clinician Liz Shapiro, Lighting, Design, and Technical Theatre Professional, Community Arts Center, to provide professional development training of the auditorium lighting control system and lighting instruments for the staff and students at Williamsport Area High School. The training will be held in four sessions, after school, during March and April 2003, dates to be determined. Cost to the district would be $500 for clinician fees to Liz Shapiro from fund # 10 2271 329 000 00 000 000 017 0000.

 

8.9*  A pprove clinician Tim Breon, J & R Music Studio Sound Engineer, to provide professional development training of the auditorium sound control system, digital recording, and microphones for the staff and students at Williamsport Area High School. The training will be held in four sessions, after school, during March and April 2003, dates to be determined. Cost to the district would be $300 for clinician fees to Tim Breon from fund # 10 2271 329 000 00 000 000 017 0000.

  RESOLVED: that the Board of School Directors of the Williamsport Area School District acknowledges with profound regret the retirement of Patricia L. Huffman from service in the Williamsport Area Schools and expresses its sincere appreciation for her 27 years of dedicated service to our school system as a teacher. It further expresses the hope that her years of retirement will be many and richly rewarding.

9.2   LEAVES OF ABSENCE - Approve the following leaves of absence:

 

 A.   Deborah L. McCollum, general food service worker at Sheridan Elementary School Cafeteria, for an unpaid medical leave, effective February 25, 2003, through April 14, 2003.

 

    Ms. McCollum's leave will be taken under the Family Medical Leave Act, which entitles the employee to health insurance for a maximum of 12 weeks, but is without pay or any other benefits.

 

 B.   Denay M. Gair, part-time Guided Reading teacher at Cochran Elementary School, for an unpaid medical leave, effective March 27, 2003, through May 2, 2003. Mrs. Gair is not eligible for leave under the Family Medical Leave Act at this time.

   

 C.   Mary K. Masden, general food service worker at Curtin Middle School Cafeteria, for an unpaid medical leave, effective January 31, 2003, through March 7, 2003. Ms. Masden is not eligible for leave under the Family Medical Leave Act at this time.

   

 D.   Helen M. Brown, general food service worker at the high school cafeteria, leave of absence without pay, effective March 10, 2003, through March 14, 2003. Mrs. Masden's leave is for the purpose of caring for the medical needs of a family member

PROFESSIONAL DEVELOPMENT

10.1   RELEASED TIME/TRAINING PROGRAMS

 

Motion made by Mr. Zimmerman, seconded by Mrs. Harris, to approve released time for staff members to participate in professional development activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted.

STUDENT/COMMUNITY ACTIVITIES

 

Motion made by Mr. Shultz, seconded by Mrs. Markle, to approve the following items related to student/community activities:

 

11.1*   Approve the following student trips:

 

A.   Approximately 25 members of the Williamsport Area High School’s National Art Honor Society, accompanied by three staff members, to travel to Washington, D.C., during May 2003. The trip is designed to expose students to art and culture by visiting a variety of museums. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. All costs will be paid from the National Art Honor Society activity fund. Three substitutes will be required for the day.

 

B.   Approximately 105 Williamsport Area High School physics students, accompanied by their classroom teachers and parent volunteers, to travel to Knoebel’s Grove during May 2003. The students will have the opportunity to conduct physics experiments on park rides such as calculating velocity, acceleration, and g-forces. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. District transportation is requested (101-1100-519-000-30-850-180-027-0000). Other costs will be paid through string number (101-1100-813-000-30-850-180-027-0000). One substitute will be required for the day.

 

 

11.1*   Approve the following student trips cont’d:

 

C.   Six (6) autistic support students from Cochran Elementary School, accompanied by their teacher and aides, to travel to Boardwalk Boulevard in the Lycoming Mall during April 2003. The students will have the opportunity to practice their communication and social skills and to purchase items and count money. There will be no exclusions.

The students will be transported in an aide’s personal van. Boardwalk Boulevard will be donating the tokens and pizza. The Cochran School Association will provide $10 per student for shopping.

 

D.   Twenty-one (21) Williamsport Area High School Spanish and French students, accompanied by their teachers, to travel to New York City during May 2003 to view works of art at the Museum of Modern Art and the Metropolitan Museum of Art. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

Transportation will be provided by contract carrier. All costs will be paid through the Foreign Language Budget. Two substitutes will be required for the day.

