The Regular Meeting of the Board of School Directors of the Williamsport Area School District of which all members were duly notified and of which due public notice was given as required by Act 84 of 1986, was held on Tuesday evening, January 21, 2003, beginning at 8:00 p.m. in the Board of Directors Room, District Service Center, 201 West Third Street, Williamsport, Pennsylvania.

A. Congratulations to the Williamsport Area School District Music Department for being one of one hundred finalists from across the country to be named as a Grammy Signature School.
B. Congratulations to Rick Coulter, Department Chair for Music and Gifted Education, for receiving recognition from the United States Marine Corp for his leadership in coordinating an appearance by the Marine Band in Williamsport during this past year.
C. Congratulations to Mr. Theodore Piwowar and the Career and Technical Education staff for acceptance of their proposal to participate at the State Capitol in the Career and Technical Education Week celebration.
BOARD PRESIDENTS REPORT CONTD:
D. Congratulations to eight Williamsport Area High School students for successfully completing the screening process through the Susquehanna Health System for acceptance into the CNA Program.
E. President Stone appointed Sean McCann, Sue Mahaffey and Dale Vollman as district representatives on the Baseball Complex Committee. Pam Markle and Chuck Peterson were appointed as alternates.
Committee Reports by Board Members
Mrs. Markle reported that PSBA had an Executive Board meeting last Friday and Saturday. The main topic on the agenda was No Child Left Behind. Pam indicated that PSBA is growing under Tom Gentzels leadership. Mrs. Markle compiled a detailed report on the meeting and made it available to Board members.
Mrs. Markle also reported on the IU meeting. The meeting was unusual in that there was 100% participation by all member districts. The administration and board continue to look at building options. Tom Shivetts leadership is exciting to watch.
Mrs. Mahaffey reported on three committees. The Student Policy Development Committee had another meeting and continues to make progress. The ATEC/ETEC Committee met last Thursday. They reviewed the budget and a grant that Debbie Grove authored. The grant will make exciting things possible such as replacement of the student management software program and staff development. The Community Relations Committee had a full agenda. Some of the agenda items were the PSBA campaign, web-site improvements and the next edition of the Community Newsletter.
Mr. Zimmerman reported that the Employment Steering Committee met on January 9 th . The committee continues to look at a sick bank policy and recruiting strategies.
Mrs. Harris reported that the Negotiations Committee had the first negotiations session with the support staff. The committee is hoping for short time to a fair contract.
FINANCE REPORT

CURRICULUM REPORT
Motion made by Mr. Shultz, seconded by Mr. Vollman, to approve the following curriculum items:
8.1 Approve participation in the Performance Standards Consortium Recommended Professional Development Plan.
8.2* Approve Dave Williams to present a calculator and problem-solving workshop to the Sheridan Elementary faculty on February 18, 2003. The cost of the workshop is $600 and is funded through the Title II grant.
8.3* Approve the Metamorphosis performing company to provide the program "Sense of Touch" to the 2nd grades of the Williamsport Area School District on February 26, 27, and 28, 2003. The cost of the program is approximately $450 per school and is paid for through the Elementary Curriculum Budget and site-based budgets.
8.4* Approve the 15 members of the K-12 Art Department to participate in professional development activities at the Palmer Museum of Art on the Penn State Campus on March 25, 2003, a scheduled curriculum based in service day. The art staff will carpool to and from PSU. Transportation expenses are budgeted in string #101100581000102251220150000.
8.5* Approve the author and illustrator, Lindsay Barrett George to present student workshops and a parent training at Stevens Elementary School on January 23, 2003. The total cost of the workshops will be $1,000 ($500 is budgeted under Stevens Title I Parent Training and $500 is being paid for by the Stevens' PTA).
8.6* Three (3) Williamsport Area High School art students: Jessica Helminiak, Spencer Richard, Daniel Whelan accompanied by art teacher James Hockenberry to participate in the annual Italian Street Painting Arts in Education Day Event. This is an invitational only event and the WAHS art department has been invited to participate for the second consecutive year. Students will create an Italian street painting at State College High School on March 9&10. Students will stay with host families in State College. The students and their work will be transported to Harrisburg on Tuesday March 11 to complete the painting in Strawberry Square as part of the State House and Senate's Arts in Education Day activities. Transportation will be provided in Mr. Hockenberry's private vehicle. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. A. Sandra M. Myers, full-time administrative support at the high school, for an unpaid medical leave, effective January 29, 2003, through April 22, 2003, possibly to return sooner.
Mrs. Myers is currently utilizing sick and/or personal days and will begin her unpaid leave of absence on January 29, 2003, which will be taken under the Family Medical Leave Act, which entitles the employee to health insurance for a maximum of 12 weeks, but is without pay or any other benefits.

