The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, March 4, 2003, beginning at 8:00 p.m. in the Board of Directors’ Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

 

The President, David B. Stone, Jr., called the meeting to order with the following members:

APPROVAL OF MINUTES: Motion made by Mrs. Harris, seconded by Mrs. Markle, to approve the minutes from the Organizational and Regular Meeting of December 3, 2002, the regular Meetings of January 7and 21, 2003 and Special Meeting of January 28, 2003, that the reading of the minutes be omitted and the minutes be approved as presented.

Committee Reports by Board Members

 

Mr. Zimmerman reported that the Gifted Education Advisory Committee met last Wednesday. The meeting was well attended. The bulk of the discussion centered on “No Child Left Behind” and how the new testing requirements will affect the program. There was an active discussion.

 

Mr. Zimmerman also reported on the February 19, 2003, Greater Williamsport Alliance Planning meeting. The committee is nearing the conclusion of Phase I in which the goal is data collection and a complete profile of the Williamsport area. A comprehensive document will be finalized and forwarded to the full planning commission. There is a resolution for the Board to consider and Tom has forwarded it to Fred Holland for review. Community input meetings are scheduled on April 22, 3003 at Roosevelt Middle School and on April 23, 2003 at Camp Susque. This entire project is to be complete in 2004.

 

Mrs. Harris reported that the ETEC Committee met last week and most of the information was covered in Mr. Gee’s report this evening.

 

Mrs. Markle reminded the board members to sign their ballot for election of BLaST Board Members and return them to Mr. Peterson.

 

Mrs. Markle also reported SB274 delayed the implementation of the new booster seat requirements. She indicated that PSBA now has the capability to do same day criminal background checks for a $5.00 fee.

CURRICULUM REPORT

 

Motion made by Mrs. Markle, seconded by Mr. Shultz, to approve the following curriculum items:

 

8.1  A pprove the attached reference texts for secondary social studies classroom use.

 

8.2*  A pprove Dr. Andrea McCarrier, Director of the Literacy Collaborative at Ohio State University, to provide two days of Literacy Collaborative Team Planning to teams from Cochran Elementary School and Jackson Elementary School, April 22--23, 2003. The approximate costs are $2471 ($1,000 per day plus travel of $471). All funds are budgeted under Title I.

 

8.3*   Approve Leslie Whitehill, Health educator at the Williamsport Area High School, to submit an application to the Pennsylvania Department of Education for HIV/STD Prevention Education Program Resources Grant in the amount of $2,500.00. The purpose of this funding is to decrease the incidence of HIV infection by planning effective prevention strategies and programs to meet the needs of the fourteen to nineteen year old age group.

 

8.4*   Approve the District Calendar for 2003-04.

 

8.5  A pprove an additional Act 80 In-service Day for Curtin Middle School on May 9, 2003.

 

8.6   Approve Penn State University professor, James Nolan, as a consultant to work with a district committee to design a program for differentiated supervision of teachers. 8.7   Approve the student/parent handbook for the Hepburn-Lycoming Elementary School.

 A.   Authorize two Title I Extended Year Teacher/Building Level Coordinators, one each for Jackson and Cochran Elementary Schools, for the Title I Extended Year Program, from July 14, 2003, through August 8, 2003. The coordinators will work up to 4½ hours per day at the rate of $23.16 per hour or contract rate plus appropriate benefits and up to three professional development days at the rate of $85 per day. All funds are budgeted under Title I.

 

 B.   Authorize one Title I Extended Year Teacher/Building Level Coordinator for Hepburn-Lycoming Elementary School, for the Title I Extended Year Program, from July 14, 2003, through August 8, 2003. The coordinator will work up to 4½ ; hours per day at the rate of $23.16 per hour or contract rate plus appropriate benefits and up to three professional development days at the rate of $85 per day. All funds are budgeted under Title I.