 

E.   Ninety (90) eighth grade students from Roosevelt Middle School, accompanied by their teachers, to travel to Penn State during April 2003. The students will tour the Penn State Art Museum, and visit the Penn State campus for career/college background experience. Students eligible to participate will not have received in- or out-of -school suspensions as of January 27, 2003. District transportation is requested. Costs will be paid by the Roosevelt PTO and with funds raised by the students.

 

F.   Approximately 90 fifth grade students from Hepburn-Lycoming Elementary School, accompanied by their teachers and parent volunteers, to travel to DelGrosso’s Park (Tipton) during June 2003. The students will have a guided tour of the spaghetti factory and will learn about health and safety of food preparation, with a focus on the nutritional value of foods. District transportation is requested. All costs will be paid by the Hepburn PTO.

 

G.   Thirty (30) fifth grade students from Stevens Elementary School, accompanied by their teacher, to travel to the Lycoming County Courthouse or the YMCA (rain location) to perform at the swearing in ceremony for the Lycoming County Child Advocate. Students must be in compliance with the school’s field trip disciplinary requirements.

    District transportation is requested (10-1100-519-000-10-375-121-023-0000).

 

H.   Approximately 570 eighth grade students from Curtin, Lycoming Valley, and Roosevelt Middle Schools, accompanied by their teachers, to travel to the Montour Preserve during May 2003. The trip is a culminating activity for their eighth grade Environment Topics class. Students eligible to participate must be in compliance with their school’s field trip disciplinary requirements. The trips will be taken over a six-day period, with each school being divided into two groups. District transportation is requested. All costs will be paid by the individual school’s PTO.

 

 

 

11.1*   Approve the following student trips cont’d:

 

I.   Approximately 60 fourth grade students from Round Hills Elementary, accompanied by their teachers, an aide, and parent chaperones, to travel to Harrisburg during May 2003. The trip is a culminating activity designed to enhance the students’ social studies unit on Pennsylvania history. Students eligible to participate will not have been suspended from school or assigned to Saturday School for disciplinary reasons within 30 school days prior to the trip. District transportation is requested (10-1100-519-000-10-325-00-051-0000). All other costs will be paid by the Round Hills PTO.

 

J.   Twenty-five (25) members of the Williamsport Area High School’s Model United Nations Club, accompanied by their two advisors, to travel to Lock Haven for two days during April 2003 to participate in a Model United Nations Conference. Students eligible to participate will not have been suspended from school, will have no bus disciplinary infractions, and will be passing all major courses. District transportation is requested (10-1243-519-000-30-850-000-023-0000). Two substitutes will be required for the day.

 

K.   Thirty (30) Williamsport Area High School students, accompanied by their teachers, to travel to Penn College during May 2003. The students will be dining at LeJeune Chef and will have the opportunity to visit the kitchen. The students will also learn how to calculate a tip. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. District transportation is requested (10-1390-519-000-30-850-280-033-0000). The cost of the lunches and tips will be paid with the tip money earned in the Millionaire Café. A substitute will be required for one period for one teacher.

 

L.   Sixteen (16) Williamsport Area High School students, accompanied by their teacher, to travel to The Fourth R (Pennsdale) on two dates during April 2003 to take the CompTIA’s Network Exam (an industry certificate used in place of NOCTI testing). Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record ; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

District transportation is requested (10-1390-519-000-30-850-280-033-0000). The cost of the testing will be paid through a CTE grant obtained by Mr. Piwowar. A substitute will be required for the day.

 

M.   Approximately 102 students comprising the Williamsport Youth Wind Ensemble (Curtin, Lycoming Valley, and Roosevelt Middle Schools and the Williamsport Area High School), accompanied by their teachers, to travel to Hershey during May 2003 for a competition. Students eligible to participate must be in compliance with their school’s field trip disciplinary requirements. Transportation will be provided by contract carrier. Costs will be paid by the WAHS Band Association. Three substitutes will be required for the day (Lycoming Valley, Curtin, and Roosevelt).

 

 

 

11.1*   Approve the following student trips cont’d:

 

N.   Twelve (12) members of the Williamsport Area High School’s performing musical group Les Chanteuses, accompanied by their teachers, to travel to Hershey during April 2003 to perform at the PMEA conference. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. The students will be transported by their teachers and parents. Teacher expenses of approximately $700 will be paid through string #10-3212-581-000-30-850-121-023-0000) Two substitutes will be required for the day.