9.6 CONTRACTS
A. Renew the contract of Jacqueline G. Thomas as Assistant Superintendent of the Williamsport Area School District for a period of three years. Mrs. Thomas contract as Assistant Superintendent is scheduled to expire on June 30, 2003. Therefore, the renewed contract would have a term extending from July 1, 2003, through June 30, 2006. Section 1077 of the Public School Code of 1949 requires that an Assistant Superintendent be notified of an intention to renew a contract at a regular public meeting occurring at least 150 days prior to the expiration of the Assistant Superintendents term of office. This motion fulfills the requirements of Section 1077 of the School Code, and shall constitute notification to her of the three-year renewal of her contract. The contract shall have provisions consistent with the current contract, including provisions for annual determination of salary and benefits as provided through the Confidential Administrator Compensation Plan.

PROFESSIONAL DEVELOPMENT
10.1 RELEASED TIME/TRAINING PROGRAMS
Motion made by Mr. Zimmerman, seconded by Mrs. Markle, to approve released time for staff members to participate in professional development activities in accordance with the Professional Development Plan of the Williamsport Area School District and consider approving training programs. All expenditures proposed are within local, state and federal budget categories approved as noted.

STUDENT/COMMUNITY ACTIVITIES

11.1* Approve the following student trips:
A. Approximately 30 special education students from the Williamsport Area High School, accompanied by their teachers, to travel to the Radisson Hotel and the Hiawatha during May 2003. The students are involved in the Community Volunteer Work Experience Program and will be honored at an awards recognition breakfast. Parents, classroom teachers, aides, district administrators, school directors, and other community dignitaries will also participate in the event. One substitute will be required for the day. The City of Williamsport will sponsor the cost of trolley transportation and the Hiawatha.
11.1* Approve the following student trips contd:
B. Approximately 110 fourth grade students from Cochran Elementary School, accompanied by their teachers, to travel to The Williamsport Home during February 2003 to visit with their Journal Buddies. Students eligible to participate will not have received a pink slip within one month of the trip. There will be no cost to the District. The students will walk to and from the field trip site.
C. Approximately 145 eighth grade students from Curtin Middle School, accompanied by their teachers, to travel to the high school. The trip will give the students the opportunity to visit the high school prior to scheduling for the 2003-04 school year.
District transportation is requested (10-1390-519-000-30-850-280-033-0000).
D. Two (2) Williamsport Area High School FBLA students, accompanied by their advisor and the Director of Career & Technical Education, to travel to Harrisburg for three days during February 2003. The students will have the opportunity to present a display during Career and Technical Education Week at the Capitol. Students eligible to participate will not have been suspended from school more than five days; will have no bus disciplinary record; will be passing all major courses; and are not, in the judgment of their house principal, experiencing attendance difficulties. Transportation will be provided by the advisor. The only cost to the District will be a substitute for two days.
E. Forty (40) Williamsport Area High School Key Club students, accompanied by their advisors and parent volunteers, to travel to the Eagles Mere toboggan slide on a Friday evening in February 2003. The exact date of the trip has not been determined and depends upon the construction of the slide. District transportation is requested. All costs will be funded by Key Club expenses.
F. Eighty-six (86) fifth grade students from Cochran Elementary School, accompanied by their teachers, to travel to Penns Cave during April and May 2003. The students will have the opportunity to learn about the habitats of various animals and observe the geological structure of caves. All students who have not received a pink slip in the months of April or May are eligible to participate. Any students receiving a pink slip may also attend, but they must be accompanied by a parent. The students will be divided into two groups, with each group attending one day. District transportation is requested. All costs will be paid by the Cochran School Association.
G. Sixteen (16) members of the Williamsport Area High Schools GQ musical group, accompanied by their teacher, to travel to TGI Fridays during February 2003 to perform at the Kiwanis Club luncheon. The students must be in compliance with their field trip disciplinary requirements in order to participate. District transportation is requested (10-1100-519-000-30-850-121-023-0000.