 

 C.   Authorize up to 40 anticipated teaching positions for the Title I Extended Elementary Extended Year Program, July 14, 2003, through August 8, 2003, for up to 3½ hours per day at the rate of $23.16 per hour or contract rate plus appropriate benefits and up to three professional development days at $85.00 per day. All funds are budgeted under Title I:

 H.   Authorize three Special Education teachers for the WASD Summer School Program, from July 14, 2003, through August 8, 2003. Funds will be paid out of ACCESS.

Students eligible to participate must not have been suspended or assigned to Saturday School for disciplinary reasons within 30 days prior to the trip.

B.   Approximately 100 third grade students from Cochran Elementary School, accompanied by their teachers and parent volunteers, to travel to the Montour Preserve during May 2003. Students eligible to participate must not have received a pink slip, have been suspended, or have been assigned to Saturday School from April 1, 2003, through the date of the trip. With permission, students having received only one pink slip may be able to attend if a parent accompanies them. District transportation is requested. All costs will be paid by the Cochran School Association.

 

C.   Twenty (20) members of the Williamsport Area High School’s Color Guard, accompanied by two teachers and parent volunteers, to travel as follows for competition:

 

 1.   Tyrone High School during March 2003

 2.   Salisbury High School during April 2003

 3.   Central Mountain High School during April 2003 (two dates)

 

Students eligible to participate will not have been suspended for more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

 

District transportation is requested and will be paid by the WAHS Band Association.

 

D.   Approximately 100 eighth grade students from Roosevelt Middle School, accompanied by their teachers and parent volunteers, to travel to Knoebel’ s Grove during May 2003. Students eligible to participate must be in compliance with their school’s field trip requirements.   District transportation is requested. All costs will be paid by the Roosevelt PTO.

 

E.   Fourteen (14) Williamsport Area High School welding students, accompanied by their teacher, to travel to Penn College during March 2003 to participate in a competition. Students eligible to participate will have no suspension record; will have no more than 3 unexcused absences; will be passing all courses; and will have no bus disciplinary infractions. District transportation is requested (10-1390-519-000-30-850-280-033-0000). A substitute will be required from the beginning of the day through fifth period.

 

F.   Approximately 10 Williamsport Area High School Key Club students, accompanied by their advisor, to travel to Hershey on three dates during March 2003 to participate in the Key Club State Convention. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. The students will be transported by their advisor. All costs will be paid from Key Club funds. A substitute will be required for one day.

G.   Three (3) Williamsport Area High School students, accompanied by an adult chaperone, to travel to Lewisburg to participate in the annual math contest held at Bucknell University. Students eligible to participate will not have been suspended from school; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. The students will be transported by a parent (10-2260-581-000-00-050-170-021-0000). There will be no additional cost.

 

H.   Sixty-four (64) first grade students from Hepburn-Lycoming Elementary School, accompanied by their teachers and parent volunteers, to travel to Clyde Peeling’s Reptiland during April 2003. Students eligible to participate must meet the specific criteria associated with the school’s field trip guidelines. District transportation is requested. All costs will be paid by the Hepburn-Lycoming PTO.

 

I.   Two (2) Lycoming Valley Middle School students, accompanied by their teacher, to travel to Harrisburg for two days during March 2003 to participate in the State MathCounts Competition. Students eligible to participate must be in compliance with their school’s field trip requirements. The students will be transported by their teacher. There is no cost to participate in the competition. Teacher expenses will be paid from the Lycoming Valley Faculty Fund.

 

J.   Seventy-five (75) third grade students from Hepburn-Lycoming Elementary School, accompanied by their teachers and parent volunteers, to travel to the Community Arts Center during May 2003 for a performance of “Aesop’s Fables.” Students eligible to participate will not have been suspended or assigned to Saturday School within 30 calendar days prior to the trip. District transportation is requested. All costs will be paid by the Hepburn-Lycoming PTO.

 

K.   Revision to Item 11.1.A from the January 21, 2003, Board Agenda: The item indicated that 30 special education students from the Williamsport Area High School would be taking a trip aboard the Hiawatha; however, the Hiawatha is not available. Therefore, the students will be visiting Clyde Peeling’s Reptiland.