 

O.   Twenty-three (23) Williamsport Area High School life skills support students, accompanied by their teachers, aides, and WillSERVE students, to travel to Lamar to visit the U.S. Fish & Wildlife Service’s Northeast Fishery Center during June 2003. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record ; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

  District transportation is requested. The trip will be paid for through the Life Skills Support Special Education Budget.

 

P.   Twenty-four (24) members of the Williamsport Area High School’s color guard, accompanied by chaperones from the band association, to travel to Whitehall High School (Allentown) during March 2003. The students will be competing in a competition. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. District transportation is requested. All costs will be paid by the WAHS Band Association.

 

Q.   Forty (40) Williamsport Area High School students, accompanied by four adult chaperones, to travel to Penn College during May 2003 to participate in the Teen Parent Summit. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record ; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. District transportation is requested (10-1390-519-000-30-850-280-033-0000). There will be no additional cost.

 

R.   Five (5) Williamsport Area High School students, accepted by competitive audition, to participate in the Pennsylvania Music Educators’ Association All-State Festival for four days during April 2003. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

R.   Cost to the District would be $1,225 ($490 from 10-3211-813-000-30-850-121-023-0000; $245 from 10-3212-813-000-30-850-121-023-0000; and $490 10-3214-813-000-30-850-121-023-0000) for student registration fees; and $1,050 ($350 each from 10-3211/3212/3214-581-000-30-850-121-023-0000) for teacher expenses. Anna Radspinner, Todd Kendall, and Walt Straiton will accompany the students. Three substitutes will be needed for two days. The students will be transported by their teachers and parents.

 

S.   Sixty-one (61) jazz ensemble members from Curtin, Lycoming Valley, and Roosevelt Middle Schools, accompanied by their teachers, to travel to the Williamsport Area High School during April 2003 to participate in Jazz Day. Students eligible to participate must be in compliance with their school’s disciplinary field trip requirements.

T.   Two (2) Williamsport Area High School choir students, accompanied by their director, to travel to the WRAK Radio Station to give a radio interview about their upcoming production of “Grease.” Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. Transportation will be provided by the teacher. There will be no cost to the District.

 

U.   Revision to Item 11.1.C from the March 4, 2003, agenda: Twenty (20) members of the Williamsport Area High School color guard were authorized to attend a competition during April 2003 at Central Mountain High School. This even was cancelled by organizers and the color guard is required to attend another competition in order to qualify for participation in the Atlantic Coast Championships. Therefore, the request is made to retroactively approve attendance at a competition at Whitehall High School (Allentown) during March 2003.

 

11.2   Information Item: Three (3) Williamsport Area High School students to travel to the Genetti Hotel during April 2003 to participate in the Lycoming County Planning Commission’s Vision Workshop. There is no cost to participate and lunch will be provided. These students have previously been approved by the Board to participate in Youth Leadership Lycoming activities.

 

11.3   Approve the following request for facility use:

 

A.   Retroactive approval for Newberry Little League to use the gymnasium at Roosevelt Middle School on March 19 and 20, 2003, from 6:30 p.m. until 8:00 p.m. to hold tryouts. Newberry Little League is requesting relief of the occupancy fee

estimated at $80.00. Certificate of Insurance received.

 

  1. Retroactive approval for Northcentral PA Chapter of the American Red Cross to use

the swimming pool at the high school on March 29 and 30, 2003, hours as discussed with the building principal to hold a water safety instructor course. The American Red Cross is requesting relief of the occupancy fee estimated at $100.00. Certificate of Insurance received.

 

11.4   Approve the following volunteers as drivers for the softball team's trip to South Carolina. The team will be departing from Williamsport on Saturday, April 12, and will return on Friday, April 18, 2003. Volunteers will provide copies of auto insurance certificates and Acts 34 and 151 clearances will be processed as appropriate:

12.5*   Authorize the purchase of Art Supplies to replenish inventoried stock in accordance with the specifications and recommended awards. All recommended awards are based on the lowest bid price meeting specifications.

Mr. Temple proudly announced that his son was accepted by the Air Force Academy. He indicated that this is yet another indication of the breadth and depth of our District’s educational system, that provides the well rounded person that the Academy is looking for.

 

Mrs. Markle reported that she would be attending Lobby Day on April 30, 2003 and encouraged other board members to accompany her.