Cost to the District would be $2,244 (10-3214-813-000-30-850-121-023-0000) for student registration fees; $500 (10-3214-519-000-30-850-121-023-0000) for student transportation; and $350 (10-3214-581-000-30-850-121-023-0000) for teacher expenses. Walt Straiton, Orchestra Director, will accompany the students. One substitute will be needed for two days.
I. Ten (10) members of the Curtin and Roosevelt Middle School mens choirs, accompanied by their teachers and parent volunteers, to travel to Mansfield University during March 2003 to participate in a choice festival. Students eligible to participate must be in compliance with their schools field trip disciplinary policy. The students will be transported by their teachers and chaperones. Approximate registration fees of $210 will be charged to 10-1100-813-000-20-550(650)-121-023-0000. Three substitutes will be required for the day.
J. Six (6) members of Lycoming Valley Middle Schools MathCounts Team, accompanied by their teacher, to travel to the Little League Complex in South Williamsport during February 2003 to participate in the annual regional MathCounts competition. There will be no cost to the District. The students will be transported by their teacher.
K. Approximately 120 third, fourth, and fifth grade students from Hepburn-Lycoming Elementary School, accompanied by their teachers and parents, to travel to Ski Sawmill during January 2003. The trip is an incentive for the students AR achievement.
District transportation is requested. All costs will be paid by the Hepburn PTO.
11.1* Approve the following student trips contd:
L. Four (4) Curtin Middle School students, accompanied by their teacher, to travel to the Little League Complex in South Williamsport during February 2003 to participate in a MathCounts competition. Students eligible to participate must not have been suspended for more than 5 days, must be passing all major courses, have no bus disciplinary record, and are not experiencing attendance difficulties. The students will be transported by their teacher. There will be no cost to the District.
11.2 Approve the following request for facility use:
Middle School on February 18 and 19, 2003 from 6:00 p.m. until 8:30 p.m. to hold
tryouts. Hepburn Lycoming Little League is requesting relief of the occupancy fee
estimated at $80.00. Certificate of Insurance on file.
B. Pennsylvania Governors School for the Arts (PGSA) to use the auditorium,
cafeteria and band room at Roosevelt Middle on Saturday, April 5, 2003, from
8:00 a.m. to 4:00 p.m. to hold auditions. PGSA is requesting relief from the occupancy fee estimated to be $105.00. Certificate of Insurance waived. This replaces the August 20, 2002 agenda item.
C. Saint Johns School of the Arts to use the auditorium at the Williamsport Area
High on April 21, 22, 23 and 24, 2003 to hold three days of rehearsal and a dance ensemble Spring performance. St. Johns is requesting relief of the occupancy fee estimated at $200.00. Certificate of Insurance on file.

BIDS/CONTRACTS
Motion made by Mrs. Harris, seconded by Mr. Temple, to approve the following bid/contract items:
12.1* Approve The Meadows Psychiatric Center to continue providing psychiatric evaluation and consultation services to WASD students for the 2002-03 and 2003-04 school years.
12.2* Approve a Letter of Agreement with Lycoming-Clinton Mental Health & Mental Retardation Program and WASD for the 2002-03 school year. The purpose of this agreement is to define the relationship between the programs operated by the Joinder and WASD as it relates to joint operation and financing of School Based Outreach Services.
12.3* Approve an agreement with First Hospital Wyoming Valley to provide educational services to WASD students that are admitted to First Hospital at a per diem rate of $51.25 for the 2003-03 school year.

ITEMS FROM BOARD MEMBERS
Mr. Zimmerman reported that soccer coaches Lovecchio and Poole are having a meeting at the Curtin Middle School on January 27th beginning at 7:00 p.m. to talk to current and future soccer players about the future of the soccer program.
Mrs. Markle reminded the Board that the PSBA Region 12 dinner will be at the Radisson on March 25, 2003. Mr. Gentzel, Executive Director, will be present at the meeting.