 

L.   Five (5) Williamsport Area High School Students, accompanied by a counselor intern, to travel to State College for three days during April 2003 to participate in a leadership workshop. The District was selected for participation in this event. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. The students will be transported by the intern. Mileage will be paid by Drug Free School funding. All other expenses are paid by the workshop sponsor.

 

 

 

 

 

 

11.1*   Approve the following student trips:

 

M.   Fifty (50) accounting students from the Williamsport Area High School, accompanied by their teacher and vocational counselor, to travel to the Susquehanna Health System Divine Providence Campus accounting department, TGI Fridays to hear speakers, and H&R Block to view tax preparation. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. District transportation is requested (10-13909-519-000-30-850-280-033-0000). The only other cost to the District will be a substitute for the day.

 

N.   Eighty-eight (88) morning and afternoon kindergarten students from Cochran Elementary School, accompanied by their teachers and parent volunteers, to travel to Jarrett’s Lost Brook Farm (Elimsport) during June 2003. The trip is a culminating activity for their unit on farm animals and habitat. There will be no exclusions.

  District transportation is requested and will be paid by the Cochran School Association.

 

O.   Thirteen (13) Williamsport Area High School orchestra students, accompanied by their teacher, to travel to Dallastown Area High School for four days in March 2003 to participate in the PMEA Regional Orchestra Festival. Students eligible to participate must be in compliance with the school’s field trip guidelines.

Walt Straiton, director, will accompany the students. One substitute will be needed for two days.

 

P.   Twenty-one (21) sixth grade students from Curtin Middle School, accompanied by their teachers, to travel to the Lycoming County SPCA (Reach Road) during March 2003. The students will learn about dog bite prevention and pet care by touring the facility. There will be no exclusions.   District transportation is requested. The Curtin PTO will pay all costs.

 

 

 

 

 

 

11.1*   Approve the following student trips cont’d:

 

Q.   Approximately 13 members of the Williamsport Area High School’s Student Government Association, accompanied by their advisor, to travel to Bloomsburg University during March 2003 to participate in the Youth Leadership Conference. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties.

District transportation is requested (10-1100-519-000-30-850-160-017-0000). A substitute will be required for the day.

 

  1. Thirty-two (32) members of the Stevens Elementary School fifth grade chorus, accompanied by their teacher and an aide, to travel to Rose View Center during

March 2003 to provide entertainment for the residents. Students eligible to participate are limited to those in compliance with the school’s field trip disciplinary requirements.

There will be no cost to the District. The students will walk to and from Rose View.

 

S.   Five (5) members of the Williamsport Area High School’s Student Government Association, accompanied by their house principal and advisor, to travel to Snyder Elementary School, Sayre, during March 2003. The students will be observing a scholarship challenge among high schools in the northern tier for the purpose of starting a challenge in the District. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. District transportation is requested. The Student Government Association will pay all costs.

 

T.   Seven (7) sixth grade students from Roosevelt Middle School, accompanied by two adult chaperones, to travel to the YMCA during March 2003 to visit with their kindergarten pen pals. Students eligible to participate must have had no incidents causing them to be sent to the IRC or assigned to out-of-school suspension.

    District transportation is requested with the cost being paid by the Roosevelt PTO.

BIDS/CONTRACTS

 

12.1*   Motion made by Mr. Shultz, seconded by Mrs. Markle, to authorize a Memorandum of Agreement between the Williamsport Area School District Adult Education Program and Central Intermediate Unit #10 for participation in the Pennsylvania Department of Education’s “Decreasing the Digital Divide” initiative to expand and support access to technology in the District’s adult education classes. The initiative will enable the District to expand programming to include computer literacy training by providing computers, software, and staff training for implementation.

Mrs. Markle reminded the board members to register for the PSBA Region 12 dinner to be held on March 25, 2003.

 

Mrs. Mahaffey reminded everyone to support our middle school girls’ basketball teams whose season just started.

President Stone announced that an executive session was held prior to this evening’s meeting and another one is to immediately follow this meeting to discuss terms and conditions of employment for one or more District employees and to receive legal advice from an attorney.
